• Observations
• In Jan 2019, IFC has recorded 5 TRAPS (significantly
lower Jan 2018 (15) and Jan 2017 (12).
• 4 incidents occurred while the vessels at anchor/berthed
and 1 underway. All incidents transpired during PoD.
Belawan Anchorage, Malacca Strait, Indonesia:
• 1 Sea Theft incident was recorded in Belawan
Anchorage, Indonesia. Last incident recorded in said
area occurred on 29 Oct 17 (Sea Theft/ 17 Oct 17). In
2017, 3 incidents were recorded in that area while 1 in
2016 and 13 in 2015.
Ciwandan Anchorage, West Java and South Sumatra,
Indonesia:
• 1 Sea Theft incident was also recorded. Within West
Java and South Sumatra Strait and Approaches, a total
of 9 incidents were recorded in 2018 and of note was
the 2 successful Sea Robbery incidents in the vicinity of
Merak Anchorage area where the perpetrators showed
violence. A total of 2 incidents were also recorded in the
said area in 2017 while 7 in 2016 (most of them not
reported to local authorities).
Cao Fei Dian Anchorage, Bohai Sea, China:
• 2 incidents (2 Attempted Action); within that area 3
incidents were recorded in 2018 and 2017 while 4 in
2016 and 2015 (most of the incidents were oil theft and
in most cases, incidents transpired during POD but
there are also cases where perpetrators attack in day
light).
Sulu-Celebes Sea, Semporna, Malaysia:
• 1 Suspicious Action (involving 3 men armed with sharp
weapons onboard a pump boat in Semporna that was
thwarted by the authorities); Proximate to the waters of
Semporna, 1 Kidnapping, 1 Attacked and 1 Attempted
Sea Robbery were recorded in 2018. While there is no
incident reported in 2017, at least 10 KFR related
incidents were recorded within the vicinity in 2016.

• Observations
• On 07 Jan, a product tanker NAMSE BANGDZOD was
declared missing by Indonesian Maritime Authorities,
since 28 Dec. The tanker, which is manned by 11 crew,
was loaded with 1,933 tons of palm oil when it left
Sampit, Southern Kalimantan on 27 Dec, bound for
Jakarta (DB080119). As of 10 Feb, information received
tend to demonstrate that this incident is linked to an
internal commercial dispute.
• On 08 Jan, one person was killed, seven were injured,
two went missing and 22 were rescued when a 140-
meter long oil tanker exploded and caught fire while the
crew were connecting the fuel pipeline to the ship off
Hong Kong's Lamma Island (DB100119).
• On 13 Jan, an undersea cable and pipe-laying ship MV
Star Centurion capsized in the Indonesian waters of the
Singapore Strait after it collided with a tanker. All 22 crew
were rescued (DB140119). Two collisions occurred in the
Singapore straits and its approaches in Jan (7 in 2018).

• Observations
• The numbers decrease in some areas such as
Philippines and Sri Lanka may be attributed to the
stringent preventive measures undertaken by the local
authorities as well as active reporting of the incidents.

• Observations
• Incidents in January were less in this month compared
to 2018 but comparable to 2017. As is normally
observed, Domestic Products and Drug Smuggling
making up the most of the incidents however reported
Fuel Smuggling made up a higher proportion of total
incidents
Fuel
• A Fuel smuggling incident this month involved over 400
25l petrol canisters in Malaysia
• Two STS transfers of marine gas oil were also noted
during this period:
• An illegal transfer of marine gas oil between a
Singapore-flagged vessel and a foreign-flagged
tugboat off Pulau Sudong, Singapore
• An illegal transfer of marine gas oil between an
Indonesia-flagged tanker and an Indonesia-
flagged fishing vessel in Jakarta Indonesia
Wildlife
• One Wildlife smuggling incident involved 500kg of dried
shark and 130kg of dried pipefish in Sri Lanka.
• The other involved a record eight tonnes of pangolin
scales (with ivory tusks) seized in Hong Kong, China
Domestic Products
• The large quantities of Domestic Products smuggling
related mainly to basic necessities such as food and
cooking gas. One pertained to smuggling a used
Luxury Car that was found in a container in a
warehouse in Batam, Indoneisa.

• Observations
• All incidents have been Human Smuggling.
• The large number of IHM incidents this month is likely
due to a combination of good weather, better
employment opportunities and increased policing and
reporting.
• Six of the IHM incidents are worker related; migrants
seeking work in an adjacent neighboring country. Two
incidents are Sri Lankans trying to return to Sri Lanka
illegally. The remaining incidents are long distance
attempts to migrate to another country.
• A fishing vessel reported to have departed Kerala, India
(12 Jan) with 100-200 people on-board heading towards
New Zealand. Despite ongoing multi-national efforts, this
vessel has not been located. The number of people
cannot be verified and therefore the number of illegal
immigrants has not been included in this month’s
statistics as investigations are ongoing.(DB 250119)

IFC Recommendations
The IFC advises:
1. All mariners to report any incidents timely to the nearest coastal state and to the IFC at the earliest possible time.
2. Ships moving at slow speed or are choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant and adopt necessary and/or
added security measures.
3. All mariners to take note on the description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV footage capturing the incident should
be provided to the coastal state authorities for follow-on investigation.
4. Shippers and Seafarers operating in the Sulu-Celebes seas are strongly recommended to be vigilant and to establish contact with the Philippines, Malaysian and Indonesian
Authorities to report their presence. Please refer to IFC Spot Commentary 4/18 for the latest assessment of the situation in that affected area.
5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and the Al-Qaeda. The possibility of
this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of global trade and shipping through acts of piracy, among other
tactics. Shippers are therefore advised to exercise vigilance and to adopt self-defensive measures as stated in the Regional Guide to Counter Piracy and Armed Robbery against
Ships in Asia, especially when transiting narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy.
