The boat was carrying around 60 people, including nine-member crew, and 17 of them were rescued by the lo- cals while search was on for others. Prime Minister Narendra Modi and Andhra Pradesh Chief Minister Y S Ja- gan Mohan Reddy expressed anguish over the tragedy. "Extremely pained by the capsizing of a boat in Andhra Pradesh's East Go- davari. My thoughts are with the be- reaved families," the prime minister wrote on Twitter. He said rescue operations are cur- rently underway at the site of the tragedy. Jagan Mohan Reddy expressed shock over the mishap and announced an ex-gratia relief of Rs 10 lakh each to the kin of the deceased. The boat, belonging to a private op- erator, was on its way to the picturesque Papikondalu tourist spot in the middle of the river when it met with the accident, apparently on colliding with a large rock formation, at Kachchuluru in East Go- davari District, about 200 km from here, they said. Twelves bodies have been retrieved so far while 17 people were rescued by the locals, police said adding two teams of National Disaster Response Force and State Disaster Response Force, with a total of 140 personnel, have been sent to the accident spot for rescue opera- tions. A special helicopter has been pressed into service from Rajamahen- dravaram for the rescue operation. AGENCY NEW DELHI, SEPT 15 India said on Sunday it had con- veyed to Pakistan its concerns at “unprovoked ceasefire violations” along the Line of Control (LoC) in Jammu and Kashmir to support cross-border infiltration of terror- ists. There had been more than 2,050 unprovoked ceasefire viola- tions this year, in which 21 Indians had been killed, external affairs ministry spokesperson Raveesh Kumar said. The de- velopment comes against the backdrop of heightened tensions between India and Pakistan over New Delhi’s decision to revoke Jammu and Kashmir’s special status and split the state into two union ter- ritories on August 5. Pakistan has sought to use the changes in Jam- mu and Kashmir, described by India as an internal matter, to in- ternationalise the Kashmir issue. Indian officials have also rejected the Pakistani leadership’s con- tention that the matter could lead to war and accused Pakistan of using the Kashmir issue to pro- mote jihad and cross-border ter- rorism. “We have highlighted our concerns at un- provoked ceasefire violations by Pakistan forces, including in support of cross-border terrorist infil- tration, and targeting of Indian civilians and bor- der posts by them,” Kumar said. Senior Superintendent of Police Satinder Singh told UNI here that the ac- cused presently residing in Chattarpur Rajpura in Del- hi. The woman was walk- ing towards a car in which her accomplice Narinderjit Singh, resident of Sultan- pur Lodhi, was sitting. On seeing the police, Narinder- jit fled, leaving the woman in the middle. The police said the ar- rested accused woman came to deliver the con- signment of drugs to Narinderjit. Police is raid- ing several places to nab Narinderjit. AGENCY CHANDIGARH, SEPT 15 Taking suo motu cognizance of Friday’s attack on a Punjab Police Sub-Inspector by a group of drug smugglers in village Chogawan of Tarn Taran, Punjab Chief Minister Captain Amarinder Singh to- day ordered the immediate dismissal of the personnel who accompanied the officer but took no action to come to his rescue. Acting on the Chief Minister’s orders, Punjab Po- lice chief Dinkar Gupta got an inquiry conducted by IG Bor- der into the role of the raiding police party, which accompa- nied SI Baldev Singh of PS Kachha Pacca to Chogawan village on the morning of 13th September. Based on his re- port, three police officers, in- cluding ASI Sawinder Singh, HC Gurvinder Singh, and CT Nishan Singh, along with PHG Jawan Darshan Singh, were dismissed/discharged from service for inaction and dereliction of duty. Inspector Jhirmal Singh, SHO Kacha Pakka, Tarn Taran district, was shifted to Police Lines as his explanation into the incident was found to be satisfactory, said Gupta. AGENCY AHMEDABAD, SEPT 15 The Sardar Sarovar Dam in Gujarat is expected to reach its full storage capac- ity soon, a milestone that will be witnessed by Prime Minister Narendra Modi on 17 September, which also happens to be his birthday. The water in the dam, considered as 'Gujarat's lifeline, is likely to touch the full reservoir level of 138.68 metres soon, Gu- jarat chief minister Vijay Rupani said. On Saturday, it reached the height of 138 metres, just 68 centimetres short of the overflow mark. "Prime Minister Narendra Modi will be present at the dam site to celebrate the feat on 17 September, which is also his 69th birthday," Rupani said on Saturday. "After years of struggle, the dream of Sardar Vallabhb- hai Patel (country's first home minister) of the dam on the Narmada river has come true now," he said. The dam's foundation stone was laid by India's first prime minister Jawa- harlal Nehru on 5 April 1961. But, its construction was completed in Septem- ber 2017, after 56 years. Due to less rainfall in 2018, the dam remained half- empty last year. "But due to good rains this year, the dam water level is likely to reach its maximum height in the coming days, and the state's people are delighted as their wish of seeing this day is soon going to come true," Rupani said. "It will be a day of pride for people of Gujarat when the dam will be filled to the brim," Sardar Sarovar Narmada Nigam Limited's Managing Direc- tor Rajiv Gupta said. Bhai Maharaj Singh,known as a “freedomfighter”, a “revolution-

