WELCOME@One of the most important norms of measuring nations’ development and their ascending in the ranks of civilization is by measuring the efficiency of their educational system to see their extent of achieving a well-qualified and well-trained society. This can be achieved through education and by creation of graduating

generations of highly qualified experts. This generation can change the society to a better standard and accomplish the highly expected standards in civilisation. Holy Quran refers to this fact (39, Verse:9): ‘Say! Can those who know be equal to those who do not?!’.

To achieve this noble objective, the ICIS has profoundly focused on attracting highly qualified educational staff and recruiting efficient administrators as well as implementing the most up-to- date educational approaches and programmes.

One of the outstanding qualities of the ICIS is that it has based its study programmes on a solid background of the deeply rooted Islamic heritage (reflected in Sharia) along with the modern academic culture. As the ICIS has been established in the United Kingdom, it’s students have been able to understand Western society and the way to convey a balanced Islamic dialogue, which eventually blends them in this society.

We sincerely work and hope that we will succeed in carrying out the ICIS mission in spreading knowledge and achieving the highly expected level of advancement in civilisation.

Background

The ICIS was founded in London in 1988 as a charitable organisation (Charity registration No. 802651), with the sole aim of participating and helping in the education of Islamic Sciences and related modules all over the world through local colleges.

The first college was established in London in 1990 and the Face-to-Face teaching started in 1991 with the Islamic Law (Sharia) Programme.

In 1998 The ICIS became a member of the Federation of the Universities of the Islamic World (FUIW), an offspring of ISESCO. The Federation signed an agreement with the ICIS in 2001 to uplift the educational quality of member universities in the Islamic World.

ICIS has signed several agreements of cooperation and accreditation exchange with many Islamic and Arab universities such as The University of Cairo, Al Mansoura University, Damascus University, Kuwait University, Koufa University, the high institute of Islamic Civilisation in Wahran, Algeria, Salah Aldin University, and finally with Dhi Qar University in Iraq.

In the undergraduate programmes, ICIS delivers two modes of study: face-to-face, and distance learning, see pages 11 & 13.

Postgraduate studies (MPhil and PhD) started at the ICIS in the academic year 1995-1996. The adopted method in postgraduate studies is "by research", a method adopted by most British universities.

The research topic is agreed between the supervisor and the student after the approval of the dean of the Postgraduate Department.

Throughout the research period students will be required to attend the regular research seminars, conferences, and will be required to give a seminar about their research progress to staff and fellow students.

This department is meant to complete the ICIS mission in graduating highly qualified students who are able to create and research in the fields of the Islamic and Human Sciences and in emphasizing the contributions of these students to solve the problems that the contemporary societies face.

The Administrative and Academic Boards

1. Trustees Trustees of the ICIS consist of three elected members according to the trust deed, their responsibilities include:

Securing the necessary budget.

Co-ordination of programmes with other universities and research centres in order to raise awareness about ICIS and participation in their activities.

Administering the overall activities of the ICIS such as expansion policies and joint ventures with other institutions.

Supervising the activities of the Principle

2. Academic Board (A.B.) The job of this board is to supervise the overall educational performance of the ICIS activities. Members of this board are directly appointed by trustees from distinguished scholars of traditional Islamic circles, eminent teachers from Islamic universities, higher religious institutes, and the Faculties of Humanities.

Academic Board functions are to:

Appoint the Board of Examiners.

Appoint the External Examiners for the programmes of study.

Set out the External Examiners role, authority, duties and rights.

Review and amend the decisions of the Board of Examiners in respect of a student’s assessment and/or award.

Academic Board may require from the board of examiners to reconsider any or all of its decisions in respect of it’s assessment of students.

Academic Board may publish any or all associated decisions of the Board of Examiners.

3. Board of Examiners (B.O.E.) The BOE's job is to set the policies for setting up exam questions, examination dates, marking procedures, supervision of exams, and quality control of the examination results. The Board of Examiners comprises of:

1- Head of Department / Dean (Chairperson)

2- Ex-officio: Vice Principle Deputy Vice Principle Registrar Dean of faculty

3- Programme leader/ Director

4- Tutor (where appointed)

5- Internal Examiners (IE)

6- External Examiners (EE)

3.1 Constitution The Board of Examiners is constituted under the authority of the Academic Board.

3.2 Functions The Board of Examiners' functions include: 1- Recommending students who have fulfilled the programme of study to

the required standard for the award. 2- Determining the grade, “Excellent, Very Good, Good, Pass, Promoted

and Fail”. 3- Assessment of the written examinations. 4- Assessment of final year dissertations. 5- Making sure that the learning outcomes achieve the required standard. 6- Assess and approve the examination papers. 7- Approving the titles of thesis for both undergraduate & postgraduate

levels.

