MAJOR COMMITTEE REPORT CHANGES

The CHSAA Constitution and Bylaws are the official rules of the Association. Information in this bulletin provides the regulations for volleyball competition, but never supersedes the regulations found in the Constitution and Bylaws.

Included in the school boxes is an official copy of the CHSAA Handbook Constitution and Bylaws. Handbooks are also available on line at w ww.CHSAANow.com by selecting Bylaws. Checking eligibility is not the sole responsibility of the athletic director. It is the responsibility of the coach to know the information found in the Constitution and Bylaws. Therefore, the Bylaws should be read prior to the season.

We encourage the telephone calls on areas of eligibility be made by the school athletic director or designated administrator; rulings on season policies can be made by the volleyball coach. Please contact Bethany Brookens, Assistant Commissioner for volleyball.

MAJOR CHANGES FROM LAST YEAR'S REPORT:

A. Changed the official CHSAA state volleyball color. B. AMMENDED April 2019: When mutual agreement cannot be reached for the

Regional Volleyball tournament, and travel distance for any team is 150 miles or greater, then the Regional tournament will be played on Saturday. A Friday Regional tournament will be considered a reasonable option if travel distance is under 150 miles for all teams involved.

RATIONALE FOR MAJOR CHANGES:

A. Moved from an all-white ball to red/white/navy for better visibility. B. To help with teams traveling far distances.

AT THE STATE TOURNAMENT

Professional attire and demeanor is expected at all matches, especially at the CHSAA State Volleyball Championships. Coaches are expected to dress professionally and not in athletic gear for the state tournament. This includes school t-shirts, sweatpants and athletic (running) shoes while on the tournament floor.

COACHES and ATHLETIC DIRECTORS – Welcome to the 2019 volleyball season. As you embark on this season, I wish you and your athletes the best. Your enthusiasm, energy and knowledge will be passed on to your eager athletes. I look forward to a great year of volleyball. There are several CHSAA bylaws that I want to highlight:

1. 1800.1 (Transfer): The CHSAA supports school choice in academic pursuits and encourages its student participants to enhance their academic achievement. In concert with this approach, the Association’s philosophy addresses the establishment of a fair playing field for all student athletes. A student who establishes his/her high school eligibility at a member school and subsequently transfers, will be ineligible for varsity competition for 365 days from the date of their transfer, in the sports they participated in during the last 365 days.

2. 1800.4 (Athletic Transfer): Any transfer substantially motivated by athletic considerations will cause the student to be ineligible for varsity competition for 365 days from the date of the transfer in any sports(s) they participated in during the last 365 days.

a. A student transferring, moving or for any reason changing to a new school where the student’s non-school coach is also a coach of the school team, is considered to be attending for athletic purposes. The student, as a result of this transfer, will be ineligible for varsity competition for one calendar year from the date of the transfer in any sport(s) they participated in during the twelve months prior to the transfer. As used in this Rule, the term “coach” includes any person who coaches, volunteers (regardless of compensation) or assists in any capacity with the coaching or training of the school or non-school team.

b. For purposes of this Bylaw and its exceptions, no personal relationship or one-on-one/group coaching or individual contact is required for application of this rule. If a coach has any standing with the outside team/organization/business, that coach is considered a coach of that non-school sports team.

3. 1900.5 (8th Grade Contact): A person, acting in the capacity of the high school coach or serving in a role representing the high school, may have informational meetings anytime with 8th grade students who live in that high school’s attendance area as established by the school district, or with those 8th grade students that have pre-registered to attend that high school; the coach may conduct practice with those eighth graders starting May 1. This contact may include currently registered underclassmen. The Sunday Contact rule applies to this contact.

4. 2860 (Game Contracts): Member schools shall honor game contracts entered into in good faith, unless a reasonable accommodation between the competing schools is reached or the contest is cancelled due to an act of God which gives league/conference rescheduled contests a priority over non-conference games. Contracts must be written, should be specific with respect to the obligations of each party, and must be signed by the principal or athletic director of each of the contracting schools.

a. 2860.12 (Game Contracts Penalty): Schools which violate this regulation will immediately be placed on probation and a $500 reimbursement must be paid to the offended school within 45 days. Schools which violate this regulation will be immediately placed on probation and a $500 reimbursement must be paid to the offended school within 45 days. A second violation of this regulation will result in a school or program being placed on restriction, and a reimbursement of $1,000 must be paid to the offended school. For subsequent violations, please refer to the bylaws.

5. 2210 (Coach Ejection): A coach ejected from a contest for committing an unsportsmanlike act shall be suspended from coaching for the next regularly scheduled match or contest of the same level. He/she may not coach in any other contest at any level during this time.

6. 2310.5 (Sunday Contact): SUNDAY CONTACT -- No high school interscholastic contests, practices for interscholastic contests, camps, nor association between participants and coaches/directors of any CHSAA sanctioned activity from the student's school shall take place on Sunday at any time during the school year. (This is to include both in-season and out-of-season sports/activities other than those noted in the Music Bylaws.) The Commissioner may, when deemed advisable, allow postponed state-level events to be played on Sunday. Teams playing on Monday in district, regional or in a state-culminating event will be exempt from this rule. Note: Penalty for Violation, see Section 2420. Please see your AD for further clarification.

