IECQ Operational Document 011 –

IECQ System Fees

INTRODUCTION

This Operational Document (OD) sets out the fees for participation within the Schemes of the IECQ System applicable to member countries, through their IECQ Member Body (IECQ MB), Certification Bodies (IECQ CB) and Training Bodies (IECQ TB). Fees associated with approved organisations that make use of the IECQ Schemes are considered in as much as they relate to the operation of the IECQ System. These costs DO NOT cover the actual testing, assessment and certification costs of the individual bodies. Each IECQ MB, IECQ CB and TB is free to charge its own fees for its services in a competitive environment.

The IECQ System operates on a cost recovery basis to avoid placing any undue financial burden on the International Electrotechnical Commission (IEC). The “Operational Fees” referred to within this document are those fees that provide an income whereby a fully functional International Certification System for the global community can be maintained. The method or means by which IECQ MBs, IECQ CBs and IECQ TBs recover the annual fees is a matter for those bodies to determine

1 Application Fees for New Countries, Certification Bodies and Training Bodies

Application Fees are applied to Countries, candidate CBs and Training seeking to join the IECQ System and Schemes. 1.1 Application Fee for new IECQ Member Bodies (Countries)………………….. No Charge

1.2 Application fee for Certification Bodies seeking to become IECQ CBs…….. CHF 5’000

1.3 Application Fee for Training Bodies seeking to become IECQ TBs………….No Charge

NOTES:

i) The zero application fee for new TBs is in recognition of initial upfront costs of TBs to gain IECQ acceptance, e.g. RABQSA certification. ii) A new country is one that has never been a member country of the IECQ.

2 Annual Fees

Annual fees apply to countries, CBs and TBs as a means of contributing to the financing of the IECQ System. These are set out in the annual IECQ Budget and posted to the IECQ Website, www.iecq.org. Current annual fees are as follows:

3 IECQ Certificate Fee

IECQ Certificate Fees apply as follows: IECQ Certificate, yearly fee, per certificate ........................................................... CHF 100 The yearly fee applies to Certificates issued within all IECQ Schemes, with the exception to existing certificates under the old legacy schemes according to QC 001002-3, such as Qualification Approvals. For organisations with multiple sites that wish to obtain additional site Certificates, the annual charges are CHF 100 for the Main Certificate and CHF 60 for each additional site Certificate

4 Training Fee

A training fee shall apply as follows:

a) IECQ Training Certificates (per Certificate) ....................................................... CHF 100

5 Surcharges

5.1 Background

Surcharges from applicants and organisations that hold IECQ Certification whom are from non-IECQ Member Countries and locations, applies as such organisations benefit by use of the IECQ System’s deliverables in the same manner as manufacturers and suppliers from IECQ Member countries. A surcharge is seen as a way in which such manufacturers and suppliers provide a contribution towards the operating costs of the System

5.1.1 Surcharges applicable to certificates

Where either the Certificate Holder or site covered by an IECQ Certificate is located in a country/location where no IECQ MB exists, the following surcharge shall be collected by the IECQ CB, with the IECQ Central Office issuing an invoice to the IECQ CB, IECQ TB or IECQ MB for the following amount:

IECQ Annual Surcharge ............................................................ 30% of the Ann Certificate Fee

Note: The Annual Surcharge fee applies annually for new and renewed certificates issued from 15 September 2010.

5.2 Surcharges for late payment

In noting that the timely payment of invoices prevents wasting time in chasing outstanding accounts, a penalty for late payment of outstanding invoices may be applied as a means to cover time and costs in preparing reminders and chasing outstanding amounts. The fee for late payments is set at CHF 1,000 and considered a Surcharge against the IEQC MB, IECQ CBs or IEQC TBs to whom the invoice is addressed. This fee will be added to any outstanding amounts.

In such situations, the IECQ Secretariat shall issue an invoice to cover this surcharge payment.

Late payment of fees may also involve the suspension of the Body concerned, which may also include the blocking of access to issuing IECQ Certificates.

Where there are any questions concerning the application of the Late Fee Surcharge, e.g. where the IEQC CB, IEQC TB or IEQC MB has made efforts to pay the amounts but the fees have been received shortly after the deadline for payment, the IECQ Secretary in conjunction with the IECQ Chairman and Treasurer shall decide on their application.
