Emphasisetheprimaryroleofthestateintheachievementofdurablesolutionsandinprovidingaccesstootherresponders.StresstheimportanceofIDPsbeingwellinformedandfreetochoosetheirsettlementoption,andtheirparticipationintheprocessofachievingdurablesolutions.Finally,underlinethatGP30referstohumanitarianorganisationsandotherresponders.Thiscertainlyincludesdevelopmentactors.(Reference:UNGPGPs28to30;keyprinciplesonroleofIDPs)

Refertothe2013ReporttotheGeneralAssemblyoftheSpecialRapporteurontheHumanRightsofIDPs(whomade‘achievingdurablesolutions’oneoftheprioritiesofitsmandate).Structuralandoperationalimpedimentscontinuetohindereffectivecooperationbetweenhumanitarian,developmentandpeacebuildingactorstosupportdurablesolutions.WhiletheIASCFrameworkprovidesasignificanttoolforaddressingthenexusbetweenpeacebuilding,developmentanddurablesolutions,theimplementationoftheSecretary-General’sFrameworkprovidesanimportantopportunitytotackleexistingstructuralandoperationalimpedimentstosolutionstodisplacement,alongsidebroadereffortsbyStates,civilsocietyandotheractors.Thereportsetsoutdifferentrecommendationtostates,humanitarianagenciesanddevelopmentactors,amongothers.Forexample:
