Need for Cross Disability Early Intervention

• Magnitude:― Children with Disabilities (0-6 years):

20.42 lakhs (Census, 2011)― 1 in every 100 children (0-6 years)

suffers from some type of disability.

• Numbers likely to increase due to:― Population growth― Increse in number of disabilities (7 to 21) under RPwD Act, 2016.― Psycho-social disabilities, Autism and Specific Learning Disabilities showing

an increasing trend.• Lack of Rehabilitation professionals• Magnitude of the impact would be manifold if not managed with proper and

timely identification & intervention since infancy.

Evidence based findings bear out that disability burden can bereduced through Early Intervention for Children At-Risk, withDevelopmental Delays and with Disabilities.

0-6 years is a critical phase when maximum brain developmentoccurs & facilitates overall development & learning. Itdetermines a person’s well-being, productivity, achievements andquality of life.

To prevent/ reduce impact/ reduce secondary disabilities, it isvital that Early Intervention services are provided. This can leadto lesser economic burden by creating a better future andindependent/less dependent lives.

Rehabilitative care requires multi-sensory stimulants andactivities for motor/physical skills, cognitive skills,communication/language skills, self help/adaptive skills andsocial/emotional skills through sustained and repetitiveIntervention protocols.

Acknowledging the primacy and centrality of the role of parentsand family, the needs of parents given focus to motivate them toavail the services regularly for their child’s betterment.

Coordinated approach between Health Centers and MedicalFacilities as well as Early Intervention services is required forearly and regular referrals to help reduce the impact & severity ofdisabilities.

Current Scenario: Identifying the Gaps

• No full fledged Cross Disability Early Intervention Centers in existence.

• The National Institutes (NIs) have specific disability focus. The currentInstitutional structure of NIs and CRCs provides rehabilitation services toDivyangjan, including intervention for children without provision for cross-disability early intervention services.

• Capacity building for Cross Disability Early Intervention needs to befocused across India to reduce the overall disability burden of the country andprovide a better future for our children.

• As a PILOT, 7 NIs and 7 CRCs to be equipped for early intervention forcatering to all categories of disabilities.

• District Disability Rehabilitation Centers need to be revived by the StateGovernments. Disability being a State subject, involvement of State authoritiesis crucial.

Cross-disability: Coalition of differentdisabilities & interventions that intersect andprovide opportunities for intervention throughvaried perspectives.Single Window Approach: Providingrehabilitation services for different disabilitiesunder one roof and in a contiguous manner.Parent-centric: Optimizing parents’ role inparenting or intervention of children (0-6 years)with demonstrated therapies and parentalcounseling sessions.Multi-sensory Learning: Opportunities forChildren with Disabilities to learn throughvisual, auditory, kinesthetic, tactile, balance,touch, etc.

Aesthetically Designed Facilities: Providingmodern, child-friendly facilities keeping in mindneeds of the children and space to grow playfully.Special efforts made to create attractive andappealing interiors.Accessible Features: Ensuring accessibilitythrough Ramps, Parking, Braille Signage, TactileFlooring, Washrooms with Grab Bars, Low HeightDrinking Water Points, Accessible Reception andFurniture, Well-lit Interiors, etc.Preparatory Schools for School Readiness: Toenable Children with Disabilities to developcommunication, language, motor, social,emotional and cognitive abilities for inclusiveschooling.
