Foreword

In just a few months,thousands of Earth andspace scientists willgather in Montreal forthe International Unionof Geodesy and Geo-physics (IUGG) GeneralAssembly, where theywill present their researchand participate in net-working activities. Whatmakes this IUGG meet-ing such an amazing andinspiring event. And, inthis frame, the event will

be a great opportunity for IAGA scientists.

First, there is the science.You will have access to cutting-edge research on topics from Earth's core, through theupper atmosphere and magnetosphere, to the Sun.

Then, comes the global nature of our science. The IAGAmembership is far broader and the research presented willhave global implications. Our success will depend on ourtalent to make connections and share information acrossborders and oceans.

Next, there is a variety in career stage. Students network-ing with the professors or early-career scientists sharingthe stage with honored scientists � these scenarios willbe again during the IUGG General Assembly.

Finally, in 2019 IUGG celebrates its centenary and ge-omagnetism is one of the oldest geoscience disciplines,which has been of constant scienti�c interest for the IUGGever since its formation. Together we will celebrate the100th anniversary of international cooperation in Earthand Space sciences!

I look forward to seeing as many of you as are able toattend in Montreal next summer.

1 Message from the President

Dear friends and col-leagues, dear Geomag-netists and Aeronomers.This is my last end-of-year address in the roleof the IAGA President. Ithas been my great plea-sure and honour to actin this role and I haveto say that sometimesthe challenges have beenrather unexpected, yield-ing very useful personalexperience. This yearwas without our Assem-bly; nevertheless, it was very busy. Again, I had the op-portunity to attend some of the topical, IAGA-sponsoredmeetings. The �rst one, a must for me, was the 16th

�Castle Meeting� on Paleo, Rock and Environmental Mag-netism, which was excellently organised by our Polish col-leagues in Chenciny near Cracow. A high portion of youngresearchers (about 30% out of some 90 participants), theirexcellent performance, a summer school for students or-ganised in the preceding days, these have already becomea tradition. The other meeting I attended was the 24th

Electromagnetic Induction Workshop in Helsingor, Den-mark. It was my �rst time at this meeting and I amhappy to say that the event was great from the point ofview of scienti�c excellence and the general workshop andfamily-like atmosphere. With respect to the latter meet-ing, I have to say that this electromagnetic community,which recently formed Division VI of IAGA, is very active,with an excellent organization and management structure,its own statutes and by-laws and electronic voting.

This year we were actively preparing the IAGA and IUGGAssembly scienti�c program. Big thanks are to MioaraMandea, our member of the Scienti�c Program Commit-tee, who is frequently communicating all the issues withthe EC members and Division leaders. The program isavailable, registration and abstract submission is open,and I would like to motivate everybody to attend this eventin the beautiful Canadian city of Montreal. With respectto the IAGA activities related to this Assembly, I haveto mention that the Chair of our Interdivisional Commis-sion on Education and Outreach Edgar Bering took activelead in the preparation of the GIFT workshop for teachersas well as the IAGA School for PhD students. Althoughat present he continues only with the GIFT Workshop, Iwould like to acknowledge all he had done with respect to

the IAGA School. Organization of this event will be man-aged by Monika Korte and Andrew Yau, and I am verygrateful for their volunteering work. I am con�dent thatthe School will be again successful, attracting new promis-ing young researchers, introducing them to the wide rangeof IAGA-related research.

Next year we (and the whole IUGG) celebrate our 100years anniversary. In addition to the IUGG Assembly,there will be many other opportunities to celebrate thisnicely rounded number. Probably the most important willbe an �IAGA Book� entitled �Geomagnetism, Aeronomyand Space Weather: A Journey from the Earth's Coreto the Sun� (edited by Mioara Mandea, Monika Korte,Andrew Yau and myself). This is almost ready and willbe published by the Cambridge University Press. Thiswork, with contributions written by top world researchersin geomagnetism, aeronomy (upper atmospheric and iono-spheric physics) and space weather, is an insiders' view ofadvances in these research �elds in recent years, while alsoserving as a go-to reference on current and emerging re-search in these �elds, for specialists and non-specialistsalike. Many thanks go to all the contributors.

At the end let me to thank a lot to all those joining mein this term and service, namely our Secretary GeneralMioara Mandea, Vice-President Monika Korte, and all themembers of the Executive Committee as well as the lead-ers of individual bodies of IAGA. Discussing and exchang-ing the thoughts with them has always been very usefuland positive.

To conclude, my term will end at the Assembly in Mon-treal. However, I will continue to serve IAGA to the bestof my abilities in the future, either as a member of theIAGA Executive Committee, or in the role of an activeresearcher. I am con�dent that the new President andExecutive Committee will endure and further foster therole and signi�cance of IAGA, both within and outsideIUGG.

For the 27th IUGG General Assembly the route isto Canada!

This General Assembly is a special opportunity forparticipants from around the world to come to-gether and share their science and culture. 2019marks the 100th anniversary of IUGG.

This meeting will o�er the possibility to look backon the accomplishments of the previous centuryof Earth and space science research, and forwardto the next century of scienti�c advancement.In conjunction with the IUGG General Assem-bly, a number of scienti�c and cultural events areplanned. IAGA is proud to announce the organi-sation of the 4th IAGA school!

The meeting will bring many occasions for sci-entists to discuss a wide range of topics, overbreaks, poster sessions, and the IAGA special din-ner party!

Time and Place

The 27th IUGG General Assembly will be held July8-18, 2019 at the Palais des Congrès in Montréal,

Québec, Canada.

Local Organising Committee The Local Or-ganising Committee (LOC) comprises of a mix ofearly career scientists as well as established re-searchers in all Earth's disciplines.

3 The 4th IAGA School

The 4th IAGA School will be held on July 3-7,2019, on the eve of the upcoming IUGG Gen-eral Assembly. It will be at University of Mon-treal's Station de biologie des Laurentides, aResearch Station located at about 80 km northof Montreal, Canada: https://sbl.umontreal.ca/accueil/.

As its predecessors at Merida, Mexico; Prague,Czech Republic, and Cape Town, South Africa,respectively, the 4th IAGA School aims at provid-ing excellent early career scientists (mainly PhD

students) with a good basic understanding of awide range of the scienti�c topics covered byIAGA.

IAGA will be selecting about 24 early career sci-entists to attend the School, from nominationsby the Chairs and Co-Chairs of the 6 IAGA Divi-sions and their Working Groups. IAGA will spon-sor their accommodation and cost of living whileattending the school. The selection will be madeearly in the New Year.

4 Executive Committee activities

Over 2018, the Secretary General organised 5teleconferences. The Executive Committee mem-bers participated in all of them. During thesemeetings the agendas covered normal working

items, but foccused mainly on the following top-ics:

� IAGA involvements in the IUGG 100th An-

niversary celebration. To highlight the his-tory of IAGA a contribution has been madeby Mioara Mandea and Eduard Petrovsky.

� IUGG 2019. The discussions were mainlycentered on di�erent steps in consolidatingthe Union and IAGA scienti�c sessions

Resolution No.1 (2017): Magnetic satellitemission constellation The International Asso-ciation of Geomagnetism and Aeronomy (IAGA)

Considering

� the interests of the scienti�c communityin observing with the highest accuracy andresolution the numerous components of theEarth's magnetic �eld to investigate thefundamental processes and hazards a�ect-ing the Earth system, from the deep Earthto space

� that the Earth's magnetic �eld is one of thefundamental global change variables of ourplanet

Acknowledging

� the extensive expertise acquired withinthe international scienti�c community inanalysing data from dedicated Low EarthOrbiting magnetic satellite missions likeOersted, CHAMP and Swarm continuouslyover the last 20 years, and the considerablesuccess of these missions Stressing

� the need for permanent long-term measure-ment of the magnetic �eld for understand-ing its generation, forecasting its evolution,and for space weather applications

� the possibility of further enhancing the sci-

ence return and the technological applica-tions of the on-going Swarm constellationby considering the addition of new satel-lites, such as nanosatellites

Urges

� the value of continuity in high-quality,ground-based magnetic observations to in-crease our knowledge of Earth dynamicsand space weather,

� the importance of such observations and re-lated research in monitoring, modeling andforecasting extreme space weather eventsthat could potentially disrupt the world,

� the critical importance of such observa-tions in developing global reference mod-els such as the International GeomagneticReference Field, used in navigation (air-borne, marine), satellite orientation, direc-tional drilling and numerous other applica-tions,

Noting

� that the United States presidential budgetfor Fiscal Year 2018 has proposed to elimi-nate the USGS Geomagnetism program,

� that most countries with advancedeconomies support an observational,research-based geomagnetism program,

Urges

� the United States government to continuefunding permanent, ground-based mag-netic observations in the United States andits territories, as well as observation-basedresearch in geomagnetism.

6 Swarm mission � probing the geomagnetic �eld

Five years into operations since its launch in22 November 2013, the Swarm constellation isproviding excellent measurements of the Earth'smagnetic �eld and associated plasma environ-ment. In November 2017, the mission wasgranted a four year extension to 2021. The usercommunity is achieving unprecedented scienti�cresults and exploring new applications.

