ALL livestock exhibitors are STRONGLY encouraged to attend and help with the
effort – Before your animal goes in, someone has to clean it. It should be you!

MAKE-UP NEW LEADER ORIENTATION
4-H Youth Development volunteer applications are reviewed and appointed annually by the County Director. Adult applicants must satisfactorily complete the following: *Complete a volunteer application - annually *Receive fingerprint clearance from DOJ – one time only *Complete the official 4-H Volunteer Orientation – one time only New leaders should not meet with members until all three requirements have been met. The last New Leader Orientation before the Fair will be Saturday, February 4th, 1:00pm at the 4-H Office.
Barn RULES
Although fairgoers and exhibitors alike enjoy the festive air created by barn decorations, the Fair
administration must insist that all materials used
be “fire retardant” or “UL flame retardant”. Read and SAVE the decoration packages so if
the county Fire Marshall questions your display you can document its safety. Please, no
Christmas lights. See the 4-H website http://ceimperial.ucdavis.edu for fire retardant
recipe.
Livestock Bedding
Clean bedding is required of all animals
exhibited at the Fair. As in years past, the Jr. Livestock Foundation will provide bedding at no
cost to the exhibitor. If the member desires wood shavings, they must purchase them at their
own expense. Straw is not allowed.
Care & Grooming of Animals
Junior Exhibitors are expected to groom and care for their animal(s) when at the Fair. They
shall refrain from accepting active assistance
from adults & non-exhibiting youths, unless the junior exhibitor is actively engaged and the
assistance is only for instruction.
No professionals allowed Remember: only card – holding 4-H leaders can
work with all 4-H members. Adults who do not hold a 4-H card can work only with their own
family member.
Drug Withdrawal Certificate
Federal law prohibits the shipment of
meat which is adulterated with drugs or
chemicals. All livestock exhibitors and
their parents are required to sign the
certification form. Signed and
completed drug withdrawal forms must
be presented at the scales at the time
of weigh-in in order for the animal to
be a part of the Junior Livestock
.Auction.

member exhibitors will receive participant
ribbons, but will not be competitively
evaluated. They will not be awarded
premiums, sweepstakes or prize money.

PLANT SHOW RESULTS 4-H Members of all age groups throughout Imperial County brought their 4-H Plant Science Projects to the University of California Desert Research Extension Center (DREC) in Holtville to have their Plant Science Projects displayed and judged at the 4-H Plant Show held January 21, 2012 . Exhibits were judged on Cultural Perfection, Foliage, Size, Health and General Appearance. Classes included: Bulbs, House Plants, Cut Flowers, Flower Bowls, Herb Gardens, Fruits & Vegetables, Trees and Shrubs, Cactus and Succulents, Dish Gardens and Terrariums and Any Other. Judges bringing their expertise this year to the table were Betty Miller and Matthew Smith. LARGE ANIMAL PRE-FAIR
The Imperial County 4-H Large Animal Pre-Fair, hosted by Verde, M&M, and Tri-City 4-H Clubs was held on Saturday, January 21st as part of DREC’s UC Community Day. 47 exhibitors practiced their Beef, Feeder Calf, Market Goat and Sheep showmanship skills and were judged. Swine exhibitors were not placed, but learned and practiced important showmanship skills; a handful of members also came to learn without exhibiting animals. HORSE PRE-FAIR
The Horse Pre-Fair was hosted by Ashley Taylor on January 28th, 2012 at the Fairgrounds. 4 members
participated, practicing various showmanship steps, and awards were given to all exhibitors. Special thanks
to J&K Feed for donating awards for the event.
The Imperial County 4-H Small Animal Pre-Fair, hosted by United Valley and Magnolia 4-H clubs was held on Saturday, January 28, 2012 at the fairgrounds. 75 exhibitors were given the opportunity to practice, demonstrate, and be judged on their skills in Cavy, Dog, Poultry, Rabbit, and Waterfowl showmanship. Animal Sales
Only Gold Ribbon Animals will be sold in the large animal auction. Blue/Red ribbon animals will sell in the barn. All animals receiving white ribbons are to be removed from the fairgrounds on the 1st Monday,
unless they qualify for Round Robin. If they qualify for Round Robin, they must leave the fairgrounds by 12:00 noon on the morning after the
Round Robin they were in.
All disqualified (DQ) animals (Small or large animals)
are not eligible for auction or barn sales. Large DQ animals shall be released and signed out by the Livestock Superintendent and shall be removed by Mon. Mar.5, 2012 by 12noon. Small animals may
be removed from the grounds at the discretion of Small Animal Superintendent.

