A Study of the Soft Environment for the Transformation and Upgrading

Of the Private Economy in Taizhou

Abstract—Developmental environment is indispensable for the transformation and upgrading of private economy, which includes hard environment and soft environment. The transformation and upgrading of hard environment is subject to being supported by economic strength while the improvement of soft environment by various factors. According to its difficulty levels, soft environment can further be categorized into high-soft, middle-soft and low-soft. The middle-soft environment is special in that it integrates environmental factors like institutions and policies. Thus to change the three levels of soft environments, it is the key points to transform governmental functions and focus on the four elements of “middle-soft environment point”: to make great efforts to improve the governmental credibility, to make great efforts to enhance the government's implementation, to try to create a flexible and convenient financial environment and to create the appropriate talents environment of “making the best use of the talents” so as to propel the full-scale transformation and upgrading of the soft developmental environment of private economy in Taizhou.