All three-satellite platforms are performing verywell, essentially free of any anomalies, andthe space segment constellation orbit geometryevolves in line with expectation. With regardsto the payloads, the main technical and scien-ti�c challenges are the limited availability of high-quality accelerometer data from Alpha and Bravo,the search for optimised (near-continuous) oper-ations scenarios for the Thermal Ion Imagers andthe search for the optimal understanding of theoptical bench performance for magnetometry andattitude observations. Expert groups constantlywork and meet to discuss the resolution of theseissues, provinding essential support for the ver-

i�cation and validation of all data products, aswell as the enhancement of processing algorithms.Speci�c investigations also involve dedicated at-titude manoeuvres and hardware setting modi�-cations.

With an astonishing number of publications cov-ering a broad spectrum of scienti�c subjectsfrom Earth's core evolution to small-scale high-energy and dynamic ionosphere events, the three-satellite constellation promises to further unveilnew discoveries during its future years of missionexploitation. The upcoming programmatic deci-sion will focus on the Swarm mission extensionand on the speci�c management of the constella-tion orbit evolution to optimise the scienti�c re-turn of the mission.

7 Reports on Meetings: IAGA-Sponsored or of IAGA interest

7.1 The IUA Symposium 340 Workshop2018

Jaipur, India , 18-24 February 2018

IAU Symposium 340 on �Long term datasets forthe understanding of solar and stellar magneticcycles� was held in Jaipur, India � February 18 -24, 2018. This symposium brought together sci-entists from diverse, interdisciplinary areas suchas solar, stellar, space and heliospheric physicsto review the status of the di�erent long- termdatasets available across the globe. The sympo-sium provided an excellent platform to exchangeideas on the understanding of solar long-term be-havior, its e�ects and prediction. The KodaikanalObservatory has observed the sun at wavelengthsWhite light, Ca-II K and H-alpha since 1904. Thedigitization process has been completed recentlyand raw and calibrated data was made availableto the global community through an announce-ment during the meeting.

A total number of 233 registered participants at-tended the symposium, with 157 male and 69female candidates from 26 di�erent countriesacross the globe.

There were eight sessions with 25 invited talksand 46 contributed presentations. There were153 poser presentations and dedicated poster ses-sions were allotted for each day. Each sessionalso attracted poster awards for young scientists.All the presentations are posted in the websitehttps://www.iiap.res.in/iaus340/?q=Home

Scienti�c highlights IAU Symposium 340 enableda comparison of recent results from a wide varietyof scienti�c disciplines, which includes

� Helio/asteroseismology long-term data: so-lar/stellar interior velocity �elds � Status,divergence, and challenges

� Long term magnetic �eld measurements inthe sun and stars

� Sunspot number datasets: status, diver-gences, and uni�cation

� Solar total irradiance and spectral irradi-ance long-term data: status, divergences,and challenges

� Solar cycle database of solar activity: vari-ations in solar eruptions (�ares, CMEs,SEPs, etc.)

� Long-term monitoring of stellar activity:lessons for the solar cycle

� The variable solar wind and the heliosphere

� Solar behavior over centuries using ra-dioisotopes

� Physical causes of the solar/stellar cycle ir-regularities

� From past to future: predicting upcomingsolar cycle 25

There were several education and outreach pro-grams conducted during the conference, includinga visit for the conference delegates to the JantarMantar, a world heritage site. There were work-shops organized for the tourist guides with thetheme of understanding the usage of the histor-ical observatory instruments through PositionalAstronomy observations. A full day workshop oncomputer based data analysis on long-term so-lar data sets was also organized for undergradu-ate and graduate students on the last day of theconference. 90 students attended this workshop.Prof. Nat Gopalswamy also delivered a public lec-ture titled �Our life-giving star, the Sun and itsdark side�.

IAGA has provided USD 1000 �nancial supportfor the IAU Symposium 340. This amount wasutilized to support some young students with lo-cal hospitality. Scienti�c organizing committeeof the IAU Symposium 340 selected Mr. Sushant

We are planning to have a School organized in2019 as a follow up of this IAU Symposium.

7.2 The 8th Workhop on VLF/ELF Remote Sensing of Ionospheres and Magnetospheres(VERSIM)

Apatity, Russia, 19-23cMarch, 2018

The 8th biennial Workhop on VLF/ELF Re-mote Sensing of Ionospheres and Magnetospheres(VERSIM) was held on 19-23 March 2018 in Ap-atity (Murmansk region, Russia). The confer-ence was hosted by the Polar Geophysical In-stitute (PGI). The meeting web site is at http://pgi.ru/conf/versim2018.

The workshop was attended by 42 participantswith the following countries of a�liation: Russia(19)(including 6 from PGI), Finland (5), Japan(5), Hungary (5), Czech Republic (3), USA (3),France (1), UK (1).

In total, 64 abstracts were accepted. Of those,10 were canceled after acceptance for various rea-sons. Finally, 50 oral and 4 poster reports werepresented. Each oral talk was given a 20-min

time slot, including invited reports. Posters werealso brie�y (5 min each) presented during a sin-gle time slot. The following session themes wereidenti�ed, being held in a sequence:

� D-region phenomena and propagation inthe Earth-ionosphere cavity;

The radiation belt session was included in the pro-gram following the successful experience of the7th VERSIM workshop.

In the order of their presentation, a number ofspeci�c highlights were identi�ed from the giventalks which included:

� Measurements of VLF wave propagationat long and short distances and advancednumerical modeling allow one to improvecharacterization of D-region disturbancesand location of wave exit areas from themagnetosphere.

� ELF/VLF activity produced by thunder-storm discharges is related to the dischargetype.

� Theoretical modeling of VLF wave prop-agation and absorption explains U-shapespectra observed by DEMETER mission.

� Advanced data analysis methods, such asneural network approach, make it possibleto dig new �ndings out of large data bases.

� New observations of VLF auroral hiss revealcorrelations with geomagnetic storm activ-ity.

� Similarity between properties of quasi-periodic VLF emissions and ELF equatorialnoise was revealed.

� Transformer saturation due to geomagneti-cally induced currents may be diagnosed byVLF measurements.

� Novel conjugate ground-spacecraft obser-vations of various types of VLF emissions

� Advanced use of whistlers and man-madesignals observed onboard a spacecraft fordiagnosing the magnetospheric plasma den-sity.

� Radiation belt codes rely upon empiricalmodels of wave activity, and existing mod-els still do not yield satisfactory operationof the codes when compared with real data.

� Laboratory experiments on resonant wave-particle interactions have reached a remark-able success in con�rming basic physicalfeatures.

Both local, regional, and federal media paid at-tention to the meeting. An article was publishedin an Apatity newspaper 2x2 (online version). Aninterview about the conference and its sciencetopics was broadcasted over Murmansk region on27 March (from 26m55s to 34m55s). The samecommentary was broadcasted over federal Mayakradio.

According to IAGA recommendations and usualVERSIM practice, we have organized a competi-tion between the young scientists eligible as can-didates for the IAGA Young Scientist Award, �inorder to identify outstanding and promising per-sons whose research, presentation and overall per-formance at the topical meeting meet high inter-national standards and represent big potential forthe future of IAGA.� Six eligible candidates at-tended the meeting. Their talks were identi�edto the audience before being presented, and thescience committee members were collecting theirimpressions. After the conference, there was adiscussion among the science committee followedby a voting. All reports were rated as very goodor excellent. The winner, Dr. Evgenii Shirokov(IAP RAS, Nizhny Novgorod, Russia) was de-clared during the VERSIM business meeting heldon Friday, 23 March.

The next workshop will be held in 2020, accord-ing to the biennial scheme. During the businessmeeting on 23 March 2018, the participants en-couraged Prof. Yoshiharu Omura to organize theVERSIM-2020 workshop in Japan, in accordancewith his proposal.

The 10th Workshop on Long-Term Changes andTrends in the Atmosphere was held at Hefei,China on May 14-18 2018.

There are about 130 participants from 13 coun-tries and regions of China, Germany, USA, Japan,Taiwan, Argentina, Czech Republic, Finland,Russia, Malaysia, India, UK, Australia, includ-ing many graduate students and young scientists.This highly successful meeting is the most at-tended in this trend workshop series with over120 abstracts received.

The six traditional sessions include trends andvariability in the troposphere, stratosphere, meso-sphere, thermosphere, ionosphere and modelingtrends. In addition, three tutorials for studentsand young scientists were given on the history oftrend researches, dynamics and modeling. JanLastovicka gave a special seminar on how to pub-lish in scienti�c journals for early career scientists.

A special joint issue of Journal of GeophysicalResearch Space Physics and Journal of Geophysi-cal Research Atmosphere is planned. 7.4 Coronal and Interplanetary Shocks:Data Analysis from SOHO, Wind,and e-CALLISTO Data

Mekelle, Ethiopia, May 21 - June 2, 2018

The workshop was organized by Mekelle Univer-sity in collaboration with COSPAR, SCOSTEP,ISWI to introduce a system that can help to un-derstand space and ground based data to exploreand expand research practice on interplanetaryshocks. The workshop objectives were:

� Encourage the scienti�c use of space databy scientists in developing countries,

� provide a highly practical training in the useof space data from current missions,

� space-based coronagraph observations(SOHO, STEREO, SDO, Wind) andradio spectral observations from space(Wind/WAVES, STEREO/WAVES) andground (RSTN, CALLISTO) to studyshocks driven by coronal mass ejections.

