RUC review a disgrace: AAThe Automobile Association believes the independent

review of road user charges commissioned in August 2008 is an utter disgrace. They say New Zealand

motorists should be very worried and alarmed by the recom-mendations contained in the review .

AA spokesperson Simon Lambourne says the review is based on the 2007/08 year and means it has not taken into account the signifi cant funding changes in 2008/09 caused by hypothecation, including the fact that diesel users are now underpaying their fair share by $289 mil-lion and petrol motorists are paying eight cents per litre too much.

“The review’s proposal to treble the cost of licensing vehicles and reduce excise tax also defi es logic. It would see motorists who frequently use the roads being subsi-dised by those who rarely use them.”

“The AA will be making our serious concerns known to the Minister of Transport and his offi cials. The review recommendations are not workable and their introduction will be opposed by motorists.”

MINISTER’S REACTIONTransport Minister Steven Joyce says there is signifi cant

industry interest in the RUC review and its release will ensure affected parties are able to consider it fully and make their views known.

“There are some 32 recommendations. A number are very signifi cant and it’s important to ensure any changes are workable for affected road users.”

A key recommendation is that the current RUC system is retained for diesel vehicles, rather than moving to a diesel tax, because of costs that a diesel tax would impose on non-transport users.

“Other recommendations - like the proposed road net-work access fee for all vehicles - are simply not tenable and are unlikely to proceed.”

The proposed road network access fee would treble the cost of licensing vehicles over time, with some off-set in user charges and petrol tax.

Mr Joyce says the charge would be an unfair imposition on those who drive only a small amount each year.

“I’ve asked offi cials for further advice on the workability of the recommendations and expect to receive this by June.”

New Ford Fiesta full of surprisesBy Dean Taylor

Ford’s new small car Fiesta may only come in two options, but

they are amazingly well ap-pointed.

I drove Fairview Ford’s Fiesta Zetec 4-speed Au-tomatic which has the 1.4 litre Duratec engine which develops 71kW of power and 128Nm of torque.

The only other option is the 5-speed manual running the 1.6 litre variant which makes 88kW and 152Nm.

Immediately evident is that the Fiesta is a good looker, roomy and has an amazing array of features.

What is not evident is that the Fiesta has a 5-star Euro NCAP safety rating and incredible standard safety features such as numerous airbags, anti-lock, electronic brakeforce distribution and

emergency brake assist brak-ing system, side beam intru-sion beams, dynamic stability control and traction control.

So the Fiesta is nippy, well appointed and safe.

Inside there are plenty of seat adjustments for the driver to make it a comfort-able experience, plus steer-ing wheel mounted controls normally found on more ex-pensive vehicles.

These include audio con-trols, and amazingly, cruise control.

Standard audio features are 3.5mm and USB auxil-iary inputs (iPod connector and charger are available extras), MP3 CD capabil-ity and Bluetooth mobile phone integration with voice control.

As is expected with a hatch design, clever use of seating arrangements increase

usable storage.With a claimed fuel econ-

omy for the automatic of under 6l/100km and a 42 litre tank the Fiesta is good for about 700km of fun mo-toring between fi lls.

Car show raises cash for rescue chopper

Te Awamutu’s Annual Classic Car Show and All Makes Swap Meet attracted over 250 cars to Waipa Racecourse last month.

The excellent turnout of vehicles, owners, enthusiasts and members of the public made it one of the best supported shows to date.

Organisers, Waikato Triumph Car Club and Te Awamutu Motor Vehicle Enthusiasts Group, were able to make a $2000 donation to Westpac Waikato rescue helicopter as a result of the event.

MERCEDES Club put on a beautiful display of vintage and classic models to a terrifi c MercWorks backdrop.

PitStop owner brings real pit experience to work

When you take your vehicle to PitStopTe Awamutu you can be safe in the knowledge that owner Gary Beckham brings real pit ex-

perience to work.For a number of years he has been part of the crew for

the Japanese Takayama College team which has taken part in the WRC Rally of New Zealand. He has been work-ing with the team for about 12 years, joining from his

previous job with Subaru Technica International.

Previously Mr Beckham has been to Australia and Malaysia with the team and in New Zealand has been crew chief, his main job being to sort out logisti-cal problems - but he is required to step in if there are serious problems with the car to keep the team on the road.

This year he will also be with the team in the Aus-tralian leg of the interna-tional rally circuit.

And the love of motorsport has also lured him back into Offroad racing.

Mr Beckham is joining the crew for Gary Baker ’s Thunderstruck class racer (in action above) for the Asset Finance Taupo 1000 Offroad race - the longest offroad race in the Southern Hemisphere.

He has previously been involved with the team and with a new car, and newly found speed and reliability, is pleased to be back with a shot at this prestigious event.

The Taupo 1000 takes place from September 10-13.Day one is for registration, Day two for practice and the

race proper is held over both days of the weekend with two 500km races.

NEW WARRANT OF FITNESS SERVICEIn his day job Mr Beckham’s PitStop offers a full range

of automotive services.While specialising in underbody work, such as brakes

and exhaust, PitStop offer full mechanical servicing - and now are an accredited Warrant of Fitness provider.

Mr Beckham says the main advantage of a one-stop-shop is that if a problem is identifi ed preventing a warrant of Fitness being issued, he can contact the vehicle owner and arrange to complete the work to bring the vehicle up to standard.

Mr Beckham says this service saves the owner time and effort having to take the vehicle elsewhere for the required work, then returning for the re-check.