If questions arise and interpretations are needed, please do not hesitate to call the CHSAA office. Please keep in mind that you are our best public relations director. Not only have your peers respected your role as a coach and leader, but also by your students and community members as well.

Before the competitive interscholastic season begins, check to make sure you have not scheduled contests in excess of the game/contest limit for your sport (see CHSAA Sport Bylaws). Teams that have played more contests than allowed in the Sport Bylaws will be restricted from state playoff activities, without appeal. Good luck! ➢ It is the coaches’ responsibility to update season and playoff stats and records

through MaxPreps (www.maxpreps.com). No hard copies of season results should

be submitted to the CHSAA.

➢ Schools that are not member schools of state associations affiliated with the NFHS

shall not be counted towards the RPI calculation. They shall be treated as no

contest.

➢ Have your principal contact the CHSAA office if you are involved in the state championship

and you have an athlete whose parents are not financially able to attend the event.

➢ Head coach attendance at a rules meeting is mandatory; this is a CHSAA Bylaw

requirement. You can satisfy this requirement by attending the summer Colorado High

School Coaches Association Volleyball Clinic, attending one of the Volleyball Officials Master

Clinics, an area volleyball officials rules meeting, etc.

➢ Please make sure you login to your CHSAA Digital Platform Coaches Management profile

and enter the date of your rules clinic attendance. Your AD will verify these dates with the

sign-in sheet that will be provided to them by the official.

Please use the following steps to start the MaxPreps process:

1. Go to www.maxpreps.com

2. Select “Coach Login” on the top right-hand side of the webpage.

3. Enter your e-mail address –This will be the e-mail address used to access your team.

4. Next, if you are a Returning Users enter your password. (New Users – See steps 7 through 9).

5. After entering your password, the website will notify you that your accounts have been

linked. The next time you visit the site, simply click on “Sign In” to access your team.

6. Once the login process is completed, use the top toolbar to add in or upload your roster,

schedule a game, and enter/edit stats.

7. If you are a New User you must register your e-mail address and create a password. The

system will prompt you of these steps.

8. Next, as a New User you will be prompted to enter your Access Code. Please contact your

AD for this information. Once your access code is entered you will be taken to your Team

Page.

9. Once the login process is completed, use the top toolbar to add in or upload your roster,

schedule a game, and enter/edit stats.

THINK PINK! DATE: August 2019

RE: Breast Cancer Awareness

Thank you for all of your support of Breast Cancer Awareness Month this past year! This fall, during the volleyball season and in conjunction with the American Cancer Society, the CHSAA will once again be promoting breast cancer awareness throughout the month of October. This coincides with National Breast Cancer Awareness month. The purpose of the campaign is to raise breast cancer awareness in young women and their mothers.

We are encouraging schools to “think pink” and come up with a way to promote Breast Cancer Awareness at a home volleyball match during October. This is not mandatory.

All over the country volleyball teams are holding events to support breast cancer awareness, and we would encourage you to promote this as much as you can! Some suggestions are:

“Think Pink” PSA’s and other information may be found on our website. If you have questions, please call me at 303-344-5050 or email [email protected]. Please do not send any money to this office – each school may distribute funds as they desire.

*Please note the Susan G. Komen Race for the Cure will be held on Sunday, September 8, 2019. You could encourage your athletes and their moms to participate in this event to kick off the week.

**Please note that it’s important not to use the words “XXX for THE CURE” in any of your literature unless you are planning on giving your donations to the Susan G. Komen Foundation. “The CURE” is a trademarked name that cannot be duplicated.

• Before the competitive interscholastic season begins, check to make sure you have not scheduled contests in excess of the set/contest limit for your sport (see CHSAASport Bylaws). If you have to break a contract, your school will be responsible for a “reimbursement fee” to the offended school ($500-$1,000), and will be placed on probation or restriction.

• It is strongly recommended that coaches be clear on the number of matches their

team will play in a given tournament. This information must be included in the tournament contract.

• *Member schools that are in a classification that do not have a district tournament (2A-5A) shall not participate in more than 2 3 matches, exclusive of regional and state contests during a season.

*Member schools that are in a classification that have a district tournament (1A) shall not participate in more than 1 9 matches, exclusive of district, regional and state contests during a season.

All JV level teams or below are only allowed a maximum of 19 matches.

• A student may not participate in more than 95 sets exclusive of district, regional and state tournament matches if the school at which the student plays is in a classification that has a district tournament (1A).

*A student may not participate in more than 115 sets exclusive of regional and state tournament matches if the school at which the student participates is in a classification that does not have a district tournament (2A-5A)

• Teams that have played more contests than allowed in the Sport Bylaws

will be restricted from playoff activities, without appeal.

COLORADO VOLLEYBALL OFFICIALS ASSOCIATION

Welcome Volleyball Coaches, The 2019-20 season is fast approaching. As officials we have started our training programs in preparation to do our best for you on the court. NFHS Volleyball New Rules & POE (highlights):

- Retractable Ceiling Poles, Cables 2-2, 2-3j (NEW), 2-4-1e (NEW), 2-4 PENALTIES 3 (NEW), 9-8-1i When the volleyball strikes the cables and/or the diagonal poles used to retract ceiling suspended net systems, the referee will stop play and determine if the ball was playable. The referee will signal out-of-bounds if the ball, in the judgement of the official, is not playable or replay if the ball is determined playable.

