3.3 A Development Plan for Ice Hockey in Dumfries and Galloway to cover the period 2002-2004 has been prepared by the Ice Hockey Development Co-ordinator in partnership with Leisure and Sport colleagues, National Governing Bodies (Scottish Ice Hockey Association and Ice Hockey UK) and local clubs. The Plan closely reflects the development ethos at national level and, importantly, bears close synergy to the themes highlighted at local level within the Leisure and Sport Strategy for Dumfries and Galloway 2001 - 2005.

It is intended that a formal launch of the Ice Hockey Development Plan will take place

4. Financial Implications The existing funding package has now been secured for a further two year period to cover 2003/2004 and 2004/2005. At the commencement of the final year of funding, officers will review future funding arrangements and undertake discussions with national and local partners with a view to securing funding for the continuation of the post.

5. Staffing Implications The delivery of the Ice Hockey Development Plan will be met within existing staff resources.

6. Policy Implications The Ice Hockey Development Plan and the associated initiatives link to the Council’s Corporate Policies of Inclusion, Lifelong Learning and Quality of Life.

The Ice Hockey Development Plan for Dumfries & Galloway 200212004 is one in a series of sport specific plans which Dumfries & Galloway Council is presently producing in conjunction with a number of local and national partners.

The aims and objectives detailed within the Plan show a clear structure and pathway for the sport within Dumfries & Galloway in the years ahead. Importantly, the Plan also reflects developmental needs at local and national level. In this respect, the support of the local ice hockey clubs is also not only appreciated but essential if the aims and objectives detailed within the Plan are to be delivered effectively.

In September 2002, the Council appointed the regions' first Ice Hockey Development Co- ordinator who, in consultation with Ice Hockey UK is now developing a region wide Ice Hockey Development Scheme to be supported by a comprehensive coach education programme. The result of this work will be that the development of ice hockey in Dumfries & Galloway will afford local players the opportunity to participate and develop to their maximum potential. The appointment of our Ice Hockey Development Co-ordinator is also the first in a Scottish local authority and further strengthens the commitment that both the Council and its partners have towards the sport.

The Ice Hockey Development Plan offers an excellent opportunity to introduce this exciting sport to an even wider cross-section of the community, linking with the Council's Leisure & Sport Strategy for Dumfries & Galloway and Scotland's National Strategy for Sport - Sport 21 , with the common aims of increasing opportunities in sport and physical recreation at all levels, building sporting communities where more people are more active more often.

This development plan has been formulated as a direct result of the desire by those working in the sport at local level to enhance the structure and development of ice hockey from foundation through to excellence level. Through a partnership approach to ice hockey development the themes outlined within this plan will be implemented by the Council and monitored on a regular basis.

The Ice Hockey Development Plan seeks to coordinate, develop and promote accessible opportunities for participation in ice hockey at all levels.

AIMS AND OBJECTIVES

The aim and objectives of the Dumfries & Galloway Ice Hockey Development Plan incorporate all the major aspects of the Dumfries and Galloway Leisure and Sport Strategy.

The overall aim of this development plan is to:

Foster and promote organised Ice Hockey in Dumfries & Galloway’

The objectives for ice hockey in Dumfries & Galloway are as follows:-

1. To promote development opportunities involving more players in ice hockey in Dumfries & Galloway by:

0 Promoting ice hockey in schools (both within and outwith the curriculum). Ensure clear structures are in place that emphasise the pathway from participation in the Learn to Play programme through to competitive ice hockey. Encouraging recreational play.

0 Tackling the problem of teenage dropout. 0 Identifying target groups under represented in ice hockey and designing programmes to

meet their needs. Improving coach deployment.

2. To ensure the quality of venue by

0 Utilising existing ice availability to its optimum level Identifying possible additional ice time.

0 Developing existing facilities to provide the best sporting and recreational opportunities. Ensuring safety is the number one priority.

3. To increase the standard and number of active coaches in the area by:

0 Increasing the number of structured coaching opportunities in Dumfries & Galloway. Increasing the uptake of coaching courses. Increasing the awareness of coaching courses.

STRUCTURE & FACILITIES

A review of the current ice hockey structure and facility was undertaken to identify potential opportunities for both the development of ice hockey and the existing resources that can be utilised to promote growth in the region.