Workshop in Mekelle, Ethiopia consisted oftrainees from Ethiopia (15), Egypt, India, Kenya,Nigeria, Rwanda, Tunisia, Srilanka, Nepal (17)and Lecturers (11): Ethiopia, USA, Greece, In-dia, Italy, Switzerland total of 43 participants.

The workshop was conducted at Axum Hotelwhere students and lecturers were settled for thetwo weeks workshop time. The workshop wasconducted from May 21 - June 2, 2018. Therewas a strong support from Mekelle Universitymanagement. It was opened by the President ofthe University Prof. Kindeya G/hiwot.

7.5 16th Castle Meetings Workshop

Ch¦ciny Poland, June 10 - 16, 2018

The biennial Castle meetings �New Trends on Pa-leo, Rock and Environmental Magnetism� are im-portant scienti�c events in the international scien-ti�c community of palaeo- rock and environmen-tal magnetists. They are being organized alreadyfor 30 years as the platform fostering scienti�c ex-change between researchers from di�erent gener-ations consisting of recognized experts to youngPhD (or even master) students. They are wellbalanced to combine scienti�c work with socialprogramme and the space for informal discussionat a reasonable cost.

The 16th edition of the Castle meeting was heldat the European Centre for Geological Education

(ECEG) at Ch¦ciny, Poland from the 10th to the16th of June 2018. It was organized as a joint ef-fort of the Institute of Geophysics Polish Academyof Sciences and the Faculty of Geology Univer-sity of Warsaw, the owner of ECEG. In total, 75participants from 20 countries from four conti-nents participated actively and gave 78 confer-ence presentations (49 oral, 29 posters), with 19Master / PhD student contributions. The scien-ti�c programme was partitioned into plenary ses-sions consisting of 8 to 10 oral presentations, twoposter sessions with accompanying �ash presen-tation, and su�cient time for poster viewing. Thebook of abstracts was prepared as the volume ofthe �Publications of the Institute of Geophysics,Polish Academy of Sciences� Vol 423, Series:C-112, doi: 10.25171/InstGeoph_PAS_Publs-2018-084.

During conference �ve invited talks were pre-sented. Ann Hirt (ETH Zurich, Switzerland) re-viewed rock magnetic techniques applied to envi-ronmental, material, and life sciences and MarkDekkers (Utrecht University, the Netherlands)presented the magnetic �eld intensity recordin wide time range in quaternary lava-�ows.Krzysztof Michalski (Institute of Geophysics PAS,Poland) presented the issues of conducting ofpalaeomagnetic studies in the High Arctic. Twospeakers � Frantisek Hrouda (AGICO and CharlesUniversity, Czech Republic) and Bernard Henry(Institut de Physique du Globe de Paris, France)reviewed the aspects of AMS methods � tectonicapplications and new approaches to AMS mea-surement methods.

In addition to the scienti�c programme, the so-cial programme started with a trip to Raj carstcave and a night performance at Ch¦ciny me-dieval castle. During the full day excursion UN-ESCO heritage list places were visited: with thewalk in the Cracow Old Town and sightseeingof Wieliczka Salt Mine ended with a group din-ner at the salt mine chamber at the depth of130 m. On the last day the meeting was com-pleted in the Tokarnia open air ethnographic mu-seum. During the short closing ceremony inline of the long lasting tradition to encouragethe students' integration into the internationalscienti�c community and to promote early ca-reer scientists research achievements �ve awardsfor outstanding student presentations were given.

The pre-meeting short course (7th-10th June,2018) was focused on the rock magnetism appliedto structural geology. In the course nine early ca-reer scientists from Poland, France/ the Nether-lands, Brazil/Pakistan, Italy, Germany, Switzer-land/China and Great Britain were enrolled. The�eld work and laboratory training at ECEG paleo-magnetic laboratory were combined with lecturesof AMS and rock magnetism. The team of in-structors included Ann Hirt (ETH, Zurich). MarkDekkers (Utrecht University), Frantisek Hrouda(Brno, Czech Republic),Piotr Zióªkowski (ECEG,Poland), Tomasz Werner (IG PAS, Poland).

The prosperity of the 16th Castle Meeting owesalso a lot to the generous support of Centrefor Polar Studies (Poland) and Institute of Geo-physics PAS directed to the invited speakers andconference materials, the International Associa-tion of Geomagnetism and Aeronomy (IAGA),and the following partners: AGICO s.r.o.(Brno,Czech Republic) and Magnetic MeasurementsLtd. (Aughton, UK). 7.6 XVIIIth IAGA Workshop on Geomag-netic Observatory Instruments, DataAcquisition and Processing

The XVIIIth IAGA Workshop on Geomagnetic Ob-servatory Instruments, Data Acquisition and Pro-cessing took place at the Conrad Observatory ofthe Zentralanstalt für Meteorologie und Geody-namik (ZAMG), Austria from 21st June to 29th

June 2018 (http://cobs.zamg.ac.at/iaga2018/).

The IAGA workshops focus was on observatoryinstruments and techniques, data acquisition andprocessing, observatory infrastructure, magneticrepeat stations and applications of observatorydata.

The IAGA workshop itself from 24th to 29thJune2018 had the main tasks of the observatory in-struments intercomparison measurements; instru-ment functionality, scienti�c talks and poster ses-sions.

The Local Organization Committee, tried toavoid overlapping of the di�erent activities, theposter session lasted the whole week. Therefore,it was possible to do the measurements also dur-ing the poster sessions.

The event attracted 110 participants from 36 dif-ferent countries from all over the world. Therewere made 123 DI measurements by 32 di�erentobservers on four pillars at the tunnel system ofthe Conrad Observatory. In total 39 oral presen-tations were given and 35 posters were presented.Alan Thomson from the British Geological Sur-vey gave an invited talk during the opening cere-mony. Beside the poster sessions, an excursion toa winery and BBQ evening provided also an ex-cellent opportunity for the geomagnetic researchcommunity for discussions about the latest re-search �ndings, new development work, methodsand measurement procedures.

7.7 7thIIAGA/ICMA/SCOSTEP Work-shop on Vertical Coupling in theAtmosphere-Ionosphere System

Potsdam, Germany, July 2-6, 2018

The traditional 7th IAGA/ICMA/SCOSTEPWorkshop on Vertical Coupling in theAtmosphere-Ionosphere System was held in thecampus of the GFZ German Research Centre forGeosciences, Helmholtz Centre Potsdam fromJuly 2 � 6, 2018. Audience at the Workshopincluded 60 scientists from 30 institutions across18 countries spanning Asia, Europe, Africa, Northand South America. During �ve days of the work-shop over 50 oral contributions were presented,among them 5 solicited and 16 posters. Abstractsand the Workshop program are available online.

This traditional meeting brought together re-search experts from the lower, middle and up-per neutral atmosphere, ionosphere and magne-tosphere communities in order to present their

recent work and assess/debate ongoing issues re-lating to the theoretical, modelling and observa-tional aspects of all kind of processes which trans-fer energy and momentum from the lower atmo-sphere to the upper atmosphere and ionosphereand vice versa. Since the last meeting in Taipeiin 2016, considerable progress has been achievedin observing and quantifying variability through-out the atmosphere-ionosphere system driven bydynamical coupling, as well as identifying theirrespective driving mechanisms. Special attentionhas been paid to the middle atmosphere phenom-ena from both theoretical and experimental sides.Atmospheric waves and their crucial role in theatmosphere system at all time scales have beenlargely discussed.

This workshop proposed an excellent opportu-nity for the research communities to interact ina supplementary manner in reviewing and debat-ing the progress done to date in the �eld of theatmosphere-ionosphere in the all height span andcome up with suggestions and ideas for furtherresearch on the vertical coupling of the neutralatmosphere and ionosphere with the extensionto the magnetosphere system. Communicationbetween scientists from atmospheric, ionosphericand space physics has been very fruitful and initi-ated discussions and further cooperation. I wouldlike to point out high attendance of young scien-tists with excellent contributions.

Participants agreed on the necessity for a detailedreview of recent �ndings, and also initiated plan-ning for a special edition of the Annales Geophys-icae, to be submitted by the end of December2018.

The Organizing Committee would like to ac-knowledge �nancial support from the Interna-tional Association of Geomagnetism and Aeron-omy (IAGA), the International Union of Geodesyand Geophysics (IUGG) and SCOSTEP VarSITI.

7.8 14th Quadrennial Solar-TerrestrialPhysics Symposium

Toronto, Canada, July 9-13, 2018

SCOSTEP's 14th Quadrennial Solar-TerrestrialPhysics Symposium (STP14) was held duringJuly 9-13, 2018, at York University, Toronto,Canada. SCOSTEP is engaged in three majoractivities: long-term scienti�c programs, capacitybuilding and public outreach. The scienti�c pro-grams are of interdisciplinary nature and are de-signed to advance our understanding of the solar-terrestrial relationship using space- and ground-based observations, cutting-edge models and the-ory. The underlying theme of these programsis the way the Sun a�ects the Earth over var-ious time-scales. SCOSTEP's current scienti�cprogram, VarSITI (Variability of the Sun and ItsTerrestrial Impact) expands the solar-terrestrialphysics into the broader context of star-planetinteraction to further our understanding of Sun-Earth connection.