- Legal Uniform, 4-2-1, 4-2-1a (NEW), 4-2-1e (NEW), 4-2-2 (NEW) The libero uniform top must clearly contrast with the uniform top worn by the rest of his/her teammates (excluding trim) and conform to all other uniform rules.

- 4-2-4b; Eliminates the use of double zero (00) as a uniform number option. - Roster and Lineup 5-5-1b; 5-6-1b; 7-1-1a; 7-1-1 PENALTIES 1; 7-1-2; 7-1-4; 7-1-4 penalties 1,2 The second

referee shall collect team rosters at the pre-match conference. Lineups for each set will also be given to the R2 by the appropriate deadline.

Ray Lameiro, CVOA State Volleyball Rules Interpreter, will be at the CHSCA Multi-sport clinic on July 26, 2019, 3 PM at the Radisson to review and answer any questions you may have on the new rules. All CVOA officials are required to attend study sessions, a regional clinic, and pass the NFHS volleyball test, as well as a complete review and application of all rules and points of emphasis from NFHS. The referee will signal out-of-bounds or replay. Rationale: Establishes the cables and diagonal poles used to retract suspended net systems as restricted play and aligns

officials’ treatment of a ball striking either the cables and/or the diagonal poles.

4-2-1, 4-2-1a (NEW), 4-2-1e (NEW), 4-2-2 (NEW): Eliminates the solid-colored uniform requirements, establishes that

the libero uniform must clearly contrast with his/her teammates’ uniforms and reorganizes the legal uniform rule. Rationale: Clarifies the requirements for all legal uniforms and simplifies the requirements for the contrasting libero uniform

maintaining the compliance of all currently compliant team and libero uniform jerseys.

4-2-4b: Eliminates the use of double zero (00) as a uniform number option.

Rationale: Eliminates confusion surrounding the signaling of “00” and “0”.

4-2-4c: Beginning with the 2023 season the body of the uniform number must clearly contrast with the uniform top

regardless of borders. This will eliminate the allowance of borders to provide contrast between the number and the uniform number.

Rationale: Allows officials and scorers to easily identify uniform numbers.

5-5-1b; 5-6-1b; 7-1-1a; 7-1 PENALTIES 1; 7-1-2; 7-1-4; 7-1-4 PENALTIES 1, 2: Requires the second referee to collect team rosters at the prematch conference while allowing changes to be made until 10 minutes remain on the pregame

clock and establishes lineups to be submitted to the second referee before each set.

Rationale: Eliminates warmup interruptions by officials requesting rosters with 10 minutes remaining on the warmup clock, allowing for a smoother warmup process for coaches, players, officials and scorers.

5-9-2a NOTE: Establishes that the line judge shall take their position and move in line with the extension of the end line

when the ball is being served near the line judge’s position replacing the old technique to move directly back in line with the

sideline. Rationale: Allows the line judge to watch for foot contact with the end line and move quickly back for a view of the sideline.

This is a more appropriate position and transition for line judges.

8-1-6, 8-2-5g (NEW), 8-2-6d: Establishes that the ball remains dead when tossed for serve and it touches any part of the backboard or supports hanging in a vertical position over the serving area and is an illegal serve (Signal 13) and not a service

fault.

Rationale: Accurately reflects the action since the ball is not contacted for serve.

2019-20 VOLLEYBALL MAJOR EDITORIAL CHANGES

2-1-5: Clarifies that the attack line shall be measured from the edge of the attack line farthest from the center line to the

axis of the center line. 4-2-7: Clarifies the penalty for the removal of any part of the uniform top or bottom as a yellow card charged to the

coach for unsporting conduct. 5-5-3b(26): Provides additional instructions for the second referee when conducting the coin toss prior to the deciding set

by requiring the second referee to communicate with the first referee the serving team and the proper team benches.

2019-20 High School Volleyball Rules Changes Impact Uniforms, Prematch Protocol

INDIANAPOLIS, IN (November 6, 2019) — An overhaul of uniform-related rules and an

adjustment to team roster submissions were among the most notable rules changes identified for the

2019-20 high school volleyball season.

All rules changes were recommended by the National Federation of State High School Associations

(NFHS) Volleyball Rules Committee at its January 6-8 meeting in Indianapolis and subsequently

approved by the NFHS Board of Directors.

“The sport of volleyball continues to be in a really good place,” said Lindsey Atkinson, NFHS

director of sports and liaison to the Volleyball Rules Committee. “The rules committee focused its

changes this year on improving the administration of the match by taking into account the feedback it

received via the 2018 NFHS Volleyball Rules Questionnaire.”

The changes in uniform rules are a part of Rule 4-2, which reorganizes the uniform rule to

improve understanding and eliminate solid-colored uniform requirements.

Rule 4-2-1, which permits teammates to wear like-colored uniform pieces, was expanded to

include all uniforms and involves nine guidelines.

Rule 4-2-1a states that all uniform tops (with the exception of the libero, as noted in Rule 4-2-2)

and bottoms shall be like-colored. Rule 4-2-1e permits the top and/or bottom of all uniforms to include

the school’s name, nickname, logo, mascot and/or team member’s name. In doing so, a single mascot

reference and/or school name may be placed on the sleeve(s), and shall not exceed either 4 inches by 4

inches or 3 inches by 5 inches.

