IDENT / IAFIS (I/I) Interoperability (I/O) User Evaluation and Deployment Working Group (IIUDWG)BRAG submissions began searching IDENT on 10/27. The submissions now search both IDENT and ABIS.Record LinkingIIU Chief and Section Chief Rudge met with DAD Morris on 10/28 to discuss issues related to Record Linking. IIU is drafting aletter to be routed through CJIS management requesting direction from the Attorney General with regard to law enforcementagencies opting-out of IDENT/IAFIS Interoperability. b'Secure Communities bC

* IIUwas notified on Friday, 10/30/2010, by the Office of the General Counsel that plaintiffs in the Secure Communities FOILmatter filed a motion for a preliminary injunction with the Court, demanding expedited production of records relating to the"opt out" issue. IU is working with OGC regarding.documents pertaining to "opting out."

* IIU was notified by the Office of the General Counsel of an additional FOIA request dated 10/19/2010, relating to theAutomated Fingerprint Identification System from the National Immigration Law Center.

Once the steps were learned, PSS Reese successfully burned thecontents of the CDIG archive folder to DVDs which will be stored by the Admin Team.Once the Admin Team reviews the disks to ensure that all contents were transferredsuccessfully, the CDIG Archive folder contents will be deleted which will free up severalgigabytes of space on the V:Drive.

Analysis Group Projects/Items:* Daily Report/Weekly Stats: For this week, there were 32 IAFIS Hits on KST subjects;

102 IAFIS hits on Military Detainee (MIL) subjects; and 759 IAFIS hits on NationalSecurity Interest/Threat (NSI/T) subjects. Out of these hits, there were 4 hits on KSTsubjects, 0 hits on MIL subjects, and 13 hits on NSI/T subjects which were actionable.Also, the hits triggered from record requests were 158 for KST, 200 for MIL, and 563 forNSI/T subjects. Out of these hits, there were 7 hits on KST, 0 hits on MIL, and 22 hits onNSUT which were actionable.

* Request For Information (RFI) Tracker: The CDIG Analysts will be utilizing the RFITracker, which is a new tracking tool developed by Booz Allen. The goal of the trackeris to document any request for information the CDIG Analysts receive and respond to.This week's update: CDIG Analysts received 34 requests for information; 20 of thesehave been completed and 14 requests are still pending.

* CTD Project: POC for this project is MPAI I CDIG receives an e-mail each bCmonth from the FBI's Counterterrorism Division (CTD, National Threat Center Section 7(NTCS), Threat Review Unit (TRU) to conduct searches of the CJIS databases onwatchlisted subjects connected to domestic or international terrorism investigations thatattempted to purchase a firearm or obtain a weapons permit. This week's update: MPAL..received October 2010 list of 29 watchlisted subjects from IA an dhas begun researching this information. In addition, MP A has researched allCJIS Systems on the list of 23 watchlisted subjects from August 2010. MPAE ihascompiled all the information and prepared subject assessments. These assessments weresent to IA[ via e-mail. An EC has been drafted and being routed for approval.

Success Stories:* While reviewing Security Risk Assessment (SRA), PSS noticed the

applicant answered "Yes" to question 12B on the FD-961 ("Have you ever been convictedin any court for a crime for which the judge could have imprisoned you for more than one'year even if you received a shorter sentence including probation?" PSSI Iconducted research and found the applicant was arrested in 1990 and subsequentlyconvicted for unlawful trafficking of scheduled drugs. Applicant's SRA was restricted.

PSS sas processing a SRA on an applicant s arrested in 1998 oncharges o "cocaine/imprison of a felony offense". PSS [ onducted additionalresearch and discovered the maximum sentence for this type of arrest could have beenthree years, therefore, making the applicant prohibited from handling select agents/toxins.

PSSAI eceived fingerprint results on an applicant which showed a 2008 arrestfor felony stalking in Arizona. The disposition from the county attorney showed a b (

disposition for "Class 6" attempted stalking. Upon further research, PSS jound thatthe applicant could have received up to the maximum sentence of 1.5 years, therefore,making the applicant prohibited from handling select agents/toxins.

* Due to the cancellation of the Malta leg of the trip to Rome, Italy, on 10/21/2010 SSA Stubergrequested Legat Brussels to arrange a meeting for an FFE presentation with the Belgian NationalPolice. Belgian police expressed concern over privacy and the need to have written agreementin place before sharing, but agreed such an arrangement would be possible and wish to review asample Memorandum of Cooperation.

