IMLA 23rd Conference Opens in Durban of South Africa
On 30th June, 2015, the IMLA 23rd Annual Conference was opened in the beautiful
coastal city of Durban under the host ship of Durban University of Technology (DUT),
South Africa. This was a significant occasion in the history of IMLA as not only was it
the first time for the IMLA Conference to touch down in the land of South Africa, but
also, as participants, we were deeply impressed by the excellent organization and
arrangements, whole being immersed in the warmest winter of Durban city. Here we
experienced the mix of Indian, Zulu and post-colonial cultures, and enjoyed the
sincere hospitality of South Africans, who also fully demonstrated their academic
and cultural capacities to the many MET practitioners present in this MET year!
Many details carefully considered by the DUT such as professional presentations,
panel discussions, the mayoral reception, their sponsors’ generosity and the game
drive in Tala reserve have significantly made this gathering so impressive,
unforgettable and enjoyable.
The four-day Conference attracted 76 registered participants being maritime
lecturers, administrative officers and shipping operators from various parts of the
world. Thirty-four academic papers were presented and 7 corresponding panel
discussions held that included the topics of E-Learning and Education Technology,
Human Element, Specialized Training, Maritime Education and Training, Maritime
English, Employability and Regional Experience. Three special workshops with the
themes of Maritime English, Building maritime research capacity and post-graduate
qualifications, and Developing graduates that are culturally and socially aware within
the global context, respectively, were also held in parallel with the papers’
presentations and panel discussions.
IMLA’s Honorary Chair, Prof. Jin Yongxing, the Chairman of the Shanghai Maritime
University Council, China (SMU), attended the Conference and on behalf of IMLA
delivered the opening speech and awarded IMLA’s tailor-made Shield to each
Lifetime Member present at the Conference (6 in total), praising each member their
unique contributions in building IMLA’s capacity. The Executive Dean of the DUT

Faculty of Applied Science, Prof. Suren Singh, also addressed the audience in his
welcome speech on behalf of the host institution. The Representative from South
Africa Maritime Safety Authority made a keynote address concerning the overall
maritime situation and strategic plan in South Africa. IMLA’s Honorary Secretary,
Assoc. Prof. Clive Cole from IMO’s World Maritime University, read the message of
goodwill and appreciation sent by Mr. Andrew Winbow, the IMO Assistant
Secretary-General and Director of Maritime Safety Division, in congratulating the
opening of the IMLA 23rd Conference and highlighting IMLA’s contribution to the
world of Maritime Education and Training. A Reception dinner was held in the
municipality hall of Durban on the Tuesday evening. Prof. Jin on behalf of IMLA was
invited to give the speech of appreciation and handed over a gift to City Counselor in
extending IMLA’s gratitude to the Durban city elders for their support to this
Conference. On the dusk of Friday, Prof. Cole on behalf of IMLA announced the
closure of IMLA 23 after he once again extended the appreciation for the DUT
hosting the fantastic Conference.

IMO’s Assistant Secretary-General, Director of Maritime Safety Division Mr. Andy
Winbow visited IMLA Shanghai Office during his stay in China for attending the
events of celebrating the Seafarers Day in response to the invitation of China
government in June.
Chair Prof. Jin Yongxing introduced the development of IMLA and its many acts of
taking part in IMO related affairs with the status of IMO consultative NGO. In
particular, the fact that the Model Course of Maritime English revised and submitted
by IMLA was validated by HTW 2 Session is very encouraging.
Mr. Winbow highly remarked the IMLA’s various contributions for IMO in the last
three years. He hoped that IMLA could focus more upon the HTW meetings as he
considered that the majority of HTW agendas could be within the IMLA’s capacity.
Mr. Winbow gladly expressed his warm congratulations to the opening of upcoming
IMLA23 in a written letter to celebrate the event to be held in Durban, South Africa.

