RESOLUTION

Pursuant to Section 12 (16). Book V of the Administrative Code of1987. the Civil Service Commission is empowered to delegate authority forthe performance of any function to departments, agencies. or offices wheresuch function may be effectively performed.

In pursuit of its strategic objective to be recognized as Center forExcellence in Human Resource and Organization Development. theCommission enhanced the CSCAAP and PMAAP and approved the Programto Institutionalize Meritocracy and Excellence in Human ResourceManagement (PRIME-HRM).

PRIME-HRM inculcates meritocracy and excellence in the publicservice human resource management through a program of reward,recognition. empowerment and continuous development. Under this program.the Commission continues to capacitate agencies in the performance of theirhuman resource management functions and recognize best rractices in thevarious areas of human resource management. As one 0 the program'stransitory activities. Level II accredited agencies were reassessed using theCSCAAP standards for purposes of revalidation of Level II-Accredited Status.

The National Laber Relations Commission is one of the agenciesaccredited by the Civil Service Commission per Resolution No. 936039 datedDecember 28. 1993.

The results of the Level II Revalidation Assessment conducted byCSe-National Capital Region at the National Labor Relations Commissionin May 2012 and the reassessment done in February 2013 show that the saidagency has continued to be compliant to the requirements for Level 11-Accredited Status.

WHEREFORE. the Commission RESOLVES to revalidate the Level 11-Accredited Status of the National Labor Relations Commission subject tothe following terms and conditions of the PRIME-HRM:

1. That all requirements under PRIME-HRM shall be fullycomplied with within one (1) year from date of revalidationto maintain accreditation;

2. That the exercise of the authority to take final action onappointments shall be subject to Civil Service law, rulesand regulations in accordance with the guidelines providedin PRIME-HRM per CSC Resolution No. 1200241 datedFebruary 1, 2012; .

3. That the authority shall cover all appointments issued bythe apPointing authority;

4. That no appointment shall take effect retroactively;

5. That those whose appointments are temporary may beappointed on a permanent status in accordance with therevised policies on the change of status of appointmentsfrom temporary to permanent per CSC MC No.6, s.2007;

6 That appointments issued under this authority shall besubject to monthly monitoring by the CSCFO concerned;

7. That for immediate monitoring and records keeping, theagency shall submit to the CSCFO an electronic copy andthree (3) printed copies of its monthly Report onAppointments Issued (RAI) and certified true copies ofappointments issued with supporting documents on orbefore the 30th day of the succeeding month;

8. That appointments found in the course of monthlymonitoring to have been issued and acted upon in violationof pertinent rules, standards, and regulations shall beinvalidated by the CSCRO/CSCFO SUbjectto Civil Servicelaw and rules;

9. That evaluation of the extent of observance of the termsand conditions of accreditation shall be done by theCSCFO concerned every two (2) years subject torevocation of the accreditation if the agency is found tohave committed violation within the period of accreditation;and

10. That the agency shall be extended continuous technicalassistance by the CSCRO and CSC Field Office concernedto ensure compliance with the terms and conditions of theaccreditation.