ary”, a “saint”, is the firstrecorded Sikh person in Singa-pore who had reached there in1850 as a prisoner of theBritish. Bhai Maharaj Singh,

also de-scribed as“ K a r n i -vala”, theW o n d e rWorker whocouldn’t becaught, was

born as Nihal Singh in 1780 inRabbon village of Ludhianadistrict of Punjab.

A man born with a reli-gious bent of mind receivedkhande-di-pahul (baptism) tobe a member of the Khalsa andwas duly initiated as BhagvanSingh. He was a very humbleperson and truly following thetenets of Sikhism, would seedivine light in all human beingsand address them as “Ma-haraj”. This soon became an in-tegral part of his personalityand everyone started callinghim as Bhai Maharaj Singh. Hewas initially nurtured andtrained by Bhai Bir Singh. BhaiMaharaj Singh succeeded himafter his death and became the

head of the centre at Nau-rangabad. Bhai Maharaj Singhshifted to Amritsar and estab-lished his centre at Samdu kaTalab. He, along with BabaRam Singh, toured the Panjabto motivate the Sikhs to saveKhalsa raj. He led a movementagainst the British in the Panjabafter the first Anglo-Sikh war.Due to his involvement in thePrema plot to assassinate Hen-ry Lawrence, the British re-stricted his movements to Nau-rangabad and confiscated hisproperty. Bhai Maharaj, as a re-sult, went underground andwas declared not only an out-law but a reward for his arrestwas also announced.

Bhai Maharaj Singh, with600 Sikhs, continued his activ-ities against the British. In 1848he fought in the battles of Ram-

nagar, Chillianvala andRavalpindi and exhorted theSikhs to lay down their lives fortheir country. His courage evenwon him admirers from theBritish. Henry Lawrencerecorded, “Bhai MahararajSingh, a Sikh priest of reputedsanctity, and of great influence,was the first man who raisedthe standards of rebellion be-yond the confines of Multan in1848, and the only leader ofnote who did not lay down hisarms to Sir Walter Gilberts atRawalpindi.” Bhai MaharajSingh was admired by a num-ber of people and had a largefollowing. McLeod while writ-ing a report on Bhai MaharajSingh, writes, “I am convincedthat Bhai Maharaj Singh is a re-markable person. He has all theattributes of a saint.

To stem the anarchy that had come to characterise theCongress party, with state leaders sensing that all was notwell after the defeat in the May Lok Sabha election and

then switching over to the ruling party in several cases, SoniaGandhi, the matriarch, had to step in as the interim president.But that did not arrest the slide. Gandhi is seen as an astute fig-ure and commands respect. As Congress chief for two decades,she showed ideological sturdiness, and has by and largeworked on the basis of organising a consensus beyond her ownparty. Nevertheless, Gandhi can be said to be facing the tough-est test of her life. When she came on the scene with her partyfaltering and Sitaram Kesri at its helm, the BJP was not theforce it has become in the past five years. More, it did not havean equivalent of the Narendra Modi-Amit Shah team, for whichno political tactic is proscribed by established mores.