LeaguelCompetitions

Dumfries & Galloway has three junior age level ice hockey teams, one senior ice hockey team and one recreational ice hockey team all playing games under the Scottish Ice Hockey Association league and game structures.

Coaches in the Region

There are a number of active coaches in the region, and a further contingent of inactive qualified coaches, representing an important resource in the development of ice hockey. However, the majority are qualified to a basic level. There are opportunities for coaches to progress through the SlHA coach education programme.

Facilities

Dumfries and Galloway is in the fortunate position of having an excellent ice arena that can be utilised for ice hockey development. The Dumfries Ice Bowl is a purpose built facility that is able to host National standard ice hockey.

Main Recommendations for Action

The main recommendations for action resulting from the review of the current structure are:

Continue to foster the support of the Scottish Ice Hockey Association for coaching development. Utilise the experience of coaching knowledge within the Dumfries Ice Hockey Clubs. Promote the reputation of Dumfries Ice Hockey Clubs across Scotland as successful in producing players particularly at junior level. Utilise coaches with some form of coaching qualification throughout the region. Utilise the excellent volunteer base at the Dumfries Ice Hockey Clubs. Promote ice hockey coaching awards to address the shortage of coaches with qualifications above Level 1. Utilise the expertise of the Council Sports Development Team to promote ice hockey development. Utilise the recently appointed sport specific Ice Hockey Development Co-ordinator to actively promote the development of ice hockey within the region.

TARGET GROUPS

The Dumfries & Galloway Leisure & Sport Strategy 2001-05 states that:

“All members of the local community have the right to take part in and enjoy Leisure & Sport opportunities”.

The Leisure & Sport strategy identifies a number of groups who need to be more actively encouraged and supported to participate in leisure and sport activities. Local authorities have an important role to play in tackling this problem; the need to work with community groups to tackle social equalities is highlighted. Initiatives will focus on such target groups in an attempt to promote leisure and sport on their behalf by providing opportunities to allow them to participate.

Rural Deprivation

Individuals living in rural locations have long been recognised as being at risk of exclusion from leisure and sport activities through geographical and economic constraints. The ‘Rural Action Plan’ can be utilised to aid the promotion of inclusion through forming rural partnerships with local comm u n it ies .

Main Recommendations for Action

Target schools located in areas that are rurally deprived. Price should be monitored ( it should not be a barrier to participation). In partnership with the Council’s Ride 4 Free Scheme provide transport opportunities for young people to travel to leisure and sport facilities.

Women and Girls

Sport 21 recognises the need to support the continuing participation of teenage girls in sport.

Main Recommendations for Action

Actively encourage the promotion of ice hockey for girls at school visits and at Dumfries Ice Bowl and local leisure centres.

People with Disabilities

People with disabilities may face a number of barriers to their participation in sport and have a number of specific needs that must be recognised and addressed to encourage and support continuing participation in leisure and sport activities. Such issues include access to facilities and ensuring venues provide suitable opportunities for disabled athletes.

COACH EDUCATION

In order to ensure that all aspects of Ice Hockey development remain sustainable it is essential to provide the foundations of a structured approach to a coach education programme. If the desired goal of ice hockey players progressing to international level is to be achieved, we cannot rely on the goodwill of well-intentioned volunteers alone. Through the provision of a comprehensive range of locally delivered Scottish Ice Hockey Association courses, the standards of coaching in Dumfries & Galloway will be greatly enhanced. Through raising awareness of the educational opportunities and providing increased support to coaches, the overall aim is to ensure that those individuals involved in coaching ice hockey in Dumfries & Galloway are well equipped to enable players to reach the highest levels in the sport.

Recommendations for Action

Recommendations for action in relation to Coach Education development are:

Ensure that all coaches in Dumfries & Galloway are aware of the SIHA Coach Education scheme and encourage achievement of formal coaching qualifications. Identify persons who have the ability and willingness to be future coaches. Establish a database of coaches. Ensure that good practice guidelines are distributed to all active coaches. Establish Coach Database. Ensure ongoing training and coach education updates. Secure external funding for coach education.

This development plan seeks to detail the way ahead for ice hockey development in Dumfries & Galloway. Ice Hockey Development in Dumfries and Galloway has a positive future and the strong emphasis placed upon partnership working will undoubtedly ensure that development takes place within a sustainable environment.

The new Learn to Play scheme demonstrates that all agencies involved in ice hockey development are committed to providing the best possible opportunities for players in our region.