* From 10/16-27/2010, SSA IMPAI and MP Itraveled toAlbania, Bulgaria, and Macedonia to conduct GIU site assessments and present FFE briefings tolaw enforcement and other government officials in these countries. SS land MPAIreturned on 10/26/2010. Il

* During the week of 10/24/2010, MP/ traveled to Washington, DC, to meet with USCENTCOM, FBI CTD, FBI IOD, and the Afghanistan Fusion Cell.

* On 10/28/2010, MPAI attended a meeting at the US Coast Guard Headquarterswith Lt. More, from JSOC, and Crossmatch Rep. The meeting started with a callto BIMA in Clarksburg. We discussed the ORI and CRI problems and what was going to be set forthe live testing in Baltimore. Many issues with ORI and CRI. After many phone calls with CJISand BIMA, had to wait until a USCG ORI and CRI was going to be issued. Crossmatchdemonstrated a web cam in place of a digital camera. It appears to be a good addition to CJISQCP's as it will take weight of the cameras away and will eliminate the AA batteries, because theweb cam is powered by USB.W demonstrated the FBI QCP to Lt. and company.Showed the different hit splash screens and how mobile the QCP is. Tested the JQCP live to seeif it will transmit to ABIS. The test was successful. Submitted a transaction utilizing a satellite.

* On 10/28/2010, Contractor 1worked on setting up a help desk with the CJIS ServiceCenter (SC) and met with [of the SC to initiate the process.

* A test of the JQCPs Broadband Global Area Network (BGAN) connectivitywith ABIS and IAFIS was conducted. On 10/29, fingerprints and photos of 4crewmembers were collected. One transaction was transmitted from thebridge of the ship to ABIS and no hit was received.

* 10/29 - IIU telephone conversation with USCG. Provided direction for USCGPOC to work with the USCG CSO to obtain an authorized ORI or have oneestablished that can be used for the planned mobile submissions.

* IIU worked with DOD BIMA to handle use of the WVDOD0000 ORI and theiDSM and IDENT responses that would be returned. DOD BIMA to establishan additional email address to receive the IDENT response.

* After discussions between IIU, GIU Chiefs and UCCG POC, GIU to workwith SC Rudge to request authorization for these transactions as criminaljustice submissions as these are targeted collections of non-U.S. Citizens.

PCSC* IIU is providing assistance along with Requirements Management Unit (RQMU) to

expand upon the MITRE created System Requirements Specification for theExchange of Biometric Data between the Government of United States and its foreignpartners.

Department of Defense (DOD)* Transaction Manager Integrated (TMI) - The Automatic Biometric

Identification System (ABIS) Transaction Manager Integrated (TMI) upgradedeployment has been rescheduled for 11/03.

* Biometrics Identity Management Agency (BIMA) - DOD announced theappointment of Dr. Thomas Killion as the new BIMA director beginning 11/01.

* Honduras collections - DHS/ICE completed 268 Honduras prison collections ofCogent Fusion devices. ICE has transmitted all collections to ABIS via theSOCOM portal. Coordination with FBI CJIS Division is ongoing beforesubmission to IAFIS. At present, IDENT has not established the OUS forsubmission to DHS.

* IIU is drafting a letter to DOD BIMA documenting BSS, NGI and ITMS impactsof continuing iDSM searches. Letter will advise BIMA of the date that iDSMsearches will be discontinued, and will offer the use of Shared Services for theseDOD submissions to IAFIS.

Record Linking* IIU Chief and Section Chief Rudge met with DAD Morris on 10/28 to discuss issues

related to Record:Linking. IIU is drafting a letter to be routed through CJISmanagement requesting direction from the Attorney General with regards to lawenforcement agencies opting-otit of IDENT/IAFIS Interoperability.

* The Secure Communities (SC) Program Office is reaching out to the StateIdentification Bureaus to request a POC for Department of Correctiondiscussions.

* CJIS received a copy of the opt-out language for SC and is providing comments.IIU Management is reviewing.

IFFS/SOR Initiative* IIU received an Excel sheet from US-VISIT that listed approximately 7,400 FBI

Numbers (FNUs) for existing Sexual Offender Registry (SOR) records in IDENT.IIU expected a much larger number and questioned the number received. US-VISITconducted an analysis and reported that during the clean-up completed in November2009, only those FBI records that had a link to an independent DHS encounter, wereretained. IIU has requested that ITMS perform a comparison with SOR records inIAFIS to determine which records are still active.

