The minimum adult salary is £132, which may be increasedby annual increments of £6 until a. maximum of £162 isreached. An annual allowance of £15 is payable to all adults.An officer who is required tb live away from home, if in re-ceipt of' less than £100 per annum, may be paid an allowanceto bring . her remuneration up to that amount.

The foregoing rates are subject to revision at anÿ time bythe Arbitration Court. Further annual allowances at the rateof £6, in the case of minors, and £12, in the case of adults,may be paid under the Public Service Regulations (BasicWage) . I

A successful candidate from within the Service will be trans- .,.ferred as Typist at her present salary, provided, that no suchtransfer will be effected at a salary less than the minimumnor greater than the maximum prescribed for a Typist.

TELEGRAPHY TESTS. Candidates will be required to submitthemselves to tests in Practical Telegraphy, which will com-prise Receiving, by sound, for 10 minutes, and Sending for 10minutes, at the rate of 25 words a minute ('5 letters-to countas one word) , special attention being given, in Receiving, toneat and accurate transcription and legible penmanship, _and,in Sending, to the firmness, regularity, proper formation, andspacing of signals, as well as immunity from " breaks. ". Type-writers (to be provided by candidates) may be used in . theReceiving test.

EDUCATIONAL EXAMINATION. Candidates who pass the prac-tical tests will also be required to undergo an EducationalExamination in the subjects of Handwriting, Dictation, Eig-fish, Arithmetic, and Geography, particulars of which arespecified in Public Service Regulation 192, and, in order topass the examination, they must obtain at least 1,140 of the.1,000 marks allotted for those subjects, and at least 25 percent. in each subject.

DATES OF EXAMINATION. --,The Telegraphy tests will com-mence , on Saturday, the 2nd April, 1921, and the Educa-tional Examination will take place on the 20th Növember,1921. a

Under the Regulations, an additional allowance .atthe rate of £6 per annum is payable to all minors.The minimum remuneration payable to an adult (male) inthe Commonwealth Public Service is £174 per -annum.

papers in spelling. (Maximum marks, 100.)(b) Spelling To be tested by writing, from dictation, notless than 180 words. (Maximum marks, 150.)(e) Arithmetic - -First four rules, simple and money.

tion if they secure half marks in Handwriting and in Spellingonly; but those who also gain half marks in Arithmetic willbe eligible for promotion to a higher position in the General75

Telegraph Messengers, upon =being qualified for promotion,may be appointed to higher positions in the General Division,such as Telephonist, Postman, Assistant, Mail Driver, and,upon passing an examination in' telegraphy, as Postal As-sistant. Officers may advance from these positions to otherand higher positions in the General Division.

Telegraph Messengers and other General Division officersof two years' service may qualify for transfer to 'the ClericalDivision by passing competitive examinations that' are held forthat .. purpose from time to time as the requirements of theService demand.

Appointments will be made in order of merit; but in cases'where a successful candidate does not reside within a reason-able distance of an office at which a vacancy exists, the Com-missioner reserves the right to appoint another boy who,though having obtained lower marks at the examination, residesin closer proximity to the post- office in question.

APPOINTMENT SUBJECT TO. CONDITIONS.A successful candi-date upon appointment must produce evidence of the date ofhis birth and a medical certificate satisfying the Commissionerin such particulars as he may determine of sound bodily healthand freedom from physical defects. The following information should be noted :(1) Where two or more candidates secure the same total

number of marks, their order tif merit is determined bythe number of marks obtained for (a) Typewriting, and(b) Shorthand.

A candidate, though successful, cannot be appointed aftershe attains her twenty-sixth birthday.

The eligibility for appointment of all successful candidateswill cease on. 19th july,..1922.

the position of Telegraph Messenger-at the places under which their ;-names respectively appear.

The following should be noted :(1-) The names will remain on the Register of Qualified Candi-

dates for eighteen months, that is, until and including19th July, 1922, when they must, in accordance withthe laW, be remdved therefrom.

(2) A candidate, though successful, will cease- to be eligible forappointment upon reaching the age of sixteen years,provided, however that a successful candidate who hasreached the age of sixteen years may be appointed to avacancy which occurred prior to his reaching that age-

.

A candidate passes this examination if he secures at leasthalf marks each in Handwriting and in Spelling ; butthose who have also gained half marks in Arithmetic atthis examination will, if appointed, be eligible- for pro.motion to a higher position in the General Divisiàn ,without further examination.

(4) Those who have not secured at least 100 marks in Arithmeticwill be required to pass a further examination in thatsubject after appointment, in order to become eligiblefor promotion. Promotion examinations are held halfyearly.

Unless a Telegraph Messenger qualifies for promotion to ahigher position before reaching the age of eighteen years,he must retire from the Service oirittaining that age.

,

(6) Where two or more candidates secure the same number ófmarks, their order of merit is determined by the numberof marks obtained for (a) Arithmetic, and (b) Hand-writing ; and where these numbers are also equal then-7-by ballot.

Upon appointment, a successful candidate must prciduceevidence of the date of his birth, and a medical certificatesatisfying the Commissioner in whatever particulars hemay determine as to the appointee's sound bodily healthand freedom from physical defects. A successful candi-date should not undergo medical examination untilinstructed by the Commissioner to do so. .

Before a successful candidate who is liable for training underthe compulsory clauses of the Defence Act 1903-18 canreceive appointment, he must produce evidence from hisArea Officer that he has rendered the personal servicerequired, or has been granted a temporary exemption.

If a successful candidate decline to accept an appointmentoffered to him, or fail to reply within seven days to a .

evidence of the date of her birth, and a medical certificatesatisfying the Commissioner in such particulars as he maydetermine as to her sound bodily health andlreedom fromphysical defects, but she should not undergo medicalexamination until instructed by the Commissioner to doso. (3) Every person aPpointed to the position of Telephonist shall,after the expiration of three months from the date of ap-pointment, be tested in clearness of speech and acutenessof hearing over a telephone line, and in practical efficiencyin the operation of a telephone switchboard. If an ap-pointee-fail to pass this test her services will be dispensedwith.

with the life "assurance provisions of the Public' Service Actand Regulations.Officers of the Public Service should note that in any case-

where the minimum salary of a position in the Clerical Divi=sien is not the minimum salary of a Classe and the successfulapplicant is not eligible for the former by reason, of not.having received the salary of the next lower subdivision/ fortwelve months, he will be granted an allowance equal to thedifference between the salary for which he is eligible and theminimum salary of the position until he can be advancedby annual subdivisional increments to the latter salary.

Where vacancies are notified in positions which have beenthe subject of award, 'thé, minimuni and maximum salaries'shown are those prescribed by the award. If the officer ap-pointed to any such position is eligible to become, but is not,a member of the organization which obtained the award, hecan only be paid the rates of salary prescribed in the Public--Service Act or Regulations for the position to which he hasbeen appointed, unless and until he .becomes a member of theorganization, when the award rites shall apply.

Officers promoted to positions in the Fourth Class, whichcome within the scope of the award of ,the Australian Com.monwealth Public Service Clerical Association, 'may be re-tained at the salary of £245 where, in the opinion of theActing Commissioner, the fixing of that salary as a maximumis justified.

Officers who may be transferred without promotion or in-crease of salary, as the result of an application for an a "ar-tised vacancy, will be required to pay their own expenseremoval unless the transfer comes within the conditions pscribed in Public Service Regulation No. 54.

Particulars of existing quarters are furnished merely for tbinformation of officers. It is not incumbent on Departmentsto provide quarters, which, if provided, may be wholly orpartially withdrawn at any time.