No less pertinently, the Congress is today a weak body,whose presence is no more to be felt in a large number of states.Even on a critical issue such as Kashmir, leading Congressmen— possibly preparing the pitch to jump ship and join the BJP— spoke the ruling party’s language.

Owning responsibility for the Lok Sabha defeat under hisleadership, Rahul Gandhi resigned as party president as any ho-nourable man should. But he erred in not making sure there wasa coherent succession plan through a proper organisationalpoll. He seemed in a hurry so as not to attract the dynastycharge. The party was not prepared for it, and matters becameworse on the organisational plane. Ms Gandhi stepping into thebreach was not part of the original script.

She has not been in her present position long, but thingsseem so far gone that even her formal return at the top is yet tocarry with it the message of the party being a steady ship.

From the factional warfare perspective, some of the worst-hit states are Rajasthan and Madhya Pradesh, where the Con-gress won elections fair and square late last year even as theModi magic was on display, and formed governments. In Kar-nataka, the Congress forfeited its coalition government chieflyon account of faction play by its tallest leaders who under-mined alliance partner Janata Dal (Secular).

When the so-called high command remained a mute spec-tator then, it is hardly any surprise that key state-level Congressfigures in Maharashtra are switching over to the BJP with theAssembly election only about a month away. This defines thescale of the problem that confronts Ms Gandhi. The one posi-tive to emerge is that she has patched up factional feuds inHaryana, also poll-bound along with Maharashtra.

Sonia Gandhi’s sessions with the top state leaders, heldmid-week, can produce results based only on her reputation.The aim must be to produce better results in the state polls thanis anticipated.

emerged a new politicalarrangement in Germanycalled the Weimar Republic.It lasted 14 years between1919 and 1933. It was Ger-many's first experience withdemocracy. It strove to pro-vide pellucidity to politicalprocesses including freedomof association and a free me-dia. In the 1920s, the princi-pal media vehicles in Ger-many were newspapers andthe radio. By 1932, there were2,483 newspapers, both dailyand weekly, catering to a pop-ulation of 65 million people.An atmosphere of permis-siveness and liberalism per-vaded the environment.

However, this progres-sive culture did not last long.In the latter years of theWeimar Republic, newspa-pers, particularly their propri-etors, developed a maniacalfascination with the NationalSocialists and, in particular,Adolf Hitler.

With the help of a fawn-ing media, the Nazis ascend-ed to power in Germany in1933. The Nazis wanted com-plete control of the mindspaceand the newspapers obligedthem by becoming willingcollaborators. Business-runnewspapers were rapidly co-opted as the Third Reich es-tablished itself. Most of themhappily made the transitionfrom a culture of active citi-zenry to one of unthinking

obedience. The Nazis did notnationalise Germany's news-papers. What they in fact didwas far simpler — they justbullied any remaining pub-lishers critical of AdolfHitler’s grandiose fantasiesinto subjugation and madethem sell their businesses tothose amenable to the Naziworldview. Not merely satis-fied by coercing recalcitrantnewspaper owners to partwith their establishments,they tightened control evenon the co-opted by enactingthe Editors Law -—Schriftleitergesetz — on the4th of October, 1933, thatmandated that newspapersmust proscribe any reportageintended to diminish the méti-er of the Reich abroad or athome. This ambiguous direc-tive made publishers respon-sible for bowdlerising theirown publications and ensur-ing they did not print infor-mation or opinions critical of

the Nazi government. JosephGoebbels and his Ministry ofPeople’s Enlightenment andPropaganda provided copiousdoses of Nazi lies —the orig-inal fake news — to pad theby-now-vacant columns ofnewspapers.

