PROJECT CHETNA: AN OVERVIEW
Project Chetna- Ek Nayi Seher – the CSR initiative of Indag Rubber Limited –was launched by
Youthreach at Nalagarh, Himachal Pradesh in October 2014. The initiative entered into its
third year of implementation in the year 2016-17. Till March 2016 the initiative covered
Bhogpur Panchayat, which is in the surrounding vicinity of the Indag Rubber Factory premises
in Nalagarh, Himachal Pradesh. Multiple projects in the areas of WASH and enterprise
development were carried out in continuation to the previous year in order to achieve the
objectives set as per the CSR policy formulated by Indag Rubber Ltd.

WASH PROGRAMME
TOILET CONSTRUCTION
In continuation to the sanitation project initiated in
the Finanical year 2014-15 under which 74 toilets
were constucted until 2016, 31 more toilets for
individual households were constructed in 2016-17
in order to tackle the issue of open defecation. The
pre decided process as per the set criteria for
beneficiary identification was followed. The project
was extended to Bhopgpur village and Reru Village
in addition to the previously covered four villages
namely Aduwal, Dollan, Dollowal and Malpur in the
panchayat. Hence the entire Bhogpur panchayat
was successfully covered under this project this
year.

IMPACT A total of 170 members directly benefitted from this project in 2016-17.
SANITATION AND HEALTH AWARENESS ACTIVITIES
Infrastructual support alone cannot bring about behaviour change. Hence in order to curb the
practice of open defecation a wide range of awareness generation activities for behaviour
modification were carried out. The activities were being conducted in all the intervention
areas throught out the year and aimed to help the community members inculcate the habit of
cleanliness and make a regular and correct usage of toilets. The activities undertaken for the
same are as follows:

Awareness sessions by health practitioners
In order to communicate the
message on proper sanitation and
benefits of using toilets, group
awareness sessions were conducted
with the help of health practitioners.
Such sessions aim at encouraging the
community members to understand
the benefits of using toilets, demerits
of the open defecation practice, and
consequently diseases occurring
because of lack of cleanliness. A total
of three sessions were organised at
different community places in
Bhogpur and Aduwal.
Discussion sessions with the youth
Youth can play a vital and instrumental role in
behaviour modification of the entire community and
for the future generations. Hence awareness
sessions were organised with the youth on various
topics where the youth members were motivated to
create material and spread awareness using the
same to other young people in the community. A
total of two sessions were conducted both with the
help of volunteers, staff members of the team at the
computer centre running in the Reru village and
community space in Jhiriwal.

and on how to clean the toilets in order to
maintain health and hygiene were
conducted with the help of volunteers and
staff members both at Reru and Mahadev.
A total of five such sessions were
conducted during the year.
Distribution of sanitation kits
In continuation with this initiative
sanitaiton kits comprising of cleaning items
such as harpic and brushes were
distributed at the schools and to all the
beneficiaries of the toilet programme time
and again in order to help them inculcate a
habit of cleaning the toilets on a regular
bases. A total of two such activities were
conducted at Reru and Mahadev and total
of 80 kits were distributed during the year.

As the project was spread out to new
villages, painting of sanitation
awareness messages was also
undertaken at various locations at
Bhogpur, Jhiriwal, Reru, Harinagar
villages. This time the paintings just did
not communicate motivational slogans
however communicated correct
sanitation paractices and techniques
along with pictorial depictions.
A total of 9 paintings and 12 slogans were painted at various locations in Reru and
Aduwal.

Youthreach organized a sanitation week
from 5th September to 10th September
2016 with the Govt. Primary Schools at
the Mahadev and Reru village. In this
week Youthreach organised a series of
activities during which the Youthreach
team played various games with
students such as card matching game on
health and hygiene issues and
presentation through charts, which in turn helped students to understand the benefits
of inculcating hygienic habits in lifestyle.