Special Response to IMO World Maritime Day of 2015
In response to the 2015 theme of IMO World Maritime Day—— Maritime Education
and Training (MET), International Maritime Lecturers Association (IMLA)
and Shanghai Maritime University (SMU), hosted the International Symposium of
New Normal, New MET in Shanghai, from 26th to 27th May, 2015. Over 200
representatives from China and foreign countries, including lecturers and students
from SMU, participated the symposium.
Prof. Jin Yongxing, Honorary Chair of IMLA and Chairman of Board of SMU, and Mr.
Chang Fuzhi, Deputy Director-General of Shanghai Maritime Safety Administration,
delivered opening addresses. The activity was chaired by Assoc. Prof. Clive Cole,
Secretary of IMLA.
Prof. Jin expressed the views that the shipping industry could not thrive without the
dedication and efforts of labour force educated and trained to the appropriate
international maritime standards, meanwhile MET was an important component of
the sustainable development of shipping industry.
Deputy Director-General Chang Fuzhi pointed out that high-quality seafarers played
a significant role in the aspects of ship navigation safety and prevention of marine
pollution from ships, and the promotion and development of overall level of shipping
industry would be affected by the quality of MET.
During the symposium, speakers included Prof. Nakazawa Takeshi, Secretary of
IAMU, Mr. Mei Dequan, Deputy General Manager of China Shipping International
Ship Management Co., Ltd., Mr. Xu Yunping, Deputy General Manager of Shanghai
Ocean Shipping Co., Ltd., Mr. Jan van der Borght, General Representative of Antwerp
Port Authority, and Prof. Tomasz Tarasiuk from Gdynia Maritime University.

A special activity named Seafarers in Class was organized to arouse the attention
from students on the theme of World Maritime Day. Prof. Nakazawa Takeshi

The First Meeting of IMLA and IAMU Working Group for Revision
of IMO Model Course 6.09 Held in Shanghai Maritime University
The first meeting of IMLA and IAMU working group for revision of IMO Model Course
6.09 (Training Course for Instructors) was held in Shanghai Maritime University on
May 27th, 2015. Prof. Nakazawa Takeshi, the Secretary of International Association
of Maritime Universities (IAMU), Clive Cole, Honorary Secretary of IMLA, Prof. Jin
Yongxing, Honary Chair of IMLA, and other teachers from SMU attended
the meeting.
Prof. Jin Yongxing made a welcoming speech and appreciated the effort that IMLA
and IAMU working group will cooperate to embark on the revision work of IMO
Model Course 6.09.
The meeting began with an introduction of the revision progress, then, IMLA and
IAMU working group had an in-depth discussion on contents and forms, in order to
achieve success in IMO model course 6.09 revision work. The meeting finally
confirmed the principles and a tentative schedule for the revision work.

Maritime English: Navigating the Future
Paper abstracts and proposals for workshop sessions are both welcome. However,
priority will be given to workshops and other interactive contributions. All practical
contributions concerning relevant class and out-of-class activities as well as
published and non-published materials/ resources displayed in posters, presented as
demonstrations or shown in exhibitions will be especially appreciated.

Conference Topics
The Papers and Activities Committee will consider all relevant proposals within the
field of Maritime English but wishes to emphasize the following topics:
IMO’s requirements regarding Maritime English in relation to the revised
Model Course 3.17 Maritime English (2015) and the STCW amendments
(2010).
Cross-cultural communication issues on board and cultural awareness in
Maritime teaching
IMO - SMCP and Safety at Sea standardisation in Maritime English
Evaluation, assessment, and testing in measuring students’ competence and
performance in Maritime English

People: In Memory of Prof. Günther Zade Günther Zade (1936–2006) was an internationally renowned scholar and educator in
maritime education & training (MET), serving the World Maritime University with great distinction for almost a quarter of a century. Günther Zade grew up in East Germany, studied mathematics at Leipzig University, and embarked on a seafaring career in 1957, rising from ordinary seaman to master mariner with a Master Mariner Certificate obtained from Bremen Nautical School, then completed further postgraduate studies in Nautical Studies and Education and rose through the ranks from Lecturer to Professor, Vice-Rector and finally to Rector in Bremen
Hochschulefür Nautik from 1968 until 1983. From 1983 to his death in May 2006, Professor Zade played a pivotal role in the development and progress of the design and establishment of the World Maritime University (WMU), located in Malmö, Sweden, after being asked for assistance from the then Secretary General of the International Maritime Organization (IMO), Dr. C P Srivastava, in 1982. For almost twenty years, he has been dedicating to make the University more successful in the design and development of the academic teaching and research program. He was truly one of the Founding Fathers of the World Maritime University and the profound contribution to this institution will never be matched. Günther Zade’s reach went far beyond WMU; he left his indelible mark on maritime education worldwide. As founding member and first chairman of the International Maritime Lecturers’ Association (IMLA), he was a driving force for the establishment and raising of global standards of maritime education & training of seafarers and also a prolific researcher and author of many studies on subjects of maritime education and training. His outstanding contribution to IMLA, WMU and to maritime education worldwide has been recognized and honored in many ways: the Government of Germany awarded him one of the highest German honors, the Bundesverdienstkreuz 1.Klasse; the Government of France created him Chevalier de l’Ordre du Mérite Maritime; Shanghai Municipality bestowed on him the Magnolia Silver Award; and Lloyd’s List presented him with the Award for Lifetime Achievement in Maritime Training. The World Maritime University awarded him the distinction of Professor Emeritus and established an ongoing student scholarship in his name. To honor the memory of Professor Zade, the World Maritime University has sponsored an annual public event – the Günther Zade Lecture – in connection with the annual meeting of the University’s international Board of Governors. Distinguished experts from the international maritime education milieu could speak