3.3 Duties: Chairperson duties

Arrange meetings. Corresponding and communicating with External Examiners. Recording of decisions and recommendations of the Board of

Examiners.

Internal Examiners duties Preparation of draft examination papers. Preparation of assessment schemes. Marking scripts. Assessing thesis.

4. External Examiner ICIS considers that the appointment of an External Examiner is one of the most important ways of ensuring high quality standard and that the programmes of study it runs are academically sound and in the same level of other similar higher education institutions.

The main duties of the External Examiner are to: Act as moderator between the internal examiners where there is

disagreement on marking.

Review the fail and top marks.

Involve in decisions that will result in expelling a student.

If the External Examiner considers that a student has engaged in cheating or plagiarism, he should report him to the chairman of the Board of Examiners.

The External Examiner should produce a report at the end of the academic year on the programme(s) for which he is an examiner.

Objectives The main objectives for establishing the ICIS are:

1- Providing the opportunity to as many students as possible who intend to obtain Islamic Sciences at university level.

2- Contributing in finding the highest international quality of Islamic research and methodology.

3- Reducing the costs of higher education study as much as possible.

4- To promote intellectual debates and understanding of Islam and muslims in the present world.

5- To be a source of knowledge to a diverse multicultural world.

Undergraduate Studies

Face-to-Face Learning

The Face-to-Face Islamic law (Sharia) programme was running in London from 1991 until 2003.

In 1999, due to the difficulties students faced in getting visa as well as the costs of living in the United Kingdom, the face-to-face programme was transferred to Damascus, Syria.

In the Face-to-Face learning, students have to attend classes for more than 80% of the total class hours per annum.

For the other 20%, students are free to choose to attend class or refer to the course books, other resources and references assigned for them by ICIS.

Students would sit exams at the ICIS premises on specific dates, as set according to the annual exam timetable.

The final assessment will be allocated as follows:

10% for the first term exam

10% for the second term exam

10% this mark is to be estimated by the tutor in terms of the student’s class participation and the research report student submitted for their chosen module.

70% for the final exam, after the final exam has been done, the exam papers are to be marked with confidential numbers, folded and stamped and later marked at the main premises of the ICIS.

There are 210 days in the academic year. The executive board of ICIS arranges the holidays and anniversaries and other occasions according to the country concerned.

Distance Learning Due to increasing number of the applications received from students world wide, ICIS is committed to accept a limited number of those every year to maintain it’s educational and academic level. Also, due to the many problems that prospective students faced to come to London such as obtaining visa, high living and travel expenses, ICIS decided to implement a programme for distance learning, since 1995.

Students who are studying via distance learning are provided with full programme materials such as books in addition to Lectures in audio and video on USB memory sticks.

The distance learning students sit for their final supervised exam at the end of each academic year at the local centres assigned by ICIS in their countries, provided the total number of students reaches 30. Otherwise, students should sit the exam in the nearest local centre or in the main centres of ICIS.

Advantages of distance learning:

1- Enables students to complete their study without contradiction with their work or career.

2- Lower cost than face-to-face learning.

3- No cultural or family conflicts as students will be staying in their native country.

4- Access to education from anywhere, at any time.

BA Level (4 Years)

Islamic Law (Sharia) Programme This programme provides sound teaching of Islamic Law (Sharia or Fiqh) based on modules taught at traditional seminaries of Najaf and Qum but in modern formats and standards. Modules in this programme include Hadith (tradition) Derayeh (comprehension), Rejal (Authenticity of Narrators), Schools of Philosophy, Arabic literature, English, Qur'anic Sciences, History of Jurisprudence, Islamic History, History of Religions and Faiths, and Research Methodology.

The programme spans over four academic years, each consisting of 42 weeks, minimum of 80% attendance is mandatory.

Law and Comparative Jurisprudence Programme This programme provides normal academic syllabus of International Law with an extra emphasis on its comparative study with Islamic laws.

Such programme is useful for those who want to get involved in practices where Muslims are involved or have to deal with Islamic states.

