Letters from F.M. Burke ,. and R.D. Gorman, Ms. L.A., covering a letter from the Hon . I.l. F . Bruxner, M.L.A.,Mlinister for Transport, relative to Stop-Post Advertising Ltd., and intimating that after obtaining reports from the Commissioner of Police, it has been decided that under no circumstances could permission be given to erect Stop-Post Adver­tising Signa in this area, and no good purpose would, therefore, be served by receiving a Deputation on the subject. H;s Worship the Mayor , ' (Alderman I . E. Ryan~ J.P.), submitted a Mayoral Minute of an interview wit~ this Council's Solicitors, relative to a statement appearing in the Pros~ectus of "Crystalympic Pools (Newtown) Ltd" that "It should be noted that the Con:::;>any' s , proposal has the wholehearted support of the Newtovm Council, "which recommended th~t a reply be sent to the letter dated 13th ult . , that the Council has no power to approve of t~e Prospect"~ of any proposed Company , and the statement being untrue, is strongly objected to , and must at once be totally eliminated from the Prospectus, and no reference be made ~n any way in the Prospectus to the Newtown Council. Ald. Newnham moved that the 1:ayoral Minute be " Received", and adopted , and its recommendation be carried into effect . ;3econded by Aldenrran Pawley.

Amendment moved by Alderman Bugler , that the Mayoral Minute be " Received", and adopted , with the additionaJ. intimation in the letter, that all the Members of this Council deny having given permission for the statenent in the Prospectus objected to to be used. Seconded by Alderman Dunshea .

The voting being in favour of the Amendment , it was then submitted as the substantive motion , and declared carried.

The Health Inspector submitted his report, as contained on folios . 53/4 of the Health Inspe·ctor' s Rep ort Book, and Alderman Fleming moved that the Report be "Received", - • the applicati ons mentioned in paragraph 3 , be granted, and the recommendations in paragraph 4 & 5, be carried into effect . Seconded by Alderman Dunshea , and carried.

QUESTIONS WITHOUT NDTICE .

Under this heading, Alderman Bugler asked whether Itinerant Barber~ required to be licensed. The Health In-spector repJ:ied that the prov'i eions of Local Govt. Ordinance No.61 must be complied with by all Barbers . It was then directed that the o~eratio~s of Itiner'ant Barbers be brought under the notice of the Health Inspector .

Aldern:an :Qunshea asked that the Direction Notice to the South Sydney ~omens ' Hospital , -~otipl ., ~' at the intersection of Oxford & Alberrnarle , be renewed .

Alderman Pawley asked that the Works ' Committee inspect premises in Australia St ., with a view .t o suppressing a smoke nuisance , .and also to inspect the wall at these premises .

Alderman Fleming asked that a tu,rther letter be forwa;~elative to the fence encroaching on the footpath of Albert st.,

His Worship the Mayor intimated that these matters would be attended to .

Each Member of the Council having received a copy of the Minutes of the previous Meeting, Alderman Pawley moved that the Minutes be taken a s read, and confirmed, and signed, In seconding the motion, Alderman Solomon ~ew attention, that a question asked by him at the previous Meeting had been omitted from the Minutes; the question was, "How were the old . ~oodblocks now being taken up in King st., being disposed of", to which His Worship the Mayor replied, that the best of the blocks were being stored at the Council's Depot for future use as firewood, and those that were of no further use were being distributed by the Newtown Mayor's Felief Movement to Indigent Resident~ i~ our Municipality for use ~s firewood. His Worship the Mayor intimated that he would have this omi ssion noted, and the motion was declared carried.

Letter from the Seoretary of Crystalympic Pools (Newtown) Ltd, intimating that upon receipt of this Council's letter of the 11th inst., the o~tginal Prospectus was withdrawn, and a further one issued,' deleting the paragraph objected;t(y the Council. "Received" •

~tter from the Department of Public Health, covering the analysis of forty (40) samples of milk, all of which were found to be eorrect. "Received"•

~tter from As Gourlay & Co. Solicitors, intfmating that Stop-Post Advertising Ltd will be prep~ed to commence the erection of their Posts in this area, if suitably indemnified by this Council against any action of the Police.Dept., or other Govt. Authority. "Received".