Barn Sale will be held only on Saturday. No Barn Sales on Sunday. Any animal not sold will be taken off the grounds on Sunday morning. NO EXCEPTIONS.
LARGE ANIMAL BARN SALE Large Animal Barn Sale will consist only of animals eligible for the Barn Sale. There will be no selling of projects outside of the official Barn Sale. The Large Animal Barn Sale will begin when the Large Animal Auction begins.
SMALL ANIMAL BARN SALE Small Animal Barn Sale will consist of all the remaining small animal projects not eligible for auction to be sold at this year’s Fair (with the exception of primary member’s animals). There will be no selling of projects outside of the official barn sale governed by the Junior Livestock Auction rules. No sale of floor animals will be allowed prior to Friday’s Small Animal Auction. The Small Animal Barn Sale will begin when the Large Animal Auction begins.
4-H Uniform at the Fair
Participation in the livestock projects at the California Mid-Winter Fair & Fiesta require that all 4-H exhibitors must wear the official uniform of the organization while showing their 4-H animal projects. Official uniform must consist of white shirt, green tie or scarf, white pants/skirt, and approved 4-H cap. There will be loaner caps in the livestock office, if a member forgets their cap on day of show.

Chapter 9: Financial Management Article VII: Planning & Fundraising G. Gifts to 4-H Units and Councils
1. The 4-H units or councils may receive funds by virtue of their own fundraising efforts from individuals, organizations, or businesses. Funds donated directly to a 4-H unit or council by private individuals, groups, agencies, or foundations are to be managed in accordance with the procedures outlined in this Handbook and must be reported in the 4-H units or councils’ annual financial report.
2. Any proposals of significant gifts, e.g., those in the amount of $1,000 (one thousand dollars and no cents) or greater, that are given with or without restrictions; gifts of real estate; or gifts proposed as endowments must be reviewed and approved prior to acceptance by the county director in coordination with the ANR Development Services Director.
a. Donations include gifts of both money and things (a.k.a. “in-kind donations”). b. Adult volunteers should refer all potential donors to the county director for further action. c. In accordance with UC policy, the ways in which the 4-H YDP staff may acknowledge gifts are limited
as follows: i. Recognition of gifts may be made by listing the donor’s name in printed material, on banners,
or other signage. ii. Gifts may not be acknowledged by displaying corporate logos, marketing materials, web
links, or other forms of promotion and/or endorsement. iii. The specific amount of the gift may not be stated, however, donors may be by broadly
categorized by gift amount (e.g., $100 to $1,000, $1,001 to $10,000, and so on).
Article XI: Financial Processing Procedures
C. Receiving Money 1. The 4-H unit or council must have a record for all cash and checks received. 2. A receipt should be issued for each individual collection of cash and checks. Pre-numbered receipts
are preferred. 3. In some cases, it might not be practical to issue a receipt. In these cases, collection of funds must
be documented by a Banking_Statement_of_Cash_Collections to be filled out daily. The completed Banking_Statement_of_Cash_Collections should indicate the name of the individual who collected the money, the total money collected (attach cash register tape), and the name of the banking institution where funds will be deposited.
4. Two individuals, one being an unrelated adult, must sign the Banking_Statement_of_Cash_Collections. The receipts must be turned over to the 4-H unit or council treasurer as soon as possible.
D. Depositing Money 1. If practical, to ensure the safe handling of currency and to protect the individuals handling cash,
funds should be deposited daily or turned over each day to the 4-H unit or council treasurer. 2. Checks must be made out to the 4-H unit or council and not to an individual. Checks, currency,
cashier’s checks and money orders must be endorsed by someone authorized to do so within the 4-H unit or council.
3. The 4-H unit or council treasurer must deposit all funds in the 4-H unit’s or council’s account.
Treasurers are required to deposit funds received within one (1) week and are encouraged to make
daily deposits. If, under certain circumstances, deposits cannot be made daily, a receipt must be
written and kept in a secure place overnight.
4. When a Banking_Statement_of_Cash_Collections is used, the deposit receipt should be attached.
5. A deposit receipt must be obtained from the bank and filed with the checkbook. A deposit entry
should be made in the checkbook or passbook. The date, amount, and source of income for each
individual amount received must be entered in the ledger.
