1. Introduction

The biennial International Conference on Coasts, Ports and Marine Structures (ICOPMAS) is

organized by Ports and Maritime Organization of Iran. The conference has its roots dating

back to 1990 hosted at Tehran University.

"ICOPMAS" creates an established forum for discussion and debate on science and

technology in all areas of coastal and ocean engineering.

This conference aims to become a leading conference in providing a platform for exchanging

new ideas and information and gathering scholars from all over the world to develop new

collaborations and foster the strategic and economical technology and management

systems.

The 12th International Conference on Coasts, Ports and Marine Structures (ICOPMAS 2016)

was held during 31st Oct. – 2nd Nov. 2016 at Olympic Hotel, Tehran, Iran gathering

innovative academics and industrial experts from 37 countries. During this conference, an

ideal environment was provided to meet experts from different international maritime

organizations, associations, universities and consulting engineers to create a better

understanding of the current challenges in maritime engineering and providing better

solutions by using both theoretical developments and practical applications.

2. Venue

The conference was held in Tehran Olympic Hotel with direct access to the major highways

and airports of Tehran. Its exclusive location provides a fantastic view of the mountains and

is conveniently located close to the Azadi international lake and Chitgar forest park.

5. Paper Submission This year 426 papers have been received on topics lying within the scope of the

conference and were reviewed by the scientific committee. The number of 131 papers has been qualified for the oral presentation and 88 poster presentations from the overall number of 219 accepted papers. The presentations and poster session took place in the halls of Olympic Hotel in which a favorable environment was provided for networking and sharing new ideas. The good access to the hall and exhibitions provided an opportunity for the attendees to make the best from the conference and use the most of the ideas have been presented.

6. Participants

Numerous researchers, scientists, engineers, managers etc. from every part of the globe including but not limited to Afghanistan, Australia, Azerbaijan, Bangladesh, Belgium, Bulgaria, Canada, Croatia, Czech Republic, Denmark, England, France, Germany, Ghana, Greece, Indonesia, India, Italy, Ivory Coast, Japan, Jordan, Korea Republic, Malaysia, Netherland, Norway, Oman, Pakistan, Philippines, Poland, Romania, Russia, Singapore, Spain, Sri Lanka, Sweden, USA and Venezuela attended to make this conference a most memorable technical event with more than 1200 attendees from 37 countries.

7. Opening Ceremony

The grand hall of Olympic Hotel was the venue for the opening ceremony of 12th International Conference on Coasts, Ports and Marine Structures. The ceremony took place on the morning of 31st October and was honored to have Dr. Akhundi Minister of Road and Urban Development of Iran, Eng. Saeidnejad the president of Ports and Maritime Organization, Deputy Minister of Road and Urban Development, former PMO presidents, relevant governmental and executive authorities along with national and international scientists, professors, researchers and experts in the field of coasts and ports engineering.

7.1. Eng. Mohammad Reza Allahyar

Eng. Allahyar, as the secretary of 12th ICOPMAS, delivered an opening address to the audience by describing the goals from the first ICOPMAS was held 26 years ago until now with an emphasize on the main topics of this conference presentations.

He expressed his sincere thanks to all those who made a contribution to ICOPMAS 2016 including keynote speakers, moral sponsors, scientific committee members, executive committee, authors and other participants from 37 countries. He extended his thanks to the PIANC President and the Secretary General of IALA for their presence.

Another part of the speech covered the detailed program and schedule of the different sections of the conference.

Eng. Allahyar brought out the remarkable achievements of ICOPMAS including the successful unveiling of the “Atlas of Ports and Maritime history of Iran” and launching the “National Network of Physical Monitoring and Marine Data”.

The Secretary of ICOPMAS also declared that the conference is online broadcasted at the website in English, Persian, Russian and Arabic and it would be available for everybody from everywhere to follow the whole program.

7.2. Eng. Mohammad Saeidnejad

Deputy Minister of Roads and Urban Development, and Managing Director of Ports and Maritime Organization of Iran, and ICOPMAS President started his speech by welcoming the guests and said: “You have presented the message of your cooperation and coordination to the Iranian people.”

