“India Maritime Week should provide the platform to take stock of the targets reached in Maritime Agenda 2020, and take steps to realise more projects in the next five years,” said Shri Gautam Chatterjee, Director General of Shipping. IMW 2014 and the editions thereafter till the year 2020 should focus on the Maritime Agenda and continually do a reality check, the DG said while chairing the Advisory Council Meeting of India Maritime Week in New Delhi on December 5, 2013. In the run-up to the second edition of India Maritime Week to be held from January 28 to February 1, 2014, the DG said all the stakeholders in the maritime industry would want to find out the strong takeaways from the first event that dwelled on making India a maritime destination, in tune with the Maritime Agenda. Aptly themed ‘Big Prospects, Big Challenges: India Marching Ahead’ the 2014 event is all set to discuss the existing gaps in the industry and look at ways of bridging them, thereby taking India’s maritime growth to the next stage of progress,

the Advisory Council members opined. A group of 20 Advisory Council members of IMW 2014, representing the diverse maritime domains, assembled at the Le Meridian Hotel to finetune the issues and the sessions to be tabled for the benefit of a cross-section of maritime players both from India and abroad. The Advisory Council that comprises of business association heads and head honchos of ports, shipping and logistics sectors had a brainstorming session for 3 hours to bring out the essence of the forthcoming event through focused sessions, workshops, trade forums and round tables being planned during the week-long event. The Council expressed hope that the event, that has been tailored to represent the aspirations and the true nature of
the maritime industry in India, would be successful in bringing together the fraternity from the length and breadth of the country to deliberate on the pressing issues and work for a way forward. Ramprasad, Editor-in-Chief and Publisher of Maritime Gateway, said IMW 2014 discussions would be aligned with what has and has not been achieved in the Maritime Agenda. “A status report on the progress of the recommendations made in the first edition of IMW will be brought out.” As the event brings the industry and the government together to interact, flag out issues and understand the dynamics of the industry and its sub-sectors, IMW provides the perfect platform for all the maritime stakeholders to be heard and seen, Ramprasad added.

IMW is a fine example of public private partnership, where the government and private together put up this grand event, showcasing India as a major maritime power. It will be a good idea to use IMW editions to analyse how the plans in the Maritime Agenda 2020 are being realised.

India is on the path of economic progress and needs to propel growth by fast-tracking regulatory reforms and implementation of projects. While challenges abound, so do opportunities. The time is right to hasten development of the maritime sector by building infrastructure and capacities of ports, shipping and logistics sectors, including freight terminals, warehouses, national manufacturing investments zones and industrial corridors.
With the formulation of new market-linked tariff guidelines, operationalisation of waterways, and PPP projects taking off, it is an opportune moment for all the stakeholders in maritime sector. Ministry of Shipping, Government of India is making continuous efforts to attract investment in the ports sector for augmentation of freight.
Accelerating policy and structural reforms for the benefit of trade will propel maritime development towards the aspiring goals. To address existing gaps in physical achievement of infrastructure projects, investments and trade facilitation and move on to the next stage of progress, India Maritime Week being organised from 28th January to 1st February in 2014, New Delhi will serve as a perfect platform to discuss issues and derive solutions.

Rail connectivity to the hinterland spurs economic activity and is crucial for exIM
trade. The existing rail logistics infrastructure is unable to support the expected growth of freight. With growing containerisation, rail-waterway intermodal container transport system gains further importance and the need arises for better rail infrastructure and capacities, especially, in the trade corridors across the country.

India is the second largest exporter of agro-commodities in the world. To sustain the
momentum, the Government of India’s foreign trade policy provides a 5 per cent export incentive to increase export of agricultural commodities like wheat, rice, vegetables, meat and marine products besides other processed farm products. On the other hand, import of pulses and edible oils like palm is increasing owing to domestic shortage. To facilitate trade of these commodities from India to Europe and Intra-Asia, ports have started to create state-of-the-art infrastructure such as dedicated infrastructure like contamination-free berths, warehouses and dedicated transit godowns with railheads, mechanised cargo handling equipment like mobile harbour cranes, pay loaders, excavators, dumpers, weigh bridges, and road & rail connectivity with the hinterland. With containerisation of grains gaining ground, ports are now catering to this sector through their container terminals. As agro-commodity trade picks up, there is a need to consider the port capacities and infrastructure being created to cater to this market.