“The rules committee was very deliberate and measured in their language choices to ensure that

all currently compliant libero and team uniforms will be compliant under the new rule,” Atkinson said.

“The committee believes that this new rule will, in fact, be easier to apply and require less policing by

both officials and state associations.”

In Rule 4-2-2, the libero’s uniform must clearly contrast from the predominant color(s) of the

team uniform top, excluding trim. The libero’s uniform top cannot be made up solely of the same

predominant color(s) of the team’s uniform top, even if the like color(s) are placed differently on the

uniform top. Furthermore, numbers shall meet all specifications in Rule 4-2-4, which removes the option

for players to wear No. 00 to eliminate confusion surrounding the signaling of the number.

Beginning July 1, 2023, a plain, Arabic numeral of a solid, clearly contrasting color from the body

of the uniform will be required. The change eliminates the use of a border to create the number

contrast, therefore, allowing officials and scorers to easily identify uniforms numbers while aligning the

rule with that of other rules codes.

In dealing with the submission of team rosters, sections of Rules 5-7 were modified to eliminate

warmup interruptions by officials requesting rosters with 10 minutes remaining on the warmup clock.

The change creates a smoother warmup process for coaches, players and officials.

Rules 5-5-1b, 5-6-1b and 7-1-1a clarified the specific duties of the second referee, official scorer

and coach during the prematch setting. Before the match, the second referee shall assist the first referee

by collecting each team roster during the timed prematch conference and supervise the placement of the

officials’ table and team benches.

As part of Rule 5-6-1b, the official scorer shall now also receive each team’s roster from the

second referee at the conclusion of the prematch conference. In Rule 7-1-1a, a coach from each team

shall submit in writing to the second referee an accurate roster with names and uniform numbers of all

players during the timed prematch conference. Roster changes may be made until 10 minutes remain on

the pregame clock.

“The logistical change of when, and to whom, the roster shall be submitted was again the result

of questionnaire feedback,” Atkinson said. “In an effort to improve the flow of the prematch

requirements, the committee felt that the submission of the roster as a part of the prematch conference,

with the ability to make changes until 10 minutes remaining on the clock, allowed for a more efficient

process and alleviated the scorer of the responsibility to collect team rosters.”

The committee made additional changes that impact officials, including aligning rules regarding

the treatment by officials of a ball striking either the cables and/or the diagonal poles used to retract

ceiling-suspended net systems. This change in Rules 2-3j, 2-4-1e and 2-4 PENALTY 3 treats cables and

diagonal poles as restricted play at which time officials must determine if the ball was playable. The

committee’s change to Rule 5-9-2 NOTE places the line judge in a more appropriate position to watch for

foot contact with the end line, as well as allowing him or her to quickly transition back into position for a

view of the sideline.

The final change involved the removal of Rule 8-2-6d and adoption of new Rule 8-2-5g, which

establishes that a serve is illegal, and the ball remains dead, if the server tosses the ball for serve and

the ball touches any part of a backboard or its supports hanging in a vertical position over the serving

area and not a service fault.

According to the 2017-18 NFHS High School Athletics Participation Survey, volleyball is the

second-most popular sports for girls (trailing track and field) with 446,583 participants in 16,434 schools

nationwide. In addition, there are 60,976 boys participating in the sport at 2,472 schools, and 24 states

conduct state championships in boys volleyball.

PLAYER BENCH OCCUPANTS

Teams will always be seated on the same side of the net as they play.

During the contests, the player bench may be occupied only by the following: eligible substitutes, coach, assistant coaches, faculty representatives, team managers, team statisticians and scorekeeper, team trainer or doctor, and disqualified players, unless they have been instructed to remove themselves from the player bench.

WARM-UP

There will be a maximum 15 minute warm-up period between matches unless the scheduled start time dictates otherwise. The 15 minutes will begin as soon as the court is cleared from the preceding match. It is the responsibility of the home site’s administrator to oversee warm-up time.

The following format is highly recommended:

• 5 minutes – Both teams on their side of the court.

• 5 minutes – Visiting team both sides of the court (including serving).

• 5 minutes – Home team both sides of the court.

PENALTY FOR LEAVING THE PLAYING FLOOR BEFORE MATCH IS COMPLETED Withdrawing a team from the playing floor before the completion of a contest can have great consequences. The CHSAA Constitution and Bylaws state: “No member school may withdraw its team from an athletic contest prior to the termination of the contest, except by mutual consent of the responsible faculty representatives from the participating schools.”

DISQUALIFICATION FOR UNSPORTSMANLIKE CONDUCT

Any player who has been ejected from a match or tournament for committing any unsportsmanlike act shall be disqualified for the remainder of that match or contest. In addition, the player shall be ineligible for the next regularly scheduled match or contest of the same level (sophomore, junior varsity, or varsity). She may not take part in any other sets or contests at any level during this time. The number of matches, meets or contests for which the participant has been declared ineligible will decrease the stated maximum allowable matches, meets or contests in each sport for the disqualified participant. A school may not schedule a contest after an ejection in order to circumvent the penalty. If such ejection occurs in the final match or contest of the season, then that player shall be ineligible for the first match or contest of the next season of sport that player elects to play. In satisfying the penalty, the player must sit out a set in a sport in which she completes the season.

