1. INTRODUCTION

The purpose of the Voluntary Disclosure module is to record and track potential violations that are voluntarily disclosed to EPA. Users can track information about disclosure policy determinations and facilities associated with the disclosure as well as penalty reduction and resolution information.

The Voluntary Disclosure technical specifications were developed from existing requirements and design documentation, as well as current functionality in production.

The following sections comprise the technical specifications. These include:

2. USE CASES

The following use cases address the interaction between a user and the system. Scenarios for specific functions of the module are presented and the user input and system response are described in detail. Screens can be referenced in the Prototype in Section 4.

Table 2-1, Voluntary Disclosure Use Cases, lists the use cases for this module and whether they have been updated for streamlining.

2.1 VOD01 Add Voluntary Disclosure─Web Only

Assumptions: None.

Preconditions: The user is an authorized user and has successfully logged into the system.

VOD01 Add Voluntary Disclosure─Web OnlyStep User Input Step System Response

Basic Flow1 User chooses to add a Voluntary

Disclosure from either the ICIS Home Page or the List Voluntary Disclosures screen.

2 System displays the Voluntary Disclosure Search Facilities screen.

3 User initiates a search for Facility Interests to link to the current Voluntary Disclosure by:• Entering the search

criteria• Optionally selecting the

sort order of the search results

• Indicating the desire to search.

4 System displays the Voluntary Disclosure Link Facilities screen on which is listed each Facility Interest that matches the entered search criteria.The Facilities are grouped by FRS ID. Each Facility Interest has a selection checkbox, while each FRS Facility does not. If there is no FRS ID, the Facility Interests will be displayed in rows under a heading that indicates there are no corresponding FRS IDs.

4.1 If no Facility Interests are found that match the search criteria, the:• System generates an error message and rejects the

transaction• Use case continues at Step 3 for entry of new search

criteria unless the user cancels or exits the transactionElse• Use case continues at Step 5.

5 User selects one or more Facility Interests and indicates the desire to link them to the current Voluntary Disclosure.

6 System displays the Add Voluntary Disclosure screen.• Facilities is auto-populated with the Facility(ies) linked

in Step 5 (not editable on Add).• Region defaults to the user’s region and is not

editable except by Headquarters users.• Electronic Disclosure is not editable.

• Either Disclosure Under Audit Policy or Disclosure Under EPA’s Small Business Policy (<100 Employees) must be selected (i.e., checked).

Post Conditions: When a Voluntary Disclosure is linked to a non-ICIS/non-NPDES Facility Interest (e.g., RCRAInfo, CERCLIS), the system will copy the Facility Interest's record from the frs_facility_site table to the icis_facility_interest table so that it can be linked to the Voluntary Disclosure.

5 System validates the data entered based on the edit checks defined in the Data Mapping and the following business rules:• Date Violations Disclosed must be less than or equal to

Referred by Another Office, is selected (i.e., checked), and vice versa.