The programme spans over four academic years, each consisting of 42

Admission requirements 1- Fluent in Arabic. Those candidates whose first language is not Arabic

are required to have a good command of Arabic, up to the University standard.

2- Candidates should have a Baccalaureate (Secondary, high school certificate) or a similar qualification which ICIS accredits. The UK standard would be to have three A-Levels of grades CCC or the equivalent. Mature students are also welcome to the course.

3- Letter of reference.

4- Four (4) photographs.

5- Completed application form.

6- Photocopy of his/her passport

7- The enrolment fees in full or an instalment of these fees.

Student’s Documentation The documents sent to ICIS become the property of ICIS and are necessary for our records management and auditing purposes, therefore cannot be handed back to the student in case they decide to withdraw from study.

Language of Instruction Arabic is the teaching language at the ICIS. The student must be competent in Arabic as all lectures, tests, dissertations and researches must be done in Arabic; and English is one of the modules.

Attendance Students have to attend all classes and their absence without authorisation should not exceed 20% of the scheduled timetable.

Study withdrawal If you choose to withdraw from your programme of study, you will need to complete a withdrawal form, which is available from the admission office.

If you withdraw from your programme of study within the first month of the academic year, you will be charged 25% of the tuition fees.

Study Suspension By suspension, you can put your study “on hold” or “freeze” until the next academic year.

Once your circumstances changes and you are able to rejoin your programme, you can inform the admission office to re-activate your registration.

If Student’s application for suspension has been approved, student can rejoin his programme at the start of the following academic year, or if he/she has passed, the first term modules, he can rejoin at the start of the second term.

Suspension of study may be granted for up to one year in the first application.

Suspension of study shall not prolong the maximum period allocated to complete the programme, which is 6 years.

If you choose to suspend your programme of study, you will need to complete a “suspension form” which is available from the admission office.

Study termination Attendance is vital and compulsory. Students are required to attend all classes to:

- Develop and progress their education.

- Fully informed about their study programme.

- Contribute in discussions with tutors and other students.

- Prepare for assessments.

Student’s attendance will be monitored and recorded.

If a student has not attended his/her classroom for more than 20% of the programme hours, it will be assumed that he/she has withdrawn from the study programme and the director of the programme will report to the

registrar to terminate his/her acceptance from the college and the UK boarder agency will be informed about the termination of the student due to his/her non attendance.

Re-admission Students who have suspended their study, have the right to re-enrol and continue their study after submitting a re-admission fee.

Graduation Students who fulfil the graduation requirements of the four years programme will be granted a diploma equivalent to BA at the end of their study.

Students who fulfil the graduation requirements on the two years programme will be granted a higher diploma at the end of their study.

These requirements are:

Passing all modules required for graduation according to the study plan in the teaching programme adopted by ICIS.

Submitting the graduation research and passing the Viva.

Paying all tuition fees.

Undergraduate Fees

Application Fees ICIS charges £100 for processing student’s application. This fee must be included with the application or it will not be processed.

Tuition Fees ICIS charges an annual tuition fees, to cover the cost of tuition, examination and graduation. Tuition fees are payable at the start of the programme.

Fees can be paid in instalments agreed, and the student should commit to the dates of paying these instalments fees.

Students will not be allowed to attend classes in cases where they have not paid the first instalment or the whole amount of the tuition fees.

ICIS has the right to cancel the student enrolment in cases they have not paid the tuition fees.

Students who have not paid all tuition fees will not be allowed to sit for the final exams.

Fees Refund Policy

1. The application fee is not refundable for any reason. 2. Exam fees are non-refundable in case the student does not take the final

exams. 3. Students have the right to withdraw from study within the first four

weeks of commencement of study. In this case, the tuition fees will be refunded after deducting 25% as administration charges.

4. If the student decided to withdraw after the first month of study has commenced, he/she will not have the right to refund any part of the tuition fees paid regardless of his/her circumstances.

5. If ICIS decided to stop or cancel one of the programmes of study for a certain reason, all study fees will be refunded.

Assessment Assessment is by examination and assignment

EXAMINATION

Face-to-Face Learning After allocating the exam dates, students sit for the supervised exams at ICIS exam centres according to the exam time-table. The final mark will be evaluated according to the following percentages:

10% for the first term exam

10% for the second term exam

10% assignment for a module chosen by the student.

70% for the end-of-year exam.

Distance Learning

The final mark will be evaluated according to the following percentages:

10% for the 1st term assignment.