Any player ejected from a second match or contest during the same season shall be ineligible for the next two matches or contests of the same level. Any player ejected from a third match or contest during the same season shall be subject to a penalty to be determined by the Commissioner. PROTOCOL FOR DISQUALIFICATION/EJECTION OF A PLAYER OR COACH

For all sports, a player ejected from a contest must be escorted to the bench by a game official and

remains there supervised by a bench coach.

A coach ejected or disqualified (some NFHS rules books use the word disqualification in lieu of ejection)

from a contest must be removed from the playing facility or confines and be prohibited from any further

contact, with the team, direct or indirect, during the remainder of the game. For failure of the coach to

comply, the game official may forfeit the contest.

VOLLEYBALL UNIFORMS Please be sure to check the uniform regulations found in the NFHS Volleyball Rules Book. It is highly recommended that you give the manufacturer a copy of the rules book when you order new uniforms. DO NOT HAVE YOUR UNIFORM MANUFACTURER CALL THE CHSAA OFFICE WITH QUESTIONS. WE WILL NOT BE LIABLE FOR ILLEGAL UNIFORMS. **SCHOOLS SHOULD CONTACT THE CHSAA OFFICE DIRECTLY TO ENSURE COMPLIANCE. ** Although like uniforms are preferred at all levels, varsity is the only level that will be penalized for uniform violations.

SCORING FOR SUB-VARSITY MATCHES It is strongly recommended that 2 out of 3 sets be played at all sub-varsity levels to enhance time management constraints. Further recommendations to shorten nights include:

1. Go to fewer points such as 15 or 21 (can have a cap such as 15 points or 21) Therefore, teams could win 15-14 or 21-20; you don’t have to win by 2 points if there is a cap. 2. Monitor warm-up time between matches.

3. Flip coins before the first sub-varsity match for all matches that will be played that evening/day. 4. Use of multiple nets and/or gymnasiums where available.

* Play is recommended for Saturdays to decrease the amount of school missed and alleviate travel time.

* If a team from a league that has adopted a certain format plays a team from a league that has adopted a different format the two coaches must agree before the match begins. Otherwise it will be 3 out of 5 sets to 25 points (no cap) with the deciding set to 15 points (no cap).

CHSAA Emergency Action Plan (Template link)

Every member school is required to create a venue-specific Emergency Action Plan (VEAP) for each site that the member school practices and hosts athletic contest. (Please use this template that has been created for consistency).

The VEAP must include location, emergency access, emergency contact information and a listing of each member in protocol's duties. An Annual VEAP training must take place no less than one time a year.

This plan must be completed for all on-site and off-site practice/competition venues.

The Volleyball Officials’ Organization is a group of people who find satisfaction in associating with high school students and the sport of volleyball.

The ability of the schools to make the work pleasant enough to continue to command the interest of people with good personalities, sincere intentions, and good judgment is a very important factor in the administration of school athletic programs.

With this thought in mind, we would like to bring the following items to your attention:

• Registered Officials: Only officials who are registered with the Commissioner may be contracted by member schools to officiate in all varsity and junior varsity interscholastic contests. It is highly recommended that only registered officials be used in any interscholastic contest at the sub-junior varsity levels.

• Contracts for Contests: Contracts for matches should be in writing to avoid any misunderstandings as to terms or dates. If possible, send a reminder to the official about the date, time, and location of the contest.

• Greet Officials: Have someone available to greet the officials at your school and to direct them to their dressing room. Make checks out in advance and have them available at the conclusion of the varsity match.

• Meeting Room: Please provide a private room(s) for the officials as a dressing room and a room to conduct their pre-match conference. All visitors should be kept away.

• Fees & Mileage: Please use the current version of the Officials’ Fees Report in the CHSAA Legislative Council Minutes for current payment and mileage information.

• The CHSAA and the Colorado Volleyball Officials Association value your input on the officiating in our state. Under http://www2.chsaa.org/coaches/rate-contest-official.asp click on Rate Your Contest Officials link. Depending on the browser used, your coach may have print the completed document in a .pdf form and email it to [email protected]. It is important that the coaches approach this with the mindset that constructive criticism is the best way to improve officiating in Colorado.

Selection of Scorer-Timer – Assistant Scorer (Libero Tracker) It is essential to have competent scorers and timers. Please appoint two to three competent and experienced adults. It is essential that these officials thoroughly understand their responsibilities. It is recommended that your official scorer wears identifying apparel and that the scorers’ locations are clearly marked.

If necessary, it is acceptable for your timer to also track the libero (assistant scorekeeper).

Priorities at the Official Table (Scorers’ Bench) Efficiency-plus is expected at the officials’ table. Careful supervision will assure the officials at the table the most desirable, adequate, and pleasant working conditions possible

DEFINITIONS FOR A SCORER

Serve: Contact with the ball to initiate play. Point: A point is awarded when the receiving team violates a rule during play.

Penalty Point: A point which is awarded when the receiving team violates a rule during play or a dead ball.

Replay: A replay is the act of putting the ball in play (other than at the start of the set) without awarding a point or a side-out and without a service rotation.

Re-serve: When the server releases the ball for service, then catches it or drops it to the floor.

DEFINITIONS FOR STATISTICIAN

Ace: A serve which lands in the opponent’s court without being touched, or is touched but unable to be kept in play by one receiving team player.

Block: A player or players block the ball into the opponent’s court leading directly to a point

or loss of rally. Assist: A player passes or sets to a teammate who attacks the ball for a kill.

