26 Village of Shorewood PROCESS SUMMARY While the strategies described in this plan offer many opportunities to enrich the riverfront environment, the quantity and complexity of the recommendations can appear to be daunting when viewed collectively. The key to successful implementation is to understand, up front, that the riverfront enhancements will be the product of incremental and continuous change over many years. It will be vitally important for Village leadership to provide riverfront stakeholders and the community at large with information regarding overall objectives, goals and implementation progress on a regular basis. ACTION PLAN The Implementation Action Plan recommends a systematic series of actions that will advance the short-term opportunities and Master Plan vision. These actions include: Public Policy Define the study area as a special use zone in your comprehensive planning documents, zoning, and subdivision regulations. Define the study area that promotes specialized development and public commitment to the supporting infrastructure with a financing tool such as a Tax Increment Finance District or Special Tax District. Promote a special tax allocation for property owners in this area that specifically goes toward improvements within the district, further benefitting their property values. Commission the development of design guidelines for the area including but not limited to: land use, building facades, floor area ratio, setbacks, landscaping, lighting, signage, parking, trail connections, public art, and riparian improvements. Organization and Administration Expand the horticultural maintenance capabilities in alignment with the Riverwalk development. Staff will likely include a Horticulturist / Arborist and seasonal maintenance staff. This will become mandatory as the Gabrielson Property is developed. Expand program staff capabilities to align with the Riverwalk development. Staff will likely include a Camp activities director, Naturalist, and seasonal support staff. This will become mandatory as Shorewood Park is developed. Form a volunteer advisory committee (Friends Group) that will render opinions about development and improvements within the district that represents different land use and ownership interests. Elected officials should maintain control over decisions, while this group offers perspective and recommendations. Financing and Funding Utilize all available opportunities to partner with private developers when they arise. Utilize Illinois Department of Natural Resources (IDNR) Open Space Land Acquisition and Development (OSLAD) grant funding for major park improvements that promote a diversity of user types, ages, and abilities and fall within the need of the entire Village park system based on state averages. Utilize Environmental Protection Agency 319 grant funding for riparian and water quality improvements that will demonstrate results in making the river a cleaner and safer resource. Utilize Illinois Department of Transportation (IDOT) funding as well as opportunistic advancement for bridge and roadway improvements that align with IDOT regional planning. Utilize IDNR Bike Path and Trail Grant program for regional trail improvements. Public Relations Maintain a Riverfront Trail portion of the Village web site that includes images, events, maps, and opportunities for input and stewardship. Actively program the Riverfront with musicians, artists, entertainers, and vendors. Promote utilizing existing village public relations systems. Seek opportunities to gather people on site (races, derbies, festivals, and celebrations). Partner with property owners to generate event ideas that will benefit business as well as social quality. Develop a Riverfront trail signage and wayfinding system that promotes the Riverfront “brand”. Provide an increased police presence, lighting, and security call boxes along the Riverfront as attendance builds. Public Improvements Develop the trail system systematically and consistently, beginning with visible and unencumbered areas. Prepare a master streetscape plan to be improved alongside the Riverfront redevelopment. Begin discussions with IDOT regarding bridge enhancements for pedestrian circulation. Develop the key park areas in balance with demand and funding opportunities regardless of private development progress. Implementation: Action Plan

Overall project budget as illustrated should be set between $20-$30 million for public improvements.

Project needs to be broken into manageable phases that allow for financial partner involvement and taking advantage of both private and public opportunities that arise.

Each phase should show visible and useable progress.

Each phase should have direct or indirect revenue generation opportunities.

The first phases need to be smaller than the future ones. Each phase identified below will have at least two sub-phases.

Riverfront projects are usually complex undertakings that require long lead times to implement because of the jurisdictional requirements of multiple regulatory agencies. It is therefore desirable to begin establishing the groundwork for improvements as quickly as possible.

We have proposed a 4-year cycle, represented in concept by the diagram to the right, for each phase of Catalyst projects that can overlap as resources are available. It is important to review these each year and adjust as needed to meet current conditions.

Below is a list of initiatives for the years 2010-2015.
