physical health and social development as it is in her academic

Stakeholders and the East Baltimore community will not declare the East Baltimore Community School

(EBCS) successful until it is one of the highest performing schools in the city, state, and nation. EBCS

provides a unique opportunity to demonstrate the transformational power of creating a high performing

school that serves a diverse, mixed-income community of students and families. Meeting the individual

needs of students and families in an evolving community will require exceptional commitment and

expertise. Johns Hopkins University’s (JHU) School of Education in partnership with The Morgan State

University’s School of Education and Urban Studies has the commitment, expertise, and the unique

capacity to assume operating responsibility for EBCS.

Johns Hopkins and Morgan State will be

instrumental in continuing to strengthen

teacher quality and will use the school

as a model of what can occur when

great teachers are assembled with the

necessary tools in an environment that

supports learning. In many instances,

teachers at EBCS will be participating in

the training and support of future great

teachers who are training at JHU and other

area institutions that produce teachers.

that emerge will help assure that the school is producing highly motivated and qualified learners.

We will assure that all teachers and administrators participate in ongoing, long-term professional

development. We have a long and well established history in supporting teachers and school leaders

The EBCS and Early Childhood Center (ECC) will exist to provide models of the most contemporary, effective approaches to meeting

the needs of students, their families, communities, and societies. To this end, the EBCS and ECC must implement approaches that

are proven but ever improving. They should be modeled after approaches that are selected based upon a set of guiding principles

that will assure our success. The guiding principles for program selection and implementation will increase program quality by

assuring underlying models and strategies. The guiding principles are:

■ Evidence-based and Data Driven – Approaches will be based upon evidence from rigorous prior research and focus on continuous student improvement through the use of data driven decisions.

■ Innovative – Approaches will be amenable to modification and continuous discovery of new and better implementation.

■ Individualized for Diverse Learners – Approaches will be part of a system that assesses and maximizes rates of learning, growth, and development of all students.

■ Holistic – Approaches will be part of system that promotes cognitive/academic, physical/health, and social/emotional development.

■ Individual, Family, and Community Focused – Approaches will be part of a system that attends to all contexts affecting learning and development.

The academic plan for EBCS and ECC includes implementation of

highly effective, evidence-based curriculum and programs. The plan

is based upon an integrated approach to individualizing learning.

Each student, and their family, will have an individualized learning

plan to maximize their learning and development. High quality

and ongoing assessments with information gained from multiple

informants will be used to assure that the individual needs of

students and their families are being addressed.

The curriculum will be flexible enough to address individual learning

plans but based upon our most effective instructional strategies.

We are fortunate to have access to a number of evidence-based

strategies which were developed at JHU. In addition, JHU entities

that have built strong, meaningful ties with the community will be

fully maximized. The Center for Research and Reform in Education, Center for Talented Youth, Peabody Institute, Center for the Social

Organization of Schools, Urban Health Institute, Center for Social Concerns, and others will be offering programming at EBCS and

ECC for students, parents, and the East Baltimore community. Johns Hopkins and Morgan State will also work closely with Teach for

America to jointly provide emerging teachers with opportunities to work and volunteer.

We, along with Baltimore City and other partners, will mutually benefit from being a part of a mixed-income demonstration school

and participating in the overall re-development and well-being of a defined neighborhood. The lessons learned at EBCS and ECC will

contribute to curricular modifications, innovative teacher training in urban settings, and a better understanding of what it takes to

successfully implement a school with diverse mixed-income families.

Not only does this innovative and cooperative effort meet the needs of both students and families and helps them reach their full

potential, it strengthens an entire community, and ultimately Baltimore City and Maryland.