Attack: Any action other than a block or serve that directs the ball toward the opponent’s court.

Dig: An underhand or overhead defensive saving skill resulting from a kill attempt in which the ball is contacted by the forearm(s), fist(s) or hand(s) and allows the ball to remain in play for the next hit.

Kill: An attack by a player that is un-returnable by the receiving player on the

opposing team and leads directly to a point or side-out/loss of rally. Loss of Rally Point: Awarded when the serving team violates a rule during play.

NOTE: A replay does not constitute an attempted serve since the serve did not

develop into a point or side-out/loss of rally.

1. SITES: District Sites will be selected by the appointed school administrators. Designated school administrators will poll the assigned schools within a district in the spring of the year and report the site to the CHSAA according to the established routine.

2. QUALIFIERS: Districts are played for placement of teams into regionals. All Districts will qualify t hree teams to Regionals.

3. Matches that do not impact the Regional Qualifiers (1st, 2nd, 3rd) will be the best 2 out of 3 sets (3rd set to 25 – no cap), and are not required if mutually agreed upon prior to the District Tournament begins.

4. OFFICIALS: Officials will be selected by the district tournament committee. Line judges must be adults. If available, registered officials shall be used. Line judge fees would be part of the host school expenses. Line judges will use flags at the State Tournament. District Site Directors must use flags.

5. TIE BREAKING PROCEDURE (see pages 39-40 of this bulletin) must be utilized if

needed. The hot line number (720.581.8102) must be used whenever there is a tie to verify tie- breaker accuracy for final standings.

6. DISTRICT GATELISTS: Gatelists must be given to the District tournament director

prior to when play begins (found online at CHSAANow.com – CHSAA.org – Sports -

Volleyball). T hey do NOT have to be submitted to the CHSAA office. District Gatelists may not be changed in between “pigtail” matches and “pool play” matches.

7. *RESULTS IN MAXPREPS – It is the responsibility of each school advancing to Regionals to make sure their entire team record and results are uploaded into MaxPreps (www.maxpreps.com). E-mailed results to the CHSAA will not be considered for Regional Seeding or State Bracketing.

8. STATE PROGRAM INFORMATION: If your team has a chance to qualify for the

state tournament, you must electronically submit the State Volleyball Program Information to the CHSAA office by November 1st, 2019.

• Communicate to participating schools; all schools in your district should know specifics about your

facilities, starting time, pairings, exact locations of all sites, etc.

• Ticket/financial reporting (The CHSAA office will email this report to you prior to your district

tournament)

• Make all arrangements by mutual agreement with the District Volleyball Tournament Committee.

• Select officials with mutual agreement of the District Volleyball Tournament Committee. Line judges

will use flags at the State Tournament. District directors may choose to use flags.

• Remember to upload the names of the teams advancing to regionals in Max Preps by Saturday,

November 2nd at 9:00pm.

It is recommended that Site Directors build in a 15 minute rest period for teams having played back-to-back matches

prior to a subsequent match.

NOTE: Prior to the District Tournament, the Tournament Director will contact all teams involved and mutually agree to

not play any district match that has no bearing on the outcome of the tournament. CHSAA will also be notified of the

agreement prior to the District Tournament. If played, the CHSAA Volleyball Committee agreed that - District matches

that have no bearing on the outcome of 1st, 2nd and 3rd place will be the best 2/3 sets with the 3rd set played to 25 (no

cap).

PROTECTION OPTIONS FOR DISTRICTS:

OPTION A – If an entire league is assigned to one district, the league may elect to dispense with district tournament play. League standings would then determine the qualifiers.

OPTION B – If an entire league is assigned to one district, the league may elect to play a district tournament and guarantee their league champion a regional berth.

OPTION C – In multi-league districts, there is no qualifier protection; tournaments must be played to determine qualifiers to regionals. Leagues may not supersede this rule.

DISTRICT PAIRING AND SEEDING PROCEDURES

District tournament committee may determine pairings according to win/loss records among teams involved, common opponents for the season, or record for the season.

1. Districts must decide and submit their seeding procedures prior to the volleyball districts. Teams will be seeded by the district seeding committees.

2. If there is one outside team in the district and if there is not unanimous agreement by all participants in the district regarding how this team is to be seeded, the outside team will be placed in a pool as either the #3 or #6 seed per their league winning percentage, overall record, and/or head-to-head competition within teams in the district.

3. If there are two outside teams in the district and if there is not unanimous agreement by all participants in the district regarding how these teams are to be seeded, the outside teams will be placed in opposite pools with one team seeded #3 or #6, and the other team seeded #4 or #5 according to the league winning percentage, overall records, and/or head-to-head competition.

4. If there are three outside teams in the district and if there is not unanimous agreement by all participants in the

district regarding how these teams are to be seeded, two will be placed in one pool and the other one in the opposite pool according to league winning percentage, overall records, head to head competition, league finishes, etc.

WARM-UP

There will be a maximum 15 minute warm-up period between matches unless the scheduled start time dictates otherwise. The 15 minutes will begin as soon as the court is cleared from the preceding match and the coin toss is conducted. It is the responsibility of the home site's management to oversee warm-up time.

The following format is highly recommended: • 5 minutes – Both teams on their side of the court. • 5 minutes – Visiting team both sides of the court (including serving). • 5 minutes – Home team both sides of the court.

