IISER Berhampur: A Brief report

The Genesis
• Scientific Advisory Council to the Prime Minister (SAC-PM)
recommended for creation of Indian Institutes of Science Education and
Research (IISER) - institutions devoted to science education and research
in five zones of the Country at Kolkata, Pune, Mohali, Bhopal and
Trivandrum. Subsequently, the 6th IISER was commenced in 2015 at
Tirupati.
• Further, the Union Finance Minister, in his Budget Speech (2015) had
inter alia announced setting up of an Indian Institute of Science Education
& Research (IISER) in the State of Odisha. Accordingly, the 7th IISER
was announced to be established in Berhampur, Odisha.
• Presently, IISER Bhopal has been assigned with the responsibilities of
mentoring IISER, Berhampur during its establishment stage.

The Present Status• Prof. Vinod K Singh, has been appointed as the mentor Director for IISER
Berhampur also w.e.f November 12, 2015.
• Prof. K.V.Ramana Chary is appointed as Director of IISER Berhampur and will
assume the charges very soon.
• IISER Bhopal acquired transit campus from Government of Odisha including
boys and girls hostels for IISER Berhampur on April 19, 2016. Two more floors
of the Transit campus handed over on July 29, 2017.
• The Society of IISER Berhampur has been registered on October 18, 2016.
• For the permanent campus of IISER Berhampur, a leasable land measuring
approx. 200.435 acres in Loudigam at Konisi Tehsil of District Ganjam was
handed over by the State Government on February 19, 2017.
• The EdCil was requested by the MHRD to prepare the DPR of the IISER
Berhampur. The DPR is submitted to MHRD and cabinet approval has to be
obtained.
• The SFC meeting held in July 26, 2016 approved for allotment of Rs. 152.79
crores for the purpose of operating the transit campus of IISER, Berhampur for
the first three years and the Union Cabinet has given post-facto approval for
establishment of the Institute on October 27, 2016.9/25/2017

The Present Status
• The Institute is going to expand the Transit campus on an earmarked piece of
land at the permanent campus with the help of CPWD for academic and research
facilities.
• Construction design of boundary wall of the permanent campus is under progress.
• Preliminary estimates of Rs.8.50 crore for construction of CIF and NMR at
permanent campus has been recommended by Building Works Committee to the
BoG. However Finance Committee desired that the DG, CPWD be consulted to
review the estimates submitted by CE, CPWD.
• The Union Cabinet approved the proposed amendment of the National Institute of
Technology, Science Education & Research (NITSER) Act, 2007 to incorporate
the two new IISERs at Tirupati and Berhampur at Sl. No. 6 and 7 of the Second
Schedule to the Act. Accordingly, the proposed amendment NITSER Act 2007
bill has since been passed in both the houses of the parliament and got Presidential
assent.

Faculty & Non-faculty Arrangements
• Advertisement has been released for deployment of manpower and inviting
faculty candidates to work on deputation/ adjunct basis / short term contract, and
Post Doctoral candidates, till the permanent positions are sanctioned.
• So far, 10 Faculty members have already joined as Assistant Professor against
sanctioned positions . And the Institute has issued a rolling advertisement for the
position of Associate Professor.
• The Institute also tied-up with NISER Bhubaneswar & IIT Bhubaneswar for
sending the faculty members to deliver Guest lectures. Faculty members are
periodically visiting.
• The Faculty members from IISER Bhopal also visit Berhampur in order to take
short duration courses.
• The support staff and technical staff members are arranged through work
outsourcing. The staff and officials of IISER Bhopal have also been deployed to
oversee the support activity.
• Recruitment for sanctioned positions of 10 faculty is completed and 21 non-
faculty positions are under progress. 7

Admissions and Students’ Strength
The admission process for admitting students in BS-MS-2017 programme
through KYPY, IIT-JEE, and SCB has been completed through JAC of all
IISERs. The registration of 2017 batch completed on August 7, 2017. The
Institute has also started PhD programme and 5 students admitted as on July 28,
2017.
The academic session of the Institute of 2017-18 started w.e.f August 1, 2017
from the temporary/transit campus at academic-cum-workshop building of the
Government ITI, Berhampur.

Transit Campus facilities

At present, the Institute is running in the Government ITI, Berhampur premises.
The campus is well furnished and has facilities for: Library, Computer centre,
Laboratories (Biology, Chemistry, Physics) for the undergraduate students.
Expansion of the campus is currently underway.

Lecture Halls

Currently Institute has two lecture halls having seating arrangement for
60 students. Lecture halls are furnished with facilities for multi-media
presentations.

Central Library
• Library has started in July 2016. Library collection is organised on Open access
model. Library currently houses around 2235 books, comprises of collection includes
textbooks for the BS-MS curriculum in Biological Sciences, Chemistry, Earth and
Environmental Sciences, Mathematics, and Physics. Research books & Monographs
are also included in the collection for labs & research purpose. Various Library
services such as Inter Library Loan, Document Delivery Service, Library website,
New Books Arrival, Current Awareness Service, Selective Dissemination of
Information Service, Reference Service, Photocopy facility etc. are being provided.

Computer Centre

Presently, the Computer Centre of IISER Berhampur provides an institute wide 1 Gbps
copper local area network that connects all the academic departments to the Computer
Centre. Internet access is provided by 50 Mbps (1:1) dedicated Internet leased circuit
through an Internet service provider. We have our own internal/external DNS, web based
automation, centralized authentication mechanism using LDAP/Radius. With the help of
Google, the Institute Computer Centre provides email facility for IISER Berhampur.
There is a separate Computer Lab for UG students based on Linux/Windows platform and
with all major public domain application software.

Laboratory Facilities

Biology lab Chemistry lab Physics lab
The laboratory sessions are designed to help students appreciate the concepts learned
during class room lectures. Laboratories are going to be well equipped to conduct
practical for biology, chemistry and physics for the BS-MS students. Basic
infrastructure is ready and the laboratories will be functional soon.

Boys’ Hostels Girls’ Hostel

Boys’ Hostel which is approximately
500 meters away from Government
ITI.
A building inside the

campus has been allotted to Institute for
accommodating girl students. All
necessary facilities have been provided in
the hostel.

Separate Mess facility for boys and girls have been provided to all students. It is
being managed by student’s representatives in consultation with the hostel
wardens.

Sports Medical Transit Guest House
Students are using the
ground in the transit campus
for sports activities. Sports
items such as Footballs,
Cricket Bats and Balls,
Carom and Chess etc have
been provided to the
students.
Tie-up has been made with
the local Govt hospital-
MKCG, which is ~2km from
the transit campus. A vehicle
has been provided to take
the student/staff to the
hospital for consultation and
diagnostic facilities.
A transit home facility has
been acquired for the
convenience of guests near
the transit campus.
