The Proceedings from 1884-87were provided to me. They were scanned some time back and some are hard to read. But they are readable for the most part. If anyone has a copy of the Proceedings these year's that they would photograph (or have someone that will photograph them) so that the information is more readable I would greatly appreciate them doing this and sending the copy to me. The early books are very fragile and I would not try to scan. Jack York Webmaster Grand Chapter of Texas O.E.S. 7407 Dreyfuss Dr. Amarillo, TX 79121 [email protected]

DECISIOXS.

Bro. Paton Nowlin, of Waxahachie, asked what is the status of a person who has rccci,·cd the degrees of the Order of the Eastern Star, and h:n·e the same work and same signs and p:lS~·words that we ha\'c, hut h:\S nc,·cr IJclongcd to :t rcgubr chartered Chapter, what would l>c required of such a person in regard to ceremony of initi:llion, etc. I answered, that in my opinion no further ceremony of initiation is necessary, if he or hhe can pro\'e him or herself to be :1 member of the Order on proper ex.1mination. I would consider that all we wouid h:we to do, would be to heal such a pcr5on. This, I helit:\'C, is the only legal question of imporrnnre that I ha,:c had to decide since I have held the office. Yours fraternally. W. L. Hou, G. W. 1'.

h:.\·e in a<:ti\·e, earnest work, nineteen Chnptcrs out of :1 total of twentyfour. We confidently hope and cherish that by the next meeting of this Grand body we c.1n h1easurc our strength i.Jy not less than too Ji\'C earnest, working Chapters.

Of the number of charters we have issued since the ::7th of July-ten in numl!er-four (.1) han: been is~u~d in lieu of McCoy charters, :Ul Cf which :trc now fully under our jurisdiction :md in regular working order.

Our present Constitution is not up to the standard, that is, not as full nnd complete :Is it should b..:. We hope th;n this Grand body, among the first Mcps taken; will be to appoint :IS :t!Jie and intelligent a committee :~s possible on Con~titution and By-Laws. gi,·ing them such power of re,·ision a;; you, in your wisdom, think best. The Constitution under which we arc :u present workin~, i~ necessarily impcrfl!ct. The committe.: at our met.:ting in :.l:lj' to whom was referred the work of reponing a Con~titution, h:td :tlso much other huorious work to attend to. and witl: the wry limitt!d time and in the confusion incident to the org:tnitation of this kind, nec::ss:~rily had to m·crlook m:my import:tnt tcaturcs wl!i .. h ~!wuld take time :tnd reflection to mature properly • . We think that wi:ik· ~:tid <:ommittce ~hou!d not <:h:mgc :my of the org:mtc fc:lturcs of our Grand Ch.tptcr organi;.:nion~. there arc many fc:1tures th:tt should he added to the pn.:scnt Constitution; also, some features th:1t :m: now cmhr:~ccd in it, stricken out altogether, :~nd others simplifi~d. We think there should also be appointed a committee on Law and Jurisprudence, \vhich committee could ha\'e ch:.rgc of Appeals and Grievances: also, a committee on Fin:mccs, whose duty the Constitution should define.

We h:n~c a sanguine hnpc th:tt in thc ncar future there will be as m:tny :lS s:x or sc\·cn more ch:utcrr. issued. Of Chapters on our rolls, it is known that Fril!ndship No. 1, Chico No. :::, Cecelia No. 3• and perhaps Esther ~o. 5· ha\·e ceased to work.

Defore we were surrendered the jurisdiction of Haddassah and Sam Long Chapters, the R W. G. Secretary required us to suar:tntcc the dues to the G. (i . C., which we did ; but suppose this has Lccn settled, as we have heard nothing more about it. We accompany this report with an :Iecount of the finances of the Grand Ch:tptcr, wllicl1 we hope you will find correct .• The Grand Treasurer thought it bc~t for him not to rccci\'e :my of the money of the Grand Chapter, from the f:1ct th:ll a; fa~t as the mone}' came in there were debts awing br the Gr:1nd Chapter that had to be paid; and therefore requested the Grand Sec• ret:try to disburse the moner :ts it came in.