TEAM PRACTICE

Schools are not permitted to practice at their district site the week of the tournaments. Teams that normally practice and/or play at these sites are exempt from this policy.

CONTESTANTS’ ROSTERS

Each school may suit up 14 players for the tournament. Once the 14 players’ names are placed in the score book for the first match at the District Volleyball Tournament, no other names may be entered the remainder of the tournament (pigtail matches are considered part of the District tournament). Names on a team may change between district, regional, and state.

FORMAT

*It is strongly recommended that all districts be played on Saturday (whenever possible). If a

district elects to use the pool play format, the following formula is based upon the number of teams in a district. It is up to each District Committee to determine how the 3 Regional Qualifiers are determined.

A. Four teams - total (six matches of a round robin format). One court recommended.

B. Five teams - recommend a pigtail to get to four teams. Pigtail is one match plus six matches; total (seven matches).

C. *Six teams - two pools of three teams (1, 4, 6 in one pool; 2, 3, 5 in the other pool) - (six matches plus two matches for cross-bracketing between the pools); total (eight matches). Two courts recommended.

D. Seven teams - recommend a pigtail to get to six teams. Two pools of three teams (six matches plus three matches for cross-bracketing between the pools, plus one pigtail); total (ten matches).

E. Eight teams - two pools of four teams (1, 4, 5, 8 in one pool; 2, 3, 6, 7 in the other pool)

- (six matches per pool = twelve matches) plus four matches for cross-bracketing between pools; total (sixteen matches).

F. Nine teams - #8 will pigtail with #9 to arrive at 8 teams - 2 pools of four teams (1,4, 5, 8 in one pool; 2, 3, 6, 7 in the other pool) - (six matches per pool = twelve matches) plus three matches for cross-bracketing between pools, plus one pigtail; total (sixteen matches).

1. Regional sites and officials will be selected by the appointed school administrators. 1A District Winners will earn the right to host Regionals. 2A-5A sites are determined by a Regional Pairings Committee.

2. QUALIFIERS: All Regionals have three teams – a total of three matches will be played. All Regional Winners will automatically earn a berth to the State Championships.

3. OFFICIALS: Officials will be selected by the regional directors/tournament committee or assignor. Line judges must be adults. If available, registered officials shall be used. Line judge fees would be part of the host school expenses. Line judges will use flags at the State Tournament. Regional Site Directors must use flags.

3. TIE BREAKING PRODCEDURE must be utilized (see Tie Breaking method in this bulletin).

play begins (found online at CHSAANow.com> CHSAA.org> Sports> Volleyball).

6. *RESULTS IN MAXPREPS – It is the responsibility of each school advancing to the State Tournament to make sure their entire record and results are uploaded into MaxPreps. Emailed results will not be considered for the State Tournament.

ALL CLASS INFORMATION:

1. Double elimination bracket through semifinals will be organized for the state tournament.

2. Based on the state seeding criteria, 12 teams will be seeded onto a bracket. Five courts will be used, one per classification. Competition will begin for all classes on Thursday at 8:00 am.

3. One team, per day, from each classification will be awarded a dressing room for the State Tournament.

Teams will be chosen on a lottery basis prior to the tournament – No other teams may use these dressing rooms. You must indicate your desire for a dressing room the week before the State Championships.

4. *RPI Rankings: The CHSAA RPI Rankings will be the primary seeding consideration for the State Tournament. It is the responsibility of each school advancing to the State Tournament to make sure their entire record and results are uploaded into MaxPreps. DO NOT SEND HARD COPIES OF RESULTS TO THE CHSAA OFFICE.

5. All matches at the state tournament are the best 3/5 sets.

6. OFFICIALS: Officials are assigned using input from schools and CVOA. They have been carefully selected from all available officials registered with CHSAA. Daily match assignments are made by CHSAA staff members without consultation with school officials.

7. OFFICIAL BALL: Wilson Sporting Goods, through the CHSAA, will provide the Wilson K1 Gold – H1895A tournament balls (RED/WHITE/NAVY) for the state tournament.

8. GATELIST and CONTESTANTS’ ROSTERS: Each school may suit up 14 players for the tournament. Once the 14 players’ names are placed on the gatelist and in the score book for the first match at the State Volleyball Tournament, no other names may be entered the remainder of the tournament. Names on a team may change between district, regional, and state.

9. STATE GATELIST INFORMATION: Each coach must submit a gate list online and each player will

be checked by name upon entry. The state gate list is due to the CHSAA office by Monday the 11th of November. It can be found online at CHSAANow.com – CHSAA.org – Sports – Volleyball.

TEAM PRACTICE Schools are not permitted to practice at the state site the week of the tournaments.

DRESSING ROOMS One team, per day, from each classification will be awarded a dressing room for the State Tournament. Teams will be chosen on a lottery basis prior to the tournament – No other teams may use these dressing rooms.

BENCHES

There will be 14 chairs for each team. No more than 20 people will be allowed in the area, including players. Please take the responsibility of clearing your own bench.

TIME OF THE MATCH

Teams must be ready to play as courts become available. Court assignments may change as needed to complete the matches in a timely manner.

CONDUCT The Volleyball Tournament is one of the finest opportunities to display your school’s SPORTSMANSHIP and spirit. We

earnestly request your complete cooperation in this matter.