The Symposium gathered 150 scientists from26 countries, Austria, Brazil, Bulgaria, Canada,China, the Czech Republic, Finland, France, Ger-many, Georgia, Greece, Hungary, India, Italy,Japan, Korea, New Zealand, Nigeria, Norway,Poland, Russia, Spain, Switzerland, Taiwan, theUK, and the USA, to discuss the detailed rela-tionships of the Earth to the Sun. The event

was sponsored by the Centre for Research inEarth and Space Science (CRESS), with supportfrom the Lassonde School of Engineering (LSE)of York University; SCOSTEP; the USA's Na-tional Science Foundation; the Core-to-Core Pro-gram of the Japan Society for the Promotionof Science; the Project for Solar-Terrestrial En-vironment Predictions, Japan, and the Interna-tional Association of Geomagnetism and Aeron-omy (IAGA). All sponsors have been acknowl-edged in the Abstracts Book, on the STP14 web-site (http://www.scostepevents.ca/) and in allprinted materials associated with the conference,e.g. posters, Newsletters.

The program included 120 oral presentations and39 posters organized in 14 sessions with 4 keynotespeakers, 25 invited speakers and 8 plenary speak-ers. COSPAR 2018 was held in Pasadena, CA USAfrom 14 to 22 July. The hosts and supportingorganizations for the 42nd Assembly were Caltechand the Jet Propulsion Laboratory (JPL). Thevenue for the Assembly was the Pasadena Con-vention Center.

According to �gures supplied by ZARM, the ser-vice provider which processes abstracts, main-tains the Assembly website, and compiles theprogram book and abstract CD, 4285 abstractswere submitted by approximately 3920 authorsfor the 131 events comprising the core Pasadenascienti�c program. Event organizers accepted

In addition to the core scienti�c pro-gram of 131 scienti�c events, participants couldattend six interdisciplinary lectures, a presenta-tion of the COSPAR roadmap on small satellitesfor space science currently under preparation, sci-enti�c round tables organized by the COSPARPanel on Exploration (PEX) and the COSPARPanel on Space Weather (PSW) and a roundtablediscussion to mark COSPAR's 60th anniversary,involving three COSPAR Presidents which ad-dressed the continuing evolution and perspectivesof COSPAR in its role serving the internationalspace research community. Participants and thegeneral public were also invited to attend a lectureentitled �Mapping the Nearest Stars for HabitableWorlds.� See below for details of these lectures.

According to preliminary �gures supplied by theLocal Organizing Committee (LOC) at the timethis report was prepared, a total of 2770 scien-tists, students, exhibitors, and press participatedin the 2018 Assembly. This �gure is composedas follows: 2273 full participants, 419 students,58 exhibitors, and 20 representatives of the press.In addition, 40 participated as accompanying per-sons. The total number of participants includingrepresentatives of sponsors, volunteers, sta�, etc.was 3218.

The inauguration of the Assembly consisted ofan entire afternoon and evening of activitiesduring which there were no scienti�c sessions.The inaugural activities began with the LatestResults session which highlighted some recent,outstanding results through a series of four 20minute presentations and was followed by a spaceagency roundtable addressing from the perspec-tive of international collaboration the topics of:climate change and required space observations,observations required for the forecasting of spaceweather, planetary exploration, and opportunitiesfor the use of small satellites for space research.

These events were followed by the opening andawards ceremonies. Speakers at the former wereLarry James, Deputy Director of the Jet Propul-sion Laboratory; Tom Rosenbaum, President Cal-tech; Jerry Brown, Governor of California; TerryTornek, Mayor of Pasadena; Nelson Pedreiro,head of Lockheed Martin's advanced technologycenter; and Len Fisk, COSPAR President. After

the opening speeches, COSPAR and joint awardswere presented.

A total of 341.5 half-day sessions was needed toaccom¬modate the 131 events making up thecore of the scienti�c program. The numbers, ti-tles, organizers, and descriptions of the 2018 As-sembly events were listed in the Call for Papersissue of this bulletin (August 2017).

COSPAR 60th Anniversary Roundtable involvedtwo past COSPAR Presidents, Professors Ger-hard Haerendel and Roger-Maurice Bonnet, thecurrent COSPAR President Professor Lennard A.Fisk, and moderated by Athena Coustenis. Thediscussion addressed the continuing evolution andperspectives of COSPAR in its role serving the in-ternational space research community.

The venue was located at theKulturværftet (Culture Yard), an old shipbuildingyard, which in 2010 was transformed into a mod-ern cultural centre, including concert halls for upto 500 visitors, showrooms, conference facilities,a dockyard museum, a public library, and a restau-rant. The Danish King Eric of Pomerania foundedHelsingør in 1420. He established the Sound Duesin 1429, meaning all foreign ships passing throughthe strait had to pay a toll, which constituted upto two-thirds of Denmark's state income. Withthis income, Eric of Pomerania built the castleKrogen. The castle was expanded in the 1580sand renamed Kronborg. It is now known to fa-mously feature in Shakespeare's play �Hamlet�.

The workshop is held every two years in di�er-ent countries under the auspices of the IUGG andIAGA Division VI - Electromagnetic Induction inthe Earth and Planetary Bodies. Having the 24th

workshop means that we have so far enjoyed 46years of knowledge sharing, exchanging and de-bating ideas, inspiring the young, admiring theold, and farewell to the legends. The Helsingør

workshop continued previous tradition of a colle-giate atmosphere with one concurrent session. Aone-day excursion in the middle of the workshopallowed a glimpse at Danish history with visits toa Viking museum, castles and amusement parks.

For the 24th workshop, we had 302 participantsfrom 38 countries joining the workshop. Amongthese were 188 delegates, 94 students, 6 re-tired scientists and 14 accompanying persons.There was a total of 345 abstracts submitted inwhich 54 abstracts were selected by the Work-shop Program Committee for oral presentations.All posters were on display for the entire weekof workshop allowing the delegates a chance tosee the posters during the poster sessions, butalso in their own time. The abstracts and ex-tended abstracts including the review manuscriptswere available to the participants of the work-shop via the web site of the conference (https://emiw2018.emiw.org/). In addition, sessiondescriptions and reviewer bibliographies, programschedules including excursion details are availablefrom the Program Book available via our o�cialwebsite.

Similar to previous workshops, we had providedsigni�cant �nancial support for a number of par-ticipants who contributed to the workshop buthad insu�cient funds to cover their travel andparticipation costs. Unfortunately, not all appli-cants could be supported as resources were lim-ited; decisions were made by the Financial Sup-port Committee of IAGA Division VI. Priority wasgiven to (i) applicants authoring a presentation(either oral or poster), (ii) students and post-docs/junior scientists since they typically haveless access to other sources of funding, and (iii)applicants, who have not received funding at pre-vious workshops.

The XVIth Hvar Astrophysical Colloquium "In-ternational Study of Earth-a�ecting Solar Tran-sients ISEST 2018 Workshop" was held on 24-28

September, 2018 in Hvar, Croatia. The Collo-quium continued the series of conferences orga-nized since 1982 and represents the most impor-tant solar physics event in Croatia. This workshopdirectly addresses the scienti�c goals of the Var-SITI project - The International Study of Earth-A�ecting Solar Transients (ISEST), which is oneof the four projects of SCOSTEP's VarSITI pro-gram (2014-2018). The ultimate goal of the IS-EST project is to develop the capability to predictthe arrival and geoe�ectiveness and other space-weather consequences of solar transients.

The XVIth Hvar Astrophysical Colloquium was at-tended by 75 scientists (including 19 students)from 19 countries: Austria: 18, USA: 11, Croa-tia: 8, Russian Federation: 7, China: 5, Ger-many: 5, Belgium: 4, Czech Republic: 2, Greece:2, Poland: 2, United Kingdom: 2, Bulgaria: 1,Denmark: 1, Finland: 1, France: 1, Hungary:1,India: 1, Italy: 1, Switzerland: 1.

At the meeting 11 invited talks, 32 contributedtalks and 13 ISEST WG reports, as well as32 posters were presented during sessions enti-tled: ISEST WG reports, Data & Observation re-lated to solar-terrestrial phenomena (WG1-data,WG5-Bs challenge and related abstracts from theGeneral session on Sun & Heliosphere), Simula-tions and theoretical aspects of solar-terrestrialphenomena (WG2-theory, WG3-simulation andrelated abstracts from the General session onSun & Heliosphere), Parker Solar Probe andSolar Orbiter, Solar energetic particles (WG6-SEPs and related abstracts from the General ses-sion on Sun & Heliosphere), Event studies usingsolar-terrestrial data & modeling (WG4-campaignevents and related abstracts from the General ses-sion on Sun & Heliosphere).

