CAMBODIA - SKYE PROJECT (SOCIETY OF KHMER YOUTH ENTREPRENEURS)
ICS (Investing in Children andtheir Societies) strives towardsa better future for children inrural Africa and Asia. Through itsprojects and programs, it builds
on a sustainable growth in welfare and wellbeing
by simultaneously investing in economic and socialopportunities and needs. The central building blocksof the work of ICS are social business, child protectionand skillful parenting.
The issue
Cambodias youth represents seventy percent (70%)
of the population (World Bank; 2007). The Cambodian
youth faces a lot of problems. This is why it is the Khmer
Youth Entrepreneurs (SKYE) projects goal to support the
active engagement of children and youth in promoting
and advancing social and financial education and sexual
and reproductive health rights.
SKYE (Society of Khmer Youth Entrepreneurs)
SKYE was developed based on ICSs mission to
contribute towards a caring and enabling environment.
An environment where children can grow up their fullpotential. Children and young people are given roles as
civic actors and drivers of change.
The main goal of this project is to support the
sustainable increase in the active participation of out of
school and-in school youth. This is in the provinces of
Oddar Meanchey, Banteay Meanchey and Siem Reap.
To realize the above mentioned goal, activities willbe undertaken in three major phases:
Phase I
Participatory Action Research (PAR) camp: in-school
and out-of-school youth, with leadership potentials,will attend a 3-day action research to explore social
issues and realities from their own perspectives.
They will identify their interest, skills and capacities
and find ways on how these are used in an
entrepreneurial way to address the social issues.
The PAR camps introduce the youth to basic social
and financial concepts and skills through experiential
learning activities such as the '5 USD challenge'
and 'business games', which are important towards
pursuing their long-term goals.
Phase 2
The same participants of the PAR camp will
meet again after two to three weeks. Creating
opportunities for social involvement and to establish
their own SKYE chapter. SKYE members will showthe results of the 5 USD challenge and discuss about
what went well and what went wrong. The whole
exercise would result into:
1 social activities creating learning experiences
2 SKYE chapters established
3 youth peer facilitators identified
4 potential plans for social enterprise identified
5 SKYE members will show the results of the 5 USD
challenge and discuss about what went well and
what went wrong.
Phase 3
Youth leaders and members of the established
SKYE chapter will make long term plans for social
enterprises. To start a social enterprise, they are
supported through training and networks with other
support organizations and grants and loans. Allactivities in this phase would result to:1 SKYE members capacity built through various
training programs.
2 Established SKYE chapters are linked to other
organizations that can support them in their
chosen social enterprise.
3 SKYE social enterprises are successfully
established and managed by members.
Objectives:
The main objective is the establishment of a solid
and dynamic youth association; SKYE. An association
that facilitates the youths continuous participationcreating and managing change within their immediatecommunity. In doing so, the following objectives will be
met by the SKYE project:
25 Participatory Action Research activities are
conducted in different districts in the provinces of
Oddar Meanchey, Banteay Meanchey and Siem
Reap.
25 SKYE-chapters the different districts for theprovinces of Oddar Meanchey, Banteay Meanchey
and Siem Reap.
2500 young people joined training courses covering
life skills and vocational skills. They participate in
multi-level development activities in their immediate
community.
30 SKYE sub-chapters with feasible plans for
business enterprises are given support through
loans. This enables them to establish or further
develop their enterprise. Linkages and partnership are established to provide
youth wider opportunities to participate in changes
and development in the society.
Strategy
1 Provide opportunity for youth engagement through
Participatory Action Research (PAR).2 Providing structural support through establishment
of SKYE.
3 Providing training support to SKYE members.
4 Providing financial support in the form of loans
to SKYE chapters with feasible plans of business
enterprises.
5 Exploring linkages and partnership for SKYE
members.