HOME TEAM The highest seeds determined by the Monday pairings tournament committee will be the home teams.

COIN FLIP The visiting team will call the coin flip. NOTE: Coin flips will be conducted after the second set of the preceding match. Coaches and captains must be present for the coin flips.

NEW: WARM UP PROTOCOL

Friday and Saturday matches will begin at 8:00 am for all classes and will use the following 10-minute format:

● Lower seeded team first 5 minutes of court time including serving. • Higher seeded team next 5 minutes including serving.

• There will be no shared hitting.

Warm ups will begin at 7:40 am. Teams will come off the court at 7:50 am to allow time for pre-match ceremonies.

AWARDS PRESENTATION

Please ask your fans to remain off the court; there will be a formal presentation. The awards will be brought to mid- court and presented following each championship set. A bracket will also be given to each championship team.

PARTICIPATION CERTIFICATES Each participant at the State Volleyball Tournament will receive a certificate for qualifying to the state level in their playoff series.

Professional attire and demeanor is expected at all matches, especially at the CHSAA State Volleyball Championships. Coaches are expected to dress professionally and not in athletic gear for the state tournament. While on the court, non-collared shirts, T-shirts (long or short sleeve), running/athletic shoes, jeans and/or sweatpants are not deemed professional attire.

TIE BREAKER METHOD (for CHSAA Playoff Competition)

**In the case of a tie, the Tournament Director must call the CHSAA Volleyball Administrator BEFORE the tie breaker in order to verify (720-581-8102). All involved teams must sign off verifying they are in agreement that the tie was

broken accurately using the following method.

1. Match record determines the seed for advancement (i.e. match record 3-0, 2-1, 1-2). 2. Always use head-to-head whenever two teams are tied. 3. REGIONALS & DISTRICTS ONLY: If there is a three-way tie for only one qualifying spot, OR if there is a three-

way tie for two qualifying spots, OR If there is a three-way tie for three qualifying spots), determine set percentage among TIED teams (eliminate non-tied teams). The two lowest set percentage teams will play one set to 25 points (no cap). The winner will then immediately play the highest set percentage team to determine the top seed/qualifying spot in question. If two teams are tied with the highest set percentage, use head-to-head to break the tie. THERE MUST BE TWO, ONE-SET PLAYOFFS. a. If tie isn't broken, then same procedure will be followed taking point differential among TIED teams

(eliminate non-tied teams). b. If the tie isn’t broken, then the same procedure will be followed taking the set percentage among ALL

teams. c. If tie isn't broken, then a coin flip will occur. All three teams will flip at the same time. You must flip until

one team flips differently than the other two (i.e. 2 heads and 1 tails). The “odd” team out (tails in this case) will be set aside and the other two will play the first set to 25. The loser will be #3; the winner will then play the “odd” team out one set to 25 to determine #1 and #2.

1. District and Regional Gatelists (Due prior to the tournament) – Teams are required to print

out and submit a gatelist to the t ournament director for each round of the playoffs that they

participate in (districts, regionals, and state). The gatelist form can be found at CHSAANow.com.

From there go to the CHSAA.org tab and at the top of the page, click on Home. Then go to the Sports

& Activities tab at the top of the page and select Volleyball. Then select Volleyball District & Regional

Gatelist and print off a copy to submit to your district or regional host.

2. State Gatelist (Due by noon the Monday p rior to state) – Teams must submit this interactive

form to the CHSAA office. From CHSAANow.com, go to the CHSAA.org tab and click. Then go to the

Sports & Activities tab at the top of the page and select Volleyball. Then select Submit State Gatelist

and enter in your information. If any information changes from your original entry, you MUST

resubmit the gatelist. The CHSAA will accept the most current submitted gatelist as final. There are

no changes or additions allowed to the gatelist on site.

3. Spirit roster limits: (Alternates are included in the varsity roster limits)

You can only have a varsity roster at team maximum based on roster classification (basketball

numbers). Based on classification, varsity cheer, varsity co-ed, varsity pom, varsity jazz and

varsity hip-hop teams will have roster limits for sideline, competitions and school

representation based on classification. Roster limits per class/division:

➢ 1A/2A (Cheer, Pom) will have a maximum of 16

➢ 1A/2A (Co-ed) and 3A (Cheer/Co-Ed, Pom) will have a maximum of 20

➢ 4A/5A(Cheer, Pom, Co-ed) All Class Jazz and All Class Hip-Hop will have a maximum

Selection process:

For CCGS:

1. Each classification will select the top 4 setters from their classification ballots. All remaining setters will be ranked in order to determine alternates list.

2. Each classification will select the top 2 liberos from their classification ballots. All remaining liberos will be ranked in order to determine alternates list.

3. Each classification will select the top 12 all state volleyball players from their classification ballots. An

alternate list of 6 should be created.

a. To ensure ALL STATE representation; all number ones of leagues that are represented by either attendance or notification will be chosen.

i. If a setter/libero who was ranked #1 was chosen as one of the four from step 1 or

step 2, then we will not select the league's number 2 automatically.

ii. A high amount of athletes from one team or one conference should be avoided.

4. All remaining spots will be filled by each league representation submitting one name from their ballot to be considered by the assembly. Those in attendance at the meeting determine what name will be put forward for the entire classification to vote on. League ranking is the responsibility of the league.