Not having the convictionof courage to oppose the Nazisteamroller, editors and jour-nalists who till yesterday heldthemselves out as the posterboys of liberalism willinglymarched goose step to goosestep in perfect synchronicitywith the Nazi system. Thechilling effect of this co-op-tion, cooperation and a con-scious conversion of the“conscience” best manifesteditself on Kristallnacht — thenight of the broken glass —when on the 9th and 10th ofNovember, 1938, the Nazissystematically destroyed Jew-ish property and murderedover a hundred Jews. Ger-man newspapers blacked out

Kristallnacht as if nothing hadhappened. Between 1933 and1938, the prostration of theGerman press was complete.All it took the Nazis was fiveyears to get the Germannewspapers to crawl on allfours. Mark the phrase, fiveyears.

Having subjugated thenational press, the Nazisturned their attention to theinternational media. Criticalforeign newspapers werebanned within a year of Nazisusurping power. Even largeBritish-American agenciessuch as Keystone and WideWorld Photos were forced toclose their bureaus after beingtargeted for engaging Jewishjournalists. Only those inter-national newspapers and wireagencies that conceded con-trol of their content by en-dorsing the Editors Law andforeswearing not to publishany reportage, column or edi-torial that in the opinion of theNazis may be “calculated toweaken the strength of theReich abroad or at home”were permitted to function.The Editors Law obligated in-ternational newspapers andwire agencies to hire reporterswho concurrently served withthe Nazi party’s propagandadivision.

Herr Hitler personally cu-rated the content and photo-graphs that were disseminat-ed abroad by those wire agen-cies and other internationalpublications that had madethe Faustian bargain.

In Italy, too, a similarthing happened in the wake ofthe First World War. BenitoAmilcare Andrea Mussolinibecame Prime Minister ofItaly in 1922. He dismantledall democratic institutionsand by 1925 and declaredhimself “Il Duce” — theleader. Italian Fascism restedon a tenuous balance, predi-cated by mass confidence jux-taposed with terror. The aspi-rations of this pernicious proj-ect extended not only to theexecutive, judiciary and eco-nomic organisation of thestate but had, as its most crit-ical element, the reformattingof the minds of the Italianpeople.

The Fascists believed thatthis aspect was critical to re-shaping their intrinsic inter-nalisation of Fascism in per-petuity. To achieve this end,absolute control over all ele-ments of information dissem-ination was critical. Co-op-tion of, collaboration withand suppression of the news-paper industry were, there-fore, a foremost priority. Adexterous polemicist, Mus-solini was penetratinglymindful of the linkage be-tween the perpetuation ofpower and optics. In 1929,Mussolini decreed a HighCommission for the Press. Heaverred that the said institu-tion would not interfere withthe freedom of the press.However, Mussolini’s minis-ter of justice Alfredo Rocco,carved out exceptions to even

these sanctimonious homiliesfor coming down with an ironfist on non-pliant newspapers.Loosely worded formulationssubject to the most expansiveinterpretation, namely “anyactivity contrary to the na-tional interest” and “faithful-ness to the Fatherland” wereroutinely abused to stamp outany vestiges of dissent. Thiswas, however, unnecessary,for the voluntary capitulationof the media to the Fascist en-terprise was by then completeand total.

Reporters and editorswere “stimulated” to under-stand their vocation was aservice to the nation. Theywere encouraged to believethat inculcation of Fascismamong the Italian people wastheir true calling. It has a cus-toms union with Turkeywhich has long sought EUmembership with the claimthat part of its country, theside in which Istanbul is,lies in Europe. There arealso expanding ties withformer Soviet states.

