This book examines the lives of Latin American migrants living in London. As a largely invisiblepopulation, the volume addresses the growing importance of Latin American migrants in thecapital, focusing on the experiences of ‘ordinary’ Latin Americans and how they carve out a life forthemselves in one of the most expensive cities in the world. In uncovering this largely neglectedworld, Latin London draws on a unique body of interview material, mainly with Colombian,Ecuadorian and Bolivian migrants, but also with other nationalities, and highlights both thehardships and successes among these migrants. It illustrates how they survive economically, sociallyand culturally, outlining the role of employment, support networks, the church and migrantorganisations, as well as the nature of their transnational connections. Conceptually, the bookengages with debates about integration, coping and transnationalism.

The elections of 2006 in Peru are an appropriate moment toreflect on Toledo’s term as president and on the broader agendafor building a polity more democratic and inclusive. In a countryof extreme social inequality, such an aspiration represents anenormous challenge. The sudden collapse of the Fujimoriregime, which had dominated Peru for the entirety of the1990s, provided an opportunity for institutional reform and
rebuilding. Toledo’s election victory in 2001 seemed to provide this. The impetus proved short-lived, as the new president’s popularity sank to unprecedented levels. The public support forPeru’s democratic institutions continued to haemorrhage. This collection suggests that thechallenges of institutional development run very deep, and are not peculiar to one governmentin particular. Institutional change in Peru is part of a much wider process of transformation.

In this extended version of a lecture given in Toronto on diasporasand migration in the Americas, James Dunkerley reviews theacademic debate over the study of the Americas – Anglo and Latinalike. Against the claims of “American Exceptionalism”, many liberalscholars have promoted the idea of multiculturalism and aninternational dimension to American Studies, but some post-structuralist scholarship evades the challenges of a creative inter-
disciplinary approach. Through brief statistical and cultural portraits of the Hispanicpopulation of the USA, Dunkerley suggests that neither “disciplinary heroism” nor auniversal deconstructionism can by themselves provide an adequate account of thecurrent Hispanic experience and its origins. Equally, all the signs of recent years are thatthe mere championing of the “American Creed” of the Founding Fathers is an exercise inanachronism unless accompanied by recognition of the rapidly evolving social fabric ofthe USA.

study breaks new ground in explaining what that superiority consisted of. The author alsoargues that Davis was in key ways himself an effective leader, and that if Lincoln’sachievement overshadows his, then we should see this as a mark of the latter’s qualitiesthan of the deficiencies of the former.

This paper examines the upsurge of nationalism in the Bush administration and seeks tounderstand it in relation to crucial events in the American past. Richard Crockatt arguesthat American nationalism is a compound of democratic ideology, stemming ultimatelyfrom the Revolution, and of the assertion of centralised power through military means,manifested most obviously in the Civil War. The Civil War and the period ofReconstruction which followed it cemented the notion that democracy could be imposedby force. Crockatt explores the idea that the dynamics of American foreign policy in thetwentieth and twenty-first centuries owe much to the dynamics of national growth in theeighteenth and nineteenth centuries.

This lecture considers how Spain and the Hispanic world have beenportrayed by European commentators (including the Spanish themselves),from the sixteenth-century to our own time. The notion that in relation toEurope the Hispanic World is somehow different is shown to have beenextraordinarily resilient. Since 1989 the conventional interpretations thatconceived of the modern system of sovereign nation-states as the
culmination of an inevitable advance in European history have been progressively questioned. Itseems timely to attempt a reassessment of the Hapsburg efforts to organise a supranationalsystem in the early modern period, and by extension to attempt a revision of the recurring view ofSpain and its world as somehow extraneous or peripheral to European history.

This study considers the manner in which the process that culminated inthe signature of the North American Free Trade Agreement (NAFTA)prompted a discussion about the ‘new orientation’ of Mexico’s foreignpolicy. This was part of a broader debate about transformations in theinternational system, especially with the end of the Cold War, and also
regarding changes within Mexico. The task of understanding the new direction of foreign policywas facilitated by the election of Vicente Fox in 2002, when the official discourse adopted the ideaof a new foreign policy, defined as active, and gave it a predominant place in the government’spriorities. The foreign policy project identified ‘strategic’ objectives, such as the promotion ofdemocracy and the protection of human rights at the international level, and the development ofa long-term view of a North American region. This new policy is assessed in the context ofMexico’s previous foreign policy.
