Hello Madeira Beach!

Summer is in full swing at the beach and there are a lot of exciting happenings right on the horizon. The City Centre and ROC Park are near completion, our summer concert series has begun, fishing tournaments are bringing in bed tax revenues.

Madeira Beach is on the map!As many of you may have already seen, the Madeira Beach City Centre is very near completion. New sod is being laid in ROC Park, sidewalk cement is being poured, and the land is being prepared for a much needed parking lot. Every day more and more is accomplished. We are expecting to have the Commission Chambers up and running in the next few weeks as well.

I’d also like to thank staff and all of our volunteers for a successful start to our summer concert series. On Sunday, June 14, the Summerland 2015 Tour played at the ROC Park stage. The City Recreation Department put in hours and hours of hard work to pull this event off. This is a first for our City and although there is still much to learn, overall the event was successful. I want to thank all of those involved, from staff to business partners to volunteers, who helped work this event.

As the City garners more and more attention, I would also like to point out that we are receiving extra benefit. As a member of the Tourist Development Council, I have been able to secure a revenue of $115,000 in bed tax dollars from the John’s Pass Seafood Festival and the Bone Fishing Slam and BBQ Festival. We have also been able to acquire an additional $145,000 from state appropriations for out next stormwater road project. These are a great achievements for our City and others in the county are taking notice!

Summer is a wonderful season for a beach community. We have accomplished so much in the first part of the season and there is more to come. Get excited for our Fourth of July celebration and fireworks show at the new City Centre and future concert events.

Hello to our residents and visitors! Your new City Centre is nearly complete!!! Due to the hot weather, a dedication is being delayed until the October or November time frame. Everyone in the community will be invited to attend.

We recently held our first concert in our summer series at the newly constructed band shell located at the Rec Center. We hosted the bands Everclear, Fuel, American Hi-Fi, and The Toadies as we continue to become a destination for fun in the sun. On July 24th we host Tonic, Bob Marley’s original band “The Wailers”, and Everlast. In August we are proud to host a unity festival featuring Grammy award winning Boy George and Culture Club! The City staff is in full swing putting together its 2015-2016 fiscal budget. As its evident by the feedback we receive that the community has faith in its elected officials and its administration, the City will face a millage increase to maintain the momentum that’s been created. As we continue upgrades and improvements at the marina, tackle storm water and road projects, and maintain flexibility to take things up throughout the budget year that were not anticipated, additional funds need to be considered. We have full service cities throughout Pinellas County that have millage rates between 3.00 and 4.00 while we continue to do what we can at 1.99. From the seat that I sit in, and I’m sure I can vouch for my staff that literally work around the clock to get these projects completed timely and responsibly, we could easily sit back and keep the millage rate at status quo and ask the Board of Commissioners to start chopping necessary projects off of the “to do list”. However, I recommend that we come together as a community, keep our millage rate at a reasonable rate, and continue the rebirth of Madeira Beach that has been started. If you have budgetary questions, please contact me at my office or contact your city commissioner. As I conclude, our new City Centre will be showcased this summer as it hosts the 4th of July celebration. We’ll have food, music and beverages for all ages. The Black Honkeys are headlining the music for the day and fun will be had by all. Last year, and I can’t say this for years prior, we had the nicest fireworks show on the beach. This year, they’ll be shot off in the bay between the City Centre and the American Legion/Courtyard by Marriott hotel again and this show is guaranteed to be better than last year so spend some time on the beach, come on over to the City Centre for some more afternoon fun, and relax later that evening on our event field and watch the greatest fireworks show in Pinellas County. NCAA Division 1 Softball returns February, 2016 with the 2nd Annual Madeira Beach Invitational. Featuring division 1 ladies college softball teams from around the country. The organizers plan to double the event and booked back to back weekends in 2017, 2018, and 2019. 18 teams have been added to the St. Leo’s Collegiate Invitational beginning February 2016.

