Abstract - it is given estimation to efficiency of thesystems of protection information resource systems of the

special purpose

The Development of the efficient system of system resourceprotection of the special purpose impossible without knowledgeof her efficiency and what image she is valued.The Factor, for which is valued efficiency of the system, and

expression for its calculation most often have a name to targetfunction of the system. The Process of the introduction to targetfunction - a formalization of the problem or defining to targetfunction.

For building of the efficient system of system resourceprotection of the special purpose necessary:

1. to formulate the purpose (the purpose or integer) operatingthe system of system resource protection of the special purpose;

2. to enter the target function - an expression (the expressions)for calculation of the factor or collection of the factors toefficiency through parameters of this system;

3. to find optimum or possible (necessary) importance factor toefficiency and fix the condition (importance parameter systems),under which this optimum is reached;

4. to develop or use the component systems (her(its)subsystem or elements), which provide determined (at leastonce, not the most worst) parameters systems.The most important factor to efficiency of the systems of
