Early experiences
• MARs are accepted because they are about military aviation;
• The „what‟ is in the MARs, the „how‟ is up to you;
• MARs do require some radical changes in the military e.g. because there is an authority monitoring, approving and enforcing;
• Both operator and authority must have adequate, competent resources;
Best practices are readily available for MARs based on EASA parts

Lean experiences
• Lean Expositions are adequate – integrality is a must;
• Redundant orders must be withdrawn;
• The Concern Director‟s staff role is critical in Air Force policy harmonization and MAR interpretation amongst entities.
• As Accountable Manager one has various degrees of freedom to comply to MARs.
Duplications in expositions can and should be avoided (one entity, multiple approvals)

Assurance experiences
• MAR-MAD introduced the safety management program requirement – a logical development – but to be well understood;
• This requirement has been adopted by ICAO for civil aviation – a very useful best practice;
• Safety management introduces explicit focus on risk mitigation (pro-active);
• Quality management should primarily focus on compliance monitoring;

By-catch experiences
• MARs are ideal for an entity focussed on training: setting the standard for pilots, maintainers and aerodrome operations;
• MARs – especially when based on civil examples – facilitate communication with military and civil peers and industrial partners (e.g. PPP or outsourcing);
• We need a common approach on civil/military aviation authority recognition
• MARs provide a safeguard in “rough times”
• MARs provide a very, very clear distribution of roles and responsibilities
MARs are easy “communicators”

At Woensdrecht Air Base:
• MAR-compliance works, is well accepted, guides our business and has positively influenced our quality and safety culture.
• we are convinced that a MAR-framework with a Total Aviation System approach - based on EASA parts - seamlessly connects the military into the civil aviation.
