perimeter breaches in ten years – this was the result of an Associated Press investigation on the busiest 31 airports in the United States. These incidents happened despite the fact that after the September 11 attacks, US airports had invested hundreds of millions of dollars to upgrade their perimeter fencing. They basically prove two things: First, it is anything but easy to protect large areas, and second, it is not enough to build seven-foot high fences with barbed wire on top to keep intruders out. What is

true for airports also applies to any other critical infrastructure, be it a utility, a power plant, a refinery or a pipeline. And although public safety may not at risk here, the manufacturing industry has a strong interest to protect physical assets and intellectual property.

While a fence and security guards may be an appropriate solution for lower risk environments, critical infrastructures need more than that. Network video surveillance has the highest potential to drastically increase perimeter security. The most obvious advantage being image quality. In today’s video surveillance applications there is an ever increasing demand for more detail. However, the industry

does rely too heavily on higher resolution and consequently more detail. More details and thus pixels means more data, which in turn means more storage capacity and a higher network load. Although highly detailed images make it easy to distinguish individuals or minor details, we need to find ways to reduce storage requirements and network strain. But that is not all. The number of cameras being deployed in the market place is also rapidly increasing. Even if storage requirements and network strain are reduced significantly we still face an enormous amount of data. This leaves us with the manageability and accessibility of video data.

Manageability and accessibility of video dataAt the end of the day, security personnel or operators want to be alerted instantly when suspicious events are detected. Built-in video analytics from Bosch analyzes real-time images continuously to instantly detect suspicious events when predefined alarms are triggered. This helps operators and security personnel to spend more time on other tasks, and respond only to important events. In case an event did occur operators or security personnel want to browse stored video data to find irrefutable forensic evidence. If time and place are exactly known, this is quite easily done as the videos carry timestamps. But if you want to figure out and understand the escape route of a perpetrator on the basis of multiple cameras’ recordings, your ability to do so quickly will be limited by the sheer amount of data.

Considering this, it would be helpful if network video cameras understand what they see. In other words when they add “sense and structure” to video data in order to keep video data manageable and easy accessible. Built-in video analytics from Bosch does all this for you and much more. That’s why every single network camera with either Intelligent Video Analytics or essential analytics can operate independently without the need for a central analytics server – so no single point of failure. This is called distributed or decentralized intelligence. If one camera or encoder fails, the rest of the system remains at full performance. Expanding the system is therefore also easy. Network strain and storage requirements can be reduced by only streaming what is needed, since the analysis is done in the camera. With intelligence at the edge, our focus is to significantly enhance system robustness and flexibility while reducing costs.

Alerting only when neededNetwork cameras with built-in video analytics can be configured to automatically identify alert conditions such as persons approaching or attempting to climb over fences, reliably differentiating between humans and the proverbial cat that flits through the image. Alert conditions can also include objects crossing one or more predefined lines, following a defined line of movement or changing their speed (running), shape (crouching) or aspect ratio (falling). Camera-based, real-time processing can also be used to issue loitering alarms and perform left object detection, giving the security team the information it needs to react and take action quickly. Automatically tracking moving objects of interest can help to verify or disprove alarms, alerting the security operator as appropriate. Such tracking can be initiated by a simple click or automatically when predefined alarm rules are met. Once integrated with intrusion detection systems or access control at the gates, intelligent video can also be used to automatically verify alarms from these systems or to double-check the identity of an individual presenting her or his credentials at the gate.

Video analytics meets the extremesOutdoor video surveillance brings with it many challenges. One of them is the fact that lighting conditions vary with time, and while some of these changes are predictable (day/night), others such as headlights of a passing car or just scattered clouds are not. Bosch network cameras with built-in video analytics can detect changing lighting conditions and adapt their settings in real time, guaranteeing the best possible image quality at any time. Intelligent algorithms can also help dealing with unfavorable weather conditions. Network cameras with Intelligent Video Analytics (e.g. DINION IP starlight 8000 MP ) from Bosch are specifically tailored to provide extremely reliable (minimum false alarms) video analytics under most adverse circumstances. These cameras can easily detect the difference between rain or snow and an object of interest and thus greatly reduce the number of false alarms caused by the elements of mother nature. With more than 15 years of continuous in-house development Bosch delivers robust video analytics, which is able to differentiate between the movement of an object of interest and the moving of water, flying leaves, moving branches and the like. Network cameras featuring

Intelligent Video Analytics also offer a water vehicle-tracking mode, improving security in critical infrastructures along rivers or coasts. Another feature is Intelligent Defog, a technology designed to dramatically improve image clarity in low-contrast situations such as fog, mist or air pollution. It removes the haze from the image for better visibility and enhances image details by increasing both the contrast and the color saturation of the images.

