State of IAFC

• IAFC is healthy and recovering after economic downturn

• Made changes to what we do and how we do it, similar to every fire department

• Major revenue sources include conferences, membership dues, and grants and contracts

Federal Funding

• FY 2014 - $340 million for SAFER and AFG

• President’s budget called for $335 million in FY 2015

• House Appropriations Subcommittee has approved $340 million

• Still has exemptions, but will end this year

• Anticipate SAFER Grants to open this fall

U.S. Fire Administration

• FY 2014 received $44 million• Obama Administration reduced 2015

request to $41.407 million• House Appropriations Subcommittee

approved $44 million• Support funding to continue updating

the NFIRS system and NFA

National Preparedness Grants

• FY 2015 Obama Administration repeated request to consolidate FEMA grant programs into one NPGP program– Rolls UASI and Homeland Security Grant

Program into one grant program• NPGP would be administered by the

states - based on Threat and Hazard Identification and Risk Assessment completed by states and FEMA regions

National Preparedness Grants

• IAFC testified before Congress on April 29th against this change– Local responders were not consulted

about the assessments– State-centric focus would create

stovepipes– Unknown how UASI cities would receive

funding– Firefighting is not listed as a core

capability• Only support for consolidation was

from the administration and NEMA

UASI

• FY 2014 UASI program received $557 million– Congress did not limit number, so 39

cities are eligible– Currently determined by FEMA through

an analysis of the relative risk of terrorism faced by 100 most populous MSA’s.

• UASI applications were due by May 23rd, and funding awards no later than Sept 30

Haz Mat Issues

• Fighting for changes to Haz Mat Emergency Preparedness Grant Program– Large portion of funds are not being

distributed by states to fire responders– Request to allow 25% of funding to be

competitive for non-profit organizations for training

– 50% of funding would be reserved for e-learning to allow for blended training

Haz Mat Issues

• Benefits for career firefighters to reduce overtime and backfilling charges for in-person training

• Funding would be used to train firefighters to Operational Level of NFPA 472

• Many departments are undertrained for dealing with incidents involving hazardous materials

Cadillac Tax for Health Care

• Excise tax part of Affordable Care Act• Takes effect in 2018• Surtax of 40% on high-value health

plans• High value is $10,200 for individual

or $27,500 for family• In 2020 the value starts going up

based on CPI +1%.• Healthcare growing faster than CPI

so more will be impacted

Cadillac Tax for Health Care

• Allows for “high risk profession” to have higher-value plans before being subject to Cadillac Tax

• To be eligible, the majority of the plan participants must be in the “high-risk” profession

• Most FD’s are on municipal plans so may not qualify

• Self Directed Health Plan- 17, 18, 19 -$63

T-Band Giveback Requirements

• FCC to begin auction in 2021 and all public safety operations must be cleared of the band within 2 years of the auction close

• T-Band is used in 11 major urban areas

• Estimated $6 billion to relocate public safety users - to be paid by Federal Govt.?

• Issue raised with Secretary of Homeland Security and Congress

Weight Limit for Apparatus

• FAMA is attempting to include language in upcoming surface transportation reauthorization bill to implement a national standard for treatment of emergency vehicles under federal vehicle weight laws

• Some states have stringent requirements that are a burden to delivering apparatus– 25 give exemptions, – 21 states have unknown requirements– some have specific requirements for emergency vehicles