Youth Girls Fast Pitch and Baseball - Gulf Beaches Little League will resume in 2016 and in addition we will be hosting over 20 other regional and national youth tournaments hosted by ASA, NSA, ISA and IBC all sponsored by the St Pete Clearwater Sports Commission.

Our Event field will be the home to all the King of the Beach fishing tournaments, The Bone Fishing Slam and state qualifying BBQ event and a soon to be announced Carnival.

The best part about Summer in Western Florida is walking on the beach and watching the sun set over the water. The sand, warm from a long hot day, buries your toes with each step. The sun casts its dying orange and purple light out over the landscape, lighting the water with millions of diamond sparkles. Madeira Beach offers some of the prettiest beach with sugar white sand and a multitude of access points.

Our favorites are Archibald Park and John’s Pass Park. Both have plenty of parking and offer more than just a beach (not that you need more). Restrooms and showers with walk ways over to the sand can be found with ease. Archibald is know for the “Snack Shack” with great food and many of nights live music. John’s Pass park is located in walking distance of the historic village with plenty of restaurants and shops to enjoy.

The 4th of July brings lights to the water as well but in many colors: blue, orange, gold, red, white. There’s no better place to celebrate with fireworks than Madeira Beach. This year the City promises to be one of the best shows in Pinellas County. The new recreation center is hosting an all day event called ROC’N the PARK. and of course the fireworks at 9:30. Don’t forget the new splash pad for the kids to play in is open and ready to cool off in.

Summer off the beach is great in Madeira Beach as well. They host a multitude of shopping, activities, and summer festivals that are all enhanced by the view of the water. Sporting events are plentiful year round, especially during the summer. Make sure you check the recreation calendar for the youth soccer schedule and other sports events.

Musicians and performers love coming to our beautiful new recreation park to perform for our residents. The City kicked it off June 14th with the Summerland Tour. It was awesome to see thousands of fans enjoying the new park. There are several more concerts in the park this summer with Tonic, Everlast, the Wailers and of course in August we have the Culture Club with Boy George.

This summer Madeira Beach has a new 5K Summer series. Runners (and walkers) of all ages are invited to enjoy the beautiful sunsets as they compete. The event is complete with prizes for each age group. Of course we cannot forget the city heritage, fishing. The Old Salts have two fishing tournaments this summer with the 44th Annual Loop Billfish Tournament and the 26th Annual Ladies Fishing Tournament. Madeira Beach is the place to be for the summer.

Crabby’s Fishing Corner ....Offshore: With the brutal daytime heat and vicious afternoon thunderstorms, fishing under the moonlight can produce excellent results. Whether you are looking for hard fighting sharks and tarpon or some delicious table fair such as mangrove snapper and grouper all parties are available under the cover of darkness. If the weather looks a little sketchy and you want to keep within safe range of the pass soaking some big chunks of mackerel or mullet (1 to 2lbs) on the outside edges of the sand bar just off the beach. Use a heavy mono leader either 100 or 125 pound test and a large circle hook. The circle hook should set in the corner of the mouth, which is away from a sharks teeth and into the tough cartilage of a tarpons jaw. The mono leader is harder to detect and will result in many more bites. Night time fishing for grouper and snapper takes a little more preparation. First check the weather and then check the moon. If it looks like there is a clear weather window on or within a few days of a full moon you are in business. All you need to grab is a couple boxes of sardines, some squid, and a few live baits if available. For safety, check your running lights, VHF radio, EPIRB, bring a spare battery, and let somebody know your plan. Any wreck or high relief structure should be holding some schools of mangrove snapper and a few gags. For the snapper use 20lb spinning tackle and pieces of cut sardines. Spread your baits through the water column by using various different size jig heads to find out where they are feeding. Once the bite gets fired up send a sardine or live pinfish down and be ready to pull them away from the structure. I don’t suggest using chum bags because they can attract sharks that can force you to move. Instead just keep a steady trail of small cut sardines to keep the fish active and feeding.