Quickly retrieve the correct dataAlthough reliable real time alarms are most important in perimeter security, incidents usually result in the need to reconstruct them later. Analyzing recorded video is a time-consuming endeavor and prone to error. Network cameras with built-in video analytics can greatly reduce the effort and speed up forensics by introducing a level of abstraction. They can generate metadata in the form of simple text strings, describing relevant video details such as objects or movements. These metadata are very small compared to the actual images, so they do not add significantly to bandwidth and storage requirements. Nevertheless, they offer a huge benefit in that theycan be searched automatically. In a typical setting, 20 seconds

are sufficient to filter all relevant video sequences out of four hours worth of video using metadata. These data can also help to optimize business processes based on, for example, people counting or crowd density information.

Robust cameras for harsh environmentsPerimeter protection is not for sunny days alone. Whether it is wind or rain, a hot summer day or sub-zero temperatures in winter, besides video analytics also cameras at the perimeter must be able to overcome all environmental challenges and deliver high quality video no matter how severe the conditions get. Bosch has therefore developed its new robust IP PTZ cameras, combining all their expertise in mechanical engineering and IP video surveillance into a single solid camera design. The intelligent MIC IP starlight 7000 HD and MIC IP dynamic 7000 HD surveillance cameras combine a virtually indestructible housing with self cleaning ability and can be updated remotely, eliminating service visits along the critical perimeter.

Eaton simplifies fire systemswith BiWire Ultra and CPD training

CWMBRAN… Eaton is aiming to simplify the installation of fire alarm systems in smaller premises with the launch of a two-wire system. The company’s latest fire alarm system, BiWire Ultra, is designed for fast and efficient installation in buildings such as primary schools, small hotels, offices, restaurants and retail stores where a standard conventional system would have typically been installed. However, unlike standard conventional systems, the BiWire Ultra enables all detectors, call points and notification devices to share the same zone wiring, reducing cabling requirements by up to 50 per cent.

To support the launch of the new system, Eaton has developed a new CPD certified seminar on two-wire systems. The CPD aims to help electrical engineers and installers better understand the different type of fire systems available and how two-wire can save costs compared with a conventional system.

Chris Anderson, business leader for fire products at Eaton, said: “Our new BiWire Ultra system has been designed with simplicity in mind. It is quick and easy to install, reducing cabling costs and the time spent programming and operating the system. Feedback from our customers so far has been extremely positive.”

BiWire Ultra comprises an intuitive fire alarm control panel alongside a range of complementary devices including call points, a five-in-one fire detector plus a range of EN 54-23 approved beacons and sounder beacons.

BiWire Ultra is the latest addition to Eaton’s comprehensive suite of life safety solutions, which aim to help building owners and managers meet their safety obligations in

the most effective and efficient manner. Available in two-, four- or eight-zone variants,

the system can support up to 52 devices per zone. Wiring faults are easily found by initiating a flashing LED indicator on the detector nearest the fault.

Supplied with a back-up battery to ensure the correct ratings and to reduce complexity, the central panel has an attractive appearance and a simple user interface. Conforming to the requirements of BS5839-1, commissioning and maintenance is straightforward. It is easy for one person to carry out testing and ensure the healthy state of the system, as required by the Regulatory Reform (Fire Safety) Order of 2005.

Additional functionality of the system includes a class change facility for schools, which automates the class change bell via the fire alarm, expansion card support for fire alarm routing equipment (FRE) and fire protection equipment (FPE), and an interlink relay for connecting two panels together.

Deadlocks and paddle handles from Alpro are securing Warwick House, a new £6m library and multi-user community building in Seaford, East Sussex. The library building, which includes nine supported accommodation residential units, is on three storeys and also offers day services for older people.

Several sets of powered pedestrian sliding doors within the curtain walling at Warwick House are using Alpro’s Europrofile deadlocks. The doors give access to library, community and clinical facilities with much attention been paid to the needs of wheelchair-users.

The Alpro deadlocks (available in both barbolt and hookbolt variants) are specified extensively across the public sector, retail and leisure destinations. The locks can be used in a variety of aluminium door applications including swing mechanisms.

The hookbolt is made from stainless steel and is a five-ply laminated construction with the centre core case-hardened and a hardened roll pin to resist hacksaw attack. All of Alpro’s deadlocks

are designed to accept standard profile cylinders or thumbturns and there is a range of backsets.