Foreign Born No MatchThe original October start date was pushed to November and now has been pushedout even further by ICE. The deployment date is dependent upon the ICE ACRIMEmodernization effort. IIU is awaiting receipt of a new target date from ICE. Thisfunctionality will allow biographic IAQs to be sent to the LESC when there is nomatch in IDENT but the submission indicates a foreign or unknown place of birth.

ICE Request for a way to Differentiate Interoperability IAQs:* An interagency meeting was held on 11/1 to discuss a solution for ICE to differentiate

Immigration Alien Queries (IAQs) which are generated because of IDENT/IAFISInteroperability. IIU suggested adding the DHS Organization/Unit/Sub-unit andDerogatory Information type in the Attention (ATN) field of the IAQ. ICE will writeup the requirement and US-VISIT and CJIS will determine how best to document therequirement. Another issue discussed was placing the additional CRI (whenavailable) in the ATN field. This effort can move forward when ICE is ready.

INTERPOL Records* IIU sought advice from CJIS AIU regarding the storage of Yellow Notices in IAFIS.

AIU informed IIU that there is no legal restriction from a CJIS perspective.However, requirements imposed by INTERPOL make it necessary that USNCBrequest approval from the Advisory Policy Board. This topic will be discussed duringthe monthly working group meeting on 11/10.

I attended meeting with Northeastern points of contact from NGI, NDEX,Interoperability, and CJIS Customer Service Group to discuss regional issues.

I bparticipated in a teleconference with Customs and Border Protection on TECSModernization project on October 28, 2010. It will focus on how users of TECS can use the newsystem.

I ttended a meeting with NICS to discuss a way to determine what new agenciesare submitting to the NICS Index. She worked with NICS to determine if an agency has multipleORIs and how to figure out if they are from the same agency. Beginning in January, NICS willsubmit a list of ORIs to SAG to analyze if new agencies have submitted or if it is the sameagency.

On Tuesday, October 26, 2010, I participated in a teleconference with the Office ofthe Director of National Intelligence (0N1). The teleconference was held to answer follow-upquestions from ODNI's meeting with CJIS Executives in July. " ddressed questionsregarding NCIC.

I participated in a meeting with GOS, BSS, RMS, and CIA for an additionalassignment of an ORI in order to move CIA entries from the civil file to the criminal file. TheORI is on hold status, due to the fact that the entries may be billable and an InteragencyAgreement will need to be in place.

I attended IAFIS Policy Review Board meeting, and reviewed 10 IAFIS notes.

Upcoming Meetings

I will be attending the Nlets Federal Member meeting, Nov. 9, 2010 at NationalHarbor, Maryland. Meeting attendees include system users from federal agencies.

NCIC Operations provided transaction log research results for the DC Metro bombinginvestigation and the Marine Corps Museum shootings.

Results from the CIC Program for the month of October include 6,740 arrests/locates and$112,092,523.00 in recoveries and cost avoidance.

I [executed Memorandums of Understanding (MOU's) with the following localagencies in Michigan: Sterling Heights Police Department, Ann Arbor Police Department, andShelby Township Police Department.

NOPU staff assisted federal and state agencies with policy and data requests regarding entry into,points of contact for, data synchronization of, and fingerprint requirements for the National SexOffender Registry.

NOPU staff continued to work with ITMS on the systems specs for the Image File enhancements.

NOPU staff continues to provide support to the DOJ, SMART Office, International Tracking ofSex Offenders Working Group.

NOPU staff drafts the Warrant Task Force agenda and material documents in preparation for theDecember 7, 2010 Warrant Task Force meeting in New Orleans, Louisiana.

NOPU staff modified the Sex Offender Registry Points of Contact listing in preparation fordistribution to all CJIS Systems Officers, State Identification Bureau Chiefs, and Sex OffenderRegistry Points of Contact.

NOPU staff continues to work with states regarding the improper purging of NCIC UnidentifiedFile records that were not identified as validated on a monthly basis. The improper purging ofinvalidated, Unidentified File records by the NCIC System was corrected in June, 2010.

S uubmitted three Technical and Operating Updates for NCIC Protective InterestFile (PIF); one replacing whole chapter, one with changes to other chapters, and changes to theNCIC Code Manual for review by Supervisor and Unit Chief. The Privacy Impact Assessmentfor the PIF was sent to FBI HQ for approval.
