CAP and IACS of the future
Rationale for IACS data sharing
44
A new multiannual financial framework (Brexit, cuts to the CAP budget) : reduction of budget … but more flexibilities (transfer between EAGF and EAFRD)!
CAP post-2020
Why a new CAP?
Need to simplify and modernise the CAP
New challenges to be addressed :• Economic health of the farm sector• Environment issues• Climate change and adaptation actions• Economic & social situation in the rural development

Recent commitment from the MS In digital transformation …
(among other):
• Supporting digital solutions & Increasing investment in R&I in digital technologies for smart farming
• Facilitating the cross-border pooling and sharing of agricultural data between farmers and throughout the value chain
• Identifying and opening up high value datasets for agriculture
• Using the European space programmes and the Earth observation programme for agriculture
• Working on digital tools for a simplified and effective implementation of the CAP
• increase CAP administration efficiency, notably in sharing geospatial information among public administrations
• Making use of funding instruments to strengthen the technology infrastructure and facilitate the deployment of digital technologies in agriculture and rural areas

Pilot implementation - Introduction
• Objectives
• Test the provisions and provide input for the guidelines on IACS spatial data sharing according to INSPIRE
Metadata: specify an INSPIRE compliant schema with harmonized metadata values for LPIS and GSAA for better visibility in the national/European spatial data infrastructures
Data harmonization: select the appropriate INSPIRE themes for publishing data and specify the necessary transformations to readily use data in various applications
• Use cases and participants
• LPIS and GSAA data discovery in the INSPIRE infrastructure (BG, CZ, DK, SI, ES)
• LULUCF (BG)
• Current status
• Data discovery: metadata xml schemas delivered; validation ongoing
• LULUCF: tasks specified, initial schema mapping started
20
21
• Elaboration and testing of INSPIRE-compliant metadata for the IACS data to be shared
• for discovery
• for evaluation
• for services
• Taking into account existing experience in the field
• LPIS QA
• CORDA
• INSPIRE portal
21
Purpose of the metadata pilot
Process conducted by DG AGRI
22
Purpose of the data sharing pilot(CZ, DK, ES, BG, SI)
22
• Test on the example of use cases where the spatial information in IACS/LPIS of the member states would provide useful input
Crop forecasting
Agricultural statistics (Integrated Farm System, Farm Accountancy Data Network)
Land Use, Land Use Change and Forestry (LULUCF)
• Verify what data transformations are needed
• Quantify the efforts needed for the data transformation
• Provide recommendation how reusing spatial information in IACS/LPIS can be facilitated through simple technical measures (database extensions).

24
LULUCF pilot implementation
• Tasks
• Study, understand and document the LULUCF requirements in terms of land cover/land use, spatial and temporal representations
• Identify the feature types in IACS, mostly in the LPIS and the Application and Payments subsystems that may provide the information needed
• Study the extent of data harmonisation (especially semantics) needed for interoperability between IACS and LULUCF
• Map the information concepts of IACS to LULUCF. Identify the necessary transformations
• Investigate the possibility of using (existing) data transformation services
• Implement the use case with real data
• Register the efforts/investments (in terms of labour, software and any other relevant resources) needed for the implementation
24
25
LULUCF pilot – preliminary results 1
• The LPIS component of IACS provides
• Georeferenced land cover information to be mapped in LULUCF categories of managed cropland and managed grassland
• Area values of these categories
• Fine tuning in term of agricultural practices that might be relevant for land use change (land laying fallow, hectares of agroforestry)
• Fine tuning in terms of grassland pro rata values
• Current and accurate information due to the yearly LPIS QA process

LULUCF pilot – preliminary results 2
• GSAA potential must be further explored
• It possess “granular” information about crops/crop types
• It stores information about geographic locations at relatively high spatial and temporalresolution
• Generalisation is possible depending on particular use-cases
• Attention to high computing power requirements due to high spatial resolution (details)