10% for the 2nd term assignment.

80% for the end-of-year exam.

Examination appeals: Students have the right to object to the given mark of any module by sending a written letter, requesting a review of their exam paper.

When the letter of objection is received, the exam department will review the marked paper to make sure that there was no mistakes in the marking calculation or the presence of unmarked questions. Later the student will be informed about the results. In case the student still wants to object to the reviewing, the exam paper can be re-marked after the student has paid the relevant fee.

Examination Rules:

Students have the right to postpone the exams of all modules after notifying the registrar in writing at least one month before the exam date; otherwise, the student will be considered a failure due to no attendance.

Distance learning students who have postponed their exams to next year and have enrolled before April of the same academic year, should pay another enrolment fee.

Students who did not sit for the exams in the first session in any module and have an acceptable reason, can sit for the same in the second session of exams, in September.

Students can not be transferred from one year to the next if their postponed and/or failed modules from the previous year exceed three modules.

Total period of study should not exceed 8 years.

Examination Instructions: 1. Writing with a pencil is not allowed.

2. Module materials such as books and notes, etc. are not allowed in the exam room.

3. Mobiles are strictly forbidden in the exam room.

4. Talking with other examinees is not permitted during the exam.

5. Leaving the exam room during the exam is not allowed, except for supervised bathroom breaks.

6. Students should leave the exam room immediately after finishing the exam.

7. Exam papers that do not include the required information will not be marked.

8. Students must sign the attendance sheet before the exam starts, otherwise the student can be considered absent.

9. The student who has postponed module(s) should inform the exam supervisor and should not enter the exam room.

Plagiarism and Misconduct: In cases where a student is caught cheating during the exam by the exam supervisor, his case will be raised to the disciplinary committee of the ICIS, which will take a decision towards the student who has cheated in accordance with the exams rules. The penalty may be expelling the student from the ICIS.

Passing (Success) Grades:

Excellent: 90 - 00% Very Good: 75 - 89% Good: 65 - 74% Pass: 50 - 64% Failure: 0 - 49% Transferred: Students who have passed most of the modules but failed

up to three modules are considered transferred. These students should re-sit for the same modules in the following year(s).

ASSIGNMENT

Yearly Assignment (Face-to-Face) The objective of writing essays (approx. 10 pages each) during each academic year is to familiarise students with writing research findings and avoiding its pitfalls.

Graduation Assignment The objective of performing a graduation research as well as essays is to enable students to use the methods and mechanisms of writing an academic research and to be qualified for graduation in their final year. At this stage, students will be able to:

Choose the title for their final year dissertation

Set the outline of the dissertation plan

Use the right resources for their dissertation

Collect the required academic materials

Write the dissertation in a proper and professional way

Exam Centres:

Please check the exact location of your exam centres very carefully, and we strongly advise that you familiarise yourself with the location well in advance, to ensure you allow yourself plenty of time to get there before your exam starts.

For distance learning students a list of the exam centres as well as the exam time-table will be sent to the student three month in advance. Exam time-table will also be published on ICIS’s website.

b: Exam Centres for Distance Learning students:

There are over 30 exam centres around the world, located in Europe, USA, Canada, Australia and the Middle East.

An exam centre is set-up when the number of examinees exceeds 30 students. If for some reasons there is no exam centre in one country, the student has to sit in an exam centre nearest to him/her.

POSTGRADUATE STUDIES

Introduction The Doctor of Philosophy (PhD) is the highest academic level at the ICIS. It requires extensive and extended study as well as intense intellectual effort. To earn a PhD, one must choose a research problem, which lends itself to a study at PhD level, demonstrate mastery of the literature on the module, use a rigorous methodological design, do extensive research on other similar works, and offer new ideas or confirm existing but not fully settled ideas. The research findings should clearly contribute to the knowledge in the field be valid, credible and reliable.

ICIS started its postgraduate programmes (MPhil transferable to PhD level) in the academic year 1995-1996.

The adopted method in postgraduate studies is the British method. This depends on research, tutor’s supervision, presenting seminars and a final viva as the case is in most of the well-known universities in Britain.

Vision Our vision is to contribute to the knowledge and methodology of research in Islamic studies in all aspects concerning Muslims and their needs. We are proud to have produced a spectrum of well-written thesis in different fields of human sciences.

