• ICT investment rate
Average investment of ICT for each school is 6-10% of total educational budget, most usage is to buy facilities.
• 15 % Urban schools can reach 20-30 %
• 25% rural areas schools are only 1 %
• Some baffle / restriction factors
* Pressure for the ratio of entering higher school;
* Attention to “hardware”; not “software”;
* Leadership little attention, no detail layout;
* Lack of real encourage policy;
* Lack of meaningful resources;
* Shortage on time training (for staff) ;
* Software tools not easy to use and development

* Limited access speed of campus Net.
二、New National Plan (2011-2020) for education reform & development (Aspects of ICT in education)
Put ICT in an important position in educationBy 2020, educational modernization will be reached, forming a learning society, and entering advanced nation of human resources. ICT in education should have high priority & see as an overall national development strategy.
Accelerate ICT infrastructure for educationDigital education service system will cover most schools at all levels, with particular focusing on rural schoolsICT infrastructure & narrowing the digital gap between the urban & rural schools.
Highlighted development of quality education resourcesstrengthening the development and application of high-quality education resources, innovating online teaching mode & other means for sharing of resources, with special emphasis on “continue to promote distance education in rural schools”.
High attaches great importance to ICT applicationFor teachers: "raising ICT level, updating teaching ideas,
changing methods & improving effectiveness". For students: "encouraging for using ICT tools for active learning, independent learning & increased using ICT to solve problem capabilities”. For whole community: "speed up popularization & application of ICT in all aspects”.
Pay more attention to use ICT in managementTo build national education management information system & set up national public service platform, speed up the process of school management information and promote the Government's education management information.
Implementation of the National Education Information Project
Put forward to organize and implement 10 major projects, one of which is the "National Education Information". To improve student/computer ratios in basic education, each classroom can carry out multimedia teaching; build a national database of digital learning resources & public service platform for schools at all levels; build an education quality, resource allocation & graduate employment status monitoring and analysis system.

How can from point to wide realize popularization & improvement of using ICT in education?
How can effectively train teacher, and most teachers be involved in using ICT in teaching process?
How can high quality educational resources be shared?
How to improve the effectiveness of ICT investment, especially scale benefits?
How to keep a persistence development of ICT application in education?
Turns: From base establishment (infrastructure) turns
to practical use efficiency
From one aspect turns to multi-layers for teacher training
From surface use turns to real improvement of student learning
From few schools turns to whole region
From short-period consideration turns to a persistence development plan
My points: Practical usage as precondition or first thing Multi-layer teacher training as regularity task High quality resource sharing as footstone Scale benefits as essential Improving quality of teaching & learning as core Persistence development as a target
Solutions: Educational Technology Region Boosting(ETRB), Project
Make out a detail layout (based on the region condition), implementation blue print, & setting up a special organization
Digital teaching platform should be installed in each school
Three layers training will be organized: Leadership Power; ICT Charge; Master-hand of subject.
Some research projects: Teaching models under ICT environment; Predominance match each other between ICT & tradition methods; Effectiveness of ICT in teaching & learning;; Evaluation of students’ pullulating process using ICT;; Teachers’ ICT professional development;; School-self curriculum development based on ICT.
