What will be NIC Bank’s role as the KDIC appointed Asset and Liability Consultant?
As the Asset and Liability Consultant, NIC Bank will undertake on behalf of KDIC an assessment
of the quality of IBLIR’s assets and liabilities, support the recovery of IBLIR’s loans, and provide
guidance on other assets and on staffing.
NIC Bank Ltd, on behalf of KDIC will disburse to each remaining depositor 10% of their current
deposits held subject to a minimum of KES 200,000 or the actual deposit amount for balances
below KES 200,000.
What does it mean for me as an IBLIR depositor?
The following are three scenarios to guide you.
Example 1: If an IBLIR depositor has a total of KES. 3 Million in deposits, they will be eligible to
access up to *KES. 300,000 of their funds.
Example 2: If an IBLIR depositor has a total of KES. 1.5 Million in deposits they will be eligible to
access up to *KES. 200,000 of their funds.
Example 3: If an IBLIR depositor has a total of KES. 150,000 in deposits they will be eligible to
access their total deposits of *KES. 150,000.
*Amounts may vary based on outstanding credit facilities held at IBLIR.
If you currently have a loan with IBLIR you are encouraged to continue meeting your repayment
obligations through any of the IBLIR and NIC Bank branches countrywide.
What will the process be if I am claiming for the first time?
Kindly visit http://www.nic-bank.com/ke/iblir-customers/ to;
1) Download the KDIC / NIC Bank Claim form and NIC Bank Account Opening Form and
2) Review required supporting documents for both the Claim Form and NIC Bank Account
Opening Form. The forms are also available at NIC Branches or select IBLIR branches.
Visit any NIC Bank branch or select IBLIR branch and present the documents yourself;
Your details will be verified and thereafter your account will be credited with the funds

Is there a deadline for making my claim?
Yes. All first time claims must have been received by 31st January, 2017.
Do I still qualify if I had claimed the initial KES 2.5 Million?
Yes. You will be entitled to 10% of the remaining balance subject to a minimum of KES 200,000
or the actual deposit amount outstanding for balances below KES. 200,000. The funds will be
deposited into your NIC Bank account, as done in the last tranche.
If I never claimed during the 1st and 2nd disbursement, will I be able to access the KES 2.5 Million
over and above the third disbursement?
Yes. You will be required to fill in a claim form and open an account with NIC Bank through which
the funds will be deposited.
What happens if my initial claims were held to offset loan facilities?

Will I have to open an NIC Bank account to access the funds payable?
First time claimants will be required to open an NIC Bank account to access their claimed funds
(kindly refer the claim process above). If you claimed through NIC Bank during the 2nd
disbursements tranche, you will not be required to open an account, your claimed funds will be
deposited into your NIC Bank account.
Are there any costs for opening an account with NIC Bank?
No, there will be no cost associated with opening accounts. For the convenience of IBLIR
Customers, the accounts opened will attract no fees or charges for up to one year.
How long do I wait to receive the claimed funds?
First time claimants will access their funds 2 weeks from the day the claim is presented.

Can I access my audit confirmation?
Kindly have your auditors write to IBLIR for the required information. You may scan such letters
and send to the attention of the Receiver Manager through
[email protected] or drop the letter at IBLIR Head Office at Imperial Court,
2nd Floor, Westlands Road for appropriate response.
What will happen to RTGS, EFTS, TTs and Cheques clearance that were not completed by 13th
October, 2015?
Transactions not reflected in the account by the 13th of October, 2015 will be treated as ‘items in
transit’. Items in transit are transactions that are incomplete where the instruction to pay a
customer’s account is not fully effected and is caught midstream by an unforeseen circumstance.
As a result, these funds are held by IBLIR until further notice and will be treated on a case by case
basis.

Will IBLIR Branches be opened for us to access the money?
Select IBLIR branches shall be opened to customers where there are no NIC Bank branches in the
vicinity. These current select IBLIR branches are - Diani, Kilifi, Malindi, Watamu and Parklands.
These branches will be operating as agents of NIC Bank for purposes of serving IBLIR customers.
What if I cannot remember or have lost the documents I used to open my account at IBLIR?
You will be required to provide a valid national identification document or valid passport and
follow the aforementioned claiming process. Where the document differs from that used to open
your account at IBLIR, you will be required to provide a suitable alternative national identification
document and a sworn affidavit verifying your identity. Alternatively, you can procure a
replacement national identification document and commence the claim process.

If I had 3 accounts in the names ‘X’, ‘Y’ and ‘Z’ at IBLIR, should I then open 3 distinct accounts
with NIC Bank?
No. As ‘X’, ‘Y’ and ‘Z’ accounts were held by one depositor, these will be considered for one claim.
Only one account will be assigned for you in NIC Bank where all disbursements relating to your
deposits at IBLIR will be processed through.
How do I claim funds for jointly held accounts and/or company accounts?
If an IBLIR customer had a joint and/or company account, you will be required to fill in the KDIC
/ NIC Bank Claim Form and NIC Bank Account Opening Form and provide the necessary
documents. NIC Bank will similarly assign a joint and/or company account for the same. All
signatories will be required to sign the required documents and present themselves at the branch
to access the claim.
How will claims for deceased IBLIR customers be handled?
The administrator of the estate or legal representative of the deceased may claim the funds on
behalf of the estate of the deceased and will have to provide the requisite probate legal and
confirmation documents signifying their appointment as an administrator to the estate. Both
sets of identification documents for both deceased and the administrator will be required. In case

Will I be able to break my Fixed Deposit to access the funds for 1st, 2nd and 3rd claims
respectively?
The disbursement process takes into account all deposits held by each IBLIR customers, whether
in fixed deposit or current & savings account.
How are claims for accounts opened for minors in IBLIR to be treated?
The claiming process remains the same however, the parent or legal guardian who opened the
minor’s account at IBLIR is the one to complete and sign the KDIC / NIC Bank Claim Form and NIC
Bank Account Opening Form as the signing mandate to be reviewed would be that of the minor’s
parent or legal guardian.

If I hold a foreign currency account with IBLIR, will my claim be paid out in the currency in which
the account was operated?
No. All payments will be made in Kenya Shillings. The conversion rate utilized shall be determined
by the Receiver Manager.
What happens after I have submitted a Claim Form?
The claimant will be notified of the response by NIC Bank as soon as the claim verification and
disbursement process is concluded.
What happens if I claimed during the 2nd disbursement through NIC Bank but have not been
paid?

What if the account held at IBLIR was a joint account and the other party is not available?
The Claim Form should indicate the account details and should be executed in accordance with
the signing mandate maintained at IBLIR.
If I held a joint account with another party in IBLIR, can funds be applied to an account held by
any one of the joint holders at NIC Bank?
No. The account held with NIC Bank should mirror the account held with IBLIR and the Claim
Form should be signed as per the mandate maintained with IBLIR.
Can a claimant’s entitlement be sent to any other bank?
No. Funds shall only be disbursed through the appointed disbursement agent, i.e. NIC Bank
Limited.
How do you claim funds held in Custodial accounts?
Each custody accounts will be treated as one and eligible for up to Kshs. 2.5 million per account
based on whether one is a first claimant of second claimant. Kindly contact the Receiver Manager
