EXTENSION DIVISION

The implementation of National Mission of Agricultural Extension and Technology (NMAET) has started w.e.f 1.4.20 [4. Sub- Mission on Agricultural Extension (SMAE) is one of the four Sub - Missions under the National Mission. The common threads running across all four Submissions of NMAET are Extension and Technology. These are inextricably linked to each other at the field level from fanner's Perspective.

2. A multi-tiered extension strategy with a blend of following extension and outreach initiatives i being followed under the Sub-Mission on Agricultural Extension (SMAE) so as to empower farmers with the latest knowledge and information in agriculture and allied sectors.

(i) Support to State ExterlSion Programmes for Extension Reforms (ATMA):­ATMA Scheme has now b~en ex.tended to cover 652 rural districts of 29 Sta es & 3 UTs across tl1e ountr)'. This Scheme:: has recently been revised to incluuc mal power uppo ; roping in the fanners' feed back in to planning by setting up Farmer Advisory Committees (FACs) at BJ ck/ District & State Level and providing fanner-to-farmer learning and extension support through Farmer Friend. The Modified Scheme has dedicated Specialists & Functionary Support at State (2 state), District (5 per district) & Block level (4 per Block). Variou activities suppolied under this initiative for educating and creating awaren~ss amongst farmers include trainings. expo ure visits, demonstration, study tours farm schools etc. Since inception, 3.51 crores farmers have been benefited through various farmer oriented activities.

(ii) Mas Media Support to Agricultural Extension and Focused Publicity Campaigns have also been given a fillip. The Audio & Video pots and success stories are being aired through All India Radio, Doordarshan and Private Channels operating at the National and Regional Level.

96 FM Transmitters of AJR are Llsed to broadcast area specific agricultural programme for 30 minutes in the evenings, six days a week.

Focused Advertisement Campaigns which cut across all the Divisions of the Ministry have been continuing since July 2010. The campaigns are being launched through print as well as electronic media to create awareness about the assistance available to farmers under various schemes of the Department of Agriculture & Cooperation.

(iii) Agri-Clinic and Agri-Business Centres: The Scheme provides extension services to farmers through setting up of economically viable self - employment ventures. Selected trainees are provided agri-preneurship training for a period of two months by MANAGE through identified Nodal Training Institutions in various states, which also provide handholding support for one year. NABARD monitors the credit support to Agri­Clinics through Commercial Banks. Provision of credit-linked back-ended subsidy @ 36% has been approved under the ·scheme. The subsidy would be 44% in respect of candidates belonging to SC, ST, women and those from North-Eastern and Hill States.

The scheme has turned out to be an efficacious and cost effective mode of extension services. Since inception of the scheme 47884 for unemployed candidates with agri ulture qualification have been trained and 20684 agri-ventures have been set up by the trained candidates upto April 2016.

(iv) Kisan Call Centres: In yet another initiative of the Division, agriculture related information is provided to the farmers through Kisan Call Centres (KCCs) having toll free telephone lines accessible through all mobile phones- and landlines of all telecom networks including private service providers. Replies to the farmer's queries are given in 22 local languages betwe n 6.00 am to 10.00 pm on all seven days of the week. The KCCs set up at 14 locati ns have been restructured to provide various technological ill110V, tions. Sinl.: inception of tile scheme. over 235.96 lakh live calls have been registered at the KCC till January, 2016.

(v) Information dissemination through Agri Fairs: Agriculture exhibitions are h

excellent mechani m for showcasing latest technological advancements and dissemination ot infonnati n to the farming community and also for promoting business opportunities in agriculture and allied sectors. The Extension Division is promoting! organizing agriculture fairs at different lev Is. At the national level, the Division paliicipates in India International Trade Fair organized annually by India Trade Promotion Organization. Further, tbe Division suppol1s five Regional fairs - one in each Region every year. The agricu Iture fair at Block, District and State levels are also being supported by the Division under its Extension Reforms (ATMA) Scheme and d\:ci:.ion. in this regard rests with the States.

(vi) Kissan SMS Portal: The Department of Agriculture & Cooperation, Government of 1. dia h, c eat d a S. S Portal for Farmers in July 2013. The nation-wide SMS Portal for Farmers has enabled all Departments, Offices and Organizations of 6ovt. of India and State Governments (down to the block 1- vel) to send information, provide services and give advisories to farmers in their local languages, in respect to their location and for preference of crops / agricultural practices, market prices, weather reports, soil test reports etc. More than 1105.06 crores 3M s have been sent to farmers since launch of SMS Portal. The registered farmers have been grouped based on the State. District, Block and the Crops/Activities sekctcd by the farmers.

(vii) Extension Support to Central Institutes/DOE: The S8!leme provides SllPPOii to different institutions at National and Regiopal level for execution, review and monitoring 0 various extension initiatives and to build capacities and capabilities of senior and middle level extension functionaries across the country and to improve outreach of these initiatives to farmers through organization of and participation in various Exhibition/Fairs. Directorate of Extension (DOE) and National Institute for Management of Agricultural E_~tension (MANAGE) operate at National level where as Extension Education lnstitutes (EEls) - one in each of the four Regions of the country are the regional hubs to provide training and HRD support to the extension functionaries. State Agricultural Management and Extension Training Institutes (SAMETJs) operate at the State Level. Besides, in order to improve the profe sional camp tence of Subject Matter Specialists and Master Trainers working under State Agriculture Departments and State Agriculture Univer ities, support is also provided to organize training courses in different subject matter areas of Agriculture Horticulture, Animal Husbandry and other allied fields. These courses are organized through State Agricultural Universities, ICAR institutes and other National level Institutes.