Facilities at Warwick House are extensive and the day care centre features medical provision, a canteen and recreation activities. The library has a café and there are meeting rooms for clubs and societies. Local authors frequently address library-users and aspiring writers. Over £100,000 was spent on new books alone after construction. The architect is R H Partnership Architects Ltd whose vision has been to create a continuous wall of glass to the library’s ground floor façade.

Single street-facing doors at the perimeter of Warwick House employ Alpro’s 459 paddle handles which are commonly used with deadlatch locks. The handles ideally suit 44mm-thick doors, are cam plug non-handed and reversible in the field. The design is exceptionally ergonomic and makes for easy installation.

ACT has released the industry’s first integrated Cloud-based VMS and access control solution. ACT365 gives users simple but powerful management of CCTV and control of access points from a single unified platform. The software allows the operator to not only view their site but activate cameras and analyse door status remotely either from a web browser or ACT’s own App. Users can also view a visitor remotely and decide whether to allow or deny access.

ACT365 is compatible with the ACTpro range of door controllers and readers. It provides an intelligent combination of access control and video monitoring whereby a user who receives a door status alarm can view the system alert on a 3D interface. They can watch recorded footage, take control of PTZs to stream live video and assess a possible threat from different camera views.

ACT365 removes the need for NVRs, PCs and local data storage. It operates from a compact unit involving minimal capital cost and is provided by ACT and distribution partners on an as-a-service model.

Incident assessment replacing 24/7 observationACT365 moves access control and video monitoring away from investment in capital equipment and personnel to a remote, automated alternative. It is ideal for SMEs, satellite premises, serviced offices, franchises and even high-end residences requiring approximately four cameras and surveillance that is based on assessment of alarm situations rather than continuous observation.

Use of the cameras need not be incident-driven only and the system accommodates customers wanting to check on their site routinely for peace of mind. Gate automation can be integrated with door access control for an additional layer of security.

LOCKEN, a pioneer in cable-free access control based on unique digital smart keys, has become the first in the UK to provide real-time communication as part of a stand-alone solution. This achievement is made possible by the combined use of the MyLocken mobile application and the new Bluetooth enabled electronic Cyberkey.

Adding Bluetooth technology to the standard Cyberkey allows it to communicate directly with an Android or Windows smartphone. This means that users can retrieve their access rights as soon as they have acknowledged their presence onsite and solely for the duration of their visit. It also enables instant updates to be sent to security managers, so that they have full access to events occurring at any given site.

Redline Assured Security announced the launch of a new HR vetting course developed specifically for the aviation industry. This sector is renowned for its complex legislation and regulations and the need to conform to requirements set out by the UK Civil Aviation Authority.

Working with IT installers Abzorb Networks, Comelit has supplied its Ikall digital entrance panels and hands-free resident audio units to the Old Fire Station in Birmingham, a Grade II-listed former fire command base in the centre of the city. The building is now a £35 million high-end student accommodation complex housing 463 students in a variety of apartments, studios and clusters.

Visitors call residents using Comelit’s Ikall panels, which have been installed at entrance points around the building. The panels allow bespoke configuration and can have options such as numerical pushbuttons, a name directory, built-in access control and proximity readers. Video communication is via a wide-angle 1/4” miniature colour camera, although for this project, the installer opted for audio- only for their current design.

Modular additions as site evolves improve total cost of ownership (TCO)

Avoiding non-essential functions generates cost benefits that are passed on to the project developer and add to the life of the system since more components can be added to the Ikall panel as the site develops.

When visitors call the panels, the students speak to them using Comelit’s Easycom audio units that feature a conversation privacy option, audio active indicator LED and volume adjustment for call tone and loudspeaker.

Remote configuration by installerAbzorb Networks used Comelit’s ViP Manager

software. The future-proof nature of such an installation means that upgrades involving SIP interfaces, CPS and home automation products (both Comelit’s and those of third parties) would all be possible for this project. Abzorb were able to carry out precise configuration while connected to the building’s Wi-Fi access points and future configuration changes will be achievable via the VIP software with no need to access the student apartments.

Best Practice and complianceStevens continued: “Duty of care considerations

mean the Old Fire Station is more of an intercom than a door entry solution. Best practice for the student accommodation sector requires that there

should be no door unlocking facility from the Easycom unit (or similar) in the apartment. After audio contact with their visitor, the resident is required to go to the relevant entrance area and escort their guest into the building with the additional protection of CCTV coverage. Comelit understands these requirements and is winning business in the education sector as a result.”

