1. INTRODUCTION

The purpose of the Voluntary Disclosure module is to record and track potential violations that are voluntarily disclosed to EPA. Users can track information about disclosure policy determinations and facilities associated with the disclosure as well as penalty reduction and resolution information.

The Voluntary Disclosure technical specifications were developed from existing requirements and design documentation, as well as current functionality in production.

The following sections comprise the technical specifications. These include:

2. USE CASES

The following use cases address the interaction between a user and the system. Scenarios for specific functions of the module are presented and the user input and system response are described in detail. Screens can be referenced in the Prototype in Section 4.

Table 2-1, Voluntary Disclosure Use Cases, lists the use cases for this module and whether they have been updated for streamlining.

Disclosure from either the ICIS Home Page or the List Voluntary Disclosures screen.

2 System displays the Voluntary Disclosure Search Facilities screen.

3 User initiates a search for Facility Interests to link to the current Voluntary Disclosure by:• Entering the search

criteria• Optionally selecting the

sort order of the search results

• Indicating the desire to search.

4 System displays the Voluntary Disclosure Link Facilities screen on which is listed each Facility Interest that matches the entered search criteria.The Facilities are grouped by FRS ID. Each Facility Interest has a selection checkbox, while each FRS Facility does not. If there is no FRS ID, the Facility Interests will be displayed in rows under a heading that indicates there are no corresponding FRS IDs.

4.1 If no Facility Interests are found that match the search criteria, the:• System generates an error message and rejects the

transaction• Use case continues at Step 3 for entry of new search

criteria unless the user cancels or exits the transactionElse• Use case continues at Step 5.

9 System validates the data entered based on the edit checks defined in the Data Mapping and the following business rules:• Date Violations Disclosed must be less than or equal

to the current date.• The field, Office, must be entered if the field,

Disclosure Referred by Another Office, is selected (i.e., checked), and vice versa.

• Either Disclosure Under Audit Policy or Disclosure Under EPA’s Small Business Policy (<100 Employees) must be selected (i.e., checked).

• The field, Disclosure Under Audit Policy, cannot be selected (i.e., checked) if the field, Disclosure Under EPA’s Small Business Policy (<100 Employees), is selected (i.e., checked), and vice versa.

• The field, Date of Resolution, must be entered if the field, Resolution, is entered, and vice versa.

• Date of Resolution must be less than or equal to the current date.

• Date Violations Disclosed must be less than or equal to Date of Resolution.

• If Rationale for not applying the Disclosure Policy is entered, then Percent or Amount of Gravity-Based Penalty Waived must be equal to zero.

Post Conditions: When a Voluntary Disclosure is linked to a non-ICIS/non-NPDES Facility Interest (e.g., RCRAInfo, CERCLIS), the system will copy the Facility Interest's record from the frs_facility_site table to the icis_facility_interest table so that it can be linked to the Voluntary Disclosure.



2.2 VOD02 Edit Voluntary Disclosure─Web Only

Assumptions: None.

Preconditions: The user has conducted a Voluntary Disclosures search and is positioned on the List Voluntary Disclosures screen.

VOD03 Delete Voluntary Disclosure─Web OnlyStep User Input Step System Response

Basic Flow1 User selects a Voluntary

Disclosure from the List Voluntary Disclosures screen and indicates the desire to Delete.

2 System prompts the user to confirm the desire to delete the selected Voluntary Disclosure and lists any activities linked to that Voluntary Disclosure.

3 User confirms the desire to continue to delete the selected Voluntary Disclosure.

4 System determines whether the Voluntary Disclosure is linked to one or more activities or Facility Interests.

4.1 If any activities or Facility Interests are linked to the Voluntary Disclosure, the system removes the link to each activity and/or Facility Interest, but does not delete any of the activities or Facility Interests to which the Voluntary Disclosure was linked.

5 System deletes the Voluntary Disclosure record and its child records (e.g., Sub Activities).

6 System redisplays the Search Voluntary Disclosures screen.

2.4 VOD04 Link/Unlink Facility─Web Only

Assumptions: None.

Preconditions: This use case is a subset of VOD02 Edit Voluntary Disclosure─Web Only. Through this use case, the user has already navigated to the Edit Voluntary Disclosure screen and indicated the desire to Link or Unlink Facilities.

Basic Flow1 System displays the List Facilities screen, which lists all of the

Facility Interests that have been linked to the selected Voluntary Disclosure.

2* User indicates the desire to link Facilities.

3 System displays the Facility Search Criteria screen.

VOD04 Link/Unlink Facility─Web OnlyStep User Input Step System Response

2.1.1 User indicates the desire to unlink Facilities from the Voluntary Disclosure by selecting one or more Facility Interests from the list and indicating the desire to unlink them.

2.1.2 System validates the Unlink Facility transaction based on the following business rules:• A Voluntary Disclosure must have at least one Facility

Interest associated with it.• The selected Facility Interest(s) cannot be unlinked

from the Voluntary Disclosure if the Voluntary Disclosure is in a Pipeline and the selected Facility Interest is the only Facility Interest that is in common in the Voluntary Disclosure’s Pipeline.

2.1.2.1 If the Unlink Facility transaction is invalid, the:• System generates an error message and rejects the

2.5 VOD05 Add/Change Citations─Web Only

Preconditions: This use case is a subset of VOD01 Add Voluntary Disclosure─Web Only and VOD02 Edit Voluntary Disclosure─Web Only. Through those use cases, the user has already navigated to the Edit Voluntary Disclosure screen.

VOD05 Add/Change Citations─Web OnlyStep User Input Step System Response

Basic Flow1 System displays the Citations List screen, which shows all of the

Citations that have been added to the selected Voluntary Disclosure.

2* User indicates the desire to add a Citation.

3 System displays the Add Citations screen where the user can enter new Citations. The Title field of the first row is defaulted to ‘40 CFR’ and is editable.

4 User enters Citations data and indicates the desire to Save.

selected Sections and the Sections that are available to be added to the Voluntary Disclosure.The available values for Sections are filtered based on the value(s) selected for Federal Statutes.The values displayed in Law Sections are the Enforcement Action Law Sections instead of the implied Compliance Monitoring Law Sections. Voluntary Disclosures still belong to the CMM Activity Group. Therefore, the display occurs on the application side, not the database side.

2* User selects one or more Sections in the Available Sections box and indicates the desire to add it to the Voluntary Disclosure.

3 System removes the selected Section(s) from the Available Sections box and displays it in the Selected Sections box.