Mission The postgraduate department is meant to complete the ICIS mission in graduating highly qualified students who will be able to contribute and research in the fields of Islamic and human sciences. The selection of topics is aimed at solving the problems of contemporary problems our societies faces.

In addition, graduating with high level qualification such as MA and PhD will qualify the students to teach in universities and work in research centres and other academic institutions.

The Postgraduate Programmes

MPhil level: Prospective student should suggest to the postgraduate board a certain topic for his/her research. Then, the academic board will study the topic. In case the board agrees on the topic, the student will be asked to provide a research proposal of 1000 words, once the proposal is accepted, a supervisor will be assigned to the student who can then starts his research. At the end of the year, students should submit their dissertation with at least 35,000 words, excluding the table of contents and appendices.

PhD level: Students who have successfully passed their MPhil level can pursue their research at the PhD level. However, where students have been granted MA degree from other universities, it is possible to be accepted on the PhD level directly. The dissertation for this stage must be of 75,000 words, excluding the table of contents and appendices.

Applicants are required to have a BA or MA degree from a recognised university or accredited institution of higher education with a minimum “Good” grade.

An approved photocopy of the academic qualifications he/she has in addition to the marks record.

Two academic references from two of the applicant’s previous university tutors / academics.

Enrolment procedure A. Applicants should fill the application form and submit it along with all

required documents to the Postgraduate Registrar of ICIS. The registrar will then submit the file to the Academic Board for approval. If the submission is not approved, ICIS will not return the submitted documents to the student.

B. The most important aspect of the application is the choice of research titles. Students should carefully select three topics for their research at the time of application. ICIS will select one of the three and upon conveying it to the student; he/she should submit a research proposal of 1000 words detailing his methodology of research, resources, main Chapters, etc.

C. Applicants can submit applications at any time of the academic year. Final acceptance will be announced either on the first of February, May, or October. Accordingly, the beginning of the academic year is determined. The tuition fees of the following years are calculated from that date forth.

ASSESSMENT

Academic Supervision A. Assign a supervisor is the responsibility of the ICIS academic board.

B. In some cases, two supervisors may be assigned: one for the speciality and the other for the methodology of research.

C. In case the supervisor was not able to carry on his duty, ICIS will assign a replacement.

D. During the first year, students may be required to undertake some formal research training.

E. Students are required to participate in seminars to give a brief account of their research progress to staff and fellow students.

Contacts between supervisor and the student A. Students should meet their supervisor at least twice a term, in

addition to regular contact via mail, email, etc.

B. The supervisor will submit a report on the students research progress to the head of the postgraduate department at the end of each term.

Submission + Viva

A. The thesis is eligible for submission according to a report submitted by the supervisor/s after completion of the required period to the board of postgraduate studies showing that the thesis is valid for Viva.

B. The student should prepare five binded copies of his/her thesis: two for the members of the discussion committee, one for ICIS, another for the supervisor and the fifth for the student. These copies will be studied by the discussion committee and the date of discussion will be confirmed.

C. The Viva committee includes:

The place of Viva The Viva will be held at ICIS headquarters in London. In some exceptional cases, Viva can be held in the country where the student lives or closer country.

The postgraduate registrar coordinates with one of the available centres universities in order to finalize the matter.

Graduation Certificate The student will be granted a certificate equivalent to MPhil or PhD after fulfilling the following requirements:

1. Passing the Viva

2. Submitting a corrected copy of the dissertation to the postgraduate department.

3. Paying all outstanding fees.

General rules:

Students should not commence working with their tutors until they have paid the first instalment of the fees or the total fees.

ICIS has the right to cancel the student’s enrolment in case he/she has been late in his / her fee payments for more than six months.

Students have no right to participate in viva unless they have paid the total tuition fees.

Replacement of graduation certificate can be issued only on a payment of a fee of £100.

Library

The library is one of the most important sections in I.C.I.S., because it provides the student with various references. This assists both undergraduate and postgraduate students with their research and study.

The library contains around 5,000 books on modules like: Islamic sciences, human sciences such as fiqh, Qur'an, Hadith, Beliefs, Religions, Creeds, History, Philosophy, Education, Law, Arabic language, Literature and so on.

The library also includes a vast selection of specialised academic journals. This attracts students and non ICIS members to attend the library and find information unavailable in other libraries.

Administratively, you will need to obtain an ID card from your college and then you will need to register with a member of the library staff.

Students may borrow up to 4 books for an initial period of 2 weeks. Books under no conditions should leave the library.
