CALL TO ARTISTS The Art-in-Architecture (AIA) Program of the Capital Development Board (CDB) is pleased to

announce a Request for Qualifications to Illinois professional artists to create permanent original public

art at Kaskaskia College in Centralia, Illinois.

Deadline: Friday, May 29, 2013

4:30 P.M.

ELIGIBILITY These public art commissions and potential purchases are open to all professional artists, artisans, or

artist-led teams that live and work in the state of Illinois.

An artist/artisan is defined as a skilled practitioner that generates designs and concepts for creative

works that reflect form, beauty, and aesthetic perception. All artists on a team must be from Illinois.

Subcontractors may be used but are defined as those providing technical implementation such as

construction, fabrication, and/or assembly for portions or all of a finished product under direct

supervision and control of an artist.

Faculty, instructors, and staff of Kaskaskia College as well as degree-seeking fine art students are

not eligible to apply.

PROJECT SUMMARY Kaskaskia College is seeking an outdoor sculptural piece or installation for its recently constructed

Health and Professional Careers Center (HPC). The artwork will be located between the HPC and the

Life-Long Learning Center outside the Dee and Sue Boswell Art Gallery.

Kaskaskia College was established in 1940 as Centralia Junior College. In 1966 it was transformed into

Kaskaskia College District under the Illinois Public Junior College Act when it became the first

community college in the state of Illinois. The arts play a vital role at the College and it strives to

increase the level of participation and broaden opportunities for students of the visual and

performing arts through its Friends of the Fine Arts scholarships and grants program.

For more information about the College please visit www.kaskaskia.edu.

ARTISTIC OBJECTIVES The College is interested in a work of art that is joyful, contemporary, and intellectually engaging.

The committee would like to celebrate the Kaskaskia River, the defining feature of the rolling

topography of the area, or the Kaskaskia College District community of students and residents.

The piece must be durable, safe, and be able to withstand long-term exposure to the extremes of

the Illinois climate.

PROJECT SITE The scenic Centralia campus of the College is located on 200 rural acres in south-central Illinois,

midway between St. Louis, Missouri and Evansville, Indiana. The grounds are verdant, tree-filled, and

slightly rolling. Prairie Creek meanders through the center of campus. The College has established an

arboretum with several hundred trees and will eventually have over 250 indigenous and exotic

species represented.

The proposed site for this project is located outdoors between the newly constructed Healthcare

and Professional Careers Building and the Life-Long Learning Center. See attached map and site plan.

The HPC houses the cosmetology, dental assisting, radiology, massage therapy, physical therapy

assistant, respiratory therapy and child care programs, as well as the College’s children’s learning

center.

BUDGET DETAILS The budget for the project is $39,736.00

This budget covers all expenses associated with, but not limited to the design proposals, project

design, labor, fabrication, project management, materials, tools, contracted services, operations and

meetings, and travel required to complete the artwork plus installation, related permits, licenses, and

insurance, and transportation and delivery of the work to the site, as well as documentation of the

completed project. Any expense that exceeds the contracted amount will be the artist’s

responsibility.

The artist is responsible for working with the Capital Development Board Art-in-Architecture

program, the using agency, and other relevant partners to oversee all aspects of the art installation.

ABOUT THE ART-IN-ARCHITECTURE PROGRAM The Illinois Art-in-Architecture program promotes and preserves Illinois art and enriches communities

by commissioning original artwork for public buildings constructed with State funds.

The enabling legislation for the program requires that the Capital Development Board “shall set

aside 1/2 of 1 percent of the amount authorized and appropriated for construction or reconstruction

of each public building financed in whole or in part by State funds and generally accessible to and

used by the public for purchase and placement of suitable works of art in such public buildings.” A

committee of artists, art professionals, architects, and community representatives oversee each

project and select the artwork.