The ISEST project, involving a truly global net-work of scientists, consists of seven active work-ing groups: (1) Data, (2) Theory, (3) Simula-tion, (4) Event campaign, (5) Bs challenge, (6)Solar Energetic Particles, and (7) MiniMax cam-paign. The project provides a standing websitefor hosting event catalogs, data and presenta-tions and o�ers a forum for discussion availableat http://solar.gmu.edu/heliophysics. Basic sci-enti�c questions addressed are how do CMEs andCIRs propagate and evolve, drive shocks, andaccelerate energetic particles in the heliosphere.Observational, theoretical, and modelling aspects

7.12 The 15th International Symposiumon Equatorial Aeronomy (ISEA-15)

Ahmedabad, India, October 22 � 26, 2018

The 15th International Symposium on EquatorialAeronomy (ISEA-15) was hosted by the PhysicalResearch Laboratory (PRL), Ahmedabad, Indiaduring October 22 � 26, 2018. ISEAs are heldonce in 3 to 4 years and bring together globalscientists involved in research on various aspectsof low- and equatorial latitudinal regions of up-per atmosphere. The 3rd ISEA meeting was heldin 1969 at PRL under the leadership of Prof.Vikram Sarabhai, considered the father of the In-dian Space program and the founder of PRL. Asa prelude to his birth centenary year celebrationsbeginning next year, PRL and India got a secondopportunity to host the prestigious ISEA.

ISEA is a 5-day long single session symposiumwith no parallel sessions, and this approach pro-vides a clear advantage in terms of sharing thenew �ndings with a wider audience. There wereseven scienti�c themes in ISEA-15, namely (1)Equatorial E- and F-region irregularities: Causeand e�ects, (2) Longitudinal dependence of equa-torial electrodynamics, (3) Mesosphere, Iono-sphere, Thermosphere coupling at low- and mid-latitudes, (4) Mid- and low-latitude e�ects ofglobal atmospheric wave coupling, (5) Spaceweather e�ects on low- and mid-latitudes, (6)Results from new techniques, experiments, andcampaigns, and (7) Future trends, opportunities,and challenges in low-latitude aeronomy. In all,249 abstracts were received. Sixty-four oral talkswere presented and all the posters were displayed

on all the days which provided time for extendedinteractions. There were around 180 participantsfrom 22 countries, with over 60 participants fromcountries other than India. There has been a sig-ni�cant participation from young scientists in thisISEA. A few topics on which new results werepresented include formation of counter electrojetduring geomagnetic quiet times, diurnal modula-tion of 150-km echoes, estimation of equatorialvertical drifts, in�uence of interplanetary electric�elds on the equatorial electrodynamics, propa-gation of gravity wave and traveling atmosphericdynamics, formation of thermospheric structureduring geomagnetic storms, modulations in to-tal electronic content due to space weather ef-fects, mesospheric temperature inversion and ef-fect on upper atmosphere due to stratosphericsudden warming. New results from recent satel-lite missions were also presented. It is plannedto have the results from ISEA-15 published in aspecial issue of peer reviewed journal.

A young scientist presentation award competitionwas held wherein 43 young scientists (under theage of 30 years) participated. An internationalpanel of scientists evaluated all the 51 presenta-tions from these young scientists (both oral andposters) and selected Dr. Deepak Kumar Karan,a Post-Doctoral Fellow from Physical ResearchLaboratory, Ahmedabad, India for nomination toIAGA's Young Scientist Award.

A panel discussion was held in the last session andimportant outcomes from this symposium andfuture course of directions were discussed. Werecord our gratefulness to the main sponsor, theIndian Space Research Organization (ISRO), andthe co-sponsors, viz., International Association ofGeomagnetism and Aeronomy (IAGA), NationalScience Foundation (NSF), International Centerfor Theoretical Physics (ICTP), VarSITI (Vari-ability of the Sun and Its Terrestrial Impact) pro-gram of Scienti�c Committee on Solar Terres-trial Physics (SCOSTEP), Committee on SpaceResearch (COSPAR), and National Aeronauticsand Space Administration (NASA). 7.13 75 Years of Geomagnetic Measure-ments in Romania

Bucurest, Romnania, October 16-19, 2018

The fundamental goal of the fourth Round Tableand Workshop on Geomagnetic Measurementsheld in Bucharest and Surlari Observatory wasthe exchange of experience related to practicaland theoretical problems associated with obser-vations of the natural geomagnetic �eld at ge-omagnetic observatories and their applications.The event, organized by the Geological Instituteof Romania on October 16-19, 2018, celebrated75 years of geomagnetic measurements in a his-torical year which marks 100 years since its GreatUnion, hugely important to Romania and Roma-nian identity. The main topics of the RoundTable and Workshop have been divided in twoparts: a scienti�c session and a measurement ses-sion consisting in DI measurements settled on themain pier of Absolute Measurement Lab in Surlari(SUA).

The sessions were attended by approximately 60participants coming manly from Romania andfrom four countries outside. Inspiring keynote ad-dresses that shaped the conversation were givenby Prof. Dr. HDR Mioara Mandea from Cen-tre National d'Etudes Spatiales, France, Secre-

tary General of IAGA, Christopher Turbitt andSimon Flower from British Geological Survey,UK, INTERMAGNET Operations Committee of-�cers as well as Dr. Hans-Joachim Linthe, Geo-ForschungsZentrum, former head of Niemegk Ob-servatory, Germany.

There were nearly 20 papers presented and theintent was to stimulate participant discussions inaim of the exchange of information and experi-ence related to the methodology of geomagneticobservations. The subjects of the presentationscovered the following research areas: MagneticObservatories: from compass to �ux-gate epoch;From deep core to space: long term and shortterm variations of geomagnetic �eld; MagneticObservatories and Satellites: a needed synergyto characterize the geomagnetic �eld; Magnetismand our world: from current to future applica-tions. The selected presentations at the meetingwill be considered for publication in a special issueof the Romanian Geophysical Journal a RomanianAcademy publication.

Fr. Luis Felipe Alberca Silva (1929 - 2017)

With great sadness weannounce the pass-ing of Fr. LuisFelipe Alberca Silva.The Ebro Observatorysympathizes with hisfamily and with theSociety of Jesus for hisloss. We will alwaysremember his teachingand his unconditionalservice to the Ebro Observatory, the Ramon LlullUniversity, and the scienti�c community.

Dr. Alberca was born in August 1930. He got hisMsD in Physics in 1958 and his PhD in 1977 atthe Universitat de Barcelona. He started to workat the Ebro Observatory in 1968 and was con-tributing to it up to his very last days with theservice of rapid magnetic variations of IAGA. Hewas director of the Ebro Observatory from 1985to 2001. He also worked for the �Junta de EnergíaNuclear� (1959-1960).

Dr. Alberca contributed to important results inthe study and monitoring of the ionosphere dur-ing the late 1960 to 2000s. These were related tototal electron content (TEC) and D region radioabsorption studies. In 1964 NASA launched theExplorer 22 satellite and later provided record-ing equipment for Faraday rotation TEC mea-

surements at Ebro Observatory. In the follow-ing years, data from satellites Syncon III, Intel-sat II-F3, ATS-F, SIRIO, and INTASAT were alsorecorded and used. Daily and seasonal behaviorof TEC, and solar activity in�uence on TEC wereobtained and assessed; it was found that in gen-eral, the winter anomaly does not exist in the TECrecorded at Ebro Observatory. A combination ofTEC and vertical incidence soundings allowed forstudies of the ionospheric slab thickness and someother parameters such as neutral temperature,scale height, and integrated electron productionrate for vertical and grazing incidence were alsodeduced. Even today these are signi�cant contri-butions to modeling of slab thickness and scaleheight behavior. In 1967 collaboration betweenEbro Observatory and the Max-Plank Institut fürAeronomie in Lindau, Germany began, in order toestablish a network of radio absorption measure-ments covering the Iberian Peninsula, that werebased on the A3 method. As a result of this jointe�ort, the winter anomaly of the D region was as-sessed, and these studies were complemented bymeasurements of temperature, composition, andwind velocity at D and E region heights by meansof rocket launches.

During the 1980s there was a noticeable lackof ionospheric research at the Ebro Observatory,probably because of economic di�culties. How-ever, during the late 80s and early 90s new in-ternational collaborations started with the ef-forts of Dr. Alberca and the Ebro Observa-tory succeeded in continuing its tasks. Partici-pation of the Ebro Observatory �rst in the EU-ROCAP project in 1987 and afterwards in theEuropean COST actions 238 and 251, thanksto Dr. Alberca's e�orts, was crucial for the in-ternationalization of Ebro Observatory. Duringthese years, it was discovered that a hysteresisvariation of the foF2 with sunspot cycle was re-lated to a semi-annual geomagnetic wave, and amodel for its prediction was proposed. Also, thevariability of the ionospheric F region, caused byplanetary wave signatures and its relationship tomesosphere/lower thermosphere winds and geo-magnetic activity variations, has been extensivelyinvestigated. Dr. Alberca also contributed tostudy of the electric �eld and conductivity mea-surements of the stratosphere, with two high-altitude balloon �ights between Italy and Spainin 1989 and 1990. The high altitudes of these

�ights, 35 and 38 km, allowed us an opportunityto explore the electrical parameters of the upperstratosphere at midlatitudes and to extend thevalidity of earlier models from 28 km to nearly40 km.

His death is a great loss for the ionosphericphysics community worldwide.