He added: ”Having 5800 kilometers of coasts and 17 residential islands, Iran has a suitable situation for International, political, economic and social cooperation with adequate marine facilities.”

Mr. Saeidnejad outlined the persistent efforts on Integrated Coastal Zone Management (ICZM) and expressed his hope for further success in the current projects. He assured that the required Iranian legislations and regulations would effectively assist PIANC in the region.

Another subject discussed was that PIANC can be surely benefited from the active cooperation and scientific participation of Iranian experts in developing guidelines and standards.

He pointed out the fact that Iran is the "regional security anchorage" and the considerable efforts of Iran to spread that stability and safety to other countries and regions as well:

"An excellent advantage of the Iranian economy is the existence of some 400 million people in the hinterlands of Iranian ports, who mainly live in land-locked countries that may only access free waters through Iran."

The final remarks covered the laudable enthusiasm of major international shipping companies to return to Iranian ports and resume cooperation after the sanctions were lifted. It was mentioned that the existing maritime facilities, rail and road transportation in the country can provide quick and easy cargo transit.

7.3. Mr. Geoffroy Caude

Mr. Caude started his speech with a short history of ICOPMAS since it has begun its work in 1990.

He also declared how much he was impressed with a large number of participants and prestigious keynote speakers from 37 different countries.

Mr. Caude briefly described the role of PIANC as an international non-political and non-profit organization where governments, universities and engineering or public works companies can network and share their experience and knowledge on the waterborne

infrastructures along with organizing international conferences such as ICOPMAS and setting out guidelines or reports.

He emphasized the need for adequate and strong national sections in PIANC to strengthen the scientific and technical cooperation with considering logistical, economic and environmental issues. He also pointed out that each international event and AGA, as a peaceful approach, provides an opportunity to introduce the lifestyle, culture and beauties of the host country.

The speech was ended with the declaration of the candidacy of Iran to organize the 10th PIANC-COPEDEC conference together with the 14th which is an important milestone in the history of PIANC and its expansion in this part of the world.

7.4. Dr. Sourena Sattari

The Vice President of Science and Technology of Iran started his talk with the importance of recognizing the Iranian potential of specialist human resource in the field of coasts and ports and the growing interest and support of the Iranian government for the new generation of scientists, technicians, and engineers.

Dr. Sattari mentioned that Iran currently has more than 4.5 million students and has the 5th place for the number of engineering graduates in the world; however, the lack of marine activities and communications is still observed.

The Vice President of Science and Technology continued: “An innovative participation of experts, students, consultant engineers and contractors is able to fulfill the marine potentials of this country."

He mentioned that the “Project of Marine Monitoring and Prediction” is one of the important and effective accomplishments in Iran. He also added: "The Scientific Deputy pays attention to the customers in national master plans of technology and considers their presence in the functional process as one of the most significant characteristics of this program. In fact, in several aspects of this project, the customers have expressed their satisfaction with the plan."

Dr. Sattari finished his speech with: "These technological projects are the result of the proper point of views of experts. Providing a suitable forum is the best way to support new companies to develop”.

Meanwhile, the Master Plan of "The National Technology of Marine Monitoring and Prediction Network" has launched and started operation with support of Vice President of Science and Technology and cooperation of Ports and Maritime Organization, and with presence of Dr. Abbas Akhoundi, Minister of Roads and Urban Development, Eng. Mohammad Saeidnejad, Managing Director of Ports and Maritime Organization, Mr. Mahmood Sheikh Zeinoddin, Deputy of Commercialization and Innovation of Vice President of Science, Mr. Peyman Salehi, Director of National Master Plans, and Mr. Modarres Hashemi, President of Isfahan University of Technology.

The Memorial Stamp of this event was also signed and sealed. The book of Persian Maritime History was unveiled by the coordination of Ports and Maritime Organization and the University of Tehran. This book covers detailed information of seas and ports of the country since 3000 B.C. until the 2010s.