All this has a lesson forIndia. We have not beenable to use the potential ofour location in the regionand the world and ourstrength as a nation and aneconomy to establish anEU-like structure in SouthAsia. The South Asian As-sociation for Regional Co-operation (Saarc) containsNepal, Bangladesh, Pak-istan Sri Lanka, Bhutan, theMaldives and India. It has afifth of the world’s popula-tion, but the key states andkey economies here areonly three: India,

Bangladesh and Pakistan.We have some limited freemovement arrangementswith Sri Lanka, Bhutan andNepal but none with thetwo other major states. It isfair to say that if one is anon-Indian then it is easierto get a visa for Pakistanand vice versa. On the mat-ter of trade, our economiesplay second fiddle to na-tionalism. Even the verylimited cross-border tradewith Pakistan gets shutdown when there is an inci-dent. We seem happierwhen not having to dealwith one another. The ques-tion, from a purely selfishIndian point of view is:does it benefit us to have anEU-like arrangement with-in Saarc?

The answer is an obvi-ous yes. A demand slow-down in India can be cor-rected by giving our manu-facturers easier access tothe markets of Pakistan andBangladesh. The qualityand pricing of Indian goodswill make them very attrac-tive to consumers in both

nations.It is interesting that

while the leaderships ofboth Pakistan and Indiahave for long been keen thatthere be little or no trade,the business communityonly of Pakistan has also re-sisted a deeper economicrelationship. Indian busi-ness has always wanted topush the government to-wards opening up the mar-ket but business voiceshave been drowned out bythe others that want a per-manently hostile border.

We have a strange situa-tion in India at the presenttime.

We have an ideologythat is popular and in pow-er, that has for manydecades spoken passionate-ly about Akhand Bharat:The civilisational Indianstate that stretched fromKabul to Burma. But at thesame time we hate the ideaof linking up this AkhandBharat through the freemovement of Saarc citizensand goods and capital andservices through the region.

For reasons more thanone, it is truly ironic thatthe authorities of Ali-

garh Muslim Universityshould have objected to theprotests voiced by its studentsfrom Kashmir at the outragesperpetrated by the govern-ment of India and its stooge,the governor in Srinagar, ontheir land. The studentswould have been false to Ali-garh’s glorious tradition ifthey had kept supinely silent.

Before and shortly afterIndependence, the universi-ty’s campus was the stampingground for diverse politicalideologies — the Congress,the Muslim League, Commu-nists and the Jamaat-i-Islami.It is far too late in the day todemand that they confinethemselves to the lecture halls

and their dormitories. Such adiktat would go against theglobal trend of expanding thefrontiers of academic free-dom. The Supreme Court ofIndia has held that a prisonerremains a citizen even in theconfines of his jail and is en-titled to fundamental rightspermissible in the circum-stances. Surely a student doesnot stand in an inferior posi-tion to a prisoner.

Since judicial dicta do nothelp much, statutory rules arerequired. What we do need asa “permanent feature” is aprovision in all our universityacts along the lines of Section43(1) of the British EducationAct, 1986, which reads thus:“Every individual and bodyof persons concerned in thegovernment of any establish-

ment to which this section ap-plies shall take such steps asare reasonably practicable toensure that freedom of speechwithin the law is secured formember students and em-ployees of the establishmentand visiting speakers.” Theright to free speech belongs toall.

The Spokesperson said it iswrong to say that any person hasbeen given supply ordersamounting to Rs. 35 crores as thegovernment has enlisted 42 firmsfor this purpose and it is notpossible to give supply orders toany individual. He also said that asregards to purchases of equipmentsby Ayurveda Department at higherrates is concerned, the then Directorhas been charge sheeted formisconduct and causing loss to theState exchequer to the extent of Rs.39 lakh. Simultaneously, threemembers of Purchase Committeewere placed under suspension andare also being charge-sheeted fornegligence and causing loss to theState. He said the reports regardingpurchase of medicines by a Doctorin Mandi at a high rate of Rs. 16(instead of Rs. 2) is unfounded andno such instance has come to thenotice of the department. Similarly,the claim of allotting a medicineshop at Palampur is also false andbaseless since this shop was allottedto Civil Supplies Corporation in1997 and the pharmacists are alsoappointed by the Corporation. tendering has been started to ensurecomplete transparency inprocurement of all types ofmedicines/drugs, surgical items andconsumables in the healthdepartment. He said before year2018, the medicines and surgicalitems used to be procured as per therate contract finalized by theHimachal Pradesh State CivilSupplies Corporation Ltd.However, now after introducing e-tendering in August, 2018,medicines and medical equipmentsfor all the government healthinstitutions including medicalcolleges of the state are beingpurchased by the department itself.He said that e-tenders for supply ofmedicines, drugs and consumablesto the state health institutions wereinvited by the health department forthe first time in August, 2018 andthe bids were invited from themanufactures/direct importers inwhich 118 firms participated and 73qualified. All supply orders arebeing issued through Drugs VaccineDistribution Management System(DVDMS) portal to the successfulbidders by generating code of thesuccessful bidder being operated atthe level of CMOs/BMOs andMedical Superintendents. TheSpokesperson said that efforts havebeen made to bring maximum drugson rate contract and the medicinesnot available on the state ratecontract are being procured fromthe Central Public SectorUndertakings (CPSUs), ratecontract of medical colleges, ESIrate contract, Bureau of PharmaPSU of India (BPPI) rates (JanAushadhi) and also by calling localtenders.

