What is Foster Care? Foster Care is a service

planned period when his/her family or legal custodian

cannot provide care. This is one of the many services

Requirements for family foster licensure?Requirements include but are not limited to:

All applicants must participate in and complete

30 hours of pre-service training (called Model

Approach to Partnership in Parenting (MAPP)

All applicants must complete an application and

a mutual home assessment.

Applicants and household members must meet

minimum physical and mental health requirements

as indicated by a physical examination completed

by a licensed medical provider.

Applications are denied if applicants or

household members are registered on the NC

Sex Offender and Public Protection Registry,

the Nurse Aide Registry or the Health Care

Personnel Registry.

All adult family members 18 years old and

up must have a TB skin test. If the skin test is

positive, documentation from a licensed medical

provider must be provided that the person has

no active disease. The biological children of foster

parents are only tested for TB if one or more of

the parents test positive.

NC law requires that a criminal history

check be conducted on all foster parent applicants

and all adult members (18 years old and up) who

reside in a licensed foster home. Each adult must

meet licensing requirements according to NC

General Statute 131D. Fingerprints are used to

check State Bureau of Investigation (SBI) and

Federal Bureau of Investigation (FBI) records to

determine if individuals meet these requirements.

Records from local courts and the NC Department

of Corrections must be checked on all adult

household members.

Applicants must meet the minimum age require-

ment of 21 years old. There is no upper age limit.

Foster families need to have adequate income

to financially support their own family without

relying on the foster care payment. The foster

care payment reimburses for room, board and

supervision.

What is a Family Foster Home?A foster home is a family’s residence. The family

offers their residence for as many as one, but no

more than five children, and provides them with

daily, 24-hour care. Five children may receive care

in a family foster home, including the foster

parent’s own children. Members of the foster

parent’s family over 18 years of age are not

included in the capacity. Adult supervision must

be provided during the time foster children

are living in the home.

What is required for a FamilyFoster Home?The family foster home should be easily accessible

throughout the year in order to make available

educational and religious training, parental and

supervision visits, medical care, recreation

opportunities, and companionship in accordance

with the needs of the child. It is preferred that the

family foster home be within a 50-mile radius of

the Baptist Children’s Homes facility in the area

where the foster home is located. The home’s

proximity is a necessity to maintain a close working

relationship between the case manager, the foster

family, and the foster children.

What are the requirements for the physical home?The family foster home should be located in

a community offering wholesome neighborhood

influences. Each home shall be in compliance

with all applicable portions of the North Carolina

Building Code in effect at the time the home was

constructed or last renovated. All foster homes

must meet the standards specified in the Foster

Home Environmental Conditions & Health

Regulations Checklist and pass a fire inspection.

The foster home must have a working telephone.
