Five teams have moved to another conference this season: Manitoba Golden Ramblers from the Prairie (now Alberta) Conference to the North Central Conference; the Star City Wheelers and Charlottesville Cardinals from the now defunct Old Dominion Conference to the Capital Conference; Arkansas Rollin' Razorbacks from the Southern Conference to the Arkansas Valley Conference; and the Augusta Wheelmasters from the Southern to the Carolinas Conference.

Among women's teams, the following changes have taken place: Sacramento Goldrush from the California-Nevada Conference to independent: Bay Area Meteorites from the Northern California Conference to independent; Csss Colina Unicorns from independent to membership in the Southern California Conference; Courage Rolling Gophers from the North Central Conference to independent; and Willamalane Shooting Stars from the Washington Oregon Conference to independent .

Men's teams that have moved from independent status in 1982-83 to conference membership this season are: Chicago Lakeshore Riders and Chicago RIC Rollers (Lake Michigan Conference); and San Luis Obispo SLO Motion Riders (Northern California Conference).

Teams that have changed their names are: Wichita (from Wings to Wheelmen). Augusta (from Wheelmasters to Wheel Dawgs); Topeka (from Rainbow Rollers to Kansas Chairmen); Westland (to Downriver Sparks); Rio Grande Valley (from Spinners to McAllen South Texas Chariots); The Boston Team (to the Boston Mustangs); Berkeley (from Tidalwaves to Breakers); Music City (from Wheelers to Panthers).

DELINQUENT ROSTERS AND DUES

The bylaws of the NWBA call for all team rosters and annual dues to be submitted with a postmark date no later than October 31 of each year. As usual. some teams fail to meet this requirement and are subjected to penalties prescribed in the bylaws. The following teams have either mailed their rosters after the October 31 deadline or have yet to submit theirs: Louisville Cardinals. Illinois Gizz Kids. Columbia Tigers. St. Louis Flyers. Black Hawk Chariots. Chippewa Valley Wheelers. LaCrosse Lazers. Grand Forks Wallbangers. Western Massachusetts Mean Machine, Fresno Valley Free Wheelers. Black Canyon Posse. Northern Colorado Rangers, AnnistonRoughRiders. Birmingham Suns. Abilene High Rollers. Hampton Whirlwinds, Las Vegas Yuccas. Massachusetts Roller Coasters . and Illinois Ms . Kids . At this point. these teams are determined by the Commissioner to be disqualified from postseason play.

A late report from NWBA Treasurer George Veenstra reveals that the following teams have not yet submitted their dues for the 1983-84 season: Wichita Wheelmen. Louisville Cardinals. Black Canyon Posse. Courage Rolling Gophers (Women). and Massachusetts Roller Coasters . Each of the above teams are assessed an additional penalty of 25% ($43.75) until November 30. If unpaid by that date. they will be disqualified from conference and postseason play and not permitted to vote at the annual meeting.

ISMGF MEETINGS SCHEDULED

The Technical Committee of the ISMGF ~ill meet in Champaign. Illinoi8, December 1 and 2. 1983 to coordinate planning for the competitions of the Vllth World Wheel­chair Games. NWBA Commissioner Labanowich. as a member of the Technical Committee, will work together with Brad Hedrick. appointed to chair the committee for basket­ball on all details related both men's and women ' s competitions . A report will be published in the Newsletter shortly afterwards.

Southwest State University Broncos and Guy Perry, University of Wisconsin­Whitewater Rollin ' Warhawks. MVP was Mark Mortenson while the Sportsmanship Award went to Dick Simon of UW-Whitewater .

EFFERSON U.S. ALL- STAR IN GOLD CUP

We admit to a large oversight in reporting the U. S. members of the team selected to All-tournament for the Gold Cup Championships held in Halifax, Nova Scotia last Hay. Why we omitted Dave Efferson's name in the last Newsletter is totally unexplainable. Dave had an outstanding tournament gaining universal praise for his play on both offense and defense in all games. Our apologies to David for this faux pas .

MARIO D'ANTONIO

Mario 0' AntoniO, an outstanding player for the Pan Am Jets and Brooklyn Whirlaways of the Eastern Conference during the 1950's and early 1960's , died on July 10 , 1983. }~rio was one of the early stars of the NWBA, known for his sterling defensive play and consistent scoring. He was a team ball player in the strictest sense, placing winning above personal recognition. He was elected to Third-team Al l-America i n 1952, ' 53, ' 54, ' 56 and ' 58. Our s~pathy is extended to his teammates, friends and family .