Eighty-year-old building with Art Deco interiorThe former Old Fire Station was built in 1935 and

it has been decided to retain the 40-foot firemen’s pole, which is the longest in Europe. The property is at Lancaster Circus, opposite Aston University’s main campus. It is also convenient for the University of Birmingham, Birmingham City University and the Birmingham School of Acting. The developers, Watkin Jones Group, have used every viable inch of the existing building, including the drill tower, engine bays and a panelled library, which will retain its original function.

Chubb® ServiceCheck is an automated service that connects regularly to individual CCTV systems over the Internet to check on the status and operation of their digital video recorders (DVR), network video recorders (NVR) and cameras.

Chubb ServiceCheck performs a daily review of the status of the network connection and recording equipment, cameras, hard disk, recording duration, frame rates, and time and date accuracy – all of which are critical to the successful

operation of a CCTV installation. Any issues are escalated to the customer, who can contact Chubb for resolution by the Chubb service team.

This new service was launched in partnership with Chubb’s own Remote Video Response Centre (RVRC). Colin Leatherbarrow, product solutions director for Chubb, says that in a snapshot survey of 300 CCTV sites, more than three quarters had opportunity to enhance equipment performance, while two percent were not recording any incidents at all.

Thermal imaging cameras give excellent results when used with video analytics so this merger makes sense technically. Was that the main reason for the acquisition?DVTEL is strongly positioned in the enterprise market with its United VMS line, high-end cameras and analytics. Added to FLIR’s high-end thermal imaging as well as its SMB visible lines, the company now offers end-to-end solutions covering all market segments.

Technical factors wouldn’t have been the only motivator. The two companies look a good culturally. Tell us about that.While FLIR is essentially a world leading hardware manufacturer, DVTEL’s DNA originates from being

a software provider. Both companies are a great match culturally, and specifically each bring in extensive value from both sides of the equation. Physical Security solutions are composed of a mix of hardware and software solutions that are best of breed. This is now available from FLIR, a single global provider. No reason to shop elsewhere.

We associate FLIR with thermal imaging but you also visible light cameras after acquiring Lorex a few years ago. Combining both types of camera with VmS means a lot of bases are now covered. Are end-to-end solutions good for the customer?End-to-end solutions are a key success factor in the physical

security industry today. This is due to two main reasons, one is the ability to provide an enhanced user experience and tighter integration between the solution elements given that they are all designed and developed under the same roof. Moreover this allows to customize specific solutions to address the needs of key market verticals.The second reason is a one stop shop that supports the solution from all ends. This is often referred to with the terms ‘one throat to choke’ or ‘one hand to shake’ depending on your preference. We can give our partners a frictionless fulfilment experience that they can deliver to end users quickly and reliably by eliminating many sources of integration risk.

What can we look forward to in terms of even better performance from the combined offering? The consolidated product line is wider than any other offering that exists today. A strong emphasis is put on the tight integration of the various elements brought from each of the companies. As an example, FLIR’s access to energy, utilities and other critical infrastructure end users allows greater exposure of their requirements to the teams responsible for the future development and enhancements of the VMS line, setting the path to an even better stronger positioned software technology addressing their needs. In a similar manner, DVTEL’s well established channels and reach to markets such as city surveillance, law enforcement, healthcare and education set the grounds to continuous innovation of thermal technology that will bring new applications with added value to these prospects.

What excites you most about the merger?Prior to the merger FLIR had a glass floor for its thermal business and a glass ceiling for its Lorex and SMB offerings. With DVTEL residing in between these two segments, FLIR can now break the glass on both ends and achieve a substantial growth undertaking a leadership position as a solution provider of video innovation for all security segments.

People are demanding more and more of their VmS these days. How will FLIR’s R&D expertise help the new VmS product move forward?On the broader range, FLIR’s extensive R&D investment and engineering resources across the globe will allow a significant boost to the continuous development of the United VMS product line, moving forward. Additionally, with FLIR’s advanced thermal technology and dedicated applications the VMS offering is expected to be

stretched to cover market specific enhancements, one clear example is thermography applications that can utilize the VMS to configure rules, trigger alarms, display the relevant videos and associate actions, corresponding to temperature related scenarios.

FLIR and DVTEL are both associated with the high-end market. Combining two power houses in a climate of increased terrorist threats and problems with border control couldn’t have come at a better time. Was that part of your thinking?While DVTEL’s product offering is mainly targeting the enterprise grade security market, FLIR’s high-end offering goes further beyond, addressing government and infrastructure segments with border security being a good example for that. DVTEL’s United VMS has always had all the pieces in place to address higher tiers above enterprise, with cyber security and top notch architecture, but it was lacking the channels and focus to achieve that. FLIR will be introducing the DVTEL VMS to its existing tiers. This was definitely a part of the strategy leading to the acquisition. Additionally, FLIR’s Cameleon PSIM, used currently in high value asset and border protection, has also been tightly integrated with the United VMS and will provide a strong command and control solution for these markets.