Eigil had tremendousimpact as a scien-ti�c leader, workingtirelessly throughouthis career to pro-mote interdisciplinaryapproaches and in-ternational collabora-tion. His scienti�cachievements include

ground-breaking studies of the interaction be-tween Earth's magnetic �eld and the solar wind,in particular using data from the Greenland mag-netometer chain that he initiated and installedin the 1970s; the Oersted and Swarm satellitemissions to explore Earth's magnetic �eld, andinvestigations of the connection between globaltemperature and the length of the solar cycle.

He was highly regarded and recognized interna-tionally for his many achievements. To list just afew: In 1997 he initiated the "Decade of Geopo-tential Field Research" within the IUGG, between2007 and 2011 he served as president of IAGA,in 2009 he was awarded EGU's Petrus Peregri-nus Medal for "his fundamental contributions toour knowledge of the Earth's magnetic �eld fromspace and his innovative leadership in geomag-netism" and also was elected a fellow of the AGUfor "his pathbreaking cross-disciplinary scienti�cresearch and multi-national leadership in initiat-ing new space-based research missions".

John T. �Jack� Gosling (1938�2018)

Dr. John T. �Jack� Gosling died 10 May 2018, inLouisville, Colo., after a battle with cancer. Withhis passing, the �eld of space physics lost oneof its most insightful, productive, and in�uentialscientists, and many of us have lost a dear andtreasured friend.

Born 10 July 1938,in Akron, Ohio, Jackwas a 1956 gradu-ate of Buchtel HighSchool. In 1965 Jackreceived his Ph.D.from the University ofCalifornia, Berkeley.His thesis, guided byRobert Brown, ad-dressed the produc-tion of energetic X-rays by charged particle precipitation from themagnetosphere. To collect data for his studies,Jack built instruments that �ew on high-altitudeballoons near Fairbanks, Alaska.

From 1965 to 1967 Jack was a postdoc at the LosAlamos Scienti�c Laboratory (now Los AlamosNational Laboratory), where he explored datafrom plasma instruments on the Los Alamos Velaseries of satellites. These studies produced someof the earliest evidence of solar wind structureas the cause of the sudden commencements andimpulses of geomagnetic storms. His studies alsodemonstrated the signi�cant variability in the lo-cations of both the magnetopause and bow shockand the association of that variability with solarwind dynamic pressure.

Following his postdoctoral studies, Jack workedfor 8 years at the High Altitude Observatory inBoulder, Colo. He focused on observations of so-lar wind structure and dynamics, including char-acterization of the magnetic structures of inter-

planetary coronal mass ejections and the evolu-tion of solar wind stream structure. His studiesinvolved both in situ solar wind data and whitelight coronograph observations from Skylab. In1975 Jack returned as a sta� member to LosAlamos where he worked in various sub�elds ofspace physics. For 30 highly productive years, hestudied the solar wind and Earth's bow shock andmagnetopause. He worked with data from the In-ternational Sun-Earth Explorer (ISEE) 1, 2, and 3satellites. Eventually, he worked with data fromlater satellites, including the Advanced Compo-sition Explorer (ACE) and Wind. Upon his re-tirement from Los Alamos in 2005, he took anappointment at the Laboratory for Atmosphericand Space Physics of the University of Colorado.Jack was a proli�c scientist, authoring or coau-thoring more than 450 refereed papers. His workwas extremely in�uential: A citation analysis ofhis work shows an h-index of 89, and his work hasbeen cited more than 27,000 times in more than13,000 separate articles. In addition to this andmany other seminal contributions to understand-ing the structure and dynamics of the corona andsolar wind, Jack was at the forefront of researchinto fundamental plasma processes, including col-lisionless shocks and magnetic reconnection. Heled studies on the internal structure of Earth'sbow shock and its role in the acceleration of en-ergetic particles. His work on reconnection eluci-dated the connection between energetic particlesand �ows resulting from the changing topologyin regions as diverse as coronal mass ejections,Earth's magnetopause, and the large-scale solarwind plasma.

Jack also had a keen sense of duty to communityservice. He was a member of numerous commit-tees and panels for the National Science Foun-dation, NASA, the National Oceanic and Atmo-spheric Administration, and the American Geo-physical Union and as a valued reviewer for severalscienti�c journals. He received the editor's cita-tion for excellence in refereeing three times fromthe Journal of Geophysical Research, twice fromGeophysical Research Letters, and once from Re-views of Geophysics. To support undergradu-ate and graduate students in solar-terrestrial andspace plasma physics, in 2014 Jack endowed afellowship at the University of Colorado that hasalready provided fellowships to eight students.Jack's scienti�c contributions were widely recog-

He re-ceived AGU's John Adam Fleming Medal in 2000and the National Academy of Sciences' ArctowskiMedal in 2013. He presented the Parker Lectureat AGU's Fall Meeting 2004.

More than just an excellent scientist, Jack wasa model and mentor for numerous postdocs andyounger colleagues. All who had the privilege ofworking with him will attest to the integrity andhonesty he brought to his personal research andhis collaborations. Any manuscript given to himfor comment would come back to the author cov-ered in colored ink. This process (widely known as�Goslination�) was painful but always immenselyhelpful. There was no doubt that when an authoraccepted Jack's comments and wording sugges-tions, a manuscript would be very much clearer,tighter, and better. He was always insistent thatthe most important question a scientist could askis �So what?� This insistence on signi�cance wasa hallmark of his own work and of his in�uenceon the work of others.

Jack married Marie Turner in 1963; they had twosons, Mark and Steve. Marie died in 1990, andin 1994 Jack married Judy Hughes. Jack andJudy's blended family now boasts eight grand-children. Jack's many personal and professionalfriends knew him to be intelligent, thoughtful,loyal, and funny, with an abiding love for doingscience. He will be greatly missed.

Karl Rawer (1913 � 2018)

It is with great sadness that we report the pass-ing of Prof. Karl Rawer at his home in March,Germany two days before his 105th birthday. Hedied peacefully during his afternoon nap with thebook that he was reading on his lap. Prof. Rawerwas one of the pioneers of the exploration of

the ionosphere from the ground and from space,and in the understanding of radiowave propaga-tion in the ionospheric medium. He leaves arich legacy and large body of work in ionosphericand atmospheric physics, including his book �DieIonosphäre� published in 1952 and translated intoseveral languages. He received many honors andwas the Director of the Fraunhofer Institute forSpace Research in Freiburg, Germany and theproject scientist of the �rst German-US Aeron-omy Satellites, AEROS-A and AEROS-B.

Karl Rawer was bornon April 19, 1913in Neunkirchen, Ger-many and studiedmathematics andphysics under Gus-tav Mie and GustavDötsch in Freiburg,and under ArnoldSommerfeld andJonathan Zenneck inMünchen. In his dis-

sertation in 1939 he used hyperbolic and Epsteinfunctions to solve for the �rst time the problemof radio wave propagation in a strati�ed medium,and from then on he was hooked to ionosphericresearch. During World War II he was chargedwith developing ionospheric predictions in supportof HF communications, working with JohannesPlendl and Walter Dieminger. After the war hewas invited to establish an ionospheric predictionservice in what was then occupied Germany's�French Zone�. He developed close ties with hisFrench counterparts and was the �rst Germanafter the war to be invited to lecture at the Sor-bonne University (Prof. Associé 1958-1960, andProf. d' Echange 1961-1964). After �rst workingunder the auspices of the French Service Prévi-sion lonosphérique de la Marine (SPIM), Rawerin 1956 established the �Ionosphäreninstitut� inBreisach, Germany and served as its directorfrom 1956 to 1969. This institute gained in-ternational reputation in the �eld of ionosphericradio wave propagation and forecasting, and thedevelopment of ionosondes in cooperation withresearch organizations in the USA and France,and joint measuring campaigns in Italy, Greece,Norway, and Africa. Throughout his career Prof.Rawer was a strong proponent of internationalscience cooperation recognizing its potential to

The InternationalGeophysical Year (IGY) 1957/58 was the perfectopportunity and, representing Germany, he par-ticipated in many of the activities. Together withRoy Piggott in the U.K. he published the �Hand-book for the Scaling of Ionograms� a preciousreference book that is a must at every ionosondestation worldwide. In 1966 Rawer was electedVice-Chair of Commission G of the InternationalUnion of Radio Science (URSI) and served asVice-Chair and then Chair until 1972. At the2017 URSI GASS in Montreal, Canada the �KarlRawer Gold Medal�, a medal in honor of the workand life of Professor Karl Rawer, was awarded forthe �rst time. The recipient, Dieter Bilitza, hadthe opportunity to visit Prof. Rawer in March,Germany in September 2017 to show him the�rst Rawer Gold Medal.

