This routine, unannounced inspection involved twenty-five inspector-hoursonsite in the areas of safety-related 7200 volt switchgear and 480 volt loadcenter installations; safety-related wireway and wireway support installations;follow-up inspection of unrecolved item 395/79-09-02, inspec+or follow-upitems 395/78-30-02 and 395/79-09-01, and licensee identified item 395/79-02-01.

The inspection scope and findings were summarized on May 11, 1979 withthose persons indicated in Paragraph I above.
3. Licensee Action on Previous Insr-ction Findings
Unresolved item 395/79-02: Protection of cable raceways. The licenseehas performed the following actions.
Revision 2 has been issued to procedure WP-XII-01, " Cable Pulling".a.
b. Signs have been posted to alert personnel to keep off trays.
Craft personnel have been briefed on cable tray requirements atc.
safety meetings.
Revision 2 to Procedure WP-XII-01 was not considered adequate becausethis revision authorizes one person to be in a tray section under difficultconditions, but does not address the potential damage to installed cableswhich could result. This item will remain unresolved pending licenseecompletion of action and future inspection.

5. Licensee Identified Items (50.55;c))
(0 pen) Item 395/79-02-01: Insufficient cable slack to class 1E electricalequipment. The licensee has issued nonconformance notice 640E for thisitem and completed a QC inspection on all applicable cable that had beenterminated before January 8, 1979. Of the cables identified as having,,
insuf ficient slack during ti.e inspection, there are 14 remaining whichrequire final inspection and replacement, if necessary. This item will
remain open pending licansee completion of wc rk and future inspection.
6. Inspector Follow-up Items
(0 pen) Item 395/79-09-01: Separation conflict documentation. Revision 4to procedure FQCP 7.1.6, " Installation of exposed conduit and conduitsupports" has been issued for review and comment. This item will remainopen pending licensee concpletion of resolution and action.
(Closed) Item 395/78-30-02: In-place storage and house keeping. Thelicensee has closed Construction Action Request (CAR) 041 based oncorrective actions, taken by the contractor and results of recentlicensee surveillances. Corrective actions included the following.
Procedure DCC CAP VIII-03, " Cleaning, Handling and Preservation",a.has been revised and implemented.
b. A surveillance group has be<.a established to inspect plant areastwice daily and to ensure that required periodic preventivemaintenance is performed and documented on the Plant EquipmentMaintenance Log (PEML). The surveillance group also ensures thatequipment is adequately protected and preserved.
The in place storage of safety-related 7200 volt switchgear identified asXSW-IDB-ES, 480 volt load center identified as XSW-1DB2-ES, and threemotor operated valves were observed to meet procedural requirements.This item is closed.
7. Independent Inspection Effort
The installation of safety-related 7200 volt switchgear XSW-IDB-ES and480 volt load center XSW-IDB2-ES circuit breakers were inspected toensure that installations were in accordance with the following drawings.