The recent acquisitions are broadening FLIR’s customer base. You’re serving enterprise-level clients at mission-critical sites but more and more you’re now working with mid-range commercial customers. How are you reaching out to integration partners with this message?Technology partnerships have always been key enablers both to FLIR’s and DVTEL’s go-to-market strategies. FLIR is a dominant provider of thermal solutions for Critical Infrastructure Protection

which derived its relationships with 3rd party providers of video analytics as well as surveillance software that together enable a complete solution. DVTEL on the other hand has been focusing on 3rd party technologies to enhance its VMS offering accompanied with its high-end cameras forming end-to-end solutions for the enterprise market. This includes integrations with solutions such as access control, LPR, gunshot detection and point of sale, to name a few. The consolidated offering opens up a 3rd party echo-system targeting not only the enterprise-level market but also the small-to-medium businesses, while leveraging the open interfaces that exist in the mid-tier products and the dedicated integration teams that are spread across several geographies.

Tell us how your distribution channels might be changing or widening?Prior to acquiring DVTEL, FLIR’s offering to its distribution channels was mainly addressing two tiers – the lower-end market with its low-cost visible product line and the high-end market with its thermal offering. DVTEL’s camera and NVR offering for distribution is targeting the mid-high range of the market and as such FLIR now offers a much broader product portfolio to its distribution channels while maintaining a separated fully protected offering to its value added resellers targeting the higher market segments.

What does the merger mean at senior management level within FLIR?While FLIR operates six separated business units, security is considered to be one of the key contributors to the company’s organic growth due to the rapid and continuous growth of the physical security market worldwide.This has been a key motivator driving the acquisition of DVTEL.➔


Will there be any relocations – maybe to combine R&D teams under one roof?FLIR is planning to maintain the existing product lines from both companies with an emphasis on full blown integration of the various products in each of the offerings. The R&D groups are already under the same virtual roof executing the consolidated strategy and roadmap of FLIR’s security business. With that said we continue to maintain the organic groups in their original locations while maintaining the DNAs and cultures of both organizations.

Convergence’ is a buzz word. more and more of us are sharing security data with new partners to protect people and the built environment. A merger like FLIR and DVTEL can only help. Tell us how this kind of acquisition and collaboration might make us safer.Cameras, video surveillance software and analytics are different elements that altogether form into a complete solution addressing various security and safety scenarios. Having these separate elements owned and co-developed by FLIR as a single provider helps to create better solutions that are greater than the sum of all elements. This is achieved due to the fact that we fully control the capabilities and interfaces of all the components which allows us to drive them towards a more complete and robust platform that is better addressing these scenarios.

Vicon has bought IQinVision, Panasonic has bought Video Insight and Canon has bought milestone. It’s a period of mergers and acquisitions. But there’s still plenty of choice out there. Would you agree that these purchases ultimately help the customer through improved more versatile products?During the premerger era when the market was completely

segmented to single product providers, the main innovation drivers were focusing on the creation of product differentiators in the form of features, to justify buying decisions and price points. This was referred by the term ‘the feature race’ and while it has driven design specifications and market requirements it did not well serve the real needs of the customers as it was mainly addressing the business justifiers of the market players. This has significantly changed with the mergers and acquisitions which helped to reform the objectives of the major players from product providers to becoming solution providers. The competition between solutions offerings as the opposite to products is very positive from a customer standpoint given that it puts the focus and evolution on actual needs and use cases to create differentiation and in turn to better address the real life challenges that are driving the market to begin with.

The DVTEL acquisition shows hardware combining with software in terms of corporate ownership. That’s surely good in terms of the two technologies integrating more closely at a technical level and benefiting the end-user?Prior to the acquisition FLIR had to put a significant R&D investment to ensure the compatibility of its thermal and visible cameras with the various 3rd party integrated elements, mainly referring to software and video analytics. Now that FLIR owns both parts of the equation these additional R&D resources are directed and fully devoted to pure technology innovation and new applications to address today’s needs.That said, FLIR will continue to maintain an open architecture on both the SW and HW sides. Cameras will continue to be compatible with industry

standards and with other VMS products in the market and similarly the United VMS will continue to grow in its support of 3rd party HW and SW components.