A new chapter in Prof. Rawer's scienti�c ca-reer began with the �rst successful launch ofthe newly developed French �Veronique� rocketfrom Hammaguir (Algeria) in the Sahara Desertin 1954. With scienti�c payloads developed un-der his leadership ionospheric conditions were ob-served in situ along the rocket trajectory showingfor the �rst time the steep increase in electrondensity in the D-region. Many more launches fol-lowed and with his expertise in instrument devel-opment and mission management Rawer played akey role in the German involvement in the begin-nings of space exploration. When the Commit-tee on Space Research (COSPAR) was foundedin 1958 for the promotion of scienti�c researchat an international level, Rawer actively partici-pated and in 1964 became the Chairman of theGerman National Committee of COSPAR. He vig-orously exploited the opportunity that COSPARo�ered to establish long lasting relationships be-tween scientists from West and East across thecold war borders, but also with researchers in In-dia and in hitherto neglected countries in the FarEast and Africa. With a focus on his new areaof interest Rawer, in cooperation with the Fraun-hofer Society, founded the Institute für Physikalis-che Weltraumforschung (IPW) in Freiburg andserved as its director from 1969 to 1979. Un-der Rawer's leadership the IPW became a focalpoint of space exploration in Germany and wasresponsible for Germany's second and third satel-lites, the AEROnomy Satellites AEROS-A and

AEROS-B that were launched in 1972 and 1974,respectively. The EUV spectrometer, impedanceprobe, and retarding potential analyzer for thesemissions were developed and tested in-house. To-gether with the US Atmosphere Explorer C, D, Esatellites, the AEROS-A and -B satellites wereone of the �rst to provide a global view of theionosphere and upper atmosphere and led to amuch improved understanding of the processesthat shape this region of geospace.

Data from the AEROS satellites together withmeasurements from the worldwide network ofionosondes were the foundation for the Inter-national Reference Ionosphere (IRI), a projectthat Prof. Rawer initiated under the auspices ofCOSPAR and URSI. He chaired the IRI WorkingGroup from 1968 to 1976 and continued his ac-tive involvement into the mid-1990s. Under hisguidance and leadership, the IRI project took o�on a path that has led it to become the recognizedinternational standard for the ionosphere that it istoday. As participants of the bi-annual IRI Work-shops we will always remember Rawer's scienti�crigor and endurance that kept us on our seats andengaged in spirited discussions till late in the day,and his joy and happiness during the social eventswith a good glass of wine and dancing late intothe evening. The Final Discussion session at theend of the Workshop was his trademark with set-ting out goals for improvements of the model and�nding volunteers to accomplish these tasks.

Since 1955, Prof. Rawer had been a�liated withthe Albert-Ludwigs-Universität of Freiburg, lec-turing and advising graduate and doctoral stu-dents. Even when extremely busy with his manynational and international science projects, he al-ways had an open door and ear for his studentsand mentored their careers long past their �nalexams. His research activities in ionospheric mod-eling continued after his retirement with supportfrom the German Research Foundation (DFG)and ESA's European Satellite Operations Center(ESOC). In 1993 he published the book �WavePropagation in the Ionosphere�.

Rawer's greatest love and pride (and maybe oneof the secrets of his longevity) was his large familywith two sons, four daughters, 19 grandchildren,and 31 great-grandchildren.

Don Farley (1933 � 2018)

Don Farley, pioneerof incoherent scatterradar theory, worldleader in ionosphericresearch, and inspir-ing teacher and men-tor, died peacefully inIthaca, NY, on May13, 2018, at the ageof 84.

Don attended theCollege of Engineer-

ing at Cornell University under a full athleticscholarship, running for the track and cross-country teams. After receiving his B.Eng. Phys.and Ph.D. degrees from Cornell, Don spent ayear at Cambridge University as a NATO Post-doctoral Fellow, a year as Docent at ChalmersUniversity in Sweden, and then six years in Peruat the Jicamarca Radio Observatory, three ofthem as director, before returning to the U.S.where he joined the Cornell faculty as a full pro-fessor in 1967. He returned to Sweden in 1985for a year as the Tage Erlander Visiting Profes-sor at the Uppsala Ionospheric Observatory andwas, in 1995, the Von Humboldt Senior Scien-tist at the Max-Planck Institute fur Aeronomie inKatlenberg-Lindau. Between 1979 and 2003, hewas the Principal Investigator for the NSF awardsupporting research at Jicamarca. Don was the J.Preston Levis Professor of Engineering in Electri-cal and Computer Engineering at Cornell beforebecoming Professor Emeritus in 2006.

Don was a pioneer in radio and space physics.His Ph.D. work considered how electrostatic �eldsvary along geomagnetic �eld lines. His best-known early-career work, however, focused on the

development of incoherent scatter theory, the the-ory of radio wave scattering from thermal density�uctuations in ionospheric plasmas. Incoherentscatter would become the most incisive tool wehave for studying ionospheric plasmas from theground. Don developed not only the theory butalso the methods for ionospheric research withincoherent scatter at emerging facilities such asthe Arecibo Radio Telescope in Puerto Rico andat the Jicamarca Radio Observatory in Peru, es-pecially, where the e�ects of the earth's magnetic�eld require special attention. Working at Jica-marca, Don also discovered the class of electrojetplasma waves and instabilities known now alsoto exist at middle and high latitudes and thatnow bear his name. Don developed importantnew methods in radio science including radar in-terferometry which plays a key role not only inionospheric research but also in radar studies ofthe mesosphere, stratosphere, and troposphere(MST).

Don was a Fellow of the Institute of Electrical andElectronics Engineers and a member of the Amer-ican Geophysical Union, the International Scien-ti�c Radio Union (URSI), and the American As-sociation for the Advancement of Science. Hereceived U.S. Department of Commerce Distin-guished Authorship awards in 1963 and 1964 aswell as the U.S. Department of Commerce GoldMedal in 1967. He was awarded the 1996 URSISir Edward Appleton Prize, the 1997 Royal Astro-nomical Society Gold Medal for Geophysics, andthe 2010 Hannes Alfven Medal from the Euro-pean Geophysical Union in addition to awards forteaching and advising at Cornell. He was the re-cipient of the CEDAR Distinguished Lecture in2012.

Don was �rst and foremost a teacher and ad-viser whose door was never closed to his stu-dents. Many of Don's students, and some of theirstudents, are working in radio and space physicstoday because of him. Don Farley was a bril-liant, accomplished, and unpretentious scientist,teacher, and mentor. He will be sorely missed.

A highly accomplished scientist in the �eld ofionospheric physics, Mike literally �wrote thebook� on the ionosphere, having authored: TheEarth's Ionosphere: Plasma Physics and Electro-dynamics, a seminal text now in its second editionwith Academic Press.

Mike was born onDecember 21, 1943in Toledo, Ohio, andgrew up in Toledoand Detroit, Michi-gan. He attendedKent State Universityfrom 1961 to 1964on an athletic schol-arship, playing varsitybasketball and major-ing in mathematics.At Kent State, he

won the Bordon and Manchester awards as out-standing Freshman and Senior man, respectively.Mike spent two summers at the Woods HoleOceanographic Institute and then carried outgraduate studies at the Physics Department ofthe University of California at Berkeley, earninghis Ph.D. in 1970. Mike joined the UC Berke-ley Physics Department as Forrest Mozer's �rstgraduate student, helping to pioneer the develop-ment of electric �eld double probes and launch-ing sounding rocket experiments to study bothDC electric �elds and plasma waves. In subse-quent years, he was a post-doctoral researcherat Berkeley and held an appointment as a VonHumboldt Fellow with Gerhard Haerendel at theMax-Planck-Institute in Garching, Germany. InJanuary 1975, he joined Cornell University as anAssistant Professor, advancing to full Professor in1982.

A fervent experimentalist, Mike frequently com-bined measurements gathered with instrumentscarried into space on NASA sounding rocketswith observations from NSF ground-based inco-herent scatter and coherent scatter radars, con-sistently using the integrated scienti�c data toaddress unanswered questions regarding impor-tant physical processes. To this end, Mike lednumerous NASA/NSF campaigns to international

sites such as Peru, Puerto Rico, the Marshall Is-lands, and Greenland and was known for orga-nizing multi-faceted research activities within thewider scienti�c community. Highlights of Mike'smany achievements (many carried out with elec-tric �eld experiments on sounding rockets) in-clude: in-depth studies of plasma turbulence inthe equatorial ionosphere and the auroral zone,innovative techniques to determine plasma wavek vectors using multiple sensors on spacecraft,measurements of electrojet instabilities and theirnon-linear evolution, break-through observationsof DC-coupled electric �elds in space associatedwith tropospheric lightning with which Mike dis-covered that signi�cant pulsed electric �eld en-ergy penetrates into the ionosphere above light-ning storms, direct measurements of Poynting�ux with combined electric and magnetic �eldwaveforms, studies of Alfven's critical velocity ef-fect, measurements from a rocket �own throughthe Arecibo heater beam to reveal parametric in-stabilities, an explanation of the long-standingenigma of polar summer mesospheric echoes atshort wavelengths, simultaneous observations ofsodium layers with rocket probes and a lidar,and an explanation of turbulent upwelling at mid-latitudes involving the Perkins instability.

During his distinguished career, Mike publishedmore than 400 articles in the refereed literature.In addition to his text on ionospheric physics men-tioned above, he wrote several other monographsincluding one entitled, �The Earth's Electric Field:Sources from Sun to Mud,� published by Elsevierin 2013 (written with R. Holzworth) as well asmany reviews and articles for the general publicincluding �Plasma: The Fourth State of Matter,�for the Encyclopaedia Britannica.

