Do Thou, our gracious guardian, ever direct their deliberations, that their vision and wisdom may make Pennsylvania a better State in which to live and thus strengthen the national foundations of our beloved countIy.May we the citizens of Pennsylvania ever be reverent toward You, our loving God, loyal to our obliga- tions as Americans, honorable in our dealings with our fellow citizens, and compassionate to the unfortunate in our midst, and be as brothers and sisters to the oppressed, the persecuted, and the homeless everywhere. You have taught us in Your psalms the Lord standeth in the congregation of the godly. Inspire our representatives, inspire us to do the right in contradistinction to the opportunistic. Give us insight to consider tomorrow as well as today. Grant us the light to anticipate accurately the consequences of our decisions, and may we so conduct ourselves that future generations may rise up and call us blessed. May we always reflect dignity of our office, respect for our community, and honor for ourselves as the duly elected representatives of Your people. Amen The PRESIDENT. WHEREAS, More than 160 events are held mmually at the StateFann Show Complex; and

WHEREAS, These events serve to promote agricultural, commer­cial, charitable and scholastic programs and activities among manythousands of Pennsylvanians and out-of-State visitors; and

WHEREAS, Events held at the State Farm Show Complex gener­ate substantial revenues and economic activity; and

I am proud to present you with a copy of the Department ofLabor and Industry's 1995 Summer Youth Service COIpS (SYSC)Activities Report. This document showcases selected SYSC projectscompleted by you1h across the Commonweal1h of Permsylvania. Theseprograms, funded under the Job Training Partnership Act, Title ll-BSummer Youth Employment and Training Program (SYETP), areadministered by local job training agencies. The SYSC encouragescommunity involvement in helping prepare youth to make the tIansi­tion from school to work.

Permsylvania's SYSC program is considered to be the lead you1hcOlps program nationwide. It focuses on contextualleaming experi­ences that help prepare our youth for meaningful employment oppor­tunities. SYSC cOlpsmembers and crewleaders experience a uniqueprogram that combines education and employment, builds participantconfIdence, teaches basic skills and teamwork principles, and benefits1heir communities. Almost 4,000 yoWlg people worked to improve theenvironment, expand recreational facilities, tutor elementary students,and construct homes for low-income families. While perfonning 1hesevaluable services cOIpmembers learned essential job skills, teamworkprinciples, and made positive contributions to their communities.

As we prepare to enter the 21 st centmy we must ensure that ouryoWlg people are provided with the skills needed for the complex anddemanding workplace challenges of 1he future. I am certain that upon

reviewing this report, you will agree that olD' youths' accomplishrnmtshave made Pennsylvania a better place to live.

Lithuania. The Colonel would like to thank you as the mem­bers of the governing body of Pennsylvania and citizens of theUnited States of America for the support to Lithuania whichthe United States has always been providing to that countly byat least not recognizing the occupation of the Soviets, and rightnow the United States is tJying to provide help and Lithuaniais tJying to become a NATO partner.

Today, for having the poSSIbility, the Colonel would like tothank you for help being provided to the Lithuanian militarypeople, especially through the military-to-military program.And this is actually not the only program providing help forthe Lithuanian people. There are a lot of prognuns woddng onenvironmental issues, medical issues, and so on and so forth.

The Colonel would also like to thank you for the help pro­vided when otganizing the seminar last year in Litlmania. Theseminar was devoted to the issue of nuclear power plant safety.There were 26 countries taking part in the seminar, 5 differentinternational organizations. This year, through the Partnershipfor Peace Program, there is another seminar that will be or­ganized in Lithuania. This will be a seminar on food protec­tion.

The U.S. Government, and Pennsylvania in particular, pro­vides Lithuanians with nice possibilities to visit this countIyand to share the experience with you. This partnership, whenLithuanians are coming to America, and vice versa, whenAmericans are coming back to Lithuania, makes this friendshipeven stronger. So they would like to thank you, they wouldlike to thank your countly for providing the help for Lithuania,a young countly that is striving for independence, for the mem­bership in the European Union and also NATO, and hopefullyin the future this friendship with your country, and especiallywith the State of Pennsylvania, will just become stronger.