New Mazda3 even betterBy Dean Taylor

When you already make one of the best and most

popular cars in the world, the new model can be a make-or-break experience.

Mazda3 has won ac-colades worldwide for its range that is now about fi ve years old, so is the new 3 even better. The immediate answer is , Yes.

Driving Wilksbrooke Motors’ SP25 Sporthatch demonstrates two of the new features, the 2.5litre engine now with 5-speed Activematic transmission (with stick and paddle con-trols).

With 122kW of power and 277Nm peak torque the SP25 is a terrifi c per-former.

But its economical as well, with claimed fuel use of 8.6l/100km for both Ac-tivematic and 6-speed man-ual versions. The 2.0 litre variants give 7.9l/100km.

It has already been noted that the new face is ‘smiling’,

and while still a beautiful car I think I prefer the look of the previous model with in-tegrated grill and bonnet.

However it is probably a sign of the times with safety ratings so important that feature has been dropped in favour of the more pe-destrian friendly all plastic front end.

But overall, the new 3

is slightly bigger and bet-ter equipped than its older sibling.

The heads up display pro-vides an array of information at a perfect viewing level for the driver, and the Mazda continues its commitment to an awesome sound system - a premium 10-speaker Bose six-stacker in the SP25.

It also rides on 17-inch

alloy wheels, has a sports body kit, LED tail lamps, indicator repeaters in the side mirrors and dual tem-perature control air condi-tioning.

Safety features are at the top of the scale, plus there are structural improvements to make the Mazda3 both safer and give it even better handling characteristics.

Be prepared for winter

This week’s hail storm, tornados and water spouts in the nor-mally summery Bay of Plenty

(pictured above) remind us we live in a country with fi ckle weather.

And probably more so than the Gov-ernment’s transport agencies advertising campaign, it should serve as a warning to drive to the conditions.

Sudden changes in weather patterns are probably as potentially dangerous as any other factor when it comes to road safety - so here are the offi cial tips for driving in winter.

PREPARE YOUR VEHICLEA few simple steps can help you en-

sure your vehicle is prepared for what-ever winter throws your way:� Have your vehicle checked

out. Many garages offer safety checks covering tyres, lights, brakes, cooling systems, fanbelts, batteries and alterna-tors. � Make sure that your heater,

fans, wipers, defrosters and demisters are working. � Antifreeze is an essential winter

ingredient for your car ’s engine. � It’s a good idea to keep warm

clothes, blankets and even a small sup-ply of food in your car. All of these will help you stay warm if you become stranded. Consider carrying a cellphone for emergencies. Always carry chains if you expect to encounter snow.

DRIVING IN THE WET� Remember that stopping dis-

tances are nearly doubled on wet roads - slow down and keep a generous fol-lowing distance between you and the car in front. The two-second rule should become at least the four-second rule.� Be extra vigilant: take corners

slowly. Heed road signs warning of fl ooding and remember that you will need more time to stop and avoid haz-ards in wet conditions.

DRIVING IN SNOW AND ICE� Whenever possible, avoid driv-

ing in heavy snow. If you do drive in snow, SLOW down.� Braking distances are greatly in-

creased on snow and ice. Avoid brak-ing suddenly. Give the brake pedal a

few soft taps rather than one hard push, to avoid sending your vehicle into a skid. Remember to carry chains, and use them when necessary.

DRIVING UP HILL� Climbing and descending hills in

snow requires special care. Climb hills in the highest possible gear - lower engine revs will minimise the chances of losing traction and spinning your wheels.

DRIVING DOWNHILL � Descend hills very slowly,

putting your vehicle in a low gear (2nd is usually better than 1st) before begin-ning the descent.� If you decide to change to a

lower gear while going downhill, do it very gently. The compression effect of the engine as a lower gear is selected can cause the front wheels to slide.� If there are tracks in the snow

in front of you, follow in them if it is safe to do so. If you are travelling in convoy, alternate vehicles with chains and those without. This will prevent the snow-covered surface from becoming glazed and icy.

Green bus catches the eye - and we made it

I’ve just returned from an Austral-ian holiday in Melbourne and Adelaide where I was hoping to

see a few classic Fords and Holdens out cruising the streets.

Now either the Aussies don’t drive their classics, or I was always in the wrong place at the wrong time, but just about the most interesting vehicle I saw was Adelaide’s Tindo - the bus pow-ered by the sun.

This bus is green - in more ways than just that obvious paint scheme.

The Tindo (Aboriginal for sun) is the world’s fi rst solar electric powered bus.

But wait - they didn’t tell me this in

Adelaide - the bus is made in Ash-burton, New Zealand by American owned Designline International.

One thing the Aussies do well though is public transport, and in both Melbourne and Adelaide free inner-city transport was provided.

The Tindo is part of the city’s Free Connector Bus service owned by the city council.

The electric engine means it pro-duces zero emissions, plus it features a regenerative braking system, saving up to 30% energy consumption.

It features high quality, state-of-the-art components sourced from some of the world’s leading transport and tech-nology companies including MAN

and Siemens.A further ‘green’ development intro-

duced by the Adelaide City Council is that the bus is recharged using a solar photovoltaic system supplied by BP Solar and installed at the Adelaide Central Bus Station.

This system is the largest grid con-nected solar photovoltaic system in the South Australia and means the bus is also carbon neutral.

The air-conditioned solar electric bus can carry up to 42 passengers, with 25 standard seats, two seats especially designed for disabled passengers, and room for 15 standing passengers.

So come on New Zealand - where’s our green bus.