As FLIR broadens its activity you’ll be meeting new types of colleagues and new types of customers with a different set of needs and expectations. What are you learning as an individual and as a company?Customer facing elements of our business have always been key to ensuring that we correctly focus our innovation to address the needs of the end users in the right priorities. Staying in touch with the daily challenges from our end user community has helped us to better understand the areas where we need to improve our user experience. Now that we have an increased exposure thanks to the newly added channels and greater customer reach we can continue this evolution in our products and services at a greater pace and with a broader view than possible before.

Are there any implications of this acquisition for FLIR’s oEm activity?We don’t see this impacting our OEM business. FLIR sells thermal core products to many of our competitors in the security space and will continue to do so.

FLIR broadened out from thermal sensors to daylight cameras and now you’ve acquired a leading provider of VmS with integrated video analytics. So what next?FLIR is becoming one of the major players in the physical security market, with probably the widest product offering available today. We will continue to strengthen our leadership position, covering all market segments from consumer, small business, mid-size, enterprise and up to infrastructure and beyond. n

With its patented camera technology, which unlike single sensor cameras works with multiple lenses, this system can monitor a huge expanse in the highest possible resolution from a single installation location. And in addition: “The cameras have been painted the same RAL colour as the building façades, so they blend

discreetly with the overall image”, explains Dirk Lüders, Sales Manager with Dallmeier and joint manager of the Ochtum Park project.

The concept for video protection was prepared by Dallmeier in cooperation with the design and engineering consultancy IfaS (Institut für angewandte Sicherheitstechnik – Institute for applied Security technology), and the cameras were then installed by the company Freihoff.

“One of the challenges we faced at Ochtum Park was that we were asked not to undertake any large-scale cable laying to transmit the images to the security office” explains Christian Linthaler, Sales Manager with Dallmeier. “So we set up a wireless local loop to carry the streams.”

Good visibility in low light conditionsA major consideration for Ochtum Park was that the cameras should be extremely sensitive to light, so that they would still deliver detailed image material with high colour fidelity even at night with poor light conditions. For this reason, the Panomera® Nightline series was chosen, because it is equipped with the very latest generation of image sensors and encoders, which is highly sensitive to light and infrared radiation. The Nightline cameras are equipped with an ambient light sensor and a removable IR cut filter and can switch between day and night mode automatically. They are ideally suited to situations in which exceptional contrast, brilliant clarity and high colour fidelity even in poor

light conditions, or exceptional infrared sensitivity for outstanding results in night mode are required. “We can identify individuals from a distance of 160 m, and even read car licence plates at night. The resolution is really incredible”, Sebastian Kühne gives voice to his enthusiasm.

The MFS systems are supplemented with IP cameras with integrated infrared illumination, which is assured with semi-discrete 850 nm high-performance LEDs.

Reliable recordingThe camera images are recorded on multiple Dallmeier IPS 2400 appliances. The IPS 2400 is a powerful video appliance with integrated storage system for reliable recording and storage of the video material. The “Smavia Recording

Server” recording software is already preinstalled. The IPS 2400 includes high-performance server hardware with a multi-core CPU. The integrated storage system (8x 3.5” hard disks) offers ample storage capacity. A sophisticated hardware concept and perfectly synchronised components also enable rapid storage speed. With the “EasyChange” functionality, hard disks can be replaced quickly and simply from the front of the device. The IPS 2400 has been certified by LGC Forensics, which means that image material obtained with this equipment is admissible as evidence in a court of law.

The video streams are analysed centrally in the security office at Ochtum Park. “Operation is really simple and intuitive”, Sebastian Kühne is full of praise.g

High ranking security and emergency services officials will gather at World Counter Terror Congress to discuss future counter terror strategies

News that Isil is planning to set up training camps across Europe, provides further evidence that the

threat from extremist organisations is not abating. Terrorist groups continue to threaten civilians from all walks of life and governments are under pressure to prevent future attacks without impacting the lives of their residents.

Today, an attack can happen

at any time and practically any location. In recent times, we have seen atrocities carried out in the air, on the ground and online, by groups and individuals. The threat is increasingly unpredictable and as a result, a number of initiatives are being introduced by those tasked with keeping civilians safe.

Europol, for example, has recently announced the launch the European Counter Terror Centre to address issues such as foreign fighters, terrorist financing, digital propaganda and arms trafficking. Elsewhere, India and the Arab League announced that they will combat terrorism by developing new strategies to

eliminate its sources and funding. Meanwhile, in the UK, it was

revealed that police in Scotland had found “knowledge gaps” in its counter terror strategy, and was now developing counter-terrorism training tools for health workers and teachers as well as its own staff.

