    Welcome to the 2015 edition of the IMO Publishing catalogue.

    We are happy to inform you that the International Maritime Dangerous Goods (IMDG)Code, 2014 Edition (incorporating Amendment 37-14) is now available for sale in Englishwith French and Spanish versions to follow shortly. This edition my abe applied from 1

     January 2015 on a voluntary basis, pending its official entry into force on 1 January 2016.The IMDG Code Supplement, 2014 Edition provides several related texts such as the EmSGuide and MFAG. We remind you that the IMDG Code and the Supplement are available ina variety of formats, namely, print, CD and electronic download, e-reader file and as a yearlyinternet subscription.

    The IMO-Vega Database (Version 19) 2014 includes the latest updates and is now availablefor purchase in three formats, namely, as a CD, electronic download and internet subscription.

    The IMDG Code, 2014 Edition (inc. Amdt 37-14) is in force as from 1 January 2014 withadditional information available in the IMDG Code Supplement, 2014 Edition.

    Due to the increasing demand of e-reader files, The IMO Bookshelf   will be updatedin January 2015 with major titles in English and some in French and Spanish.     Availability

    Internet subscriptions are available for five core titles in English, while electronic downloadsare available for a larger range of core titles with some CDs. E-reader files are availablefor our major sellers in English, with some titles in French and Spanish whilst e-books areavailable for many other titles in English, French, Spanish, Arabic, Chinese and Russian.

    Internet subscriptions are regularly updated and valid for a year, whereas e-books, e-readerfiles, electronic downloads and CDs follow on from the printed version.

    Ease of purchase

    E-books, e-reader files, electronic downloads and internet subscriptions can be accessed assoon as the purchase is completed without you/your customer incurring any delivery delays,postage costs or unavailability of stock.

    Data access

    IMO Publishing e-books and internet subscriptions can be used from any computer. You

    will need internet access only to download the e-books but always when accessing thesubscriptions. On the other hand, the majority of CDs and electronic downloads are linkedto a specific computer and do not require internet access. E-reader files must be viewedusing the free software “IMO Bookshelf” which is available as a CD or as a download andare locked to a specific computer.

    About IMO

    Shipping is perhaps the most international of the world’s industries, serving more than 90 percent of global trade by carrying huge quantities of cargo cost-effectively, cleanly and safely.The ownership and management chain surrounding any ship can embrace many countries,which calls for international standards to regulate shipping.

    Established in 1948, the International Maritime Organization (IMO) is a specialized agencyof the United Nations with 170 Member States and three Associate Members. It is based inthe United Kingdom and has 300 staff. IMO’s main task has been to develop and maintaina comprehensive regulatory framework for shipping, and its remit today includes safety,environmental concerns, legal matters, technical co-operation, maritime security and theefficiency of shipping.

    IMO’s specialized committees and sub-committees are the focus for the technical work toupdate existing legislation or to develop and adopt new regulations, with meetings attendedby maritime experts from Member Governments, together with those from interestedintergovernmental and non-governmental organizations.

    The result is a comprehensive body of international conventions. First, there are measuresaimed at the prevention of accidents, including standards for ship design, construction,equipment, operation and staffing – key international conventions include the InternationalConvention for the Safety of Life at Sea (SOLAS), the International Convention for thePrevention of Pollution from Ships (MARPOL) and the International Convention on Standardsof Training, Certification and Watchkeeping for Seafarers (STCW).

    There are also measures which recognize that accidents do happen, including rulesconcerning distress and safety communications, the International Convention on Search andRescue (SAR) and the International Convention on Oil Pollution Preparedness, Response andCo-operation (OPRC).

    In addition, there are conventions which establish compensation and liability regimes,including the International Convention on Civil Liability for Oil Pollution Damage (CLC), theInternational Convention on the Establishment of an International Fund for Compensationfor Oil Pollution Damage (FUND) and the Athens Convention relating to the Carriage ofPassengers and their Luggage by Sea (PAL).

    IMO has an extensive technical co-operation programme, which identifies needs amongresource-poor Members and matches them to assistance, such as training. IMO has foundedthree advanced-level maritime educational institutes, in Malmö, in Malta and in Trieste(which closed operations in 2005).

    Today, we live in a society which is supported by a global economy which simply could notfunction if it were not for shipping. IMO plays a key role in ensuring that lives at sea are notput at risk and that the marine environment is not polluted by shipping – as summed up inIMO’s mission statement: Promoting safe, secure, environmentally sound, efficient andsustainable shipping.