Life remained crippled for the 42ndday on Sunday in Kashmir valley,where people are protesting againstscrapping of Article 370 and 35 A,besides bifurcation of the state intotwo Union Territories on August 5.

There are no curfew restrictions inany part of the valley today, officialssaid, adding situation was also by andlarge peaceful during the night.However, restrictions under Section144 CrPC, banning assembly of fouror more persons, continued as aprecautionary measure to prevent anylaw and order problem.

The historic Jamia Masjid indowntown remained closed sinceAugust 5 and a large number ofsecurity forces remained deployed to

prevent any demonstration.Meanwhile, train service in

Kashmir valley remained suspendedsince August 5 for security reasons.The internet service of all Cellularcompanies, including broadband ofBharat Sanchar Nigam Limited(BSNL), also remained suspended forthe past 42 days badly hittingstudents, media persons, doctors and

other professionals. However,landlines, which were restored lastweek since August 5, are working inthe valley.

Education was yet another victimof the spontaneous strike as studentscontinued to stay away from schoolthough teaching and other staffmembers are attending their duties.Universities and colleges alsoremained closed since August 5.

Shops and other businessestablishments remained crippled inSrinagar and its adjoining areas forthe past 42 days while publictransport, including the buses of StateRoad Transport Corporation (SRTC),remained off the roads. However,private vehicles were seen plying onroads in uptown, civil lines andoutskirts.

Raishtriya Krishi VikasYojana (RKVY) is being im-plemented for strengtheningthe farmer's efforts throughcreation of required pre andpost-harvest agri-infrastruc-ture, increasing their farm in-come, providing storage andmarket facilities and to planand execute schemes as perlocal farmer's needs. Underthis scheme, the state has for-mulated district agricultureschemes for the first time be-sides preparing a state agri-culture scheme for ensuringdevelopment and expansionof the farm activities. Thehorticulture, animal hus-bandry and fisheries depart-ments have also been associ-ated with this scheme. Rs.22.12 crores were spent dur-ing 2018-19 under thescheme while Rs 26.78 croreswould be spent during this fi-nancial year.

The Health and Family Welfare MinisterBalbir Singh Sidhu on Sunday launchedthe three-day Sub-nationalimmunization day (SNID) drivespecially for the migratory populationby administering drops of oral poliovaccine (OPV) to children below fiveyears at a state-level function in Balongi(Mohali) here. The target is toadminister drops to around 10 lakhchildren in the age group of 0-5 yearsacross the state. Noting that recklessburning of paddy strawcauses irreversible damage tothe texture of soil, naturalenvironment and humanhealth, a resolution waspassed by Cabinet meetingheld at Sultanpur Lodhi lastweek in which the ChiefMinister and Ministersunanimously appealed thefarmers to do away with theunhealthy practice of stubbleburning in line with

upholding the Guru NanakDev’s ideology to protectnatural resources.