inshore: Snook have made a huge comeback since the cold snap in 2010 nearly wiped them out. Now they have made a huge comeback and schools of large Snook can be found swimming right in the surf along the beaches in the early morning hours. Finding these fish is easy as taking an early morning stroll along the beach and looking for their dark shadows in the surf. Once you have found them stealth is key. Keep your distance and use light spinning reels with 15 to 20lb braid to allow for a longer cast. Live pilchards are the bait of choice, however small artificial lures that imitate them will get the attention of a hungry fish. Remember that Snook are out of season in the summer months and the larger fish are the breeding females and should be handled with care. Don’t get discouraged if these fish will not bite, that usually just means that they are preoccupied with each other and you should just move on to a different school. I hope everyone has a great summer full of fish and fun but remember to protect yourself from the blazing sun and take cover when you see lightning. The Triple Crown

The Gulf coast of Florida, not readily known for billfishing, is a hidden gem among the billfishing world. You hear about boats traveling to South America and other hot spot destinations to find these elusive fish. Off the West coast of Florida, approximately 100 miles or so, is the Loop Current and within this massive movement of water are gorgeous billed beasts anglers are in pursuit of. Most anglers that fish the Loop plan for more than a day trip, in fact most spend several days away from port fishing and catching all types of pelagics: Blue Marlin,White Marlin, Sailfish, Swordfish, Tuna, Dolphin, Wahoo and more. We all know that most of these exclusive, extremely fortunate anglers are fishing on “floating condominiums,” but there are several

hardcore center console teams as well. The facts remain, 3 days, 100 plus miles offshore, is extreme to the max and grueling on the body and mind but, a heck of an adventure! It’s non-stop fishing, all day, all night and this is why the West Coast Triple Crown has been coined the “Iron Man of Billfishing Events.” This series brings 3 extreme billfishing tournaments right to the backdoor of hundreds of anglers to fish the Gulf waters they call home.

The series has three individual tournaments with similar rules and regulations. Teams must fish in a minimum of two of these events to qualify for the prestigious Triple Crown; which comes with some well deserved bragging rights, a ring that looks like you just won the Super Bowl and a $50,000 cash jackpot to top it all off.

Did you know that almost all of the stormwater runoff in Madeira Beach is discharged to Boca Ciega Bay? This runoff is regulated by the FDEP through the NPDES program. The purpose of this program is to keep the stormwater clean before reaching the Bay.

While stormwater runoff is not the only source of pollutants to the Bay, reducing our personal contribution to pollution is an important step in keeping the Bay clean. How can the citizen’s of Madeira Beach help keep our runoff clean? By following the requirements of the Fertilizer and Landscape ordinance:

fertilizer• Do not apply fertilizer to your lawn that contains phosphorus at any time. (Remember that phosphorus is for flowers to bloom and grass does not have flowers).• Do not apply fertilizer to your lawn that contains nitrogen between June 1 and September 30th.• When using fertilizer, limit application to one pound of nitrogen per 1000 square feet.

Hello Madeira Beach Business Owners,

It is that time of year again – business tax renewal notices will be sent out in the month of July. I just want to give everyone, whether you are a new business owner

to the City or have been here for years, a brief description of what to expect this year.

You will receive your notices for Business Tax Renewals in the month of July. The amounts due to the City are based on what type of business you are running in the City and bills are based on fees established by City ordinance. In fiscal year 2014, Ordinance 2014-03 increased these fees by 5% but here has been no increase for this year, 2015. As a reminder, home businesses are also required to have a Business Tax Receipt. If you need an application for a Business Tax, please visit the Local Business Tax page on our City website, www.madeirabeachfl.gov.

As some may know, this is also the second year of the City’s Rental Inspection Program implementation. The parameters for this program were established with Ordinance 2013-08, which was approved two years ago. Last year, along with the Business Tax Renewal Notice, rental properties that were located at an odd-numbered address received a rental inspection application as well as were charged the appropriate rental inspection fees. This year, even-numbered rental properties will receive this same package.

If you have any questions on the City’s Rental Inspection Program, more information can be found on the City website on the Building Department page. If you have any questions about your Business Tax Renewal Notice, please contact the City Clerk.