~tter from the Secretary of the Australian Gas Light Co., intimating that the extra cost of more frequent collections of coins from Pre-payment Meters within this Municipality would not be warranted. Alderma.n Pawley moved that the letter be "Received", and turtber reconsideration of this matter be requested, and a request be made for the collections to be at least every tour weeks, instead of once every six weeks, as the loss incurred by thefts, wkieA has to be borne by Residents, who can ill-afford to make good the amount of the loss. In seconding the motion, Alderman Dunshea referred to a ~esident in Regent st., who had to make up the sum of 26/- st~len from the Meter at his premises, and the motion was declared carried.

Letter trom the Secretary of the Hospital Connnisaion of N.s.w., intimating that arrangemen have been made for the Royal Prince Alfred Hospital to daspenae the prescriptions of a limited number of Indigent Patients in this area, who are not attending the Out-Patients Dept., of the Hospital, conditional on the Medical-Attandant ot the Patient endorsing the Prescription to the effect that the Patient is indigent, and that the Prescription is to be dispensed at the Royal Prince Alfred Hospital. His Worship the Mayor, as Chairman of the Works' Committee, submitted a Report of a Meeting held on ·the 21st inst., as ·contained on folios.337/8 of the Committee's Report Book, and embodying recommendations Nos.l to 13, incl. It was Resolved that the recommendations be considered seriatum, and after consideration, Ald. Roberts moved as a covering motion, that the Works' Committee's Report be "Received", and adopted, and all recommendations contained therein be carried into effect. Seconded by Ald.Bugler,

Under this heading, Alderman Bugler, (Deputy Mayor), submitted a Report of a Conference convened by the Hornsby Council of Aldermen and Councillors representing the Councils under the control of the M.Water s. & D. Board, for the purpose of protesting against any proposed Legislation which might have the result of curtailing Local Govt. representation on whatever reconstituted or altered Body is provided for by such Legislation. That this Board of Representatives of the Municipalities ~ Shires within the area covered by the operations of the M.Water s.& D. Board, ~xpresses its emphatic opinion that the Constitution of the pre sent Board should not be interfered with, as it affirms the principle that Water and S-ewerage services a;re essentially Looal Govt. Services, and these Services, and the power to impose rates, shopld be in the hands of the direct Representatives of the Local Governing Bodies ~overed by the operations of the Board. (b). That the Aldermen & Councillors present recommend to their Councils, to urge their Parliamentary Representatives to oppose any alteration in the Constitution of the M.Water s. & D. Board. (c). That Messrs. R.T. Ball, J. Jackson, and G.C.Golland, MB.L.A., be asked to introduce the Deputation to the Premier, ~d as ~y of the Aldermen and Councillors as possible attend. (d). That ~e arrangements, for ~he Conference be left in the hands of the Hornsby Council, through its Delegates. (e). That this Meeting placefoon record its appreciation of the manner in which the Hornsby Shire Council has taken up the matter of the proposed reconstitution of the Water Board. (f). That the Chairman of the Meeting, (Ald. G.J. Baker}, be accorded a heart,y Vote of Thanks for presiding at the Conference, and his conduct of the prooeedfngs. Alderman F.B. Roberts, J.P. supported this Report, and Ald. Delve-moved that the Report <;>f the Representatives be "Received" and adopted, and they be thanked fof t~eir attendance at the Conference. Seconded by Alderman Pawley, and carried.

Ald. Roberts moved that a letter be forwarded to the Hornsby Council, expressing this Council's grateful appreciation of the efficient manner in which it had handled the ma t ter of the proposed reconstitution of the Water Board. Seconded by Ald. Bugler,and carried.

Ald. Solomon asked if any definite reply had been received from the Main Roads Dept., relative to the resumption of land at the intersection of Wilson St.,& Erskineville Road, for rounding-off the corner. The Mayor intimated that interviews had been held with the Town Clerk, and the matter was receiving the attention of the Main Roads Dept.,

Alderman Fleming drew attention to ~epairs necessary to tne gutter in Hoffman Lane, be~'~A" Regent & Wellington Sts. His Worship the Mayor said he would request the Engineer to have this matter attended to.

Alderman Delve drew attention to the condition of Alice st.,gutters, both sides, from King St., to Edgeware Road, and particularly at Clara St.,

Ald. Bugler drew attention to the portion of the roadway, at the intersection of Stanmore Road & Liberty St., which was ou~ of repair.

Ald. Dunshea asked that the work at the lower portion 'of Albermarle st., and also in Australia St,, and B~ooks' Lane, receive attention. ·

His Worship the Mayor intimated that the various matters mentio~ed would receive his attention. ,

And there being no further business, the Meeting terminated,