7.5. Dr. Abbas Akhoundi

The Iranian Minister of Roads and Urban Development started his speech by welcoming the guests and mentioning the importance of the marine culture in Persian history. The expression was continued by the discussion on the critical geostrategic role of Iran in providing the solutions for the political issues of the Middle East.

He said that nowadays Iran becomes an independent marine power and has the great improvements in the field of coasts and ports. He expressed his happiness about hosting of PIANC-COPEDEC 2020 by Iran and appreciated new friendly communications with different nations and new links for scientific innovations.

He emphasized the importance of the marine economy and the willingness of the Iranian government to share knowledge and experiences with modern marine societies.

He introduced 17 shipping lines in Iran, launched after the “Joint Comprehensive Plan of Action”, by which different national and international companies and corporations started working successfully.

He continued: "In addition to developing sea ports, we need to integrate the concept of international corridors and multi-modal transport in the agenda of cooperation among ports,

rails, roads and airways. For the time being, multi-modal transport is possible in the sea ports of this country, and their connection to the Central Asia, China, the Russian Federation and West would incubate an unprecedented network in this region."

7.6. Admiral Habibollah Sayyari

The speech of Commander of the Islamic Republic of Iran Navy focused on the economic importance of the marine structures and coastal engineering. The subject was opened by mentioning the 90% percent dependency of world trades on waterways and how Iran can have access to the Indian Ocean and other parts of the world by one of the best waterways, Makran port. He explained that according to Iran’s great geopolitical role in the world, it is mandatory to expand its maritime activities by focusing on significant resources of the country.

The general conclusion from this subject was the influence of the marine economy on modern era and a development plan for the coastal resources and marine engineering which was proposed by the commander.

8. Conference Exhibition

The exhibition consisted of two different halls with 52 booths allocated to different national and international organizations, consulting engineers, contractors and all other participants.

10. Presentations

Presentations took place at four halls with simultaneous interpretations from Persian to English and vice versa.

The Conference was also covered via online broadcasting on http://live.pmo.ir to provide everybody the chance to follow the conference from anywhere.

There were totally about 2630 minutes of presentation, including 2405 minutes for paper presentations and 225 minutes for keynote speech.

12. Closing Remarks

The 12th International Conference on Coasts, Ports and Marine Structures has ended its work in the evening of 2nd November at the grand hall of Olympic Hotel.

Grand Hall hosted many participants and the main core of the conference including Eng. Saeidnejad as the president of the conference, Eng. Mohammad Reza Allahyar as the Secretary of the conference, Mr. Francis Zachariae as the Secretary General of IALA and Dr. Soltanpour as the Chair of Scientific Committee.

12. 1. Dr. Mohsen Soltanpour

As the Chair of Scientific Committee, Dr. Soltanpour presented a quality report of the presentations. He introduced the Scientific Committee members and other individuals who are dedicated to success the scientific aspect of the conference. Finally, he acknowledged all those who made a contribution in this international event and hoped to see the further success of this productive conference.

12.2. Mr. Francis Zachariae

It was the first time for Mr. Zachariae to visit Iran. The Secretary General of the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) said: “All of us enjoyed the hospitality and the Organization of this fantastic conference. I would also express my gratitude to ICOPMAS Secretariat especially Eng. Allahyar. He and his team were everywhere to help the guests.”

The talk was followed by the description of IALA, its plans for new communications with Iran and the benefits of this organizational connection. He mentioned that the primary goal of IALA in Iran is to harmonize the navigations and to access the worldwide standards which in turn, need more meetings and conferences to share ideas and negotiate about the important issues.

Once again he thanked ICOPMAS because of inviting IALA as a moral sponsor at 2016 conference and hoped to attend ICOPMAS 2018 as well.

12.3. Mr. Freddy Wens

Mr. Wens started his talk with focus on organizing PIANC-COPEDDEC every four years. He spoke of the 9th conference in Brazil as a huge success with more than 460 participants (300 from developing countries) and 150 presentations.

