Certificates for organizations certified under ISO/TS 16949 must be transitioned to IATF 16949 by means of a transition audit. IATF 16949 refers to and takes into consideration the full extent of the structure and requirements of ISO 9001:2015, and also incorporates additional requirements tailored to the automotive industry. Schedule and timeframe IATF 16949 was published in October 2016, with the publication of certification rules following in November 2016. Prior to a transition audit, organizations will need to integrate and implement the changes in their quality management systems. Auditors must acquire authorization to perform audits according to IATF 16949 by passing an examination. February 2017 is therefore regarded as a realistic starting date for transition audit. In August 2016 the ISO (International Organization forStandardization) and IATF announced the replacementof ISO/TS 16949:2009, the most frequently used global standard for quality management in the automotive industry, with IATF 16949. Certificates for organizations certified under ISO/TS 16949 must be transitioned to IATF 16949 by means of a transition audit.

IATF 16949 refers to and takes into consideration the full extent of the structure and requirements of ISO 9001:2015, and also incorporates additional requirements tailored to the automotive industry.

In order to ensure continuity of an organization’s certification status, the total time required for the closure of non-conformities and the issuance of the certificate should be taken into consideration when a transition audit is planned. As all ISO/TS 16949:2009 certificates expire on 14 September 2018, final transition audits to IATF 16949 should be completed by May 2018.

Performance of the audit, audit timeTransition audits must be performed during the regularly scheduled audit timeframe, within the above timeline. For organizations with upcoming surveillance audits, the transition audit can be held -3 / +1 month(s) around the audit due date. For those with upcoming re-certification audits, the transition audit can be held -3 / +0 month(s) around the audit due date.

The time required for a transition audit from ISO/TS 16949 to IATF 16949 corresponds to that of a re-certification audit. Prior to the transition audit, a document review will be performed at a minimal additional audit time of four hours. The auditor may carry out this document review either on or off site. The organization must provide the auditor with the following records and documentation: Quality management documentation (e.g. manual, process

landscape, processes and procedures) Evidence of conformity to IATF 16949 (e.g. in the

form of internal audit reports, delta analyses which include action plans, etc.)

Matrix or overview of how corporate processes are linked, IATF 16949 clauses, and customer-specific requirements

The IATF has established that in cases where the required information is not provided, the transition audit may only begin with the addition of a further minimum time of four hours, during which time the auditor verifies conformity on site prior to the start of the audit.

Non-conformities with IATF 16949 must be documented and closed by the organization within 60 days.

Rules for auditing remote locations and supporting functionsBefore production site auditing, remote supporting functions must first be audited under IATF 16949. If this is not done, a gap assessment and action plan for each remote

location and support function must be provided to the auditor.

A template for gap analysis is available for download from our website www.tuv-sud.com/ms/IATF/revision. Auditors must verify the gap analysis within the scope of the document review.

Change of certification bodyChanging the certification body during a transition audit is not permitted. If an organization wishes to change to TÜV SÜD, it may do so in 2017 under ISO/TS 16949:2009; the transition audit is then held before completion of the transition period in 2018.

and risk-based thinking. Requirements for products with embedded software. Warranty management process and field failure analysis. Clarification of requirements for sub-tier supplier

management and development. Requirements concerning corporate responsibilities.

RecommendationIn order to meet the transition deadline, and ensure continuity of your organization’s certification status, TÜV SÜD recommends that the next planned audit is used to conduct a transition audit.

TÜV SÜD will inform its customers about any subsequent changes to the standard.