Sanitation sessions at schools
Further five sessions were conducted at Bhogpur,
Reru and Mahadev schools during which a
problem- solution-effect card game was played
with the students. The workshop primary focused
on spreading awareness about cleanliness and
practice of hygienic activities in the daily life. Hand
washing techniques were demonstrated to the
children and information about the benefit of
inculcating a hygienic lifestyle were discussed with
them.
Sanitation workshops at Aanganwadis
On Village Health and Nutrition Day which is
celebrated in the Aanganwadis during the
second week of every month, Youthreach
organised two workshops at the Jhiriwal and
Reru aanganwadi. In these workshops a focus
was laid down upon Maternal and Child Health
Care, adolescent education, facilities on health
care and sanitation.

To spread awareness on merits of proper
sanitation an event was organised at Govt.
Primary and Govt. Middle School, Bhogpur.
During the event the students from both
schools drew painting on different aspects of
sanitation. A total of 70 students participated

was held in the month of January 2017. Prizes were distributed to students who secured 1st,
2nd and 3rd and a sanitation kit consisting of tooth paste, tooth brush and hand wash will also
be distributed amongst students.

such as occurrence of diseases and long-term
consequences of open defecation, need of
toilets, its effects on the lifestyle of the people
and the role of individuals in promoting
cleanliness at the macro level were conducted
at a periodic bases throughout the year at Reru
and Bhogpur village.
Information dissemination through IEC material
Information, Education and Communication material in the form of pamphlets
received from various bodies working in the areas of health and sanitation and
resource material such as charts were prepared with the help of volunteers and staff
members to be used as a medium of print media to communicate the messages on
sanitation. The material was used during group meetings, one on one discussions and
workshops held with the community members and students at the schools.

Health workshops
Due to the prevalence of dengue and
chikungunya fever at Nalagarh, the team
organised an awareness session about dengue
and chikungunya fever during which charts on
cause-effects and preventions of dengue and
chikungunya fever were shown to the children.
A total of five such sessions were organized at
Bhogpur, Reru, Aduwal, Jhiriwal villages.
Session on adolescent health
A session to discuss important health issues
pertaining to adolescent health was conducted
with a group of 20 girls each at Jhiriwal and
Reru village. The session covered a host of
issues related to health in adolescent age and
how to deal with them with the help of one to
one question answer rounds.
IMPACT A total of 750 members benefitted from this project in 2016-17.

RENOVATION AND CONSTRUCTION OF TOILETS AT GOVT. SCHOOL
The Government Senior Secondary School at Reru is the only government school catering to
the high level school education of the children in the entire Bhogpur panchayat, Nalagarh. The
school caters to education between Standard IX to XII. Hence students from nine villages from
the entire Bhogpur panchayat access it to complete their Standard XII before proceeding with
any higher education. This school caters to approximately 400 students comprising of 150 girls
and 250 boys and 23 staff members in total throughout the year.
While the team worked in the area on individual toilet construction and behavior modification
both at the community level and at the school, the school authorities approached Indag
Rubber limited and the Youthreach team and requested for a support in renovating the
existing toilets in the school. Hence a visit to assess the existing conditions of the same was
conducted. During the visit it was found that the school had separate toilets for both girls and
boys. However though the toilets for the girls were in a functional condition, the toilets for the
boys were in poor hygienic and infrastructural condition. The boy’s toilets lacked standing
urinals and water facility for hand washing. Further the toilets were inside a closed complex
and were infested with bad odor hence they were not in a usable condition.
Hence an urgent need to renovate the existing toilet facility and construction of urinals was
felt in order to help in providing clean and hygienic toilet facility to the students at the school.

OBJECTIVES
Providing clean and hygienic sanitation facilities for the students at the school.
ACTIVITIES UNDERTAKEN
The existing toilet facility for the boys comprised of four toilets. The toilets are located
outside the main school building adjacent to the girls’ toilets within the school premises.
Youthreach discussed the requirements with the school staff members. Post discussion it
was decided that Youthreach will repair the existing toilets and build six urinal toilets
adjacent to the existing toilets.
On the basis of the need, an estimate was made and quotations were invited for the same.
Construction of urinal toilet and dismantling and repair of the existing four toilets was
initiated in the last week on January 2017 and the construction work completed with all
respect on 20th February 2016.
Post renovation a project banner was painted on the newly renovated and constructed
toilets.
The school staff has expressed its gratitude towards Indag Rubber Limited for helping the
students avail clean and hygienic sanitation facility.