With counter terrorism firmly in the spotlight, security professionals from across the globe will travel to London in April to attend the annual World Counter Terror Congress. Security professionals, Government officials and representatives from the emergency services in dozens of countries will use the two-day conference to discuss today’s threats and shape the

world’s counter terror strategy. Focusing on the four key areas

outlined in UK government’s CONTEST strategy, the congress will be opened by John Hayes MP, the UK’s Minister for Security. As the person ultimately responsible for the country’s counter-terrorism, security, serious organised crime and cyber-crime strategies, he will deliver a speech on extremism, border security and international counter terror strategy.

Hayes will be joined by Sir Malcolm Rifkind, former UK government Foreign Secretary and Chairman of the Intelligence & Security Committee of Parliament. He commented: “The nature

of the threat we face today is inherently different from that we faced even last year. Terrorist organisations are constantly evolving, using highly advanced methods to avoid detection, and the prospect of attacks like Paris, Jakarta and Istanbul happening anywhere in the world is reality. It is of paramount importance that nations work together to reduce the risk to civilians and the World Counter Terror Congress gives us a platform to do just that.”

With thousands of people, many from law abiding families, travelling to Syria, Libya and Iraq to join groups like Isil and Al-Qaeda, a key part in developing an effective

Making a difference against Terrorism

in Counter Terrorism Awareness, without breaking the bank

Recent years have demonstrated that terrorist attacks are becoming more frequent. For every incident

that actually occurs, there will be others that have been attempted and more that have been considered and either discarded or stopped.

Security officers are generally well placed to be the members of the public most likely to either observe

somebody in the early stages of terror attack planning or to be in the vicinity when something happens. Obviously this depends on the location that the Officer is assigned to, but the likelihood is that any premises considered as a target will have some form of security. Added to this that the Officer’s role is to protect the property and persons at the location, and it must be sensible business practice to provide

training and guidance in at least basic counter terrorism methods.

Spotting the signs of terrorist reconnaissance of a potential or chosen target, requires an understanding of what is likely to be involved, how the terrorists do their research and a consequential confidence to challenge a person and/or report their behaviour to the police. Basic job training for security officers normally will involve few

of these skills, so to enable your security officers to effectively spot and deal with these occurrences will require additional training.

For many security companies the constant driving down of contract margins has left little or no money for additional professional development of their staff. It would be easy to recommend lots of additional training, which for many companies would be beyond their training budgets, so instead I am looking at options that could be either implemented at zero cost or with minimal expenditure.

All of these suggestions will include at least some time investment, however companies should also consider the other benefits of investing in continuous professional development, which can include improved staff retention and also be used to demonstrate professionalism to clients. Additionally for those security companies which have joined the Security Industry Authority’s Approved Contractor Scheme, this

training could be used to demonstrate compliance with various training and development criteria.

Training MaterialsThere are a couple of DVDs available for free to security companies which can be obtained either from your local police force’s Counter Terrorism Security Advisers (CTSAs) or from the National Counter Terrorism Security Office (NaCTSO). “Operation Fairway” is a 22 minute film based on the principle of encouraging people to report any suspicious behaviour, as it shows how a combination of pieces of information can help identify terrorism. “Eyes Wide Open” is a 12 minute film helping security officers identify suspicious behaviour. Security companies can use these for brief but effective training of staff, either by making copies

available and encouraging staff to watch them if there is a suitable opportunity, or even creating that opportunity during a supervisory visit.

In addition to training for security officers, there are also other free training materials available for staff in other roles. One example is the “Take Another Look: ID Verification” DVD which is available from the Centre for the Protection of National Infrastructure (CPNI) which explains signs of tampering with identity documents and other examples of people attempting to assume another identity.

project GriffinProject Griffin has gone from strength to strength since it was launched twelve years ago. It started as a London based joint venture between the City and Metropolitan police forces, following its initial success it has been rolled out across the UK with many police forces running regular training courses.➔


The training is normally run as a half day course by CTSAs, usually with a nominal cost recovery based fee. The topics covered include: the current threat posed by international and domestic terrorism and violent extremism; hostile reconnaissance - what it is and how to report it; what to consider in the event of a terrorist attack or incident; and how to deal with suspicious items. The feedback from the courses is that Security Officers find them interesting and enjoyable, and with practical content such as being able to handle replicas of actual explosive devices, it provides a memorable learning experience.

The significant cost for an employer would be the security officers’ time, however at half a day per individual you may be able to provide time off in lieu using existing resources.

In addition, there are also other programmes run such as Project Argus which could be of use to a security company’s management or their clients. It is a NaCTSO initiative, exploring ways to aid in preventing, handling, and recovering

from a terrorist attack. It achieves this by taking businesses through a simulated terrorist attack. This is normally a desktop exercise involving company management and CTSAs. The simulation identifies the measures for preventing, handling, and recovering from a terrorist attack. This simulation provides a unique opportunity to both learn from and contribute to valuable lessons helping to protect you, your business, and your community.