    MARITIME SAFETY

    SOLAS(Consolidated Edition, 2014)

    Of all the internationalconventions dealing withmaritime safety, the most

    important is the International Conventionfor the Safety of Life at Sea, 1974, asamended, better known as SOLAS, whichcovers a wide range of measures designedto improve the safety of shipping.

    The Convention is also one of the oldestof its kind: the first version was adoptedin 1914 following the sinking of the Titanicwith the loss of more than 1,500 lives. Sincethen there have been four more versionsof SOLAS. The present version was adoptedin 1974 and entered into force in 1980.

    In order to provide an easy referenceto all SOLAS requirements applicablefrom 1 July 2014, this edition presents a

    consolidated text of the SOLAS Convention,its Protocols of 1978 and 1988 and allamendments in effect from that date.

    This volume contains recommendedquantities, indications and dosing for 55

    medicines listed in the InternationalMedical Guide for Ships, 3rd edition. Thequantities are based on three types of ships:

    With the entry into force, in 1998, of

    the 1994 amendments to SOLAS, 1974,which introduced a new chapter IX intothe Convention, the ISM Code was mademandatory. The ISM Code’s origins go backto the late 1980s, when there was mountingconcern about poor management standardsin shipping. The ISM Code evolved throughthe development of the Guidelines onmanagement for the safe operation of shipsand for pollution prevention (resolutionA.647(16)). The Code, in its current form,

    was adopted by the Organization in 1993and amended in 2000, 2004, 2005, 2008and 2013.

    This edition of the publication consolidatesthe amendments to the ISM Code fromresolutions MSC.104(73), MSC.179(79),MSC.195(80), MSC.273(85), which enteredinto force on 1 July 2002, on 1 July 2006,on 1 January 2009, and on 1 July 2010,respectively, and resolution MSC.353(92),which enters into force on 1 January 2015.

    The MSC adopted a new Code of theInternational Standards and RecommendedPractices for a Safety Investigation into aMarine Casualty or Marine Incident (CasualtyInvestigation Code) in May 2008. Relevantamendments to SOLAS Chapter XI-1 werealso adopted, to make parts I and II of the

    Code mandatory from 1 January 2010.

    Part III of the Code contains related guidanceand explanatory material.

    The Code requires a marine safetyinvestigation to be conducted into every“very serious marine casualty”, which isdefined as a marine casualty involving thetotal loss of the ship or a death or severe

    damage to the environment.The Code also recommends aninvestigation into other marine casualtiesand incidents, by the flag State of a shipinvolved, if it is considered likely that itwould provide information that could beused to prevent future accidents.

    The new regulations expand onSOLAS Regulation I/21, which requiresAdministrations to undertake to conduct an

    investigation of any casualty occurring toany of its ships “when it judges that suchan investigation may assist in determiningwhat changes in the present regulationsmight be desirable”.

    NAIROBIINTERNATIONALCONVENTION ON THEREMOVAL OF WRECKS,2007(2008 Edition)

    The Nairobi International Convention onthe Removal of Wrecks, 2007 was adoptedon 18 May 2007 by the InternationalConference on the Removal of Wrecksconvened by IMO at the Headquartersof the United Nations Office at Nairobi(UNON), from 14 to 18 May 2007.

    The Convention provides the legal basisto enable States to remove, or to haveremoved, from their coastlines and waters

    around their coasts, wrecks posing a hazardto the safety of shipping or to the marineenvironment. To achieve these objectives,the new treaty includes provisions on thereporting and locating of ships and wrecksand criteria for determining the hazardposed by wrecks, including assessmentof damage to the marine environment. Italso regulates measures to facilitate theremoval of wrecks, as well as the liabilityof the owner for the costs of locating,

    marking and removing of ships and wrecks.The registered shipowner is required tomaintain compulsory insurance or otherfinancial security to cover liability underthe Convention.

    The Convention will enter into forcetwelve months following the date on whichten States have either signed it withoutreservation as to ratification, acceptanceor approval or have deposited instruments

    of ratification, acceptance, approval oraccession with the IMO Secretary-General.The Conference also adopted the followingresolutions:1. Resolution on expressions of

    appreciation;

    2. Resolution on compulsory insurancecertificates under existing maritimeliability conventions, including theNairobi International Convention on theRemoval of Wrecks, 2007; and

    3. Resolution on promotion of technicalco-operation and assistance.