IMPACT A total of 250 male students and 23 staff members who avail the facility at the school
benefitted from this facility in 2016-17.
ENTERPRISE DEVELOPMENT
During the needs assessment
conducted in 2014 before the
initiation of Project Chetna at
Bhogpur panchayat, it was found out
that out of the total households
studied, 89 percent of them have
livestock. Buffalo rearing was the
most sought out livestock activity,
followed by cattle rearing. It was
analysed that 62.2 percent of the
total households studied have at least
2 buffaloes. Most of them reported
that they do not generate any income
out of the same and the milk
produced was used for domestic
consumption. Hence there was an
untapped potential of livestock in the
area and integrated dairy
development plan had a vast scope in
the area.
In the last two year while working in
the area the community members too expressed a desire to generate income by using the
milk for commercial purpose than just for domestic consumption hence during 2016-17 it was
decided to help the community members formulate a Cooperative Society for dairy farming.

Objectives:
To promote dairy farming as an avenue for income generation for the community
members
Activities undertaken:
In order to initiate the project the team met with the State Dairy Cooperative Society
members to understand the process to be followed to initiate dairy farming in the area.
1. It was found out that in order to start dairy farming a cooperative society needs to be
registered. The process of the same has been mentioned below:

Resolution to elect members will be passed in the presence of government officials
Submission of resolution
A deposit of Rs 20,000 will be made in Jogindera Cooperative bank to register the
society
After the registration of the society, a deposit of Rs. 5000 will be made to State
Dairy Cooperative
Society and equipments
will be given to society
to calculate the fats.
On the basis of fat in
milk, the price of milk
will be decided.
The Society will get 10%
more price as compared
to market price of milk.
This 10% profit is
income of the society,
which in turn can be
distributed among
members of society or
the Society can spend it
at its own discretion.

2. Various sessions and group meetings for awareness generation and communicating
the process for setting up a cooperative society for dairy farming was organised at
Bhogpur, Aduwal, Dollowal and Malpur.

5. Along with the enlistment
of the members, the
registration process was
initiated. The Bye Laws of
Community Dairy
Cooperative Society were prepared. The Bye-law consists of all rules and regulations
related to community dairy cooperative society.
6. In the month of September 2016 all requisite formalities such as opening of bank
account, were furnished to register The Chetna Milk Producer and Marketing Society
Limited. The file for the registration of the society was submitted in the office of the
Registrar.
7. Out of a total of 54 members an executive body comprising of the President, Vice
President, Cashier and Secretary was formed.
8. On 3rd October 2016 The Chetna Milk Producer and Marketing Co-operative Society
Limited came into existence. The office of the Society was set up at Reru which was
shifted to a more central location at Village Jhiriwal to enhance the foot fall. The
Project Publicity board was also fixed at the Society office.
9. Further a tie up with the Himachal Pradesh Milk Federation was accomplished and a
bank account for the society was opened.
10. Milk collection was initiated from 1st November 2016 at the Society office.
11. In the month of December 2016 all machines such as milk analyser, printer, weighing
machine, and vibrator were provided by HP Milk Federation.

villages would be a viable option for an integrated dairy development plan.

STUDY ON PUBLIC PRIVATE PARTNERSHIP
YR studied the model of a PPP programme implemented at Bihar to see the feasibility of replicating the same model at Nalagarh and had meetings with various government officials in Nalagarh
Finding from the PPP model at Bihar: o The study was conducted with the help of a local NGO operational for over 20
years and an external research party. o Baseline (994 households and 35 schools) and situational analysis (24 in-depth
interviews and 3 FGDs) was conducted in 35 villages over 6 months to investigate the status of the health, education and social security indicators.
o As our reach and presence is in a limited geographical area the scalability of such programmes will take some time.
o YR proposes to continue with the existing activities, simultaneously look into the possibility of forming tie ups with the government in the future and conduct a detailed assessment with the help of an external research party.