Describing the seriousill-effects of stubble burning,Secretary Agriculture KSPannu mentioned that due tostubble burning, 30 kg ofnitrogen per hectare, 13.8 kgof phosphorus, 30 kg ofpotassium, 6.48 kg sulphur,2400 kg carbon and severaluseful microbial organismsare perished in fire besides

resulting in environmentalpollution.

Highly appreciating theefforts of Punjab progressivefarmers who had beenrecently honoured by UnionGovernment in New Delhifor adopting in-situ cropresidue management duringNational Conference ofFarmers, Mr Pannu alsocalled upon all the farmers toreplicate the modernpractices propagated by theseinnovative farmers so as toemerge Punjab as ‘Zerostubble burning state’.

With theconcerted efforts coupledwith whole hearted supportand cooperation fromfarmers, positive results wereforthcoming which wasreflective from the fact thatmajority of farmers wereswitching over to in-situ cropresidue management fromthe conventional paddy strawburning, he added.

Over 80 former MPs areyet to vacate their officialbungalows in Lutyens' Del-hi despite a stern warningby a Lok Sabha panel,sources said.

They said the govern-ment is contemplating totake action against theseex-MPs under the PublicPremises (Eviction ofUnauthorised Occupants)Act for their speedy evic-tion. On August 19, the LokSabha Housing Committeeheaded by C R Patil had or-dered around 200 ex-MPs,who did not vacate theirbungalows, to give up thefacility within a week anddisconnect their power, wa-ter and cooking gas con-nections within three days.

"Since the committee'sorder, most of the ex-MPshave vacated their official

bungalows. But, 82 formerMPs are, however, yet tovacate their bungalows asper a recent list," thesources told a news agency.

Sources in the LokSabha Housing Committeesaid this is not acceptableand that strict action will betaken against such formerMPs. "It was the panel's de-cision to ask ex-MPs to va-cate their official resi-

dences. Now, if some ofthem have not done so, it isnot acceptable. Strict actionwill be taken against them,"the sources in the commit-tee said.

Notices are being sentto these former Membersof Parliament, asking themto vacate their bungalowswhich had been allotted tothem in 2014, anothersource said. "If they (ex-

MPs) do not give up offi-cial bungalows, action maybe taken against them un-der the Public Premises(Eviction of UnauthorisedOccupants) Act.

"Once the eviction or-der is passed, power, waterand cooking gas connec-tions will be snapped," thesource added. According torules, former MPs have to

In Haryana, the overall crime ratewent down by 2.5 per cent in themonth of August 2019 as comparedto the corresponding period of lastyear. In addition, the cases of CrimeAgainst person and Crime againstproperty were also reduced by 1.2 percent and 4.2 per cent respectively.

While stating this here today, Di-rector General of Police (DGP), MrManoj Yadava said that a total of12,220 cases pertaining to murder, at-tempt to murder and kidnapping etc.were registered in different PoliceStations in August this year as againstthe 12,535 cases reported during thesame period in 2018.

He said that number of Crimeagainst person had dropped down to3000, which is 1.2 per cent less thanthe last year figure of 3037. Similar-ly, Police has recorded a total 3238cases of Crime against property inAugust 2019, which saw and impres-sive decline of 4.2 per cent as com-pared to the 3381 incidents of corre-sponding period of previous year.

Giving details about the Crimeagainst person, Mr Yadava said thatthe number of murder incidents wentdown to 97 from 105 whereas thenumber of attempt to murder de-creased to 87 from 96. The number ofkidnapping or abduction incidents

also saw a decline from 388 to 386,wrongful confinement from 171 to131, riots from 241 to 220 and vol-untarily causing hurt or assault orcriminal force to deter public servantfrom discharge of his duty from 121to 77.

The DGP said that there has beena check on Crime against propertysuch dacoity, snatching, burglary andtheft in the month of August 2019 ascompared to the corresponding peri-od of last year. The dacoity cases de-creased from 17 to 15, snatchingfrom 218 to 201, burglary from 768to 712 and theft incidents declinefrom 2261 to 2189.
