The MSIS Reports and Your District I/R Plans

IDENTIFICATION AND RECRUITMENTIdentification means determining the location and presence of migrant children.  Recruitment means making contact with migrant families, explaining the Migrant Education Program (MEP), securing the necessary information to make a determination that the child is eligible for the MEP, and recording the basis of the child’s eligibility on a Certificate of Eligibility (COE). Upon successful recruitment of a migrant family, eligible children may be enrolled in the MEP.

LOCAL I/R RESPONSIBILITIES A local school district must comply with Federal and State I/R guidelines and standards.

• Provide ample time to conduct I/R activities

• Eligibility interviews should be held in the dominant language of the interviewee

• Flexible work hours

A local job description outlining I/R requirements and activities must be adopted.

• School Districts will be required to demonstrate responsibility for active identification and recruitment.

• With a 100% COE/eligibility accuracy rate. • Activities that lead to the location of all-migrant families and youth residing within

school district boundaries. • This includes networking, advertising, searching for and recruiting students outside

of the school building and in the communities wherever migrant families may reside.

A Recruiter log is required for I/R activities • RT Log must be kept at your district for 5 years for audit purposes.

Certificates of Eligibility (COE) must be completed accurately according to state and federal guidelines, and must be kept on file according to record retention requirements.

It is the responsibility of the Recruiter to conduct Identification and Recruitment.

Recruiting migrant families is a team effort.

It’s the Federal Project Director’s responsibility that the District’s Migrant Program maximizes its full potential.

Between the FPD, Recruiter and the Records Clerk the District’s Migrant Program is a pivotal stepping stone for our migrant students to reach academic freedom.

IDENTIFICATION AND RECRUITMENTPLAN ON GETTING OUT

• This is a team effort.

• It is the responsibility of the Recruiter to identify all eligible migrant students 0-21 years of age in school and out of school.

• Equipping the Recruiter with the essential monthly reports for identification of families is essential.

• Eligibility Reports are the Recruiters “Best Friend.”

• The Recruiter needs to access the Eligibility Reports on a minimum of once a month

• It is the responsibility of the FPD to empower the Recruiter to effectively conduct Identification and Recruitment in the local school district.

• Remember I/R is ACTIVE recruitment, that means going out into the community.