on issues of maritime education & training (MET) to which Günther devoted his professional life. Günther Zade was a remarkable man who was worth being remembered forever for his great intellect, his life-long service and devotion to IMLA, WMU and the international maritime community, and his courageous battle with a terrible disease. He set a shining example to all of us. He made a real difference to the maritime world, and inspired many of us personally.

IMO News Mr. Ki-tack Lim (Republic of Korea) Elected as
IMO Secretary-General
Mr. Ki-tack Lim (Republic of Korea) has been elected as the Secretary-General of the International Maritime Organization (IMO), with effect from 1 January 2016, for an initial term of four years.
The vote took place during the 114th session of the 40-Member strong IMO Council, which is meeting from 29 June to 3 July 2015. The decision of the Council will be submitted to the IMO Assembly, which meets for its 29th session from 23 November-2 December 2015, for approval.
Mr. Lim is currently president of Busan Port Authority. He served as the Republic of Korea’s Deputy Permanent Representative to IMO from 2006 to 2009 and was Chairman of the Sub-Committee on Flag State Implementation (FSI) from 2002 to 2004.
Mr. Ki-tack Lim Mr. Lim was born in Masan, Gyeongsangnam-do, one of the major port cities in the Republic of Korea. He majored in nautical science at the Korea Maritime and Ocean University (KMOU), Busan, graduating in 1977. He worked on ships as a Korean naval officer and for Sanko Shipping Co. He joined the Korea Maritime and Port Administration in 1985, while continuing with further studies at the Graduate School of Administration, Yonsei University, obtaining a Master’s Degree in 1990. He then studied maritime administration with a major in navigation at the World Maritime University (WMU), graduating with a master’s degree. Since 1995 he has attended a doctoral programme for international law at KMOU, completing course work in 1998.
Mr. Lim began attending IMO meetings as part of the delegation from the Republic of Korea in 1986, actively participating in maritime safety and environmental protection issues. From 1992, he engaged in activities to promote maritime safety through effective implementation of IMO conventions in his country and other IMO Member States in the Asian region. He was elected Chairman of the Tokyo Memorandum on Port State Control in 2004.
In 2006, Mr. Lim was appointed as Maritime Attaché, minister-counsellor at the Embassy of the Republic of Korea in London and led all IMO work for the Republic of Korea, serving as Deputy Permanent Representative to IMO up to August 2009.
Mr Lim was then appointed as Director General for Maritime Safety Policy Bureau at the Headquarters of the Ministry of Land, Transport and Maritime Affairs (MLTM). He led the delegation of the Republic of Korea to the IMO Assembly in 2009.

In March 2011, Mr. Lim was appointed Commissioner of the Korean Maritime Safety Tribunal (KMST). In July 2012, he assumed the position of President of Busan Port Authority.

Boosting MARPOL Annex VI Implementation
A regional workshop aimed at boosting ratification and implementation of MARPOL
Annex VI requirements relating to air pollution from ships and energy efficiency is
being held in Sri Lanka (16-18 June). Participants are receiving practical information
on the implementation and enforcement of Annex VI, including rights and
obligations of Parties, as well as address further capacity building needs of the Small
Island Developing States (SIDS), in South Asia and the Indian Ocean. IMO’s Theofanis
Karayannis is coordinating the workshop, which is being funded by the Government
of Canada. Participants are attending from Bangladesh, Comoros, India, Iran,
Maldives, Mauritius, Pakistan, Seychelles and Sri Lanka.
