What is ICNDT?

• ICNDT is an international not-for-profit organisati on registered in Vienna

• Members are the national NDT Societies – around 50 i n total• Members elect a Chairman and Executive Committee to manage

affairs and a Policy and General Purposes Committee to advise on strategy

• ICNDT chooses the NDT Society/country to run the Wo rld Conference every four years

– Shanghai 2008– Durban 2012

• ICNDT carries out activities in accordance with a S trategic Plandeveloped with its members

• 50 years since first official meeting 1960 - 2010

• NDT is an overhead activity, often with no perceive d added value• Value comes from the avoidance of cost, risk and po tential

accidents•Avoid economic and human catastrophe such as Gulf o f Mexico

• More clearly perceived value when NDT or condition monitoring is used to permit life extension, or reduction of s tatutory outages, or to permit planes to fly

Globalisation of NDT activities

• Design, building and operation of plant is globali sed• Safety, reliability and availability of plant and m achinery

depends on the whole supply chain of companies and contractors all around the world, each with their o wn NDT personnel

• Industrial companies procure equipment and material s from wherever is most cost effective, increasingly from developing countries, using local NDT services working to the contract standards

• Construction may be by home personnel or by teams f rom third countries

Conclusions• Lots of detail differences beween these standards bu t few of

great significance• Many ought to be resolvable by discussion and compr omise• None would any prevent mutual recognition• Conclusions advised to ISO and CEN• Support joint Working Group of ISO and CEN - done• ICNDT to seek liaison membership of TC135 - done

ISO/CEN Joint Working Group on harmonisation of EN4 73 and ISO 9712

• Excellent progress– key differences between the standards analysed, exp erts

discussed how these can be resolved in a harmonised standard.

– None of the differences were considered sufficientl y important to prevent mutual recognition

• In the meantime, the JWG declared– “Notwithstanding the detail differences between the present

versions of ISO9712 and EN473, the competence of ND T personnel certified according to these standards is considered effectively equivalent.

– It is the employer’s responsibility, prior to issue of the authorisation to work, to check that an individual’ s certification (EN473 or ISO 9712) and any additiona l employer-administered job-specific training and exa mination are adequate for the NDT tasks to be executed.”

Complementary activities of ICNDT

• 60% response• 71% of respondents were ICNDT members who operate I SO9712

schemes and comply with ISO17024 (60% so accredited )• 96% would participate in a ICNDT Global MLA• 85% would consider ICNDT approval of Certification Bodies as

an addition or alternative to accreditation
