Two other equally criticalinvestments are also needed: roads and electricity, without which there cannotbe a modern economy. This extremefree-market ideology also called structural adjustment went against thepractical lessons of development successes in China and the rest of Asia. Practicaldevelopment strategy recognises that public investments - in agriculture, health,education, and infrastructure - are necessary complements to privateinvestments. The World Bank has instead wrongly seen such vital publicinvestments as an enemy of private sectordevelopment. Whenever the banksideology failed, it has blamed the poor for corruption, misman- agement, or lackof initiative.
