Rural Housing

Housing is one of basic requirements for human survival. For a shelterless

person, possession of a house brings about a profound social change in

his existence, endowing him with an identity, thus integrating him with his

immediate social milieu.

The Ministry of Rural evelopment is implementing !ndira "waas #o$ana

%!"#& with a view to providing financial assistance to the rural poor living

below poverty line for construction of pucca house. The details of the

scheme along with its performance are given below'

Indira Awaas Yojna (IAY)

The (overnment of !ndia is implementing !ndira "waas #o$ana %!"#& since

the year )*+-+ to provide financial assistance for construction /

upgradation of dwelling units to the below poverty line %012& rural

households belonging to the scheduled castes, scheduled Tribes and freed

bonded labourers categories. From the year )**3-*4, the scope of the

scheme was extended to cover non-5cheduled 6astes and 5cheduled

Tribes rural 012 poor, sub$ect to the condition that the benefits to non-

56/5T would not be more than 478 of the total !"# allocation. The

benefits of the 5cheme have also been extended to the families of ex-

servicemen of the armed and paramilitary forces 9illed in action, 38 of

the Houses are reserved for the rural 0elow 1overty 2ine physically and

mentally challenged persons, From :77-7; onward, funds and physical

targets under !"# are also being earmar9ed for 012 minorities in each

state.



<nder the scheme, financial resources are shared between the centre and

the states on a ; ' : basis. 5ince, reduction of shelterlessness is the

primary ob$ective, ;8 weightage is given to housing shortage and :8

to the poverty ratios prescribed by 1lanning 6ommission for state level

allocation. For district level allocation, ;8 weightage is given again to

housing shortage and :8 to 56/5T population of the concerned districts.

=n the basis of allocations made and targets fixed, district Rural

development "gency %R"s&/>illa 1arishada %>1s& decide 1anchayat-

wise number of houses to be constructed under !"# and intimate the

same to the concerned (ram 1anchayat. Thereafter, the (ram 5abha

selects the beneficiaries, restricting its number to the target allotted, from

the list of eligible households from the 1ermanent !"# ?aitlists. @o further

approval of the higher authority is required.

The ceiling on construction assistance under the !"# has been enhanced

w.e.f. ).4.:77+, Rs.:, 777/- to Rs.3,777/- per unit in the plain areas

and from Rs.:;,77/ - to Rs.3+,77/- in hilly/difficult areas. For

upgradation of 9utcha house, the financial assistance has also been

enhanced from Rs.):,77/- to Rs.),777/- per unit. !n addition, The

Reserve 0an9 of !ndia has been requested by the Ministry of Finance to

include !"# houses under the ifferential Rate of !nterest %R!& scheme

for lending upto Rs.:7,777 per unit at an interest rate of 48.

Further, the dwelling units should invariably be allotted in the name of a

female member of the beneficiary household. "lternatively, it can be

allotted in the name of both husband and wife. =nly in case there is no

eligible female member in the family, the house can be allotted in the

name of an eligible male member.



The 5anitary latrine and smo9eless chullah and proper drainage are

required for each !"# house. 2atrine could be constructed separate for the

!"# house on the site of beneficiary.

The construction of the houses is the sole responsibility of the beneficiary.

Angagement of contractors is strictly prohibited.

@o specific type design has been stipulated for an !"# house. 6hoice of

design, technology and materials for construction of an !"# house is the

sole discretion of the beneficiaries.

"bout )+).) la9h houses have been constructed under !"# since

inception of the 5cheme with an expenditure of Rs.3*77.4) crores %upto

Performance during the year 20070!

uring :77;-7+, the 6entral allocation for Rural Housing

was Rs.473::.;7 crore. The target for construction/upgradation of !"#

houses was :).:; la9h. "gainst this target, )*.++ la9h houses were

constructed/upgraded by incurring an amount of Rs.4+.7) crores

%including 5tate share&.

The 6entral allocation for :77+-7* under the !"# is Rs..4.;; crore for

the target of constructing/upgrading :).:; la9h !"# houses. =ut of this,

an amount of Rs.)*4.4+ crore has been released as part of first

installment and ++;* houses have been constructed so far, %upto