ARTICLE REVEALS WHIRLAWAYS EARLIEST NON-HOSPITAL TEAM

Saul Welger of the Brooklyn Whirlaways , rummaging through some memorabilia, has uncovered a copy of the Utrecht (H .S.) News dated February . 1947. In it appears an article entitled "Whirlaways Outride Utrecht", It reads, 1n part:

"Tearing a page from the book of Halloran Hospital, a group of paraplegics from Utrecht called the 'Whirlaways' rode over the Green and White varsity to the tune of 35- 14 .

"The high scorer for the Whirlaways was Mucci. who dump led 11 points through the hoop. Aces and Gugliuzzi followed with 8 apiece while Captain Joe Vitta and Welger contributed 4 points more to the score . ..

"The Whirlaways were composed of a group of Utrecht students who at one time or another suffered from Infantile Paralysis and today show the scars of the battle which they practically won over this dreaded disease . The rules of the game are the same employed in governing regular basketball with the exception of the ball-holding rule . Instead of 6 seconds, they may hold on to the ball for 10 seconds . They are permitted to propel the chair twice and then must either dribble or get rid of the balL .. "

This bit of evidence neatly challenges the existing and accepted idea that the first "home town" or civilian team to organize outside of a Veterans Administration Hospital after World War II was the Kansas City Bulldozers which later became the Kansas City Rolling Pioneers. The "unofficial" history of the NWBA as i t appears in the annual NWBT program is based on an article written by Harry Schwiekert , originally published in Paraplegia News in 1955 . It credits the Kansas City team with the distinction of being the first non-hospital based team to form in the U.S. as early as 1947. That fact is now brought into question. In an accompanying letter to the article sent to the Commissioner ' s office, Welger maintains that "actually thi s was our second game. The first game was played app r oximately two months before against the Halloran Whiz Kids featuring the great Jack Ge rhardt. The Brooklyn Whirlaways were started by Pete Acca in September , 1946."

Are there any old timers out there who have evidence to the contrary? Let's hear from you. It should make for an interesting debate .

Interesting as well is the reference to two still active players, Pete Acca and Saul Welger, both members of the NWBA Hall of Fame.

PUBLICATION SCHEDULE

The next issue of the NWBA Newsletter currently scheduled for publication at the end of November or early December, will be accompanied by the annual listing of team rosters and player classifications, together with the 1983-84 Directory. Thereafter, it ia planned that two Newsletters will be published each month (December to March) through to the end of the season.

RULE ON LARGE WHEEL SIZE

We have had several inquiries of late regarding the rule on the maximum diameter of the large wheel on the wheelchair. The Commissioner , deliberating on informntion and interpretations provided by the Chairman of the NWBA Rules Committee as well as members of the Executive Committee, offers this official interpretation: There is no discrete maximum diameter specified in the rules for the large wheels. Players using wheelchairs whose large wheels measure in excess of the conventional 22" diameter wheel, are not in violation of the NWBA rules.

MIDWEST SECTIONAL TO SPRINGFIELD

The 1984 Midwest Sectional Tournament will be played in Springfield, Illinois. The home town Spoke Jockeys , as hosts, were early bidders on the scene, outlasting a strong bid by the Columbia Tigers of the Great Plains Conference. More information on arrangement will be forthcoming as tournament time nears .

NCAA RULE APPLICABLE TO NWBA

The 1983-84 NCAA rules include only a couple of changes from the previous season. One of the major rule changes is the requirement (Rule 10, Section 11) that in the last two minutes of the game, and in all overtime periods, if the bonus rule is in effect, two free throws are awarded for each common foul committed.

PROCEDURES FOR COMPLETING GAME REPORT FORMS

Team representatives are reminded that the game report forms should be filled out completely and carry both the date of the game and the code number as found on the conference schedule. The report must be mailed with a postmar k no later than 10 days after t he playing date of the game .

Because many teams have "several" names (e.g. Northeast Florida Jacksonville River City Rollers) and anyone of them might appear on the report, it is confusing to the statisticians in this office if the name changes from one report to another. Please identify the team with the name that appears in the Standings and Statistics.
