the course of ICV implementation What was proposed by industry Government (MOG) response
Omanisation percentage for operators were set at 90% making it impossible to achieve within the set time
Reduce the Omanisation percentages to start at 78% and increase gradually over the next 3-5 years to reach 90% taking into account the new and complex nature of some projects that will need expat workforce
Ministry of Manpower (MOM) agreed to reduce the percentages provided that ICV plans are complied with
Lower oil prices affected the number and value of awarded contracts
Stay the course and demonstrate ICV value across the entire value chain
All operators and MOG maintained the same focus on ICV as before – no change in policy or drive
ICV opportunities were launched before detailed local market assessment
Conduct Market Capability and Capacity Assessment (MCCA) before starting ICV strategy workshops
Fully supported by PMO and already implemented
Petrojob recruitment online portal for O&G to post new O&G positions was not implemented by all operators simultaneously
Allow grace period for some operators in the short term till all testing clarifications and integration are completed
MOG agreed to the proposal and gradually more operators are on the portal
ICV Monitoring & Reporting System Use PDO system to avoid reinventing the wheel
MOG supported the idea and PDO provided the system to other operators. All operators have a consistent system in place