General GuidanceThere is plenty of available guidance, especially on police websites. Companies can use some of this information and put it into newsletters or include it as an appendix with the site assignment instructions. Short guides can be produced as pocket sized cards. Another option is if you supply your security officers with pocket notebooks, which is a good idea especially when encouraging them to be observant, the IPSA security officer’s notebooks include three pages of counter terrorism advice based on advice created by the

Association of Chief Police Officers (ACPO) and other useful information.

Advanced optionsThe suggestions listed so far have all been basic, low cost options. For those with larger budgets and more advanced needs, there are a number of courses offered by various commercial companies, which can be found with an internet search. Courses available vary from short courses up to MSc level. Any reputable training organisation should be willing to provide references from previous customers to assist in selecting an appropriate course.

All of these solutions should encourage your security staff to be more observant, encourage them to be more questioning about what is happening in and around there area of responsibility and give them the confidence to report suspicious activity to the police. Additionally, whilst all of the training has been aimed at increasing their awareness of the current terrorism threat, a lot of the skills would be equally applicable in protecting assets from common theft or vandalism.


Smart technology for access control

Access control is now one the largest sectors of security, providing public and private organisations with a full range of technical support which is needed for protecting

property, employees and valuable items. there is now a large variety of access control systems: basic number keypads, smart cards and biometric fingerprint scanners.

In 2015 smartphones were integrated into Access Control systems. Two thirds of the UK’s population is now using smartphones; this

has lead security companies to invent new products and systems which integrate the use of these popular devices. James Kelly, Chief Executive of the British Security Industry Association (BSIA) discusses what’s currently on offer for Access Control customers and future development of this sector.

Smart card securitySmartcard systems are one of the most common options for access security. Each user is provided with a credit card sized fob which allows them access to buildings, offices, elevators and outside areas which are restricted from the general public. They’re commonly found in working offices, banks, train stations (oyster cards) and hotels. Smartcards are easily usable and can be cost effective as cards and card readers can now be bought at a reasonable price.

Although they’re popular with most users, smartcards do have some security risks. A common

risk is unreported lost or stolen cards to security staff or system provider. Security staff asks all users to give immediate notice of any missing cards to prevent non-users entering premises such as office or hotel room, but not all users follow this request. Smartcards can be easily disabled and tracked to see if it has been used since being reported missing.

Biometric Many Access Control suppliers have recently championed biometric security and over the past few years developed a number of well-designed innovative biometric systems which have lowered security risks in aviation, education and banking. In 2012, smartphone providers Apple designed the IPhone 5s to have a built in touch ID fingerprint reading sensor, shortly followed by Samsung who also added this feature when putting the Galaxy 5s to market. This increased the number of people using biometric security on a daily basis with the power of smartphones.

Biometric identifiers are the measurable characteristics used to describe each human being.

There are two types of identifiers: behavioural and physiological characteristics. Physiological characteristics include: fingerprint, palm veins, DNA, facial recognition, hand print and iris recognition. Behavioural characteristics are related to voice control and pitch as well as other factors such as pace of walk. It is becoming increasingly popular to install biometric security as the risks are limited.

CCTV Surveillance – Automatic Number plate Recognition (ANpR)Automatic Number Plate Recognition – ANPR is a security method which monitors vehicles coming in and out of a protected area. The system works by CCTV surveillance being installed on the side of the barrier; this allows the camera to identify whether the vehicle requesting to be allowed through is recorded on the system as recognised or unrecognised by quickly scanning the front number plate. ANPR is rapidly reducing costs for businesses as they do not have to employ multiple security guards to do this job on a daily basis at an ongoing cost. ➔


Future for Access Control Security The latest technology for using your smartphone as an advanced security device is now commonly available. Kaba Ltd, British Security Industry Association (BSIA) member has been successful in partnering with Hetras to implement a fully-integrated Mobile Key Access solution for leisure hotel giants, Village Hotels who have over 28 locations in the UK. For many years, guests staying at Village Hotels would only be able to check in at the hotel’s reception and access their room using an electronic key card. With great technical development, BSIA member – Kaba Ltd has now made it possible for Village Hotel guests to check in and access their room using their smartphone.

This development was influenced by the 69% increase in smartphone

users from 2012 to 2015. According to the latest Ofcom’s research, on average smartphone owners are using their devices at least 2 hours per day. The UK society is becoming ever more digitally led and simple daily tasks are now being completed online using easy to use applications.