Mike received many distinguished awards, includ-ing the James B. Macelwane award from theAmerican Geophysical Union of which he was aFellow. He gave the AGU Nicolet lecture in 2011,and received numerous teaching awards from Cor-nell and the IEEE. In 1998, Mike became a WeissPresidential Fellow, the most prestigious awardfor teaching at Cornell University, and in 2001,was elected the James A. Friend Family Distin-guished Professor of Engineering. Mike was anassociate of the National Academy of Sciencesand was chair of the National Academy of Sci-ences Committee on Solar Terrestrial Research

Mike is survived by his wife, Patricia, of 52 years,his three children Scott (Varykina), Brian (Eliz-abeth), and Erica, three grandchildren (Aidan,Owen and Amelia), and his brother EdwardArthur Kelley, Jr. Mike and Pat were very activein the regional foster child program and were par-ents to almost a dozen foster children. Mike wasa life-long athlete � besides being an avid runner,he played basketball, volleyball, tennis, and golf,well into his later years. He also loved to journeyabout the planet and indeed felt that science wasan adventure.

Beyond his many scienti�c achievements, Mike'slegacy includes legions of graduate studentswhom he mentored (including 28 PhD students),many of whom stayed in the �eld and are nowprofessors themselves. He was extremely open-minded and had an infectious enthusiasm for sci-ence and experimental research that stayed withhim his entire life. An unparalleled leader in iono-spheric research, Mike Kelley was a great scientistand human being � a true inspiration to us all.

Ram Gopal Rastogi (1929 � 2018)

Prof. Ram GopalRastogi was born inAllahabad on 26 De-cember 1929. He ob-tained M. Sc. de-gree in Physics fromAllahabad Univer-sity in 1949 andstarted his academiccareer as a lecturerat Saugar University.He joined the Phys-ical Research Laboratory (PRL) in Ahmedabadin 1951 as a research scholar in ionosphericphysics under the guidance of Professor K RRamanathan. His doctoral work was based ondi�erent features of ionosphere over Ahmedabadfrom radio soundings and also detailed investiga-tions of ionosphere during the solar eclipse events

of 1954 and 1955. After completing his Ph. D.,he worked as a post-doctoral fellow at NationalResearch Council in Ottawa, Canada from Oc-tober 1958 to December 1960. Later he workedas post doc at the High Altitude Observatoryand guest worker at the Central Radio Propaga-tion Laboratory at Boulder, USA from December1960 to December 1961. Some of his importantcontributions in early years were the diurnal devel-opment of equatorial ionization anomaly and thelongitudinal inequality of equatorial electrojet.

After his return to India, Prof. Rastogi as headof the ionospheric physics group at PRL, initiatedseveral new activities. His most important con-tribution was the setting up of an ionospheric ob-servatory near magnetic equator at Thumba, thelocation of India's �rst rocket range, with spacedreceiver drift experiment, an ionosonde, two ri-ometers and a radio beacon receiver. Combinedground magnetometer and ionosonde obsevationsin multi-technique investigations revealed severalnew features of equatorial ionosphere. Reversalof electric �elds leading to counter electrojet anddisappearance of equatorial sporadic-E both dur-ing geomagnetic quiet and disturbed conditionswas established from such measurements fromThumba. Role of interplanetary magnetic �eldin a�ecting the equatorial ionosphere was alsodemonstrated for the �rst time from measure-ments from Thumba.

Another important contribution of Prof. Ras-togi was the setting up of a sophisticated bea-con receiver at Ootacamund, near magnetic equa-tor, with collaboration of Prof. Ken Davies ofNOAA, Boulder, during the ATS-6 phase II for ayear in 1975-76. Multi-frequency measurementsof Faraday rotation, di�erential phase, group de-lay and amplitude scintillations constituted one ofthe best radio beacon data collected anywhere. Inaddition a chain of radio polarimeters was set upto measure Faraday rotation at 6 stations extend-ing from magnetic equator to beyond the equa-torial anomaly crest region, in collaboration withdi�erent institutions/universities in India.

Prof. Rastogi moved to the Indian Institute ofGeomagnetism (IIG) in Mumbai in 1980 as Direc-tor. At IIG, he expanded the chain of magneticobservatories including the magnetic observatoryat Maitri in Antacrtica, initiated modernizationof instruments, and introduced new instruments

for micro-pulsation and magneto-telluric studies.He set up the Equatorial Geophysical ResearchLaboratory (EGRL) at Tirunelveli. Collaborationswere started with research groups from di�er-ent countries to start new experiments like MFpartial re�ection radar for studying mesosphericwinds, all sky imaging camera to map night air-glow emissions for study of large-scale plasma de-pletions associated with equatorial spread-F, pho-tometers for spaced receiver measurements of air-glow emissions, and a chain of VHF receivers forionospheric scintillation studies.

As chairman of the Steering Committee of theAll India Coordinated Program on Ionospheric-Thermospheric Studies (AICPITS) of the Depart-ment of Science and Technology, Government ofIndia, he organized a collaborative inter-universityprogram on ionospheric studies as part of the In-ternational WITS program. As part of this pro-gram a chain of 20 stations right from magneticequator to beyond the anomaly crest region pro-vided unique data set for VHF scintillation stud-ies at low latitudes, involving and inspiring manyUniversity groups to take up ionospheric studies.Prof Rastogi continued his research activity af-ter retirement from IIG in 1989 and worked atPRL/Gujarat University as CSIR Emeritus Pro-fessor/INSA Emeritus Professor. He was activelyworking as an Honorary Professor at PRL till lastyear. He has guided 24 Ph. D. students and pub-lished 435 papers in reputed international jour-nals.

Professor Rastogi was Fellow of all the three sci-enti�c academies of India. He has been honouredwith Hari Om Ashram Prerit Research Award inPhysics by Gujarat University for years 1971-76,NASA award for excellent performance of ATS-6 Radio Beacon Program 1977, NASA Awardfor excellent performance in MAGSAT Program1982, USSR Academy of Science Commomora-tion medal for developing the Indo- USSR joint re-search program in Geomagnetism, Japanese Geo-physical Society Commomoration medal for con-tribution to Geomagnetism and Ionospheric Re-search in 1984, and Prof. K. R. RamanathanMedal in recognition of his contributions in Atmo-spheric Sciences and Meteorology in 2002. Dur-ing his tenure as chairman of the InterdivisionalCommission on Developing Countries of IAGA,Prof. Rastogi helped coordinate research pro-

grams in developing countries. He organized in-ternational schools on Ionosphere and Geomag-netism at Pune, India in 1985 and ICTP at Tri-este, Italy in 1987.

Professor Rastogi passed away, after a period ofbrief illness, on 10 July 2018 at Ahmedabad. He issurvived by his four sons and a daughter, and theirfamilies. His contributions to ionospheric and ge-omagnetic research will be remembered for yearsto come, by the International Scienti�c Commu-nity.

Prof. Ahmed wasborn on January 10,1952, in Egypt. Hegot his Ph. D. inApril 1984 from In-stitute of Physics,Technical Universityof Wrocªaw, Poland.After obtaining thePh.D. degree, hejoined as lecturer inCairo University in

Egypt, where he continued to work and attainedthe position of Professor of Solar Physics andspace science in the Department of Astronomy,Faculty of Science, Cairo University. As an Ara-bic speaker, Prof. Ahmed worked in SalahaddinUniversity in Iraq during 1988-1990 and as PublicAuthority for Applied Education in Kuwait during1992-2000. In 2015, he was elected as Vice-Chairof IAGA Interdivisional Commission on Develop-ing Countries.

Prof. Ahmed was an active IAGA member, andorganized a series of International Symposia inEgypt, supported by IAGA. The �rst Symposiumof the series, held in Cairo, Egypt, in October2008, was entitled �Space Weather and its e�ectson Space-crafts�. The second one was also held inCairo, Egypt, in December 2009, and it was enti-tled �Solar Wind-Space Environment Interaction�.The third one, held in Luxor, Egypt, in November2011, was entitled �Heliospheric Physics during

Prof. Hady has published more than 100 scienti�cpublications, including many peer reviewed jour-nal articles and books. He published more than20 books (in Arabic) for Simpli�cation of Science,and was awarded the Egyptian State Prize in pop-ular science publications in 2004 and 2012.

On July 14, 2018, Prof. Hady passed away aftershort illness.

Among the �elds of expertise in whichProf. Dr. Georgescu excelled as a true school cre-ator and a world-class scienti�c researcher, wasApplied Geophysics, Environmental Geophysics,1D, 2D and 3D Modeling of Electric ResistivityAnomalies. He participated in numerous nationaland international research projects with a verydiverse themes, related to theoretical bases andpractical applications of geophysical investigationmethods of the basement. He received the "Ghe-orghe Munteanu Murgoci" Romanian AcademyAward (1977), the "Sabba �tef nescu" RomanianGeophysics Society Award (1995) and the Certi�-cate of Outstanding Achievements in RomanianGeophysics awarded by the Society of ExplorationGeophysicists (SEG).

Noctilucent clouds are seen in the summermonths, shining in the poleward sky at night-time. Measurements show that the clouds arehigher than any others. Lying at a height of 80-85 kilometres, the clouds mark a boundary be-tween meteorology and space physics. In this guide a generaldescription of a compassswing base calibration pro-cedure is presented whichwas developed at the Her-manus Magnetic Observa-tory. The procedure is based on the use of DI �uxmagnetometers as these types of magnetometersare widely in use. Although there are also othermethods in use the 'DI-method' should be seenas an IAGA recommendation.