He also mentioned the PIANC –COPEDEC constituency to hand over the flag to the representative of I.R. IRAN for hosting the 10th in Nov 2020 together with 14th Conference on Coasts, Ports and Marine Structures. He added that the active mission of the event is to provide an international forum where coastal and port engineers form developing countries can exchange knowledge and experience among themselves and with their colleagues from industrialized countries and to enable the developing countries to have a sustainable human resource pool of coastal and port development professionals.

Mr. Wens expressed his happiness and surprise by the great diversity and high scientific quality of all presentations. He continued his talk by calling ICOPMAS 2016 as a great success in providing a proper forum not only for the experts in coastal and port engineering in IRAN and the Persian Gulf region but also for the engineers from all around the world. 12.4. Eng. Mohammad Saeidnejad

The ICOPMAS President and the Deputy Minister of Roads and Urban Development, and Managing Director of Ports and Maritime Organization of Iran stressed on the favorable results of the “Joint Comprehensive Plan of Action”. He expressed his hope for the future gatherings bring together all the experts in the field of port and coastal engineering such as what happened during the ICOPMAS.

Mr. Saeidnejad also brought out the subject of Iranian potential and appropriate conditions for being the PIANC’s regional headquarters. He asked PIANC to benefit from the Iranian potential in their working groups to meet their joint regional goals. He emphasized on establishing PIANC-COPEDEC Secretariat in 2017 and the essential efforts to be done for another successful conference in 2020.

A conference feedback survey was provided and was available at the website. The participants were encouraged to fill out the questionnaire survey to help the conference committee for the future plans and better meet the needs of the attendees. 132 forms were filled in total.

14. Cultural Tours

ICOPMAS Secretariat organized special cultural tours for Keynote Speakers, Foreign Scientific Committee and Foreign Authors of the Conference to visit three different cities with the most tourist attractions in Iran chosen by participants.

14. 1. Isfahan

Isfahan was the most visited city between tour choices. 16 Participants decided to visit Isfahan after ICOPMAS 2016. Prof. Robert Kirby, Prof. Dano Roelvink, Mr. Francis Zachariae, Prof. Adrian Gittenberger, Prof. Gerald Higelin, Prof. Toshiyuki Asano, Dr. Jiri Kadlec, Dr. Ahmad Sana, Dr. Issa Al-Harthy, Dr. Mahad Baawain, Mr. Sarmad Salahuddin, Mr. Marc Vila, Mr. Francisco Sarrias, Mr. Akio Nagayama, Mr. Frederic Laget and Mr. Jason Hale were the participants of Isfahan tour. They visited several tourist attractions including historic buildings and modern places of Isfahan. Mr. Reza Sohrabi, Mr. Mohammad Hosseini and Dr. Mohsen Soltanpour accompanied the visitors on this trip.

14. 2. Qeshm Island

The Secretary General of PIANC, Mr. Louis Van Schel and the IOC Chief of PIANC-COPEDEC, Mr. Freddy Wens preferred to visit Qeshm Island with the accompanying of Eng. Mohammad Reza Allahyar as the Secretary of ICOPMAS and Mr. Shoushtarizadeh. Other people at Qeshm tour were Prof. Magnus Larsson, Dr. Hiroshi Takagi, Dr. Miguel Esteban and Dr. Takahito Mikami. Qeshm, the mysterious dolphin-shaped Persian Gulf Island with its natural beauties and amazing cultural heritage provided a great stay for conference guests.

14. 3. Shiraz

Mr. Mehdi Shadi and Mr. Rasoul Ghanbari accompanied eight People including Prof. Michael Risk, Prof. Jacqueline Michel, Prof. Lawrence Sanford, Prof. Herman Ligteringen and his wife, Prof. Jun Sasaki, Dr David Nemazie and Mr. Linos Cotsapas to visit Shiraz. Shiraz, a city steeped in culture, history and poetry is always a great destination for the tourists; our guests mainly enjoyed exploring the beauties of the city, and the story of historic significance can be read from this amazing city which was the host to Iran’s capital many times.
