Mission critical users

• Public safety agencies securing people’s daily life– Police and crime prevention– Fire and rescue– Ambulance service– Defence forces and border authorities

• Companies and agencies who are important to ensure continuity of the public services and critical infrastructure of the society

– Interoperability is the key to efficient operations

Requirements for mission critical communication

• Security to prevent eavesdropping• Interoperability between authorities• Shared multi-agency use with VPNs• Scalability: citywide, province wide, nationwide• Optimised total cost of ownership (TCO)• Integration with emergency response centers (ERC)• Resilient, always available communication• Enhanced data services for improved situation

awareness

• High availability• Redundancy• Pre-emptive priorities• Queueing of resources• Direct Mode Operation

(DMO)• Base station fallback

TETRA - Purpose built technology formission critical communication

• Specialized group communication• Group communication (one-to-many

communication)• Push-to-talk, instant call connection in

less than 0.5 s

• Uncompromising security• Authentication• Air interface encryption• end-to-end encryption • Disabling of stolen radios • Advanced data services

• Status- and text messaging and IP packet data

• High speed data

Why not GSM, CDMA?Why not WIMAX?

• Commercial services (GSM/CDMA) collapse under heavy load:– Several examples: Helsinki shopping mall bombing, London

Metro bombing, Madrid bombing– not designed for always-available mission critical service– prone to hacking and eavesdropping

• WIMAX is a data service:– no voice services (Skype is not for mission critical users)– even less PMR voice services (instant push-to-talk

communication, security, free mobility)

• WIMAX is a complementary data service and as such also part of our solution, complementing TETRA high speed data service

• TETRA forms the robust and secure mission critical communication backbone for all authorities

• ERCs provide centralized call taking, alarming and dispatching of field units

• Dispatchers assist during the incident by providing supportive data services and coordination

• Field communication using TETRA in own VPNs and using co-operation talk groups

Seamless integration of TETRA with Emergency Response Centres further improves incident preparedness

New challenges

• Unexpected temporary needs for safe and secure communication.

• Temporary, but for a fixed time, need for big events or other agreed operations on a fixed geographical area.

Digital PMR products can close this gap

Defence using VIRVE and TETRA services for crisis management

• VIRVE/TETRA use in Finland– For co-operation between security

authorities– To make defence force operations more

efficient

• TETRA use in international operations– MNB(C) management system in Kosovo– Management of the Nordic Brigade

TETRA in use by Defense Forces in Finland• VIRVE is used for co-operation with other

security authorities

• TETRA is one wireless channel in connection and communication networks

• VIRVE services can be used in crisis situations for material logistics, protecting of targets and to support the management

• Under normal conditions the services make operations more efficient

• TETRA is used as core in the communication networks for multi-national crisis management troops

Comments from users and the operator in Kosovo

• Users– Users are happy with the service and the terminal

size– Because of good coverage and encryption

possibilities the security of the troops has increased

– Short data service is used for status and text messages

– Data applications

• System operator– Successful implementation in containers– Because of unsecured transmissions some brakes

may occur– Some sporadic disturbance in the frequency area

has been detected– Easy to manage. Also mobile dispatching.
