An average of 3,483,614 IHSS hours per month were
authorized in FY 17/18. Providers are relatives or independent care providers.
Once an application for IHSS is approved, clients may independently select their own provider or receive services through an agency contracted with the County of Riverside.
The IHSS Public Authority is also an option to locate and hire an individual provider if clients do not already have a specific person identified to assist in their homes.

Who Provides IHSS Services?
Of clients who are over 65, 59% are between 65-79 and 41% are aged 80+. IHSS clients are assessed using a Functional Index (FI) to evaluate how severe their need for supportive services is. As shown, almost 80% of clients are FI 2 or 3. FI 1 = Mostly Independent FI 2 = Need Verbal Help/Prompting FI 3 = Some Help FI 4 = Need a Lot of Help FI 5 = Unable to Perform without Help

Applicants who meet Medi-Cal eligibility requirements in California.
Elders, dependent adults, and minors whose disability is expected to continue longer than 12 months.
Elders, dependent adults, and minors whose physician or a medical professional has determined that they are unable to remain safely in their own home without IHSS.
Who is Eligible to Receive IHSS?
34,248 caregivers are approved by Riverside County
and actively providing services to IHSS clients.
7,719 IHSS providers are caring for their child with
disabilities.
4,668 IHSS providers are caring for their spouse with
disabilities.
34,897 clients received care from an Individual
Provider.
IHSS Provider Facts
34,389 IHSS clients were receiving services in
Riverside County as of June 2018. Over the last five years (June 2014 to June 2018), Riverside County’s IHSS caseload grew by 44%. The largest annual growth in IHSS cases was between 2015 and 2016, increasing by 12%.
An average of 105 hours were authorized per
month for each client.
Almost 16,000 new IHSS applications were
received by Riverside County Adult Services in FY 17/18. Between FY 13/14 and FY 17/18, the number of new IHSS applications increased by
26%.
9,456 IHSS recipients are considered “severely
impaired.”
6,407 IHSS recipients receive care for paramedical
services.
16,699 are adults with disabilities, 3,880 are
minors with disabilities, 15,988 are seniors, and
6,595 are seniors overs 80 years of age.
15,459 male clients, 21,108 female clients.
24,771 disabled, 9,558 aged, 569 blind or
visually impaired clients.

On average, 42% of IHSS recipients are Hispanic, 58% are female, and 54% are
between the ages of 45 and 79.
